balanced, sustainable development requires engaged, professional media;
they’re a necessary but not a sufficient condition,

they can help to establish the other conditions

media and developmentDevelopment is about power; who has it, how they keep hold of it, and how to prise it from them and share it more equitably.
Without good media; who will protect the poor of the fourth world or on the margins of the rich cities if no-one knows they're there and no-one enables their voices to be heard. Good media are essential.

practical conditionality . . .

It begs many questions and leaves many issues to resolve but what better way to ensure a rapid and sustainable improvement in media?
