2008/2009 SAILING SEASON

September 2008 to April 2009 inclusiveInformation concerning rules, advertising, entry, eligibility, measurement, courses, scoring, protests and prizes are contained in the Sailing Instructions in this booklet.

Schedule of Events:The first race of the season shall be on:

Saturday 6th September 2008

The last race of the season shall be on: Saturday 25th April 2009

Events shall be sailed as per the program in this booklet.

Fees:Each member shall receive separate notification of Club subscriptions payable.

All fees are due on 6th September 2008

New members should see Class Captains or the Treasurer regarding fees.Visitors shall pay the prescribed visitor’s fee.

The Concord and Ryde Sailing Club Incorporated was formed in 1945 and is a family Club which specifically caters for Catamarans, Herons, NS14s, Sabots, Spirals, Tasars and has an Open A Division.

The Club also has a Cadet Division for all Junior Classes.

Management Committee Meetings are held the 2nd Wednesday of each month at 7.30pm in the Clubhouse.

5.2. Flag AP with two sound signals (one when lowered) means “The race is postponed. The warning signal will be made not less than 15 minutes after the AP is lowered.”

6. SCHEDULE OF RACES6.1. Races are scheduled as set out in the program annexed to these sailing

instructions. The time of the warning signal on each race day shall be at 1405 hours, except for:

6.1.1. Junior, Cadet and Intermediate races whose warning signal shall be at 1215 hours with the first starting signal at 1220 hours.

6.1.2. Festive races whose warning signal shall be at 1405 hours. The second Festive race on a day for each class will commence after the last boat for that class has crossed the finish line or withdrawn.

6.1.3. Cadet Commodore Cup and Cadet President Plate races whose warning signal shall be at 1130 hours with the starting signal at 1135 hours.

6.2. All Club races, except Junior, Cadet and Intermediate races, Festive series and any winter series, shall be heats of the Ryde Bi-centennial Trophy.

7. CLASS FLAGS7.1. Class Association flags shall be used unless otherwise notified on the Clubhouse

notice board.

8. RACING AREA8.1. A map, not to scale, of the racing area is annexed to these sailing instructions.

9. THE COURSE9.1. The schedule of courses annexed to these sailing instructions show the courses,

the order in which marks are to be rounded or passed and the side on which each mark is to be left.

9.2. Boats shall not pass between the channel marks and the adjacent shore.9.3. Boats shall not sail among craft on permanent NSW Maritime moorings.9.4. Boats shall not collide with, or cause collisions with, moored craft.

10. MARKS10.1. All marks will be orange buoys bearing flags as below:

1. RULES1.1. All races will be governed by the Racing Rules of Sailing 2005-2008 (RRS),

the prescriptions and safety regulations of Yachting Australia (YA), except as any of these that are changed by these sailing instructions. All races are designated as Category A events.

1.2. All boats should comply with their Class Rules; any infringement may result in disqualification for the race or races affected.

2. ENTRIES2.1. Eligible boats may be entered by writing the boat’s sail number, name,

names of skipper and crew on the sign-on sheet for its class, made available in the Clubhouse. Eligibility requirements for monohull boats are that they be less than 4.86 metres in overall length (multihulls less than 4.31 metres in overall length), and comply with the YA safety regulations. Eligibility for all boats are that they are insured for a minimum $5 million Public Liability. Eligibility requirements for competitors are that they are sailing members of the Concord and Ryde Sailing Club Inc. (CRSC) or pay the visitors fee. All entrants agree to be bound by the Racing Rules of Sailing.

2.2. Entry to the Cadet Class is restricted to persons under the age of sixteen as at 1 September of that season.

2.3. Entry to the Junior Heron Class is restricted to persons under the age of eighteen as at 1 September of that season.

2.4. Entry to Spiral and Intermediate Spiral Class events in Club owned Spirals is restricted to skippers who are over the age of fourteen as at 1 September of that season and, in the Race Committee’s opinion, are of sufficient build to skipper a Spiral.

2.5. The CRSC Inc. reserves the right to refuse the entry of a competitor.

3. NOTICES TO COMPETITORS3.1. Any notices to competitors will be posted on the Club notice board and

adjacent to the sign-on sheets.

4. CHANGES IN SAILING INSTRUCTIONS4.1. Any change to the sailing instructions will be posted before 1330 hours on

the day it will take effect, except that any change to the schedule of races will be posted by the day before it will take effect.

4.2. Change to the sailing instructions may also be made by being communicated to each boat on the water before its warning signal.

5. SIGNALS MADE ASHORE5.1. Signals made ashore will be displayed on the Club’s flagpole.

13.2. Boats shall only pass between Mark No. 7 and the Clubhouse or between the finishing mark and the Clubhouse when approaching the finishing line to finish.

13.3. Boats not completing the course must indicate that on the sign-on sheet. Writing D.N.F. or D.N.S. is sufficient. Failure to do this will cause the boat to score points for D.N.C. This changes RRS A9.

13.4. Boats that sign-on but do not leave the shore should record D.N.C. on the sign-on sheet as soon as possible after they reach the decision not to sail. This is a safety issue for other Club members.

14. TIME LIMITS14.1. For scratch starts the time limit will be two and a half hours for each class.

Boats finishing more than 30 minutes after the first boat finishes or after the time limit, whichever is the later, will be scored D.N.F.

14.2. For handicap starts the time limit will be two and a half hours from the starting signal for the scratch boats. Boats finishing more than 30 minutes after the first boat finishes or after the time limit, whichever is the later, will be scored D.N.F.

15. PROTESTS AND REQUESTS FOR REDRESS15.1. Protests shall be written on the forms available at the Clubhouse and lodged

there with a member of the race committee within 30 minutes of the finish of the protesting boat or, should she not finish, within 30 minutes of her return to the rigging area. In addition, the finisher shall be notified of the existence of a protest within the same period.

16. SCORING16.1. The Low Point scoring system of Appendix A will apply.16.2. Only members of the Concord and Ryde Sailing Club who have paid

membership and racing fees in full by 31st October 2008 shall be eligible to score points. A member who has not paid their membership and racing fees in by 31st October 2008 shall score D.N.C. for all races until their fees are paid. Points for the next boat finishing and all following places will be adjusted accordingly.

16.3. New members shall be eligible to score points from and including the date of lodging a completed Application for Membership form with the secretary, provided that application is finalised within 30 days of that date. The fact that a form has been lodged must be entered on the sign-on sheet for the class. If the application is not finalised within 30 days the applicant shall be declared a non-member and all points shall be awarded to the next boat finishing and all following places adjusted accordingly.

16.4. Rule 76.1 of the RRS is modified so any inconsistency with rules 16.2 and 16.3 of these instructions is eliminated.

10.2. All marks shall be laid in the proximity of the places shown on the schedule of courses at the discretion of the Principal Race Officer based on his/her assessment of weather conditions and tide.

11. THE START11.1. Races will be started from the Committee boat.11.2. Scratch starts

11.2.1. The warning signal for each succeeding class shall be made with the starting signal of the preceding class.

11.2.2. The order of class’ starts shall be: A Division, Catamaran, Tasar, Spiral, Heron, NS14. For junior and intermediate races Heron, Intermediate Spirals and Cadet.

11.2.3. In the event of a general recall the fall of the class flag of the abandoned start shall be the preparatory signal for the new start. After two general recalls for one class Rule 11.2.2 may change so that the offending class shall start last. This changes RRS 29.2.

11.2.4. After the preparatory signal for the first class to start, no boat shall sail within 10 metres of the starting line until the preparatory signal for its class has been made.

11.3. Handicap starts. This changes RRS rule 26.11.3.1. Five minutes before the start of the first boats the warning signal shall be

made. The signal shall be the flying of the CRSC Inc. Club flag. A sound signal may also be made. One minute before the start of each boat, her preparatory signal shall be made. This signal shall be the display of a numeral board bearing the boat’s handicap. The fall or removal of that numeral board shall constitute the starting signal for that yacht.

11.3.2. After the warning signal has been made no boat shall maneuver within 10 metres of the starting line until her preparatory signal has been made.

11.4. The starting line shall be between the mast of the Committee boat and the monohull mark of the course indicated as the start on the Schedule of Courses.

11.5. The course may be notified by the PRO prior to the Committee boat leaving the shore, but the course number flag will be displayed on the Committee boat when it is on station at the starting line.

11.6. If the on water wind velocity is in excess of 25 knots for a 30 second period a start may be abandoned or postponed or otherwise at the Race Committee’s discretion.

12. SHORTENED COURSE12.1. The course may be shortened by flying Code Flag S from the Committee

Vessel or other craft designated by the Principal Race Officer and each competitor being informed of the course. This changes RRS Rule 32.2

13. THE FINISH13.1. The finishing line shall be between the designated point on the western side

of the Clubhouse and the finishing mark.

16.5. All races are handicap events and points will be awarded for the handicap result of each boat. The RACEMaster T.C.F. system is used (a full description can be found in the PDF user guide at www.allieddata.com.au/sailing_software.htm). The Club Championship will also be a scratch event and points will be awarded for the scratch result of each boat. A class yardstick will be applied to different classes in “A” Division and to the Catamaran class to obtain their scratch results (430 Class yardstick 92, Maricats single-handed sloop yardstick 100, Maricats foam construction single handed sloop yardstick 98, other Maricats yardstick 103, other Maricats foam construction yardstick 101, Paper Tigers 102).

16.6. The Schedule of Races shows each series or event, one race shall be completed to constitute a series or event.

16.7. In a series or event where three races or less are completed each boat’s series score will be the total of her race scores.

16.8. In a series where four to seven races are completed each boat’s series score will be the total of her race scores with her worst score discarded.

16.9. In a series where eight or more races are completed each boat’s series score will be the total of her race scores with her worst two race scores discarded.

16.10. Scoring for the Ryde Bi-centenary Trophy series shall be across all classes, the best twenty-five race scores shall be counted for the series score.

16.11. Transfer of points between boats of different classes is not permitted. The transfer of points between boats of the same class may be permitted at the discretion of the Race Committee after a written request has been made. The transfer of points between boats of the same class sailed in junior, cadet and intermediate races is permitted without the need for written request to the Race Committee.

16.12. At the beginning of each season the skipper (who shall be the helmsman) and crew member(s) shall be registered on the membership account form. The change of a skipper shall cause a boat to score points for a D.N.S. in races concerned. A change of crew is permitted but the Race Committee may adjust the boat’s handicap; Rule 16.2 shall not apply to the substitute crew.

16.13. Application to change the skipper or crew shall be made on the sign-on sheet.

16.14. A boat representing the Club at class association events, or other event approved by the Race Committee before its commencement, may apply in writing to the Race Committee, within one month of the event, to have average points awarded for the Club race held on that day. This is available for one heat in the Spring and Autumn Pointscores and no other races.

16.15. A boat required for Club duty, and unable to sail on that day due to that duty, may apply to the Race Committee for average points for that race.

16.16. Any person reported to the Race Committee and found guilty of using

offensive language may be disqualified from that day’s race. In the event of the member being disqualified on three separate occasions in one season that boat shall not score points for any race of that season.

16.17. Only Sabot class boats may score points for scratch placings in the Cadet class Club Championship.

16.18. Eligibility for point score results and prizes in the Intermediate Spiral class will be at the discretion of the handicapper and the class captain

17. CHANGE OF SAILING EQUIPMENT17.1. The Race Committee shall be notified by any boat changing a sail or other

substantial equipment. Notification may be made on the sign-on sheet. A boat’s handicap may be adjusted as a result of the change.

18. PRIZES18.1. Prizes will be awarded according to Management Committee policy.18.2. Prizes may be awarded for the events listed below. Where a member wins

multiple events only one trophy may be awarded in recognition of all events won.

CLUB RULES AND GENERAL INFORMATION

1. PARKING. All cars must be parked as close as possible and at right angles

to the perimeter fence. Failure to do this may result cause the local council to

revoke permission to use the park.

2. RIGGING. Boats must be rigged in the area for that class. A thoroughfare to

the water must be provided for all boats.

3. BOAT TROLLEYS. Boat trolleys shall be returned to the appropriate class

area whilst a boat is on the water.

4. BEACH AREA. The passage between the northwestern mangroves (adjacent

to the Club walkway) and the rocks shall be used for transporting boats to and

from the water. Boats shall not be held in this passage.

5. VISITOR’S FEE. The visitor’s fee shall be $5.00 per race.

6. CLUBHOUSE BEHAVIOUR. People shall not do the following:

a) use offensive language

b) swim off the Clubhouse or beach

c) indulge in “horse play” in the vicinity of the Clubhouse.

7. LOST PROPERTY. Any clothing or unauthorised equipment belonging to

Club members and left in the Clubhouse or its vicinity shall become the property

of the CRSC Inc. if it is not retrieved by its owner within a reasonable time.

8. DUTY CLASS. Each month, Classes are designated “Duty Class”. Their duties

are as follows:

a) Before the race:

i. Put both the rescue boats in the water and load all the necessary marks;

ii. Assist the PRO as required by the Commodore;

iii. Staff the Canteen;

iv. Put out both foot baths and fill with water;

v. If sign-on sheets are not prepared, make arrangements.

b) After the race:

i. Collect all marks and stow them in the Clubhouse racks;

ii Hose out rescue boats and flush the motors, ensuring that no person

stands at the rear of the boat and cradle whilst on the ramp;

iii. Stow all Club gear away, tidy store room, tidy up and sweep out

the Clubroom;

iv. Clean change rooms, hand basins, toilets and showers;

v. Empty the Club rubbish bins and remove rubbish from site;

vi. Crush aluminium cans;

vii. Turn off Zip water boiling unit in Canteen;

viii. Ensure that the Clubhouse is locked or designate someone to lock-up.

c) Class Captains: For each Saturday during your Duty Class month:

i. It is your responsibility to ensure that the above duties are

attended to;

ii. Ensure Starters and Finishers are available;

iii. Ensure someone is available for Canteen duty;

iv. Ensure the ramp is cleaned every month;

v. On the last Saturday of the month, the Class Captain is to take home

the shower curtains, wash them and return them the following week.

9. BOAT STORAGE. The Club does not accept any responsibility for loss

or damage by fire, theft, or other cause, to any boat or equipment not owned

by the Club which is left in the Clubhouse. Removable items should be taken

home and members should arrange insurance on their own property if

required. Boats stored in the Clubhouse must be registered with the Club

and raced regularly in Club events.

10. DINGHIES OWNED BY THE CLUB. Sailing boats owned by the Club

and used for sailing lessons, are under the control of the Training Officers

while classes are in session. They must be handled with normal care and not

be dragged along the ground. They must not be left unattended without

informing one of the Training Officers. These boats may be used during the

normal afternoon race by Club members, subject to the Training Officers’ or

Class Captains’ approval and the payment of a maintenance fee. In this case the

boat becomes the responsibility of the user who must arrange for the boat to be

washed and returned to the racks of the Clubhouse before the end of the day.

11. SAFETY EQUIPMENT. As we sail in accordance with the safety

regulations of the AYF and the special rules for each Class, members will

need to determine any special conditions that apply for their boats

(see Class Captain).

Members are required to wear a buoyancy vest or Personal Flotation Device

(PFD-2) in all Club activities on the water. There are some general rules

given in the following quick summary which should be complied with on our

waters. All boats should have a towing fairlead (a ring 38mm internal diameter

and 4mm thick) fitted to the bow (see Class Captain for special conditions

for Catamarans), detachable rudders should be secured by a pin through the

pintle. Centreboards must be secured so they do not leave the centreboard

case when the boat is inverted. The hulk should be identified by 50mm letters

showing sail number, boat name and Club initials. Some Classes may be

required to carry a bailing bucket, paddle and/or tow rope.

RISK MANAGEMENT POLICY: OBJECTIVES, STRATEGIES

& PROCESS

Objectives:• To provide a fun, healthy and safe sporting environment for people of all ages to

enjoy the sport of sailing;

• Ensure that health and safety are considered in all Club activities on and off the water by minimising the risk to participants, officials and the public;

• To minimise the potential Club liability from incidents or injury.

Strategies:• Continuous identification and control of potential hazards by risk analysis and

hazard identification;

• Planning Club activities with consideration given to implementation of suitable safety measures;

• Provision of the Club’s written safety and risk management policy to all members, officials and visitors who participate in Club activities;

• Maintaining the Clubhouse, walkway and the rigging area in a safe condition;

• Minimising risks to users;

• Raising members’ awareness of safety and reduction of risk to themselves and others in using, handling, storage, rigging, and sailing boats and other equipment;

• Maintaining a document that includes all risk identified, actions taken to reduce them, reflects changes in relevant legislation, safety practices, techniques and technological advances;

• Communication on a regular basis to reinforce the risk management process and to make members aware of changes to risks and their management.

Process: In adopting a Risk Management Process the Management Committee made the following decisions:

• To not rely on notices and complex policy to bring risk management to members’ attention;

• To set up a continuing educative process through the Management Committee Meeting process and our magazine Up The River;

Our CommitmentThe Concord and Ryde Sailing Club Inc. respects its members’ rights to privacy. In handling their personal information we are committed to complying with the Privacy Act 1988 and the National Privacy Principles.We collect members’ personal information when they join and when they pay their annual subscriptions. This information enables us to provide sailing facilities and a sailing environment commensurate with members’ needs. We do not collect information that is “sensitive personal information” as defined by the Privacy Act.

Providing Information to other organisationsPersonal information is treated as confidential and is generally only used for the purpose for which it is collected.In certain circumstances we may need to provide members’ personal information to associated sailing bodies such as the Yachting Association of NSW and the Australian Yachting Federation. Statistical information based on members’ personal information may be used in dealings with these and other related sailing organizations, with bodies such as Waterways Authorities and with government departments at various levels. Information is only provided to these other organizations to the extent required by law, or to the extent necessary to protect members’ interests in the sport of sailing or through obligations arising from affiliation with associated sporting bodies.

Information we are required to send membersUnder our constitution we are required to send members certain information, such as notices of meeting, elections and changes to our constitution. As we are legally obliged to provide this detail to members, it is not possible for them to be excluded from receiving it.

Members rights to access informationUnder the Privacy Act members have the right to access personal information we hold about them. Where we incur a cost in providing it to members this cost may be passed on to them. If the information is incorrect, members have the right to require us to amend it.

Accuracy of informationWe rely on the accuracy of the information members provide. If members believe or know that the information is incorrect, out of date or incomplete, they should advise the President, Secretary, or Treasurer who will make reasonable efforts to correct it.

• To rely upon existing documentation rather than introduce a new range of forms. The annual subscription form and the Year Book would be expanded;

• To not adopt policies and practices which were either impractical and/or unenforceable;

• To recognise that we are primarily responsible to members for the management of a family sailing club. While we have a responsibility to formulate, adopt and integrate risk management objectives, responsibilities and practices with our incorporated objectives, we must not lose sight of our primary focus;

• To accept that the Risk Management process is a continuing one and involvement in it is the responsibility of every member.

WRONG! To subject your crew and the crew/s of your fellow sailors to the

possibility of damage and physical injury with little protection on your behalf.
