Welcome Dear Colleagues and Guests On behalf of the Local Organising Committee, I am delighted to welcome you at the 49th European Congress of the Regional Science Association International. ERSA 2009 is jointly hosted by the Department of City and Regional Management at the University of Lodz, the Society of Polish Town Planners and the Polish Section of ERSA (Committee for Spatial Economy and Regional Planning at the Polish Academy of Sciences) which celebrates its 50th anniversary of existence this year. A team of regional scientists from Poland has worked hard to create a particularly strong conference programme. Lodz hopes to be the European Capital of Culture in 2016 and it is facing numerous regeneration initiatives these days. The city has changed dramatically in the last decade and is rapidly emerging as one of the Poland’s leading centres for learning, culture, entertainment, sport and endeavour. The Congress will, I am sure, provide an excellent opportunity to see, and reflect on, the substantial progress that has been made and I hope you will have the chance to sample these during your brief stay. I would like to take this opportunity to thank the city authorities for their support in organising this event. The Faculty of Management, which is the venue for the Congress, is one of the youngest faculties at the University of Lodz. It was created on the 1st of September 1994. The Faculty is based on ten organisational units, which were separated from the Faculty of Economics and Sociology. The research work and educational activities of these units concentrate on various aspects of management. The history of the Faculty might seem short. However, its roots reach as far as the Faculty of Law and Economics and the Lodz University of Economics, which was incorporated into the University of Lodz in 1961. The Society of Polish Town Planners is an advocate for social interest in management and use of Polish space. For over 80 years it has been uniting people of various professions and specialities in order to make the urban and rural areas an environment that would effectively serve spiritual and material needs of people ingrained in the cultural heritage of the nation, harmonising with nature and enriching the beauty of natural landscape. It is a social organisation, undertaking efforts for the benefit of society. The overarching theme for the Lodz Congress is Territorial cohesion of Europe and integrative planning. A rich variety of plenary and parallel sessions, special sessions, technical and post-congress excursions provide a multi-dimensional perspective on this theme. Despite the crisis the Congress has attracted not only European, but world-wide interest. During the course of the next few days we expect to welcome more than 500 delegates and some 450 papers will be presented. I am very pleased to welcome you to Lodz and I hope that the Congress and the City together will provide an experience that proves stimulating, inspiring, rewarding and enjoyable. About ERSA ERSA is the supranational grouping of national regional science associations across Europe. Members of the Regional Science Association are academics, policy professionals and researchers interested in spatial economics and planning, regional and local development and related issues. They are drawn largely from the disciplines of economics, geography and planning. There are presently 17 active associations, some, such as the German or French speaking sections, organised on linguistic groupings and covering more than one country. Constituent associations range in size from more than 700 members to 27. The largest sections have their own national professional organisers. In total ERSA has some 3500 members in its constituent associations. The main functions of ERSA, apart from promoting the field of regional science, are to organise an annual European Congress and an annual Summer School. Both these events have been growing in size and professionalism over the past 10 years. Attendance at Congresses has grown consistently over time and some 1250 abstracts for papers have been submitted for the Congress held in Liverpool 2008. The Summer Schools are presently supported by the European Commission’s Marie Curie programme.

Venue The venue for the 49th European Congress of the Regional Science Association International is the Faculty of Management at the University of Lodz, one of the youngest university buildings in Poland. Its location in respect to hotels and other key locations is shown on the map below.

Address: ul. Matejki 22/26 90-237 Lodz Poland The entire programme of the Congress, including plenary sessions and all of the parallel sessions, is located in this building. Lunch and coffee breaks are served on each floor. Graphs below show the location of rooms where the sessions are held. Registration desk is available in room 115 (marked: R).

Plenary sessions will take place in the large lecture hall (A) on the ground floor. Various meetings have also been scheduled to take place in room 31 (ground floor). Computer rooms can be found on the ground floor. Lecture hall (A-0) may be found on level -1, next to the publishers’ exhibition.

Registration Desk, Messages and Emergencies The registration desk will be located at the Faculty of Management of the University of Lodz in room number 115. Registration will begin at 12.30pm on Tuesday 25th August, remaining open until the start of the Opening Ceremony (6.30pm). It will re-open at 9.00am on Wednesday (26th August) and 9.00am on Thursday (27th August). Also, the Information Desk will be based on the ground floor of the Faculty of Management to provide any information required. We also have a large group of student volunteers who are ready to help you and to provide technical assistance in the session rooms. ERSA 2009 volunteers will be easily identified through their blue tee-shirts. Messages and Changes in the Programme, Emergency LOC Contact General announcements, changes and updates to the Programme will be displayed on the Announcement Boards located at the Faculty of Management. There will be a board on each floor and the main one located on the ground floor next to the Information Desk. This is also where messages for delegates will be pinned-up. Session information The Congress will be composed of five types of sessions:

1. Plenary sessions with Keynote Speakers; 2. Refereed R-sessions: papers addressed to these sessions are refereed (and accepted) by

members of the Scientific Committee; 3. Refereed Y-sessions: these are the Young Scientists’ sessions; the full papers are refereed

and authors compete for the Epainos Award, which is awarded to the best paper presented in these sessions;

4. S-sessions for papers which have been included in organised (special) sessions, generally as a result of a refereeing process; these sessions also contain papers by speakers invited by the session convenor;

5. O-sessions: all papers not falling into any of the above categories (some O-session papers have been submitted in advance of the Congress; others have not).

All papers in the O-sessions and R-sessions have been grouped by theme. There are 23 themes during this Congress.

Presentation technology All rooms are equipped with a computer and a projector for PowerPoint presentations. Delegates are required to bring their presentation on a USB stick or, failing this, on a CD. All computers will have Microsoft Power Point 2000 and 2003 installed. Microsoft Office 2007 will not be supported. It will not be possible for participants to connect their laptops into the system because of potential problems with University network security which checks all laptops for virus protection, runs several tests and often reboots computers. This inevitably takes time and disrupts the sessions. Chair tips Chairs for O and R session have been marked in the programme with asterisks. Chairs are expected to come to the session room 10 minutes before the start of the session. As a general rule the session chair is the presenter of the final paper in the session, the exception to this is where Congress organizers have designated a different person to chair the session. Chairs are responsible for allocating time to each speaker, ensuring the session runs to time and overseeing the discussion. The detailed tips include:

� Introduce yourself to the presenters and advise the presenters of the maximum time they can spend on their presentation. This time can vary depending on the number of papers in the session.

� When introducing the session, please be brief, tell the audience how many presentations there will be, how long each presentation will be and when there will be time for questions.

� For each paper introduce the author and the title of the paper. � On the front table there will be yellow and red cards to assist you with letting the

presenters know their time frame. Show yellow card to the presenter when only 5 minutes are left. Show the red card when the time is over.

� Be firm in your request to end the presentation in fairness to all the other presenters. � In managing the question and answer time please ask the questioners to identify

themselves and to keep their comments as short as possible to allow the presenters to respond in full.

� Please ensure the session finishes on time as sessions that overrun may affect the next session.

� When you present your paper during the session you are chairing we recommend you present at the end of the session even if this means altering the printed programme.

� When presenting your paper ask one of the other presenters to manage your time using the cards.

� Volunteers have been appointed to session rooms, they will help with the audio visual equipment and assist you and the presenters at any time.

Presenters tips

� Presenters need to arrive at their session venue 10 minutes before the scheduled session to upload their presentations (student support team members will assist with this).

� In a paper session where there are 4 or more papers you will normally have fifteen to twenty minutes to present. In cases of smaller sessions (two or three papers) you will have twenty to twenty five minutes.

� Reading your paper is not advisable. � Turning your back to the audience is also not advisable. � Concentrate on what is new, interesting and different rather than providing full theory

and methodological background. � Be vigilant of the timing of your presentation – you will be asked to stop when your time

runs out.

Young Scientist Section – Plenary Session Roundtable Topic: Crisis and Regional Development Date: Friday, August 28, 14.00-15.30 Venue: Lecture Hall A (Ground Floor) Moderator: Filip Moterski The topic of the panel encourages towards a multithreaded discussion on the effects of economic crisis in the context of regional development. The discussion will concentrate in particular on the following issues:

• Labor markets • Reallocation of business activities and services • Poverty and social exclusion • Regional business cycles • Public sector intervention in regions • Infrastructure and its impact on city and regional development • Sustainable development

The aim of the panel is to allow young regional scientists to discuss the long-term impact of economic crisis on regional development. Each of the discussants will be able to comment on the effects of economic crisis and changes that may occur as its result referring them to the overriding theme of the Congress. Organisers hope that the panel will give the audience a possibility of actively discussing the issues raised by the roundtable speakers.

The programme of a Technical Excursion will allow the participants to observe spatial changes occurring in the city of Lodz. During a period of 3 to 4 hours you will see historical parts of Lodz as well as newly revitalised areas. The Excursion is planned to accommodate 300 participants. The Mausoleum of Izrael Poznanski is considered to be the largest and most beautiful Jewish tomb all over the world. There are over 43.000 people buried in the part of the cemetery called the Ghetto Field. They are the victims of the Holocaust. It is here that major public administration offices, banks, pubs, restaurants and shops are located. The Piotrkowska Street is said to be the historical and culture center of Lodz. The tour will end in the Wolnosci Square where you will visit “Detka” that is a subterranean reservoir museum. It is the only one such a museum in Poland. ERSA 2009 – Sustainable Congress One of the challenges of this year's ERSA Congress is to meet standards of a sustainable event. The idea of such event derives from the theory and practice of sustainable development. In 2007 the British Standard Institute has provided the meeting industry (conferences, congresses, motivation and team building events) with Sustainable Event Standard BS 8901 that sets out the requirements for planning and managing sustainable events of all sizes and types. The main objectives of such events are:

• reducing negative environmental footprint of the meeting, • making a positive impact on the local society and its infrastructure, • making the meeting cost effective.

You can make a difference! By following few simple rules you can contribute to making the Congress sustainable: • Mind the Congress waste segregation system – 'Recyclable' and 'Non-recyclable' sets of trash
