Concept Paper

Hon’ble Prime Minister Shri Narendra Modi’s vision of Aatmanirbhar Bharat is in line with the theme of Confederation of Indian Industry (CII) 2020-21 Building India for a New World: Lives, Livelihood, Growth. With renewable energy expected to play a major role in India’s energy-mix, it is imperative to indigenise the value chain for equipment manufacturing.

India has an installed renewables capacity of 83 GW, with 31 GW under development and a further 35 GW tendered out. India is among the top-five clean-energy producers globally and is well on course to surpass its target of 175GW of RE capacity addition by 2022.

The Covid pandemic has been a wake up call for the Indian renewable energy sector which imports more than 80 per cent of the equipment for Solar. The sector has been severely impacted due to the shortage of not just cells and modules but also other ancillary products for which the industry is dependent on China.

The story for wind, though, is slightly different as this sector has always been self-reliant. Interestingly, almost 80 per cent of manufacturing in the wind sector is indigenous. With global supply chains facing restraint in an era of COVID19 outbreak, it is also an opportune time for the Indian wind manufacturers to scale up their operations to make India an export hub for wind turbines.

This clearly offers an opportunity for setting up more manufacturing facilities in India for renewable sector components across the value chain including storage at a scale that would make India competeitve globally.

The government has recognised the importance of enhancing domestic manufacturing in the country and hence is taking various steps and introducing reforms for land, labour, cost of capital etc. which will help India leapfrog and make its presence felt worldwide.

The Ministry of New and Renewable Energy (MNRE) has also set up Renewable Industry Facilitation & Promotion Board to facilitate investment in the sector and planning to come out with a policy on “Encouraging Manufacturing’ soon.

India has an inherent advantage of low labour costs – with skilling a focus areas. The country also has an opportunity to position India as a dominant service provider for EPC and O&M services in entire world specficaily ASEAN countries, SAARC countries, Middle East and Africa.

Against this backdrop, CII is organising a digital Conference & Exhibition on “Aatmanirbhar Bharat” – Opportunites in Renewable Energy Manufacturing on 16 July 2020, 1000 hrs-1715 hrs.

1250 –1400 Parallel Session 1a: RE Financing Market in India- Investor and Lenders Perspective India is an expensive destination for investors in the renewable energy sector, largely due to the high cost of debt. Loans are available at variable rather than fixed interest rates, and the average interest rates in India are in the 12-15 per cent range; higher in comparison to interest rates in the US and Europe @5-7-per cent. Banks prefer to lend over the short-term (around six to eight years), causing asset-liability mismatch and making it less attractive for borrowers who are looking for longer-term loans. Insurance and pension funds are the ideal financing options, but they constitute a small fraction of financial investments in India. India should focus on developing long-term debt funding avenues to boost investor sentiment in renewable energy manufacturing. This session will discuss the structural reforms needed to boost the flow of capital into the sector in order to make India self-reliant in the RE sector

Nitin GadkariMinister of MSMEs and Road Transport & HighwaysGovernment of India

EARLY DAYS

Nitin Gadkari was born on 27th May 1957 in a Maharashtrian family with roots in agriculture in the orange-city Nagpur. Gadkari’s mother left a huge influence on his life. He imbibed and always practiced his mother’s kind-hearted and philanthropic nature of helping the needy even if it cut a hole in their modest resources. By the mid-seventies the optimism of the early years of Independence was replaced with disillusionment. Disenchantment was building up among various sections of the society. The imposition of Emergency in 1975 only precipitated the angst of a betrayed populace. The extent of excesses carried out by the government then, shook Gadkari out of his comfort zone. As a student, he aggressively campaigned against the Emergency.

Gadkari got involved very closely with the Rashtriya Swayam Sevak Sangh (RSS) and the Akhil Bharatiya Vidyarthi Parishad (ABVP) and took to social work in a big way. He was particularly inspired by the RSS founder K. B. Hedgewar’s ideals of Humanity and Nation Building.

TURNING POINT

The Emergency, in many ways, was a turning point in Gadkari’s life. His active participation in politics began during those days and the march continues. While being active in student politics, Gadkari completed his Post-Graduation in Commerce, besides studying Law and obtaining a Diploma in Business Management.

Gadkari formally entered politics in 1980, initially through a stint with the BJP youth wing Janata Yuva Morcha and later as BJP leader in Vidarbha and also served as PWD Minister in BJP-Shiv Sena government in Maharashtra during 1995-99. He was leader of the opposition in the state Legislative Council for four consecutive terms and rose from a grassroot worker of the BJP to a national level leader.

He became BJP’s State President in Maharashtra in 2005 and was elevated to the post of party’s national president at the young age of 52 in 2009.

MISSION ANTYODAYA

An endearing feature guiding Nitin Gadkari’s political life has been to improve the life of the underprivileged through Antyodaya. The Antyodaya stands for eradication of abject poverty, provision of basic necessities to every family and ensuring that the last person

in society gets the first opportunity to rise in life. This is what Swami Vivekananda, Mahatma Gandhi, Deen Deal Upadhyaya and other saintly figures had emphasized, and Gadkari pursues this principle diligently in his political life. Mahatma Gandhi’s principle of trusteeship and Pandit Deen Deal Upadhyay’s concept of Integral Humanism as philosophies have deeply inspired Gadkari’s thinking.

As a true practioner of Antyodaya with proven track record, Gadkari launched and promoted several projects for the welfare of landless labour, small and marginal farmers, tribals in left wing affected areas , in the field of education, healthcare, water conservation, agriculture, including opening of Ekal Vidyalayas, one teacher schools in the tribal districts of Vidarbha, and organised more than 1500 heart operations, transplant of artificial limbs for differently able people, sickal cell eradication programme, and encouraged tribal and rural handicrafts, bamboo craft, organic farming and bio-fuel.

STINT AT GOOD GOVERNANCE

The first opportunity to realize Antyodya through good governance came Nitin Gadkari’s way in 1995 when he became Minister of the Public Works Department of Maharashtra. Gadkari soon realized that Antyodaya could be realized only through road connectivity with the most backward villages of the country. During his tenure as PWD Minister of Maharashtra, apart from undertaking and executing several challenging projects, Gadkari was able to deliver a solution to the vexed problem of funding that confronts most infrastructure projects in our country. His tireless efforts resulted in 98% of the total population of Maharashtra getting all-weather road connectivity in a record four years time. That included 13,736 remote villages. All this helped in containing the malnutrition problem among the tribal population in the Vidarbha region.

The agrarian reforms Gadkari introduced in Maharashtra including water conservation, organic farming and encouragement to bi-fuel and several other farmers welfare projects in healthcare and agro-based small and cottage industries brought down cases of farmers’ suicides.

Given how meagre the annual budget of the Ministry was, the task might have remained elusive had he only depended upon the allotted allocations. His Innovative and out-of-the box thinking helped in mobilising the funds necessary for the purpose.

INNOVATIVE IDEAS

Gadkari’s quest for solutions led him to adopt the PPP (Public Private Partnership) model popularly known as BOT (Build Operate Transfer), for executing several development projects. This concept was instrumental in making the Mumbai-Pune Expressway and 55 flyovers in Mumbai, a reality, in record time. Later the same model was employed elsewhere into what we see today as “Golden Quadrilateral” and many more projects by NHAI (National Highway Authority of India. It also helped to release huge amount of budget funds earmarked for such roads, to be utilized for rural road development. All the projects were carried out with utmost transparency, adhering to the highest

standards of integrity and without compromising on quality. In fact, the Bandra-Worli sea-link was conceived during Gadkari’s tenure and was meant to cost over Rs. 400 crores. Unfortunately, by the time the successive governments finally completed it, the cost had escalated by four times.

A VISIONARY

His impeccable credentials as a doer and a go-getter and the nickname “Flyover man” prompted Gadkari to present before the then Prime Minister Shri Atal Bihari Vajpayee a blue print of a nationwide rural road development project popularly known as “Pradhan Mantri Gram Sadak Yojana” which the first NDA government implemented to provide last-mile connectivity to the remote rural areas throughout the country. Vajpayee also asked him to calibrate in shaping the successful National Highways Development Project (NHDP) of the NDA government.

Gadkari was elected to the 16th Sabha from Nagpur winning by an impressive margin. On 26th May 2014, he was sworn in as the Minister for Road Transpohri, one of the senior most members of the Narendra Modi government, is seen as a man of the masses, an accomplished social reformer, an adroit lef and a seasoned politician. Gadkari has earned for himself the distinction of being a visionary thinker and deft executor.

AN ACCOUNTABLE PUBLIC REPRESENTASTIVE.

During his tenure as the Union Minister Water Resources and Ganga Rejuvenation, the monumental Namami Gange project became a mass movement involving central and state government agencies, private sector and foreign investors, NGOs, spiritual and social organizations as well as the common people. An innovative highbrid annuity model was adopted to take up more than 200 river cleaning projects across the length and breadth of Ganga. The results of “Nirmal and Aviral Ganga” were clearly evident during the 2018 Khumbh Mela in Prayag Raj.

With his political stature he resolved inter-state disputes on water sharing and river linking involving 16 rivers in 11 states in a short span of six months.

During his tenure as the Shipping and Inland-waterways & Ganga Rejuvenation, first Inland Waterway was developed and goods movement was commenced between Varanasi and Kolkata adding new dimension to logistical history of the country.

MOVING INDIA ON SAFER ROADS

Road safety has always been and continues to be, even in the second term of the NDA government, very close to Gadkari’s heart.

As a signatory to the Brasilia Declaration, India remains committed to reducing by 50% the number of road accidents and fatalities by 2020. Steps taken by Gadkari and his team of dedicated officials to realize this commitment included a new comprehensive

These far-reaching measures, among other things, are aimed at overhauling the institutional and statutory framework, employing engineering solutions to build safer roads, laying down of standards for safer vehicles and building an environment for better enforcement of regulations, setting up of driver’s training centers across the country and improving emergency care etc.

As the Union Minister for MSME Nitin Gadkari has already reached out to all the stakeholders and rolled out a host of welfare schemes for emancipation of the lesser-paid artisans and daily wagers in the cottage & village industries who have been preserving India’s traditional arts and its cultural heritage across the country. As Union Minister of MSME Nitin Gadkari has brought into focus traditional industry in addition to creating an enabling eco-system for manufacturing and services by MSMEs, which is the backbone of the economy. Creating of common facility centres and developing clusters of traditional industry is the big program

with Nitin Gadkari setting an ambitious target of creating 500 such clusters, with a special focus on the Aspirational Districts of the country. Use of technology, including green technology, is core of his strategy for promoting Khadi and Village industry. A comprehensive program for identifying and eliminating inefficiencies in the entire value-chain has been initiated by Nitin Gadkari with his goal of reaching out to the last person in society.

To promote manufacturing and services MSMEs, financing through credit insurance is the core of his strategy. Piyush Goyal is the Minister of Railways and Minister of Commerce & Industry in the Government of India. He is a Member of the Upper House of the Parliament of India (Rajya Sabha) and the Deputy Leader of Rajya Sabha.

The Power, Coal and New & Renewable Energy ministries led transformational changes in India’s power sector including the fast tracking of electrification of the nearly 18,000 unelectrified villages in some of the remotest and inaccessible parts of the country, the roll out of the most comprehensive power sector reform ever (UDAY), the success of the world’s largest LED bulb distribution programme (UJALA) for energy efficiency, and massive proliferation of renewable energy through the world’s largest renewable energy expansion programme. Other achievements include the elimination of coal shortages to improve the energy security of India and successful conduct of transparent e-auctions of coal blocks. He also received the 4th Annual Carnot Prize in 2018 recognising the pathbreaking transformations in India’s energy sector.

During his 35 yearlong political career, Mr Goyal has held several important positions at different levels in the world’s largest political party, the Bharatiya Janata Party (BJP) and is in its National Executive. He has been the National Treasurer of the Party. In the 2019 Indian General Elections, he was a member of the Manifesto and Publicity Committees. He also headed the BJP’s Information Communication Campaign Committee for the Indian General Elections 2014.

Asptal- Sansad Mobile Swasthya (SMS) Seva: Asptal is a movement to provide free primary healthcare service in the remotest location of Himachal Pradesh.

The primary healthcare service that was started with 3 Mobile Medical Units has now been increased to 17 vans covering all 17-assembly constituencies. Within a span of 2 years, over 2,00,000 OPDs have been undertaken across 800 panchayats and 5000 plus villages.

The service has been operational since May 2018 and offers a host of 40 different medical tests such as KFT, LFT, Lipid Profile, Creatinine, Uric Acid, BUN, Sugar, Glucose, etc. In addition to this medicines too are provided to the patients, free of cost.

Sansad Star Khel Mahakumbh: One of the most engaging Sports campaign called Sansad Star Khel Mahakumbh sought participation of over 42,700 youth, across 5 sports disciplines. Sansad Bharat Darshan: Through Sansad Bharat Darshan, an interesting way of learning was introduced in the field of education. Chandrajit BanerjeeDirector General Confederation of Indian Industry

Chandrajit Banerjee is the Director General of the Confederation of Indian Industry (CII). CII is India’s apex industry organisation, proactively enhancing the competitiveness of Indian industry. Mr Banerjee has been with the CII for 32 years and has served as its Director General since 2008. In this post, he is responsible for the overall operations of CII.

Saurabh Kumar Managing Director EESL

Mr. Saurabh Kumar is an Indian Revenue Service officer of 1992 batch. He is an Electrical Engineer from Indian Institute of Technology (IIT) Kanpur and master’s in public policy from National Graduate Institute of Policy Studies, Tokyo, Japan.

Mr. Saurabh Kumar briefly joined the Telecom sector in 1989. In 1992, he got selected in the Indian Revenue Service as Assistant Commissioner of Income Tax. From 1992 until 2002, Mr. Saurabh Kumar worked as Deputy Commissioner in various sensitive intelligence assignments. In the year 1996-97, he was appointed as first officer of the tax department in India to levy tax on national political parties.

He also worked in the enforcement wing of the Revenue Department and conducted search and seizure operations against tax evaders.

As part of this job, he conducted one of the biggest anti-tax evasion search operation covering 30 cities and over 15 premises on a large industrial group of India which remains one of the most successful operations in the Department.

In 2002, Mr. Saurabh Kumar joined the Union Ministry of Power, Government of India as Deputy Secretary in charge of the Budget and Finance wing with the task of appraising large power projects for government investments. He was part of the government structure that was responsible for taking investment decisions in large power projects. The yearly investment budget handled during 2002-2005 was to the tune of USD 4 billion.

Mr. Saurabh Kumar has worked in various capacities in Income Tax Department, Ministry of Power, and Bureau of Energy Efficiency (BEE). On the completion of the GRIPS Young Leaders Program in 2006, Mr. Saurabh Kumar was appointed as Secretary of the Bureau of Energy Efficiency (BEE) during 2007-2010, the nodal central body for promoting energy efficiency in India & also the core agency for the implementation of the National Mission on Enhanced Energy Efficiency under the Ministry of Power. One of the key projects implemented under his leadership is one of the world’s largest CDM (Clean Development Mechanism) based efficient lighting project.

Mr. Saurabh Kumar has also been in charge of several bilateral projects on energy efficiency with Japan, Germany, France, etc. He proceeded on a UN Deputation to Bangkok for 2 years and was handling environmental issues in Asia – Pacific region. He has worked for design and implementation of programmes for promoting energy efficiency in India, preparing policies for enhancing the off-take of energy efficiency and has actively handled the international climate change negotiations as a part of the national negotiation team.

Mr. Saurabh Kumar has been appointed as the Managing Director, Energy Efficiency Services Limited by the Ministry of Power and he took over as the Managing Director of EESL on 6th of May 2013.

Sumant Sinha is the Founder Chairman and CEO of ReNew Power Ventures Pvt. Ltd., a leading Indian renewable energy Independent Power Producer (IPP). Sumant is currently also the Co-Chairman of the National Renewable Energy Committee of the Confederation of Indian Industry.

ReNew was founded in 2011 with the purpose of establishing a robust, sustainable and growing presence as an IPP across the clean energy space such as wind, solar and hydro power. Currently the company has more than 315 MW of operating capacity. ReNew has secured multiple rounds of equity investments from the private equity arm of Goldman Sachs, the world’s largest investment bank. Collectively this investment is the single largest commitment of equity in India’s renewable energy space.

From 2008 to May 2010, Sumant was the Chief Operating Officer of Suzlon Energy Ltd, a wind turbine manufacturer. At Suzlon, Sumant shared the CEO’s responsibilities with Mr. Tulsi Tanti, the chairman/founder and majority shareholder of the company.

Prior to that, Sumant set up and was the founder CEO of Aditya Birla Retail (ABRL), the Aditya Birla Group’s venture in the retail sector in India. During his tenure of two years, ABRL had become one of India’s largest retailers employing over 12,000 people and managing 1.6 million sq. ft of space. From 2002 to 2007, Sumant was the Group CFO of the Aditya Birla Group, one of India’s largest and most diversified business groups.

Prior to joining the Aditya Birla Group as CFO, Sumant spent over ten years working in international finance. He started his career with the Tata Administrative Service, where he was a member of the elite management cadre of the Tata Group. He then moved on to Citicorp Securities in New York and London. Sumant also worked at ING Barings in New York where he was the Managing Director responsible for the firm’s debt business for Latin America. Clive comes from a position as the CEO of Asia Power Development Platform (APDP), a power generation development company established through a joint venture between Australian financial services provider, Macquarie and German power generation company, STEAG. Mr. Stolp currently leads the World Bank’s $5 billion energy sector engagement in India, which is growing rapidly and providing significant financing and technical support for India’s renewable energy development, and to investments aimed at turning around India’s financially stressed distribution sector. The World Bank has already committed over $1 Billion in financing to India’s solar PV development, signed a joint declaration in support of the Indian led International Solar Alliance, and is preparing a pipeline of over $2 Billion in energy storage, and further renewable energy investments.

Prior to this he led the Bank’s energy sector engagement in the Middle East and North Africa region, managing energy policy and strategy dialogue and a portfolio of loan and technical assistance projects to the energy sector.

Mr. Stolp joined the World Bank as its Country Manager in Iraq and managed the Bank’s engagement with the Government of Iraq during a period of intense political upheaval, advising on critical decisions about Iraq’s future economic development, and national energy strategy.

Mr. Stolp’s earlier career involved public and private development of renewable energy infrastructure throughout Australia and SE Asia with Hydro Tasmania, Australia’s largest renewable energy supplier. Sanjeev Aggarwal is the Founder and CEO of Amplus Energy Solutions Pvt Ltd, one of Asia’s largest Distributed Solar Company. He has approx. 25 years of experience in the thermal and renewable energy sectors working with power utilities, banks, and consulting companies in India and Europe.

Geert Tjarks is Head of Division International Cooperation at the NOW GmbH National Organisation Hydrogen and Fuel Cell Technology since September 2018. CLP India is a leading Independent Power Producer (IPP), with a diversified portfolio of over 3000 MW, covering renewable energy, supercritical coal and gas fired power plants. Recently, CLP India has also ventured into power transmission. It is owned by CLP Group, one of the leading investor-owned power businesses in Asia, and Caisse de depot et placement du Quebec (CDPQ), one of Canada’s leading institutional fund managers. With a total committed investment of INR 14,500 crores, CLP India is one of the largest foreign investors in the Indian power sector.

Assets

CLP India supplies over 1100 MW of wind and solar energy to 12 discoms, and 1,975 MW in coal and gas-based energy to four discoms. In 2019, it also acquired a 240 KM intrastate transmission project.

Conventional generation CLP India owns and operates a 1,320 MW (2 X 660MW) supercritical coal-fired power plant in Jhajjar, Haryana, which is one of India’s first supercritical coal-fired power plants. CLP India has also been operating a 655 MW Combined-Cycle Power Plant (PCCPP) in Paguthan, near Bharuch, Gujarat since 2002.

Renewable generation At 924 MW generated across 12 plants in six states, wind energy is today an integral part of CLP India’s business strategy. Spanning five plants in three states, CLP India’s solar generation portfolio stands at 250 MW. It entered solar generation in 2016 through a joint venture with Suzlon in Veltoor, Telangana, with a 100 MW plant.

Power transmission Satpura Transco Pvt. Ltd. (STPL), spread over 240 kilometers in the state of Madhya Pradesh, is CLP India’s first intrastate transmission project. It was acquired through a binding agreement with Kalpataru Power Transmission Ltd. and Techno Electric Engineering Co. Ltd.

A 18-year journey of excellence

CLP entered the Indian power sector in 2002 with the acquisition of a 655 MW gas-fired power plant in Bharuch, Gujarat. Taking on a low carbon generation trajectory after the introduction of its ‘Climate Vision 2050’ manifesto in 2004, it commissioned its first wind farm in Maharashtra, in 2009. Its Veltoor Solar Power Project was the first project in the world to receive a solar PV project quality certificate from DNV GL. CLP India also issued the first-of-its-kind corporate green bonds from South Asia, and the first power company in India to issue an asset-specific bond for its Haryana-based coal-fired plant. In 2018, It added 170 MW in solar capacity. In line with the vision of a clean energy portfolio, CLP India marked its entry into the power transmission sector in

(STPL), an intrastate transmission project spread over 240 kilometers in the state of Madhya Pradesh, was successfully transferred to CLP India in the same year. Another asset based in Manipur–Nagaland, Assam, is expected to be taken over by CLP India by 2020. With this, CLP India has broadened its portfolio to straddle two out of the three main segments in India’s power value chain. In 2020, CLP India increased the size of its solar energy portfolio by more than 70% by entering into an agreement with Mahindra Renewables to acquire three of its solar projects. Two of the solar farms, with respective capacities of 30MW and 50MW, have been transferred to CLP India. The share transfer of the remaining project is expected to be concluded in the coming months.

CLP first entered the Indian market through the acquisition of a 655 MW Combined-Cycle Power

Plant (PCCPP) in Paguthan, near Bharuch, Gujarat in 2002. The plant has since, set several industry

benchmarks for its operational excellence and safety.

CLP India was one of the first companies to identify the potential of renewable energy in India.

The company entered this space by building its first wind farm in 2009. Since then CLP India has

In line with CLP India’s vision of investing in a low-carbon and clean energy portfolio, CLP India

marked its entry into the power transmission sector in 2019 through a binding agreement with

Kalpataru Power Transmission Ltd. and Techno Electric & Engineering Co. Ltd. to purchase key

transmission projects.

As a first step, Satpura Transco Ltd. (STPL), an intrastate transmission project spread over 240

kilometers in the state of Madhya Pradesh, was successfully transferred to CLP India in 2019.

Another asset, Kohima Mariani Transmission Ltd, an inter-state project based in Manipur–

Nagaland, Assam, is expected to be taken over by CLP India by 2020.**

With this, CLP India has broadened its portfolio to straddle two out of the three main

segments in India’s power value chain.

The company has also built a 1,320 MW supercritical coal-fired power plant in Jhajjar,

Haryana. The Jhajjar Power Plant has been commercially operational since mid-2012 and the

plant is capable of burning both domestic coal as well as imported coal, as and when

required. It is one of the first few power plants in India to operationalize the Flue Gas

Desulphurization (FGD) unit which helps reduce ~ 85% of SO2 emissions.

The plant has also won the Frost & Sullivan and TERI Jury Special Mention Award in 2019 for

reducing its specific water consumption to 2.11 m³/ MWh against a statutory limit of 3.5

m³/ MWh.

ReNew Power, established in 2011, is the largest renewable energy IPP in India in terms of total energy generation capacity. Since commencing operations with a 25.2 MW wind project in Jasdan, Gujarat, the company has grown exponentially, and has a current renewable asset base of nearly 10 GW, including projects under development and in the pipeline. In October 2019, ReNew Power became the 1st RE company in India (and 11th globally) to cross 5 GW of installed capacity. 3. Strategic investment & acquisition decisions

ReNew Power has always been prudent about its investment decisions. This has enabled it to attract marquee investors from across the world, for both equity as well as debt. In one of the largest acquisitions in the Indian renewable energy industry, ReNew Power acquired Ostro Energy for ~ Rs 10000 Cr. This added 1108.10 MW of wind and solar energy projects to portfolio and reinforced its already strong position in the Indian market.

4. Project portfolio diversification across resource, geography, off takers and vendors

ReNew Power’s projects, are well diversified - between wind and solar projects, across geographies and also across off takers and vendors. The wind and solar utility scale projects were located in eight states across India as of Feb 2020, with no state contributing more than 28% of its total operational capacity. Off takers include central government agencies, public utilities, specifically state electricity utilities, and private industrial and commercial consumers. As of March 31, 2018, no single offtaker accounted for more than 15.54% of the total capacity. The company works with a range of OEMs for sourcing wind and solar equipment and no single OEM contributed more than 32% of wind turbines or 13.3% of solar module panels of the total contracted capacity as of Feb 2020.

ReNew Power has a track record of operating and maintaining its projects at high levels. It runs robust O&M procedures across wind and solar energy projects, working with third party vendors in the case of wind energy projects (given proprietary technology) and largely internally in the case of solar energy projects. EPC

Jakson provides turnkey Engineering, Procurement and Construction (EPC) services for land based solar power plants, rural and urban electrification, electrical substations and transmission, building electrification for industries, data centres, hospitals, metro electrification and distribution franchisees. The company has grown empirically in Solar and Electrical EPC Business over the last 5 years.

We have executed over 1GW of solar EPC projects across India and overseas on turnkey basis from concept to commissioning including O&M of solar power plants. The Electrical EPC business has executed numerous rural electrification projects under RGGVY, DDUGVY and Saubhagya Yojana across India. Additionally, we have completed 132KV & 220KV substations and transmission lines in various states across India. We have executed the entire EM package for 16 stations, depot for Kochi metro and are currently executing a similar package for DMRC in Mumbai metro. The EPC Business is now expanding geographically in Africa, Middle-East, Nepal and Bangladesh.

Solar Modules, Products & IPP

This Unit comprises of manufacture and sales of Solar PV modules, Module Mounting Structures, Solar Power Packs and other innovative solar products and solutions.

Jakson ranks amongst the top solar module manufacturers in India with a state-of-the-art module manufacturing facility at Greater Noida, that has an annual manufacturing capacity of 100 MW. This plant is in the process of

being scaled to 500 MW of Poly crystalline, Mono crystalline, DCR, Double Glass and Half Cut Solar Modules that conform to the highest quality standards and have been certified as per IEC and BIS Standards.

The Solar Products portfolio includes On-Grid, Off-Grid and Hybrid solar power packs ranging from from 1KW to 60 KW which are predesigned and used by residential, commercial and MSME customers for roof top applications. Power Packs come with one stop warranty for all components supplied by Jakson including Inverters & Batteries.

The Company offers a one of its kind, Innovative & Unique Product “Mobile Solar Generator” designed with an integrated combination of Modules, Solar PCU and Batteries all connected together for outdoor/remote applications. It is portable and can be shifted in case of emergency situations for immediate requirement of power.

The Solar IPP Business Unit is focussed on setting up land based solar power plants which sell power to State & Central utilities under long term Power Purchase Agreements (PPAs)

The Company currently has a solar IPP portfolio of 300 MW with 60 MW of operational plants in Rajasthan and Uttar Pradesh. The company is setting up another 220 MW of land based solar power plants in the state of Assam and Uttar Pradesh. In addition, Jakson has 20 MW of operational solar rooftop installations in the country. The IPP business unit will be a key growth driver for Jakson as it plans to scale its solar IPP portfolio to 1 GW in India and overseas markets shortly.

Defence Solutions

The Defence Solutions Business Unit provides customized products and solutions that meet the stringent quality requirements of the Armed Forces. Over the last few years, the Company has successfully delivered power solutions for use in various military applications. The Defence business vertical was set up to serve the needs of the Indian armed forces in line with Government of India’s policy of “Make in India” and “Vocal for Local”.

In a short span, this Business Vertical has achieved the capability to develop high-end products complying with JSS-55555, CQAL-640 and EMI/EMC standards for military applications. It has an in house well-equipped prototyping facility, R&D facility and a NABL certified testing facility.

Borosil Renewables Limited is the first and only solar glass manufacturer in India. The company spotted the opportunity in this segment quite early and commissioned the solar glass manufacturing facility at Bharuch in the Indian State of Gujarat in January 2010. Over the last 5 years, the solar PV installations and module production across the world have grown exponentially. In order to cater to the growing demand, Borosil Renewables has recently expanded and more than doubled its existing production capacity of high-performance solar glass to 2.4 GW per annum.

History

Entering the Solar Energy Domain

Asun Solar Power Private Limited was incorporated in the year 2013 with the objective of providing best in class Rooftop EPC solutions in India, following the best global practices and forging alliances with leading global players in the domain. The company has since established itself as a respected Rooftop EPC company in India, having commissioned projects totaling over 35 MW. During this while, Asun also launched rapid deployment Solar kits for residential rooftops.

As the next development goal, Asun also ventured into providing best in class O&M and solar asset management solutions for solar energy plants across India, tailored to maximise energy yields and plant uptime and therefore ensuring optimal returns from solar assets for investors. Along this rapid growth trajectory, diversification opportunities presented themselves to develop solar power projects as an Independent Power Producer (IPP). With the result Asun today has interests in nearly 9MW of projects as a developer under PPA arrangement with various state governments

Genesis of Asun Trackers

It was while working on the IPP scale project economics that solar trackers emerged as a technology that could significantly improve the IRR of any project, and therefore held promise as an area for future expansion for Asun. Thus, in the year 2015, Asun Trackers Private Limited was formed with the objective of entering the solar tracking domain. It was the time when there were hardly any Indian presence in trackers market. Initially the objective was to identify a global partner for representation in India, with the scope for eventual technology transfer and manufacturing rights.

Deployment of horizontal mount single axis solar trackers in a self-invested 1 MWproject was the source of a lot of learning on the technology, challenges and opportunities in the domain. During the installation and commissioning phase we observed that while the structure was in fact over engineered, it failed to stand up to higher wind speeds. Yield comparison from fixed tilt and single axis tracker installations revealed that the latter was giving a lower yield than even the fixed tilt during the winter months. Obviously, there we inherent disadvantages in the large array horizontal mount design.

Market Opportunities

This was also a time Solar Energy was being looked at as a viable energy resource rather than a mere green initiative. Market research commissioned by Asun showed that with falling panel costs the solar installations across the world were proliferating fast and the project economics were looking promising. The utility scale Solar PV installations were offering LCoE (Levelised Cost of Energy) competitive with that of thermal power already.

With such a market scape Solar Energy was slated to gain an increasing share in the alternative energy mix therefore attracting investors. With falling PPAs the developers and plant owners would be forced to look at operating efficiencies. Along with the cost of solar panels, the BoS (Balance of System) costs were already on a steep downward curve and expected to plateau.

This left the use of technologies to ensure higher yields from a given installation as the logical next option to stay competitive and grow. Thus, Solar Trackers would be the first of technological options to be adopted by the developers.

Innovation

From a Marketing company to Product development Start-up: These experiences prompted us to change the positioning of Asun Trackers Pvt. Ltd. from a marketing led company to that of a product development led enterprise. Since Asun was now to embark upon indigenous product development full time, it was decided to do so with the best of available resources in the country. This decision led Asun Trackers to get into a joint IP agreement with IIT Delhi for product development.

The learnings from our maiden Single Axis tracker venture and market insights formed the basis of our first level design brief. Broadly speaking, it set two basic parameters.

1. Overcome the design limitations of single axis design, especially the performance deficiencies during winter months

2. A highly optimized structural solution with requisite wind speed tolerances

The result was a 2 Axis single array tracker design which looked promising on the first parameter. However, it presented added challenges of higher level of automation, higher number of moving parts, potentially higher O&M requirements and therefore higher cost.

From an Idea to Innovation: The challenge had now shifted, while the design challenge was met, it was imperative for the product to be viable, bankable and cost competitive. This led to a renewed focus on the second parameter, i.e. design optimization of the structural components as well as controlling the BoM. It was also resolved to employ the most contemporary technologies to surmount the bankability challenge and add value to the product.

This led us to choose linear actuators from Germany, self-lubricating polymer bearings from global leaders like Dupont and Igus. And most importantly, the leveraging the IoT technologies for the automation and make the product future ready.

Asun Trackers was successful and ready with a 2 Axis Tracker at Single Axis cost, that offered 50% to 200% yield maximization over the single axis tracker for a given location. A product that had the potential to significantly improve the IRR of a given project. We had a disruptive innovation in the making with a complete new technology, which replaces and disrupts existing single axis tracking technology, hence rendering it obsolete. Being a next generation design it succeed similar technology that is already in use.

India Grid Trust (or the “Trust”) is an infrastructure investment trust (“InvIT”) established to own inter-state power transmission assets in India. IndiGrid was established on October 21, 2016 and is registered with SEBI pursuant to the InvIT Regulations. IndiGrid was listed on the Indian stock exchanges on Jun 6, 2017 as the first power sector focused InvIT in India. It successfully completed 3 years of its operation in Jun 2020. The market cap of IndiGrid is currently INR 59 billion (~US$ 800 million).

IndiGrid got listed in June 2017 with 2 transmission assets with 8 transmission lines spanning 1,930 circuit kilometres and 2 substations with 6,000 MVA transformation capacity across 3 states in India, with a total asset under management (“AUM”) base of INR 37 billion (US$ 522 million).

In terms of financial performance, IndiGrid has outperformed key comparable indices, offering an absolute 33% returns to its unitholders in the last 3 years of its operations, The trust distributed its 12th straight distribution on the back of both EBITDA and distributable cash flow growing at a compounded annual growth rate of over 60%. The Trust has also been focused on maintaining both reliability and efficiency in its operating portfolio, with average availability in excess of 99.5% across years and assets. IndiGrid’s journey of growth is now a major case study featured by IIM Ahmedabad.

KKR and GIC are the biggest unitholders in IndiGrid with ~43% shareholding between them. Sterlite Investment Managers Limited (“SIML”), owned majority by KKR, acts as the investment manager for IndiGrid. KKR has applied to SEBI to become a Sponsor to the Trust. Also, the current shareholding by SPGVL is 15% in IndiGrid (currently locked in till June 2020) and which is contracted to be sold to KKR once KKR gets inducted as a Sponsor to the Trust. Free float of IndiGrid is 85% (since 15% owned by SPGVL is locked in).

IndiGrid currently has a debt to AUM ratio of ~50%, with AAA rated cashflows (rated by CRISIL, India Ratings and ICRA) and ~32-year residual asset life.

Large scale projects and industrial solutions

Tata Power Solar has strong EPC expertise executing over 5.4GW of diverse projects of multiple sizes across India. We are at the forefront of the growing solar industrial solutions space, enabling companies to switch to captive solar plants to power their factories and businesses. Few of the important projects are mentioned below:

• We commissioned 70kW solar rooftop installation at India International Centre Delhi. . The project entails energy efficiency of 90,000 kWhr annually, along with reducing carbon emission by 63 tonne. This installation will help India International Centre to save 11 lakh INR on their electricity bill annually.

• We have constructed the largest carport in India at Kochi airport, with a total installed capacity of 2.68MW

• We have commissioned 820.8 kWp at Cricket Club of India (CCI), Mumbai in 100 days. The installation of this solar rooftop project helped to generate over 1.12 million electricity per year, which led to 25% of savings in the power consumption cost.

• We have carried out EPC work for the 12MW projects at the RSSB Educational and Environmental Society, Punjab, the largest rooftop solar plant in India.

• We installed 576+575 KW floating solar systemat Tata Chemicals, Nellore Plant. Approximately 4,242 modules were installed at the project location, along with 21 (approx.) string inverters for the energy supply.

• We installed solar rooftop solution for Tata Steel Processing Limited plants across India. The overall capacity of the project was between 3-4 MW. The installation of the solar rooftop picked its base with 549KWp capacity installation in Pune and the tenure of this association is for 20 years. This project highlights the best-in-class technology and will help to generate over 40,50,000 kWh of electricity per year.

• We commissioned 100MW projectunder DCR for the National Thermal Power Corporation in Anantapur, Andhra Pradesh.

• We commissioned a largest Solar Power Project in India which is built on an Ash Dyke area that has 60% (19 MWp) in Ash Dyke area and 40% (11 MWp) in normal land. The unique thing about the project is that the construction of CMCS building has been done with fibre cement board, along with placing DC cable through HDPE railway crossing without any damage to railway line by Horizontal Directional Drilling.
