The Council has considered the public interest in relation to whether to make this order. The prevailing public interest in these circumstances is the Council’s ability to evaluate tender responses and negotiate with the preferred supplier. The Council considers that, on balance, disclosure would be contrary to the public interest. That Council authorises the Chief Executive Officer to approve the updated building cleaning contract specification and cost saving initiatives as outlined in this report.

BACKGROUND

The Council considered the Cleaning Services (Buildings) tender results previously at its June 2016 Meeting.

That Council: 1. Notes the Barossa Regional Procurement Group – Building Cleaning Tender

Results Report;2. Authorises the Chief Executive Officer to finalise negotiations with the preferred

supplier including a further review of service levels (to be reported back to Council)and execute all contract documentation for the provision of Cleaning Services(Buildings) for the period October 2016 to October 2021.

The Barossa Regional Procurement Group (BRPG) identified that the provision of cleaning services for the five (5) Councils was a key opportunity for a region wide group procurement. The existing Town of Gawler contract with Wayne’s Cleaning System expired in September 2015, although the cleaning of the Council buildings has continued post contract expiry under the same terms and conditions.

The BRPG developed a detailed tender document and specifications, including a review of the frequency of cleaning, quality measures and key performance indicators. The resultant tender document was highly detailed and included all requirements for the five (5) participating Councils.

The tender was advertised on the SA Tenders website on 9 March 2016 and closed on 20 April 2016. A total of 11 tenders were received, with two (2) tenderers nominating to provide services only to the District Council of Mallala and the Barossa Council respectively. The other nine (9) tenders nominated to provide services to all five (5) Councils.

The tender result was provided to Council at its meeting on 28 June 2016. Council requested that the level of service be reviewed in line with other Councils to ensure that the Town of Gawler is not over-servicing its sites. Council indicated that savings in the region of 30% to 50% may be achieved through a detailed review of the cleaning frequencies and specifications.

The purpose of this report is to provide Council with additional information for consideration, including an independent review of Council’s cleaning specification, comparisons with other Councils and a range of suggestions for cost saving measures.

COMMENTS/DISCUSSION Consultant’s Report An independent consultant, FM Contract Solutions were engaged to review Council’s current cleaning specification, the tender result and provide advice on best practice cleaning specifications for Council sites (Attachment 1). FM Contract Solutions are a specialist facilities management company that advise organisations on cleaning contract development, tendering and management. The company are based interstate and have worked with a number of local government entities across the eastern states. With over 20 years of experience in developing and managing cleaning contracts across all industry sectors, and the consultants experience and knowledge of cleaning processes, Australian Standards and cleaning contractors awards/conditions the attached report (Attachment 1) provides an overview of the BRPG tender and recommends a number of improvements to ensure the Town of Gawler receives value for money from this contract. To enable the review, the consultant was provided with the following documents and information:

• Request for Tender document including Cleaning Specification • Tender Response from the preferred supplier • Frequency and timing of cleaning by site • Floorplans of each site, including floor surfaces and details of kitchens, toilets and

change-room areas. • Details on the uses at each site (office, public meeting area, recreation etc) • Staff numbers at each site and frequency of visitors to each site.

The consultants report provides that the cleaning specification provided as part of the tender documents is under-specified, in that it does not accurately detail the services required, or assigns tasks as periodical tasks rather than core cleaning tasks, which may lead to excessing build-up of dust/soil on surfaces, lowering presentation standards and leading to accelerated deterioration of furnishings, finishes and floor coverings. The report also provides that the tendered prices by the preferred tenderer are similar to hourly rates quoted for similar contracts in other councils, and provides sufficient allowance to ensure the contractor is paying award rates, maintaining tax requirements and allows a small 5% profit. The consultant notes that the hourly rates submitted by the preferred supplier do not include an allowance for on-site supervision, only the provision of a Contract Services Manager to undertake inspections and audits. The consultant’s detailed review of the Council sites against best practice cleaning standards (being a combination of Australian Standards for cleaning and manufacturers cleaning specifications), provides that the Council should be seeking 120.73 hours of cleaning service per week. The current tendered hours are 94.72 hours per week. An increase of 25% is required to meet the best practice standards for cleaning of council facilities. The price calculation uses the tendered hourly rates by the preferred tenderer.

Comparison with BRPG Councils

The Town of Gawler cleaning specifications are identical to the other councils within the BRPG Group, however the Town of Gawler has considerably more floor area to be cleaned and requires a 7 day per week service.

The tables above demonstrate the difference between the five participating Councils.

Table 1 provides that the Town of Gawler floor area is considerably larger than the other Councils, which is due to the inclusion of the Gawler Sport and Community Centre and Gawler Aquatic Centre. It is also worth noting that the Town of Gawler Office area has a considerably larger footprint than other Councils, this is due to the current configuration of office accommodation across various sites including the Town Hall and Institute, IES building, Sport and Community Centre, Elderly Centre and the Depot. Consolidation of office space through the move to the Town of Gawler Administration Centre will reduce the office footprint and will reduce associated cleaning costs.

Table 2 provides a snapshot of the cleaning frequencies required by each council for various buildings types. The significant areas of difference between the councils, is the recreation facilities, with only Town of Gawler and the Mid Murray Council including their leisure facilities in the tender. Mid Murray currently clean their leisure centre 5 days per week, compared to Town of Gawler having a 7 day service (it should be noted that although the cleaner is on site 7 days a week, the building is cleaned in a cycle with each area being attended to only 2 to 3 times per week).

The other significant area of note is cleaning in library and Visitor Information Centres (VIC). The Barossa Council only clean their main library (located at Nuriootpa) 5 days a week although it is open 7 days a week. All other libraries (Angaston, Lyndoch, Mt Pleasant) are cleaned only once a week, although they are open 5 or 6 days week. Currently the Gawler VIC is cleaned 7 days a week, whereas the Barossa Council clean the Tanunda VIC and adjoining library space, 5 days a week.

It should be noted that Light Regional Council have a 7 day cleaning service at the Kapunda Library.

Comparison with Other Councils

The City of Playford’s buildings and amenities are comparable to the Town of Gawler. Including the City of Playford’s Civic Centres (Playford Civic Centre and offices at Bishopstone Rd), operational depot and their community halls, being Marni Waiendi, Elizabeth Rise and Northern Sound System, their cleaning contract footprint is similar in size to the Town of Gawler. It should be noted that the Stretton Centre, Aquadome and John McVeity Centre are cleaned under separate contracts managed through YMCA and other organisations.

The City of Playford’s Cleaning specifications are similar to those at Gawler, but include cleaning of public toilets (18). The total cleaning contract value is in excess of $430,000.

The specification used at the City of Port Adelaide Enfield is also similar to the Town of Gawler, however their footprint is considerably larger with over 100 sites (including public toilets) included in the cleaning contract (over $660k per annum).

The City of Tea Tree Gully has a high level of cleaning service, including the provision of day time cleaning, stock replenishment, linen service and dishwashing service. This specification is not comparable with the Town of Gawler cleaning specification.

A number of cleaning tenders have been advertised in the last 12 months, including the following tenders which have been reviewed by Council staff:

• City of Salisbury – March 2016• Rural City of Murray Bridge – April 2016• City of Mt Gambier – June 2016• Kangaroo Island Council – June 2016• Campbelltown Buildings and ARC – May 2016• City of Pt Lincoln – May 2016

From review of these tender documents, it demonstrates that the BRPG specification for cleaning services is more detailed than other Local Government Tender Specifications. The level of cleaning services required by the Councils is similar; however the requirements vary due to the differing facilities within each Council.

FM Contract Solutions has worked with a number of councils throughout the eastern states, and have indicated in their report that the facilities within the Town of Gawler are being underserviced when compared to similar council facilities. FM Contract Solutions have provided a number of contacts at interstate Councils who are willing to provide Gawler with advice and copies of their cleaning specifications and contract management documents.

Potential Cost Savings

Although the FM Contract Solutions report provides that the Council is under-serviced and recommends increasing the number of cleaning hours to meet a higher level specification, staff are aware that the Council are seeking to save costs in this area.

As per the consultants report, costs can be reduced through reductions in the frequency and scheduling of cleaning, i.e., cleaning within 6am to 6pm where labour rates are at their lowest.

A review of the Council sites has shown that some of Council’s buildings can be cleaned during ‘day time’ hours, potential reducing the cost of each site by 10%.

In addition, the following cleaning reductions may be implemented to reduce cost without significantly reducing the cleanliness of the facilities:

• Elderly Centre may be reduced to 6 days a week, rather than the current 7 daysallocated in the tender. Saturday cleaning will be on an ad-hoc basis, post use of thefacility only.

• The Visitor Information Centre cleaning may be reduced from 7 days to cleaningevery second day (external public toilets to be cleaned daily). However, provisionsfor spot cleaning will need to be provided. The upstairs conference room andamenities will be cleaned on demand, post use of the facility.

• The Institute Library is not cleaned on a Saturday afternoon, but cleaned earlymorning Monday prior to open (between 6 and 9am).

• Evanston Gardens Library is only cleaned on operating days. The foyer and publictoilets are cleaned in early mornings (between 6 and 9am), Monday through Friday.

• The Council Chamber is reduced to a 3 day a week service.

Cleaning of both the Aquatic Centre and Sports and Community Centre cannot be reduced due to the high use and size of the facilities. The pool is cleaned after hours (from 7pm onwards) during the swimming season only (approx. 32 weeks). The Sports and Community Centre, is cleaned on a cyclic basis, being that each area is only cleaned between 2 and 3 times a week across the 7 day service. The current cleaner attends the Sport and Community Centre between 4am and 7am daily, so penalty rates are only applied for a short period each day.

In addition to the reduction of services listed above, the contract specification will be reviewed in accordance with the FM Contract Solutions recommendations and a detailed contract management plan implemented. This will include regular inspections of all premises and a complete specification review at 3 months to ensure the Council is receiving value for money from this contract.

It is worth noting that the current tender and resultant contract include the provision of cleaning services for the Town Hall and Institute building and do not include the Town of Gawler Administration Centre. The tender document and resultant contract provided information about the Gawler Connect project and its impact on the cleaning contract, including the need to review services prior to and during the construction period, along with planning for cleaning of the new facility. In addition, the preferred tenderer has been advised that post December 2016, cleaning will be required at the Town of Gawler Administration Centre. Staff will work with the Cleaning Contract Manager and State Manager regarding these facilities and the services required.

FINANCIAL/BUDGET IMPLICATIONS

The tendered price was based on the delivery of the specifications as outlined in the tender document. This included a fee for core cleaning (averaged at $40.74 per hour, for 94.72 hours per week) and $18,000 for periodical cleaning, which would be ordered on an as needs basis. The core hours of cleaning were between the hours of 6pm and 6am, with the majority of cleaning to be undertaken in the late evening.

The cost reduction initiatives listed above will provide the following approximate savings from the tendered price of $203,000 per annum:

• Reduction in frequency at Visitor Information Centre -$7150 per annum• Reduction in frequency at Elderly Centre - $3178 per annum• Reduction in frequency at Institute Library - $4237 per annum• Reduction in frequency at Evanston Gardens - $2118 per annum• Reduction in frequency in Council Chambers - $2118 per annum• Rescheduling office cleaning to between 6 am to 9am - $16,000 per annum• Reduction in periodic cleaning (annual instead of six monthly where possible) –

estimated at $8,000 per annum.• Gawler Aquatic Centre cleaning only during swimming season (32 weeks) - $7586

per annum

The initiatives listed above provide savings of approximately $50,389 per annum, which represents a 25% saving on the contract value without substantially reducing the service levels across the Council.

EXECUTIVE SUMMARYThe Town of Gawler has appointed FM Contract Solutions as an independent third party to assess the Pricing &

Specifications for the recently awarded cleaning contract for the Council Facilities. FM Contract Solutions are Contract

Performance Management Consultants specialising in the development and management of outcome-based soft service

contracts to enable effective Performance management and the establishment of Value-for-Money in service delivery.

The assessment provides an objective and constructive evaluation of the specification, the allocated hours and pricing

and identifies a number of shortfalls that need to be addressed to achieve the desired outcomes. It also assesses the

adequacy of the current processes and scope of work to address the needs of all stakeholders.

This report has been prepared without prejudice to the staff and management of The Town of Gawler and the appointed

Service Provider.

CLEANING SPECIFICATIONSThe cleaning specifications are very broad and many of the key tasks that should be part of general daily/weekly cleaning

service are either under specified, included under the periodic cleaning schedule or completely overlooked. The net effect

will allow excessive build-up of dust and soil on surfaces which would take longer to clean, lower presentation standards

and contribute to accelerated deterioration of furnishings, finishes and floor coverings. Poor cleaning and excessive dust

build-up has been shown to affect worker productivity and create health issues for staff and building users1. The following

comments cover the key regular cleaning tasks that are poorly defined, not being cleaned on a regular basis, performed

as extra cost periodics or not covered by the day to day cleaning Specifications.

Hard Floor Maintenance Specifications

The specifications for maintaining Resilient, hard and wooden flooring can be improved in the following ways:

Specifying individual tasks to be performed. For instance, the current scope specifies ‘Sweep, mop or Machine

cleaning’. These are three separate tasks that need to be performed to maintain the floor correctly. The inclusion

of the word ‘or’ allows the contractor to choose whether to sweep, mop or machine scrub. Floors must be swept or

vacuumed before mopping to reduce dust and dry soil and machine scrubbed on a programmed basis within the

standard specification depending on the nature of the soil, the traffic type and location and type for flooring.

‘Wet Mop with Disinfectant’’. The correct terminology is damp mopping to ensure that the floor is clean and dries

quickly. The use of disinfectant on hard floors is bad practice for a number of reasons. Firstly, disinfection is a

separate step to cleaning. Disinfectants are poor cleaning agents, tend to smear and leave residues, may damage

the floor and the floor finish and offer no health benefit for building users.

Sealed floors need to be buffed at least monthly and more frequently in high traffic areas to maintain appearance

standards and minimise the frequency and expense of stripping and refinishing.

Specifications for floor maintenance must specify gum removal and cleaning corners, edges and under the furniture,

equipment, seating in general cleaning as well as periodic floor scrubs / strip and seals.

Carpet Maintenance

Vacuuming. The specification allows the contractor to ‘Spot Vacuum where required’. There should be no option

– Spot vacuuming and traffic area vacuuming should be done each time the area is cleaned. Carpets should be

detail vacuumed (using correct equipment) on a weekly schedule and must specify vacuuming under furniture,

corners and edges to make sure that all the dirt and dust are collected. Carpets in heavily trafficked areas should

be fully vacuumed daily.

Spotting. Spotting & gum removal can permanently damage carpets if performed incorrectly and residual

detergents can cause re-emergence of stains and promote rapid resoiling. Carpet spotting should ideally be

performed to manufacturer’s guidelines and residual detergent should be rinsed out using clean water.

Carpet manufacturers provide detailed cleaning and maintenance instructions for their products, which also includes the

type of vacuuming equipment, spot and stain removal and corrective and restorative cleaning processes. Failure to follow

recommended procedures may void warranty and will lead to rapid deterioration through soil build-up and accelerated

wear. Additionally, there is an Australian Standard, AS33:1995, for the maintenance of textile floor coverings which should

be referenced. The standard is written as a maintenance manual and outlines the correct procedures, equipment, vacuum

types, vacuum exhaust air filtration and recommended frequencies for vacuuming and corrective and restorative cleaning.

Weekly Detailing - Office Areas / Meeting Conference Rooms / Corridors / Foyers / Halls / Furniture / Fixtures

Weekly detailing of all areas should itemise with full descriptions all of the tasks that are expected to be performed

on all horizontal and vertical up to 2m high and, ideally, should specify correct chemical solution & colour coded

Microfibre cloths to minimise cross contamination and to ensure that dust and soil is removed rather than spread

evenly. All surfaces should be free of streaks, smears and residue after cleaning.

The current specification has the contractor damp cleaning desks, tables and benchtops (flat areas). There is no

requirement for the contractor to clean chair pedestals, chairs, table legs, cabinet sides etc. The specification

should include damp dusting (and spot cleaning as a separate task) using microfibre cloths of desks including

areas behind the computers, shelves, cupboards, cupboards under the desks, cabinets, furniture legs, phones,

equipment, furniture facings, tops of monitors and all surfaces of furniture, fixtures, signage and displays.

There is no task for the vacuuming and spot cleaning of chairs and fabric vacuum furniture. There is also an

Australian Standard for the maintenance of Fabric furniture which should be referenced.

Dusting and spot cleaning of walls and vertical surfaces should include all sills and ledges, window sills, window

tracks, skirtings, whiteboard ledges, display board ledges & all fixtures and fittings including picture frames, door

& wall vents, clocks, doors, door & window frames, door furniture, light fittings, signage, power point, light switches

etc.

High dusting should include cobweb removal and cleaning of ceiling vents and light fittings.

Drapes, blinds and venetians should be dusted and spot cleaned at least monthly.

Toilets/Changerooms/Showers - Daily Cleaning Tasks

‘Sweep and mop floors using a disinfectant solution’. Sweeping and mopping of floors are two separate tasks. In

addition, the use of disinfectant on floors offers no benefit and is not recommended. As stated above, disinfectants

are poor cleaning agents, are generally difficult to rinse off and the residues can attract and hold soil and build

up over time.

Tiled and vinyl floors in toilets and showers areas should be machine scrubbed at least once a quarter to remove

build-up of detergent, tide marks and soil as part of the regular cleaning service.

Empty and spot clean all bins and replace liners where necessary.

Drains should be regularly flushed with detergent solution to prevent odours.

Soap and paper dispensers need to be thoroughly cleaned to remove dust and grime when they are refilled. Air

dryers need to be spot cleaned on a daily basis. If using Dyson Air blades or similar dryers, the drying chamber,

drip tray and exhaust ducts (under the dryer) need to be cleaned each time the toilet is serviced.

High touch surfaces including door handles, push plates, light switched etc. need to be spot cleaned daily or each

time the facility is serviced.

Urinals and bowls must be cleaned daily int/ext including drains using correct procedures as per manufacturer’s

instructions to prevent odour and build up. If urinals are cleaned correctly, periodic deep cleans should not be

necessary. Having deep cleans as part of specification adds on another cost for the council. Toilet blocks,

particularly those containing PCDB should not be used. A toilet with odours has not been cleaned properly.

Showers walls / doors and floors to be fully scrubbed and cleaned on a daily basis using correct chemicals to

stop the build-up of soap scam and mould. Shower heads, taps and soap dishes need to be included in the

specification. Using a disinfectant serves no purpose unless the surface has been thoroughly pre-cleaned.

Toilet brushes/holders to be washed weekly.

Ceiling vents should be cleaned monthly and cobwebs removed.

Tops of Partitions and shower cubicles need to be dusted regularly.

Lockers need to be dusted and spot cleaned at least weekly

Dust all sills, ledges, skirtings, window/door tracks weekly.

Baby change tables should be thoroughly cleaned before using disinfectant (if disinfectant is actually required.

Kitchen / Staff Amenities Daily Cleaning

All kitchen surfaces must be cleaned daily using correct cleaning chemical and correct cloth colour coding to

prevent hygiene issues.

Clean under, behind and beside of all appliances on a regular basis.

Scrub clean sinks, taps and sink drains.

Dust vents doors and ceiling or wall vents if applicable

Damp dust tops, sides and doors of fridges, cupboards, range hoods and appliances

Spot clean doors, external cabinetry, handles, external control knobs/ display screens and door seals of fridges,

microwaves and dishwashers.

Refill dispensers and spot clean daily.

Empty waste bins, spot clean bins and lids and replace liner daily.

Internal fridge cleans weekly,

Drinking Troughs / Water Coolers / Drinking Fountains

These must be listed under each area of facilities and include detail such as scrub clean troughs and drains, taps

and spigots, water fountains, clean water trays, cabinetry and surrounding areas walls and tiles

Lifts

Lifts must be cleaned daily specifying all tasks including removing cobwebs, cleaning lift tracks, wiping panels

/push buttons/ external call buttons, polishing doors and walls, cleaning ceiling vents, mirrors, removing rubbish

and cleaning floors as per hard floor or carpet specification mentioned at the beginning of this report.

Stairwells

Additional tasks including removing litter, removing cobwebs, dusting & regular spot cleaning of sills & ledges,

fixtures, fitting, signage or any furniture if applicable, doors, door frames, stair rails etc.

Site Specific Cleaning Specifications

‘Hose out & wet mop Change rooms.’ This is poor practice and could create hygiene issues. The Changerooms

should be swept and then mopped with an approved detergent solution. Tiled floors should be machine scrubbed

at the beginning or end of each season. All Horizontal and vertical surfaces should be damp dusted and spot

cleaned and drains regularly flushed to remove odour.

Commercial kitchens should be cleaned regularly, rather than annually and there should be a detailed

specification for his area. Whitegoods should be cleaned regularly, again with a detailed specification for tasks to

be performed.

Cleaning Equipment

The specifications for cleaning equipment should allow the council some degree of control on the equipment to

be utilised in the contract. There are a number of risks involved for the Council and we would recommend that

the specifications be tightened with specific requirements and references to the actual Manufacturer’s guidelines

and relevant Australian Standards.

o Electrical Standards – Many brands of commercial cleaning equipment are imported, and, as ‘non-prescribed’

items, may not have Australian Electrical standards approvals. This constitutes a risk to employees, building

safety and to the Council. Compliance with electrical standards should be clearly defined and be mandatory.

o Test and Tag requirement – This should be referenced to the relevant standards and Worksafe SA requirements

for test and tag of electrical equipment.

o Vacuum Filtration – Unfiltered or poorly filtered vacuums can emit large volumes of fine dust. As well as

constituting a health and safety issue, it also affects building indoor air quality, redeposits on surfaces and

increases HVAC maintenance costs. Accordingly, prescriptive specifications for filtration of vacuums should be

included. The Australian standard for carpet maintenance specifies 0.5 Micron at 97.5% Efficiency and most

modern cleaning specification specify HEPA Filtration (0.3 Micron at 99.9% efficiency).

o Vacuum types: The manufacturers of carpets generally have specific recommendations on vacuum types to

ensure efficient dust extraction and appearance retention for their products, similarly, the Australian Standard for

Carpet maintenance describes and specifies carpet vacuums. It is recommended that the prescribed vacuum

types reflect both manufactures specifications and the relevant Australian Standard.

o Training – Minimum qualifications for Cleaners and Cleaning Supervisors and a requirement for verification that

training programs including Skills training, Safe Work Methods and induction processes have been performed

and regularly and reinforced. There is an Australian Qualifications Framework for the cleaning Industry that,

ideally, should be prescribed and referenced to ensure that only qualified personnel who understand and follow

safe work practices are employed in Council Facilities.

Microfibre

Microfibre use should be specified including colour coding, regular changing of cloths and daily laundering of cloths and

cleaning of mopping systems to maintain efficiency, minimise contamination issues and prevent building health issues.

Most cleaning companies utilise Microfibre but few actually change them regularly or have them laundered. Subsequently

they become soiled and a breeding ground for micro-organisms

Chemicals

Chemicals should be clearly specified to reduce risks to council in terms of

quantities stored on site,

to minimise chemical usage

to minimise environmental issues relating to chemicals in waste water and indoor air

to minimise exposure of cleaners, council staff and building users to harmful chemicals

to minimise damage to council assets, finishes and fixtures

to minimise the overuse of disinfectants on the mistaken premise that disinfectants provide cleaniliness

Cleaning Hours

A sustainable contract price includes provision for direct and indirect labour costs as detailed in figure 1 below.

The submission from the successful service provider offers an hourly rate which is close to similar contractors in council

facilities and has sufficient allowance to meet award wages, meet statutory requirements such as Payroll tax and maintain

a small profit.

The Service Provider has provided a management plan with their submission but there is no mention of any supervisors

or leading hands that will be working with the cleaners supervising to achieve the high outcomes in the quality of cleaning

or safety, other than a CSM (Customer service Manager) to inspect the work and meet with clients. An analysis of the

costings and labour hours indicates little or no allowance for supervision.

A benchmark costing for your facilities based on a standard cleaning scope for similar council facilities can be found on

the spreadsheet included with this submission. This costing was based on a standard, more inclusive cleaning scope

which would provide a much higher standard of day -to-day cleaning and fewer periodic charges than the scope provided

in this tender. The cost, when compared to that of the chosen contractor is higher, at $265,362 plus GST. This does not

include a supervision allowance.

The Council could make cost reductions in several areas:

they have been used, rather than every service day.

Cleaning costs can be reduced of the building are cleaned between 6am - 6pm, rather than paying higher labour

rates for night cleans. This is feasible in smaller buildings with 8/9 am to 4/5pm operating hours small building

which are taking between 2 - 2.5hrs to clean.

Saving costs on periodic work by instituting more specific specifications, monitoring day to day cleaning and

inspecting the sites to make sure that floors are being cleaned properly, carpets vacuumed, stains removed etc.

If those tasks are performed regularly Carpets may not have to be cleaned as frequently, the frequency of

recoating and stripping and sealing of hard floors would be reduced and floors wouldn't need scrubbing as often.

Elimination much of the Periodic Work. Current periodic charges include Tasks such as deep cleaning of toilets,

Vacuuming and spot cleaning of secure rooms, floor scrubs, damp cleaning of Skirting boards, Furniture and

fittings annual clean, vent cleaning, cleaning internal glass, washing bins, spot cleaning walls, light switches,

dusting picture frames, skirting etc. should be included in the regular cleaning scope and are generally not

regarded as periodics.

Being aware of tasks that could be additional to the general cleaning and the tasks that are not. In many cases

contractors charge extra for the spillages on the carpets - commenting that it can't be removed and the actual

reason would be that the correct procedures haven't been used. Another example would be alcohol spillages in

the function rooms which should be done as part of daily spot mopping.

Deep cleaning carpets with Encapsulation cleaning techniques rather than water extraction. Encapsulation, when

performed correctly, is more productive than wet extraction, eliminates wet carpets and leaves no detergent

residue to promote resoiling.

Clearer and more detailed outcome based specifications. Specification needs to be more clear and tasks written

in the right order covering areas/tasks for each facility this includes periodic work and general cleaning. There

are some tasks that have been placed as a Periodic Work that can be easily covered within the general cleaning.

Having them listed under the Periodic Tasks gives the contractor a reason not to clean it regularly.

Auditing of service provision and contract compliance to minimise and mitigate risks and ensure value for money

for service contracts.

A holistic approach to building cleaning and maintenance including introducing sustainable practise in building

cleaning costs can lead to significant cost savings.23

In regards to the overall tender based the price provided by the contractor appears to be fair based on the limited services

outlined in the scope. As stated, the specifications are scant when compared to similar council and office cleaning

specifications. Effective Building cleaning is a key factor in preventive maintenance and effective building preventative

maintenance programs can reduce building by as much as 15%.4 To further reduce cleaning costs would result in rapid

deterioration of council assets, higher asset maintenance and replacement costs, damage the council’s brand, lower indoor

air quality5 , provide poor value-for-money for ratepayers and possibly create health risks for staff6 and the general public

using council facilities.

Strategies to Manage Service Delivery Standards

Deliverables are not actually defined in the specification. The document does not contain clear definitions of what is

considered to be ‘clean’ and there are no descriptions of measurable outcomes for tasks described in the document. One

of the critical areas in contract development and management is the scope of works. Cleaning service providers make

money primarily by the management and minimisation of labour in contracts. If the contract requirements are not clearly

described and able to be measured, and measured consistently, then quality of service delivery inevitably begins to decline.

Accordingly, Commercial Cleaning Contracts need to be outcome driven, with clearly defined expectations of service

standards that are tied to measurement processes and continuously monitored to ensure compliance. Cleaning Contracts

also need to be underpinned by a detailed and prescriptive scope of works that clearly outlines the tasks to be performed

and the outcomes that are expected at the completion of the task. The objective is not to create a master/slave relationship

with the contractor, but to create a culture of continuous improvement. A detailed scope coupled with regular audits by

both parties will enable visibility into the areas where service delivery is lacking and allow the contractor to adjust their

labour allocation accordingly.

Another issue is how service delivery, OHS and Contract compliance is measured and audited. An audit system for the

contract has to be consistent, fair and easily understood with a high benchmark for service delivery and the auditing

platform should be controlled and managed by the Customer, rather than the service provider. The specification does not

describe an audit system or scale to be used by both the Council and the contractor and does not allow for regular

inspections by the Council nor external Auditors. The Inspection program is left in the hands of the contractor to interpret

and report as they see fit.

The Australian Cleaning Industry actively promotes a 1-5 measurement scale with 3 out of 5 (60%) being described as

‘Adequate’ or ‘Good’. It is difficult to understand how 60% service delivery could be value for money in any circumstance,

as it effectively allows the contractor to control and exploit the contract. For this reason, we recommend a measurement

scale of 1 – 10 for service delivery with a benchmark of 85 – 90%, depending on the criticality of appearance standards

and the risk profile.

FM Contract Solutions are experts in this domain and can assist the Council in developing, implementing and managing

robust, performance managed cleaning and housekeeping contracts in all of its managed facilities. Performance

Management can only occur in real time and there has to be continuous visibility into contract outcomes. To enable this,

we have developed CiMAS FM Software as a contract management tool and we also provide contract auditing services to

provide an objective third party perspective on service standards and contract compliance.

Summary

The cleaning specifications are poorly defined and are not outcome driven. As they stand, the council is being

under-serviced compared to similar council facilities. FM Contract Solutions can provide contact points in other

councils with a robust specification and contract framework if required.

Extra long-term costs in cleaning and repairs may be incurred if assets, finishes and floors coverings deteriorate

through irregular or inadequate cleaning.

Poor dust management and inadequate specifications for cleaning staff rooms, toilets and facilities may cause

health problems for employees and building users

Cleaning of council facilities based on this specification does not represent value for money for the council or

ratepayers

Further reduction in cleaning frequencies and standards would pose significant risks for council including higher

long term building maintenance costs, more frequent replacement of furnishings, floorcoverings and finishes and

expose the council to public health and Occupational Health & Safety risks.
