Further, plans are underway to modify the EOC garage for PPE storage and to add a water line to the bay area. The first project will be paid for with Emergency Management funds; the latter, with County funds. A bid from Reliable1 will be considered at the Board's next meeting. Rocky Reents advised a discrepan- cy was discovered on the State's disease surveillance system, mak- ing it difficult for school districts to know their 14-day positivity rates. Public Comments: Donna Juber and Pauline Lloyd commended on coronavirus matters. Julie Duhn and Lloyd commented on cost of the Courthouse armed guard. Community Services Director Linn Adams reviewed a proposal to uti- lize CICS Regional CARES Act funds for Community Services office needs and to spend County CARES Act funds to install a fob entry sys- tem at the County Offices Building. Hoffman moved, McClellan second- ed to approve the following CARES funds projects for Community Ser- vices: restroom, including upgrading to ADA compliance; hot water heater; and hand sanitizer stations. COVID-19 Update: According to Rocky Reents, Hardin County has 58 active case. Thomas Craighton, Emergency Management Coordinator, advised he will be applying for public safety payroll reimbursement as made available through the CARES Act. Regarding the derecho, Craighton advised FEMA has Hardin County's request to be added to the Public Assistance side of the FEMA decla- ration. Craighton also provided an update on clean-up efforts in Union, Whitten, and New Providence. Public Comments: Donna Juber thanked the County Board of Health for its recommenda- tions and again asked the Supervi- sors to consider sending a letter to the Governor. Questions and comments were re- ceived from Pauline Lloyd. Julie Duhn asked about Greenbelt Home Care moving locations and costs of the move, to which Megan Harrell responded. Other Business: None. The meeting was held electronically due to COVID-19 public health risks. In attendance: Supervisors Granzow, Hoffman, and McClellan; and Cindy Allen and Denise Ballard with IGHCP, Karim Amiry, and Sharon Bowlin with Well- mark, Becca Junker, Linn Adams, Connie Mesch, Lori Kadner, Michael Pearce, and Angela Silvey. Denise Ballard and Karim Amiry ex- plained to the Board that due to data transmission issues in Wellmark's cloud communications, the transition from the County's self-funded insur- ance plan to IGHCP did not go as planned. Ballard admitted claims processing is about 30 days behind where it should be. However, Bal- lard assured, as of September 2, EBS has received all data from Wellmark and claims processing is now running smoothly. Questions and comments from Granzow, Linn Adams, McClellan, and Kadner were addressed by Bal- lard and Cindy Allen. Discussion was held on pharmacy options and Ballard introduced the idea of designing a plan that pro- motes filling prescriptions locally as the County approaches renewal. NOTICE OF PUBLIC HEARING AND REQUEST FOR PROPOSALSTO DISPOSE OF AND DEVELOP

PROPERTYThe City Council of the City of Ack-ley, Iowa, will meet on October 14, 2020, in the Council Chambers at the City Hall, in the City, at 7:00 o'-clock p.m., for the purpose of con-ducting a public hearing on the pro-posal to dispose of the real property (the Property) described as follows: Certain real property situated in the City of Ackley, Franklin County, State of Iowa, bearing Franklin County Property Tax Parcel Identifi-cation Number 163-535-1041. Proposals for the purchase and de-velopment of the Property must be received in the office of the City Clerk at City Hall by no later than 10:00 a.m. on October 14, 2020. Proposals shall set forth the pur-chaser's plan for the development and use of the Property for future commercial enterprise(s), such de-velopment and use to be carried out in accordance with the objectives and details set forth in the City's De-velopment Proposal Packet with re-spect to the Property. The Property will be sold to the purchaser whose proposal, if carried out, would be in the best interests of the City and would best tailor the future use of the Property to the City's urban re-newal objectives. Chair Lance Granzow called themeeting to order. The meeting washeld electronically due to COVID-19public health risks. Also in atten-dance were Supervisors BJ Hoffmanand Renee McClellan; and ConnieMesch, Tifani Eisentrager, BeccaJunker, Curt Groen, Pauline Lloyd,Tony Baranowski, Justin Ites, JDHolmes, Dave McDaniel, MarkBuschkamp, Rocky Reents, MeganHarrell, Jessica Lara, Jeff Hoffman,Micah Cutler, Lisa Lawler, WesWiese, Cheryl Lawrence, MachelEichmeier, Allison Scott, LinnAdams, Julie Duhn, Donna Juber,Michael Pearce, Taylor Roll, CareyCallaway, Jessica Sheridan,Thomas Craighton, Angela De LaRiva, Lori Kadner, Darrell Meyer,and Angela Silvey.The Pledge of Allegiance was recit-ed.Hoffman moved, McClellan second-ed to approve the agenda as post-ed. Motion carried.Utility Permits: None.Secondary Roads:County Engineer Taylor Roll ad-vised the Gifford bridge opening hasbeen delayed a few weeks.Hoffman moved, McClellan second-ed to approve the State of Iowa Sec-tion 130 Crossing Safety Improve-ments Agreement for installing armsat railroad crossing location CRD47/240th Street. Roll Call Vote:“Ayes” Hoffman, McClellan, andGranzow. “Nays” None. Motion car-ried.County Attorney Darrell Meyer re-ported on the objection hearingpane's decision to overrule the ob-jection to Supervisor candidate DonPrimus's nomination. Meyer notedthat after the hearing he learned theobjector, Mark Seward, had placeda letter in the Treasurer's Officedropbox which was not received pri-or to the hearing. As Seward's letterdid not introduce any new argu-ments, Meyer found the pane's deci-sion to be valid.McClellan moved, Hoffman second-ed to accept the brownfields re-sponse to request for qualificationssubmitted by Stantec. Roll Call Vote:“Ayes” McClellan, Hoffman, andGranzow. “Nays” None. Motion car-ried.McClellan moved, Hoffman second-ed that Resolution No. 2020-37,Resolution to Lift Moratorium on C-WEC Construction Permits, beadopted. Roll Call Vote: “Ayes” Mc-Clellan, Hoffman, and Granzow.“Nays” None. Resolution No. 2020-37 is hereby adopted an on file inthe Auditor's Office.Hoffman moved, McClellan second-ed to enter into the Headwaters ofthe South Skunk River WatershedManagement Authority 28E Agree-ment. Roll Call Vote: “ayes” Hoff-man, McClellan and Granzow.“Nays” None. Motion carried.McClellan moved, Hoffman second-ed to table action on the appoint-ment of a representative to theHeadwaters of the South Skunk Riv-er Watershed Management Authori-ty until September 9, 2020. Motioncarried.County Recorder Lori Kadner voicedher preference that County platbooks continue to be produced in-house, rather than purchased froman outside vendor, and McClellanand Hoffman concurred. No actiontaken.Discussion was held on an Employ-ee Appreciation/Health Event pro-posed by the Wellness Committee.Granzow recommended eliminatingthe lunch component of the event,and the following action was taken:McClellan moved, Hoffman second-ed to approve the wellness/healthfair and immunization clinic as pre-sented. The Wellness Committeewill work out event details. Motioncarried.Hoffman moved, McClellan second-ed to approve the Sheriff's MonthlyReport for August 2020. Motion car-ried.McClellan moved, Hoffman second-ed to approve the resignation ofMartin Steiner, part-time Conserva-tion Park Tech, effective08/31/2020. Motion carried.Jeff Hoffman, Chair, County Boardof Health, spoke on a set of recom-mendations for the use of face cov-erings adopted by the Board ofHealth at its August 27, 2020 meet-ing.COVID-19 Update:According to Rocky Reents, HardinCounty has 58 active case.Thomas Craighton, EmergencyManagement Coordinator, advisedhe will be applying for public safetypayroll reimbursement as madeavailable through the CARES Act.Regarding the derecho, Craightonadvised FEMA has Hardin County'srequest to be added to the PublicAssistance side of the FEMA decla-ration. Craighton also provided anupdate on clean-up efforts in Union,Whitten, and New Providence.Public Comments:Donna Juber thanked the CountyBoard of Health for its recommenda-tions and again asked the Supervi-sors to consider sending a letter tothe Governor.Questions and comments were re-ceived from Pauline Lloyd.Julie Duhn asked about GreenbeltHome Care moving locations andcosts of the move, to which MeganHarrell responded.Other Business: None.McClellan moved, Hoffman second-ed to recess until 1:00 p.m. Motioncarried.At 1:00 p.m. The meeting was re-convened for a work session withIGHCP and Wellmark regardingclaims processing. The meeting washeld electronically due to COVID-19public health risks. In attendance:Supervisors Granzow, Hoffman, andMcClellan; and Cindy Allen andDenise Ballard with IGHCP, KarimAmiry, and Sharon Bowlin with Well-mark, Becca Junker, Linn Adams,Connie Mesch, Lori Kadner, MichaelPearce, and Angela Silvey.Denise Ballard and Karim Amiry ex-plained to the Board that due to datatransmission issues in Wellmark'scloud communications, the transitionfrom the County's self-funded insur-ance plan to IGHCP did not go asplanned. Ballard admitted claimsprocessing is about 30 days behindwhere it should be. However, Bal-lard assured, as of September 2,EBS has received all data fromWellmark and claims processing isnow running smoothly.Questions and comments fromGranzow, Linn Adams, McClellan,and Kadner were addressed by Bal-lard and Cindy Allen.Discussion was held on pharmacyoptions and Ballard introduced theidea of designing a plan that pro-motes filling prescriptions locally asthe County approaches renewal.At 1:44 p.m. McClellan moved,Granzow seconded to adjourn.
