• The Government instructs the National Standards Body in the country to enforce specific standards of quality and safety on imports and defines the list of products which must comply

• The Standards Body appoints Agency to undertake the testing• Agency provides test services to exporters, and issues

certificates of conformity for products that pass the tests• Agency's Certificate of Conformity is a mandatory document

required by Customs

How important is PVoC?

• Lack of either custom clearance document and Certificate of Conformity may lead to rejection of commodity or fined heavily

• Regulated goods that are not accompanied by a CoC will be subjected to destination inspection

• Fee for destination inspection is 15% of the CIF (Cost, Insurance and Freight) value of the goods

• Goods inspected but found lacking are issued a Non Conformity Report (NCR) and entry is completely denied

• Route A• Ad Valorem fee of 0.500% of the FOB value of the goods• This route necessitates that the goods being shipped are tested and undergo

physical inspection to ensure conformity to PVoC. Manufacturers or traders of all products can opt for this route.

• Route B• Ad Valorem fee of 0.45% of the FOB value of the goods• TA fast track certification process only for goods that are of reasonable quality• The registration is valid for a year -homogenous products are registered• Registered products may only require physical inspection• Testing may be carried out randomly

• Route C• Ad Valorem fee of 0.25% of the FOB value of the goods• Manufacturers who have in place a quality management system to regulate

their production/manufacturing processes • Authorised PVoC agents will audit these production processes and licenses• Audit according to ISO Guide 28: 2004• Successful audit yields license that is valid for a year• Limited testing during license period
