A Message from Conference Chair

Welcome to the 3rd International Conference on ICT for Smart Health (ICT4sHealth 2019)that will be held from December 18-20, 2019 in Hanoi Pearl Hotel, Hanoi, Vietnam.ICT4sHealth is an annual conference organized by SCH providing an open forum forresearchers, engineers, policy makers, and service providers in ICT for SmartHealth(sHealth).

As time goes on, we expect that the annual ICT4sHealth conference becomes more qualifiedconference in which many honorable researchers participate to share their valuable researchresults. ICT4sHealth 2019 offers 7 sessions that present the latest results in various researchfields of ICT (information Communication Technology).

I must thank all the authors and speakers for the research papers on their preciousachievements. Phnom Penh, is one of the most rapidly prospering cities in South Asia. It is a pleasure to welcome you 3rd International Conference on ICTfor Smart Health (ICT4sHealth 2019). The ICT4sHealth, co-hosted bySoonchunhyang University (SCH), is the premier conference in theAsia Pacific region. ICT4sHealth has grown to be the majorinternational conference in Information Science and Technologyarea. ICT4sHealth continues the endeavor of high-quality, broadinternational participation in all areas of ICT for SmartHealth(sHealth).

The ICT4sHealth 2019 will be held at Hanoi Pearl Hotel, Hanoi, Vietnam on December 18-20, 2019. It aims to provide a high qualityforum for researchers and practitioners to share research findings,practices, and ideas on key issues in Internet related technologies,services, and administrations. The ICT4sHealth 2019 ProgramCommittee organizes as a set of 8 tracks, and welcomespresentations of completed research papers as well as research-in-progress papers, panel discussion, and posters covering thoseissues.

The successful organization of ICT4sHealth has required the talents,dedication and time of many volunteers from Cambodia, Sri Lanka, Saudi Arabia, USA, and South Korea.
