limits in this resolution for one or more bills, joint resolu-21

tions, amendments, motions, or conference reports that 22

amend section 251A of the Balanced Budget and Emer-23

gency Deficit Control Act of 1985 (2 U.S.C. 901a) or sec-24

tion 901(e) of the American Taxpayer Relief Act of 2012 25

(d) TRADE AND INTERNATIONAL AGREEMENTS.— 24

those purposes, provided that such legislation would not 10

increase the deficit over either the period of the total of 11

fiscal years 2013 through 2018 or the period of the total 12

WORKING FAMILIES AND CHILDREN. 15

appropriate levels in this resolution for one or more bills, 19

joint resolutions, amendments, motions, or conference re-20

ports related to the Social Services Block Grant (SSBG), 21

the Temporary Assistance for Needy Families (TANF) 22

program, child support enforcement programs, or other 23

assistance to working families, by the amounts provided 24

in such legislation for those purposes, provided that such 25

tax relief, including extensions of expiring tax relief or re-23

fundable tax relief, relief that supports innovation by 24

United States enterprises, relief for low and middle income 25

SEC. 306. RESERVE FUND FOR TAX REFORM. 9

committees, aggregates, and other appropriate levels in 12

this resolution for one or more bills, joint resolutions, 13

amendments, motions, or conference reports that reform 14

the Internal Revenue Code of 1986 to ensure a sustainable 15

revenue base that leads to a fairer, more progressive, and 16

more efficient tax system than currently exists, and to a 17

more competitive business environment for United States 18

enterprises, by the amounts provided in such legislation 19

for those purposes, provided that the provisions in such 20

legislation would not increase the deficit over either the 21

period of the total of fiscal years 2013 through 2018 or 22

energy financing; 14

(3) the Low-Income Home Energy Assistance 15

Program; 16

(4) low-income weatherization and energy effi-17

ciency retrofit programs; 18

(5) Federal programs for land and water con-19

servation and acquisition; 20

(6) greenhouse gas emissions levels; 21

(7) the preservation, restoration, or protection 22

of the Nation’s public lands, oceans, coastal areas, 23

or aquatic ecosystems; 24

(8) agreements between the United States and 25

jurisdictions of the former Trust Territory; 26

MENTS IN AMERICA’S INFRASTRUCTURE. 12

committees, aggregates, and other appropriate levels in 15

this resolution for one or more bills, joint resolutions, 16

amendments, motions, or conference reports that provide 17

for Federal investment in the infrastructure of the United 18

States, which may include projects for transportation, 19

housing, energy, water, telecommunications, including 20

promoting investments in broadband infrastructure to ex-21

pedite deployment of broadband to rural areas, or financ-22

ing through tax credit bonds, by the amounts provided in 23

such legislation for those purposes, provided that such leg-24

islation would not increase the deficit over either the pe-25

(1) eligibility for both military retired pay and 10

veterans’ disability compensation (concurrent re-11

(2) the reduction or elimination of the offset be-13

tween Survivor Benefit Plan annuities and Veterans’ 14

Dependency and Indemnity Compensation; 15

(3) the improvement of disability benefits or the 16

process of evaluating and adjudicating benefit claims 17

for members of the Armed Forces or veterans; 18

(4) the infrastructure needs of the Department 19

of Veterans Affairs, including constructing or leasing 20

space, to include leases of major medical facilities, 21

and maintenance of Department facilities; 22

(5) supporting the transition of servicemembers 23

to the civilian workforce, including by expanding or 24

improving education, job training, and workforce de-25

amendments, amendments between the Houses, motions, 14

or conference reports that would improve the management 15

of public land and natural resources, by the amounts pro-16

vided in the legislation for those purposes, provided that 17

the legislation would not increase the deficit over either 18

the period of the total of fiscal years 2013 through 2018 19

or the period of the total of fiscal years 2013 through 20

SEC. 360. DEFICIT-REDUCTION RESERVE FUND FOR EMI-22

The Chairman of the Senate Committee on the Budg-24

et shall reduce allocations, pursuant to section 302(a) of 25

the Congressional Budget Act of 1974, equal to amounts 1

withheld pursuant to one or more bills, joint resolutions, 2

amendments, amendments between the Houses, motions, 3

ment assistance, which may include amendments to the 5

eligibility of a State or local government to receive bene-6

fits, including restricting benefits when eminent domain 7

has been used to take private property and transfer it to 8

another private use, and reduce the deficit over either the 9

period of the total of fiscal years 2013 through 2018 or 10

the period of the total of fiscal years 2013 through 2023. 11

The Chairman may also make adjustments to the Senate’s 12

pay-as-you-go ledger over 6 and 11 years to ensure that 13

the deficit reduction achieved is used for deficit reduction 14

only. The adjustments authorized under this section shall 15

be of the amount of deficit reduction achieved. 16

SEC. 361. DEFICIT-NEUTRAL RESERVE FUND FOR EXPORT 17

PROMOTION. 18

The Chairman of the Committee on the Budget of 19

promoting exports, which may include providing the Presi-24

dent with trade promotion authority, by the amounts pro-25

tive contract management and contract oversight, includ-11

ing efforts such as additional personnel and training for 12

Inspectors General at each agency, new reporting require-13

ments for agencies to track their responses to and actions 14

taken in response to Inspector General recommendations, 15

urging the President to appoint permanent Inspectors 16

General at agencies where there is currently a vacancy, 17

and any other effort to ensure accountability from con-18

tractors and increase the capacity of Inspectors General 19

to rout out waste, fraud, and abuse in all government con-20

tracting efforts, by the amounts provided in such legisla-21

(2) for fiscal year 2014— 23

(A) for the revised security category, 24

(1) IN GENERAL.—After a bill or joint resolu-6

tion relating to any matter described in paragraph 7

(2) or (3) is placed on the calendar, or upon the of-8

fering of an amendment or motion thereto, or the 9

laying down of an amendment between the Houses 10

or a conference report thereon— 11

(A) the Chairman of the Committee on the 12

Budget of the Senate may adjust the discre-13

tionary spending limits, budgetary aggregates, 14

and allocations pursuant to section 302(a) of 15

the Congressional Budget Act of 1974, by the 16

amount of new budget authority in that meas-17

ure for that purpose and the outlays flowing 18

therefrom; and 19

(B) following any adjustment under sub-20

paragraph (A), the Committee on Appropria-21

tions of the Senate may report appropriately re-22

vised suballocations pursuant to section 302(b) 23

of the Congressional Budget Act of 1974 to 24

carry out this subsection. 25

SEC. 402. POINT OF ORDER AGAINST ADVANCE APPROPRIA-4

TIONS. 5

(a) IN GENERAL.— 6

(1) POINT OF ORDER.—Except as provided in 7

subsection (b), it shall not be in order in the Senate 8

to consider any bill, joint resolution, motion, amend-9

ment, amendment between the Houses, or con-10

ference report that would provide an advance appro-11

priation. 12

(2) DEFINITION.—In this section, the term 13

‘‘advance appropriation’’ means any new budget au-14

thority provided in a bill or joint resolution making 15

appropriations for fiscal year 2014 that first be-16

comes available for any fiscal year after 2014 or any 17

new budget authority provided in a bill or joint reso-18

lution making appropriations for fiscal year 2015 19

that first becomes available for any fiscal year after 20

2015. 21

(b) EXCEPTIONS.—Advance appropriations may be 22

provided— 23

(1) for fiscal years 2015 and 2016 for pro-24

grams, projects, activities, or accounts identified in 25

the joint explanatory statement of managers accom-1

panying this resolution under the heading ‘‘Accounts 2

Identified for Advance Appropriations’’ in an aggre-3

(2) for the Corporation for Public Broad-6

casting; and 7

(3) for the Department of Veterans Affairs for 8

the Medical Services, Medical Support and Compli-9

ance, and Medical Facilities accounts of the Vet-10

erans Health Administration. 11

(c) SUPERMAJORITY WAIVER AND APPEAL.— 12

(1) WAIVER.—In the Senate, subsection (a) 13

may be waived or suspended only by an affirmative 14

vote of three-fifths of the Members, duly chosen and 15

sworn. 16

(2) APPEAL.—An affirmative vote of three- 17

fifths of the Members of the Senate, duly chosen and 18

sworn, shall be required to sustain an appeal of the 19

ruling of the Chair on a point of order raised under 20

subsection (a). 21

(d) FORM OF POINT OF ORDER.—A point of order 22

under subsection (a) may be raised by a Senator as pro-23

vided in section 313(e) of the Congressional Budget Act 24

of 1974. 25

(e) CONFERENCE REPORTS.—When the Senate is 1

considering a conference report on, or an amendment be-2

tween the Houses in relation to, a bill, upon a point of 3

order being made by any Senator pursuant to this section, 4

and such point of order being sustained, such material 5

contained in such conference report shall be stricken, and 6

the Senate shall proceed to consider the question of wheth-7

er the Senate shall recede from its amendment and concur 8

with a further amendment, or concur in the House amend-9

ment with a further amendment, as the case may be, 10

which further amendment shall consist of only that portion 11

of the conference report or House amendment, as the case 12

may be, not so stricken. Any such motion in the Senate 13

shall be debatable. In any case in which such point of 14

order is sustained against a conference report (or Senate 15

amendment derived from such conference report by oper-16

ation of this subsection), no further amendment shall be 17

in order. 18

(f) INAPPLICABILITY.—In the Senate, section 402 of 19

S. Con. Res. 13 (111th Congress) shall no longer apply. 20

SEC. 403. ADJUSTMENTS FOR SEQUESTRATION OR SEQUES-21

TRATION REPLACEMENT. 22

(a) ADJUSTMENTS UNDER CURRENT LAW.—If the 23

enforcement procedures established under section 251A of 24

the Balanced Budget and Emergency Deficit Control Act 25

of 1985 and section 901(e) of the American Taxpayer Re-1

lief Act of 2012 go into, or remain in effect, the Chairman 2

of the Committee on the Budget of the Senate may adjust 3

the allocation called for in section 302(a) of the Congres-4

sional Budget Act of 1974 (2 U.S.C. 633(a)) to the appro-5

priate committee or committees of the Senate, and may 6

adjust all other budgetary aggregates, allocations, levels, 7

and limits contained in this resolution, as necessary, con-8

sistent with such enforcement. 9

(b) ADJUSTMENTS IF AMENDED.—If a measure be-10

comes law that amends the discretionary spending limits 11

established under section 251(c) of the Balanced Budget 12

and Emergency Deficit Control Act of 1985, the adjust-13

ments to discretionary spending limits under section 14

251(b) of that Act, or the enforcement procedures estab-15

lished under section 251A of that Act or section 901(e) 16

of the American Taxpayer Relief Act of 2012, the Chair-17

man of the Committee on the Budget of the Senate may 18

adjust the allocation called for in section 302(a) of the 19

Congressional Budget Act of 1974 (2 U.S.C. 633(a)) to 20

the appropriate committee or committees of the Senate, 21

and may adjust all other budgetary aggregates, alloca-22

tions, levels, and limits contained in this resolution, as 23

necessary, consistent with such measure. 24

SEC. 404. SENATE POINT OF ORDER AGAINST PROVISIONS 1

OF APPROPRIATIONS LEGISLATION THAT 2

CONSTITUTE CHANGES IN MANDATORY PRO-3

GRAMS AFFECTING THE CRIME VICTIMS 4

FUND. 5

(a) IN GENERAL.—In the Senate, it shall not be in 6

order to consider any appropriations legislation, including 7

any amendment thereto, motion in relation thereto, or 8

conference report thereon, that includes any provision or 9

provisions affecting the Crime Victims Fund (as estab-10

lished by section 1402 of Public Law 98–473 (42 U.S.C. 11

10601)) which constitutes a change in a mandatory pro-12

gram that would have been estimated as affecting direct 13

spending or receipts under section 252 of the Balanced 14

Budget and Emergency Deficit Control Act of 1985 (as 15

in effect prior to September 30, 2002) were they included 16

in legislation other than appropriations legislation. A point 17

of order pursuant to this section shall be raised against 18

such provision or provisions as described in subsections 19

(d) and (e). 20

(b) DETERMINATION.—The determination of whether 21

a provision is subject to a point of order pursuant to this 22

section shall be made by the Committee on the Budget 23

of the Senate. 24

(c) SUPERMAJORITY WAIVER AND APPEAL.—This 25

section may be waived or suspended in the Senate only 26

(d) GENERAL POINT OF ORDER.—It shall be in order 6

for a Senator to raise a single point of order that several 7

provisions of a bill, resolution, amendment, motion, or con-8

ference report violate this section. The Presiding Officer 9

may sustain the point of order as to some or all of the 10

provisions against which the Senator raised the point of 11

order. If the Presiding Officer so sustains the point of 12

order as to some of the provisions (including provisions 13

of an amendment, motion, or conference report) against 14

which the Senator raised the point of order, then only 15

those provisions (including provision of an amendment, 16

motion, or conference report) against which the Presiding 17

Officer sustains the point of order shall be deemed strick-18

en pursuant to this section. Before the Presiding Officer 19

rules on such a point of order, any Senator may move to 20

waive such a point of order as it applies to some or all 21

of the provisions against which the point of order was 22

raised. Such a motion to waive is amendable in accordance 23

with rules and precedents of the Senate. After the Pre-24

siding Officer rules on such a point of order, any Senator 25

may appeal the ruling of the Presiding Officer on such 1

a point of order as it applies to some or all of the provi-2

ment between the Houses in relation to, a bill, upon a 6

point of order being made by any Senator pursuant to this 7

section, and such point of order being sustained, such ma-8

terial contained in such conference report or amendment 9

shall be deemed stricken, and the Senate shall proceed to 10

consider the question of whether the Senate shall recede 11

from its amendment and concur with a further amend-12

ment, or concur in the House amendment with a further 13

amendment, as the case may be, which further amendment 14

shall consist of only that portion of the conference report 15

or House amendment, as the case may be, not so stricken. 16

Any such motion shall be debatable. In any case in which 17

such point of order is sustained against a conference re-18

port (or Senate amendment derived from such conference 19

report by operation of this subsection), no further amend-20

SEC. 405. SUPERMAJORITY ENFORCEMENT. 22

Section 425(a)(1) and (2) of the Congressional Budg-23

et Act of 1974 shall be subject to the waiver and appeal 24

requirements of subsections (c)(2) and (d)(3) of section 1

904 of the Congressional Budget Act of 1974. 2

SEC. 406. PROHIBITING THE USE OF GUARANTEE FEES AS 3

AN OFFSET. 4

(a) PURPOSE.—The purpose of this section is to en-5

sure that increases in guarantee fees charged by Fannie 6

Mae and Freddie Mac shall not be used to offset provi-7

sions that increase the deficit. 8

(b) BUDGETARY RULE.—In the Senate, for purposes 9

of determining budgetary impacts to evaluate points of 10

order under this resolution and the Congressional Budget 11

Act of 1974, this resolution, any previous resolution, and 12

any subsequent budget resolution, provisions contained in 13

any bill, resolution, amendment, motion, or conference re-14

port that increases any guarantee fees of Fannie Mae and 15

Freddie Mac shall not be scored with respect to the level 16

of budget authority, outlays, or revenues contained in such 17

legislation. 18

Subtitle B—Other Provisions 19

SEC. 411. OVERSIGHT OF GOVERNMENT PERFORMANCE. 20

In the Senate, all committees are directed to review 21

programs and tax expenditures within their jurisdiction to 22

identify waste, fraud, abuse, or duplication, and increase 23

the use of performance data to inform committee work. 24

Committees are also directed to review the matters for 25

congressional consideration identified on the Government 1

Accountability Office’s High Risk list and the annual re-2

port to reduce program duplication. Based on these over-3

sight efforts and performance reviews of programs within 4

their jurisdiction, committees are directed to include rec-5

ommendations for improved governmental performance in 6

their annual views and estimates reports required under 7

section 301(d) of the Congressional Budget Act of 1974 8

to the Committees on the Budget. 9

SEC. 412. BUDGETARY TREATMENT OF CERTAIN DISCRE-10

TIONARY ADMINISTRATIVE EXPENSES. 11

In the Senate, notwithstanding section 302(a)(1) of 12

the Congressional Budget Act of 1974, section 13301 of 13

the Budget Enforcement Act of 1990, and section 2009a 14

of title 39, United States Code, the joint explanatory 15

statement accompanying the conference report on any con-16

current resolution on the budget shall include in its alloca-17

tions under section 302(a) of the Congressional Budget 18

Act of 1974 to the Committees on Appropriations amounts 19

for the discretionary administrative expenses of the Social 20

Security Administration and of the Postal Service. 21

SEC. 413. APPLICATION AND EFFECT OF CHANGES IN ALLO-22

CATIONS AND AGGREGATES. 23

(a) APPLICATION.—Any adjustments of allocations 24

and aggregates made pursuant to this resolution shall— 25

(1) apply while that measure is under consider-1

ation; 2

(2) take effect upon the enactment of that 3

measure; and 4

(3) be published in the Congressional Record as 5

soon as practicable. 6

(b) EFFECT OF CHANGED ALLOCATIONS AND AG-7

GREGATES.—Revised allocations and aggregates resulting 8

from these adjustments shall be considered for the pur-9

poses of the Congressional Budget Act of 1974 as alloca-10

tions and aggregates contained in this resolution. 11

(c) BUDGET COMMITTEE DETERMINATIONS.—For 12

purposes of this resolution the levels of new budget au-13

thority, outlays, direct spending, new entitlement author-14

ity, revenues, deficits, and surpluses for a fiscal year or 15

period of fiscal years shall be determined on the basis of 16

estimates made by the Committee on the Budget of the 17

Senate. 18

SEC. 414. ADJUSTMENTS TO REFLECT CHANGES IN CON-19

CEPTS AND DEFINITIONS. 20

Upon the enactment of a bill or joint resolution pro-21

viding for a change in concepts or definitions, the Chair-22

man of the Committee on the Budget of the Senate may 23

make adjustments to the levels and allocations in this res-24

olution in accordance with section 251(b) of the Balanced 1

Budget and Emergency Deficit Control Act of 1985. 2

SEC. 415. EXERCISE OF RULEMAKING POWERS. 3

Congress adopts the provisions of this title— 4

(1) as an exercise of the rulemaking power of 5

the Senate, and as such they shall be considered as 6

part of the rules of the Senate and such rules shall 7

supersede other rules only to the extent that they 8

are inconsistent with such other rules; and 9

(2) with full recognition of the constitutional 10

right of the Senate to change those rules at any 11

time, in the same manner, and to the same extent 12

as is the case of any other rule of the Senate. 13

SEC. 416. CONGRESSIONAL BUDGET OFFICE ESTIMATES. 14

(a) REQUEST FOR SUPPLEMENTAL ESTIMATES.—In 15

the case of any legislative provision to which this section 16

applies, the Congressional Budget Office, with the assist-17

ance of the Joint Committee on Taxation, shall prepare, 18

to the extent practicable, as a supplement to the cost esti-19

mate for legislation affecting revenues, an estimate of the 20

revenue changes in connection with such provision that in-21

corporates the macroeconomic effects of the policy being 22

analyzed. Any macroeconomic impact statement under the 23

preceding sentence shall be accompanied by a written 24

statement fully disclosing the economic, technical, and be-1

havioral assumptions that were made in producing— 2

(1) such estimate; and 3

(2) the conventional estimate in connection with 4

such provision. 5

(b) LEGISLATIVE PROVISIONS TO WHICH THIS SEC-6

TION APPLIES.—This section shall apply to any legislative 7

provision— 8

(1) which proposes a change or changes to law 9

that the Congressional Budget Office determines, 10

pursuant to a conventional fiscal estimate, has a rev-11

enue impact in excess of $5,000,000,000 in any fis-12

cal year; or 13

(2) with respect to which the chair or ranking 14

member of the Committee on the Budget of either 15

the Senate or the House of Representatives has re-16

quested an estimate described in subsection (a). 17

TITLE V—OTHER MATTERS 18

SEC. 501. TO REQUIRE TRANSPARENT REPORTING ON THE 19

ONGOING COSTS TO TAXPAYERS OF 20

OBAMACARE. 21

When the Congressional Budget Office releases its 22

annual Update to the Budget and Economic Outlook, the 23

Congressional Budget Office shall report changes in direct 24

spending and revenue associated with the Patient Protec-25

tion and Affordable Care Act (Public Law 111–148) and 1

the Health Care and Education Reconciliation Act of 2010 2

(Public Law 111–152), including the net impact on def-3

icit, both with on-budget and off-budget effects. The infor-4

mation shall be similar to that provided in Table 2 of the 5

Congressional Budget Office’s March 20, 2010 estimate 6

of the budgetary effects of the Health Care and Education 7

Reconciliation Act of 2010 and the Patient Protection and 8

Affordable Care Act (PPACA), as passed by the Senate. 9

SEC. 502. TO REQUIRE FULLER REPORTING ON POSSIBLE 10

COSTS TO TAXPAYERS OF OBAMACARE. 11

When the Congressional Budget Office releases its 12

annual update to the Budget and Economic Outlook, the 13

Congressional Budget Office shall provide an analysis of 14

the budgetary effects of 30 percent, 50 percent, and 100 15

percent of Americans losing employer sponsored health in-16

surance and accessing coverage through Federal or State 17

exchanges. 18

SEC. 503. TO REQUIRE FULLER REPORTING ON POSSIBLE 19

COSTS TO TAXPAYERS OF ANY BUDGET SUB-20

MITTED BY THE PRESIDENT. 21

When the Congressional Budget Office submits its re-22

port to Congress relating to a budget submitted by the 23

President for a fiscal year under section 1105 of title 31, 24

United States Code, such report shall contain— 25

(1) an estimate of the pro rata cost for tax-1

payers who will file individual income tax returns for 2

taxable years ending during such fiscal year of any 3

deficit that would result from the budget; and 4

(2) an analysis of the budgetary effects de-5

scribed in paragraph (1). 6

SEC. 504. SENSE OF SENATE ON UNDERUTILIZED FACILI-7

TIES OF THE NATIONAL AERONAUTICS AND 8

SPACE ADMINISTRATION AND THEIR POTEN-9

TIAL USE. 10

(a) FINDINGS.—The Senate finds the following: 11

(1) The National Aeronautics and Space Ad-12

ministration (NASA) is the ninth largest real prop-13

erty holder of the Federal Government, with more 14

than 124,000 acres and more than 4,900 buildings 15

and other structures with a replacement value of 16

more than $30,000,000,000. 17

(2) The annual operation and maintenance 18

costs of the National Aeronautics and Space Admin-19

istration have increased steadily, and, as of 2012, 20

the Administration has more than $2,300,000,000 21

in annual deferred maintenance costs. 22

(3) According to Office of Inspector General 23

(OIG) of the National Aeronautics and Space Ad-24

ministration, the Administration continues to retain 25

real property that is underutilized, does not have 1

identified future mission uses, or is duplicative of 2

other assets in its real property inventory. 3

(4) The Office of Inspector General, the Gov-4

ernment Accountability Office (GAO), and Congress 5

have identified the aging and duplicative infrastruc-6

agement challenge. 9

(5) In the NASA Authorization Act of 2010, 10

Congress directed the National Aeronautics and 11

Space Administration to examine its real property 12

assets and downsize to fit current and future mis-13

sions and expected funding levels, paying particular 14

attention to identifying and removing unneeded or 15

duplicative infrastructure. 16

(6) The Office of Inspector General found at 17

least 33 facilities, including wind tunnels, test 18

stands, airfields, and launch infrastructure, that 19

were underutilized or for which National Aeronautics 20

and Space Administration managers could not iden-21

tify a future mission use and that the need for these 22

facilities have declined in recent years as a result of 23

changes in the mission focus of the Administration, 24

the condition and obsolescence of some facilities, and 1

the advent of alternative testing methods. 2

(7) The Office of Inspector General found that 3

the National Aeronautics and Space Administration 4

has taken steps to minimize the costs of continuing 5

to maintain some of these facilities by placing them 6

in an inactive state or leasing them to other parties. 7

(8) The National Aeronautics and Space Ad-8

ministration has a series of initiatives underway 9

that, in the judgment of the Office of Inspector Gen-10

eral, are ‘‘positive steps towards ‘rightsizing’ its real 11

property footprint’’, and the Office of Inspector Gen-12

eral has concluded that ‘‘it is imperative that NASA 13

move forward aggressively with its infrastructure re-14

duction efforts’’. 15

(9) Existing and emerging United States com-16

mercial launch and exploration capabilities are pro-17

viding cargo transportation to the International 18

Space Station and offer the potential for providing 19

crew support, access to the International Space Sta-20

tion, and missions to low Earth orbit while the Na-21

tional Aeronautics and Space Administration focuses 22

its efforts on heavy-lift capabilities and deep space 23

missions. 24

tration facilities and property that are underutilized, 2

duplicative, or no longer needed for Administration 3

requirements could be utilized by commercial users 4

and State and local entities, resulting in savings for 5

the Administration and a reduction in the burden of 6

the Federal Government to fund space operations. 7

(b) SENSE OF SENATE.—It is the sense of the Senate 8

that the levels in this concurrent resolution assume— 9

(1) the National Aeronautics and Space Admin-10

istration should move forward with plans to reduce 11

its infrastructure and, to the greatest extent prac-12

ticable, make property available for lease to a gov-13

ernment or private tenant or report the property to 14

the General Services Administration (GSA) for sale 15

or transfer to another entity; 16

(2) the National Aeronautics and Space Admin-17

istration should pursue opportunities for streamlined 18

sale or lease of property and facilities, including for 19

exclusive use, to a private entity, or expedited con-20

veyance or transfer to a State or political subdivi-21

sion, municipality, instrumentality of a State, or De-22

partment of Transportation-licensed launch site op-23

erators for the promotion of commercial or scientific 24

space activity and for developing and operating 1

space launch facilities; and 2

(3) leasing or transferring underutilized facili-3

ties and properties to commercial space entities or 4

State or local governments will reduce operation and 5

maintenance costs for the National Aeronautics and 6

Space Administration, save money for the Federal 7

Government, and promote commercial space and the 8

exploration goals of the Administration and the 9

United States. 10
