In running the operations of Silliman
University, we put in place measures
that reinforce our commitment to
transparency and accountability,
and allow us to better protect the
integrity of our systems and process.
All these we continued doing in
School Year 2014-2015 to be able to
achieve sustainable management of
resources.
This chapter contains information
in text, photos and graphs of the
extent to which the University has
gone to ensure its financial viability.
Likewise, it provides a glimpse into
the different initiatives implemented
to facilitate efficient and effective
administration of systems and
procedures in covering critical
services for both our internal and
external constituencies.
Automated ID Validation System
Enhancements were made to the
ID validation system. This included
a special feature that links the ID to
the students’ MySilliman account.
This not only enabled smoother
validation, especially for continuing
students, but also updated
the features of the ID to meet
requirements of centralized access
and information management.
Budget Information System
In SY 2014-2015, preparations for the
online budget information system
began. This made available online
the related processes of Budget
Preparation, Requisition, Cash
Advances, Request for Payment, and
Petty Cash Replenishment.
Buildings and Grounds
The Buildings and Grounds
Department oversees the
maintenance of all facilities in the
University. It is also in charge of
vehicles, including two full-functional
fire trucks and an ambulance, which
for School Year 2014-2015 have
been utilized for crisis and calamity
situations in both Dumaguete and
the province of Negros Oriental.
On top of top of its regular
administration of all building
construction in the University, the
Department has also taken charge
of the operations of the Public
Assistance and Safety Office, starting
August 2014. This was a move that
ensured better coordination with
the security personnel agency and
prioritization of areas on campus for
monitoring.
The Department also operates the
University’s water system. It works
closely with the clinical laboratory at
the Silliman University Medical Center
for regular testing of water quality.
Campus Security
The University has engaged the
services of a private security agency
for campus security service on a 24/7
arrangement. The number of roving
guards has also been augmented,
and the process of employment
and assignment of security
personnel is done in observance of
the University’s thrust for gender
sensitivity and equity.
CCTV Installation
To better protect students, faculty,
staff and guests and the assets of
the University, CCTV units have been
installed throughout this school year
in strategic areas on campus. These
areas include the entrance and exit
points and buildings where there is
high concentration of people and
equipment and those where cash
transactions take place.
Computerization
Consistent with the move of
the University for “less paper”,
documentation and records have
been migrated to an online system.
This includes the Payroll, Student
Ledgers and Accounting records.
Food Services Department
Effective School Year 2014-2015, the
Cafeteria (main) and the Pulido Hall
branch
operations now utilize a three-week
cycle menu that has been planned
to meet a more balanced and varied
meal plan. The fixed board operations
for student dormitories use a one-
month cycle menu.
The Cafeteria has also improved its
food offerings. It now serves loaf
bread, pan de sal with malunggay
and other baked products under the
“Laura’s Breads and Pastries”
brand. Production of the cheese
bread has also been increased to
meet demand.
New sets of equipment were
also acquired to speed up
production. Purchased were a
new 12-pater, industry-grade
oven, a pastry/cake chiller, and
industrial rice cookers.
Online Enrollment
The online enrollment system
was also rolled out in full swing

across college. Its implementation
in the first semester started with
continuing students, then it included
incoming students and transferees in
the next semester.
Within this semester, the University
also prepared for the implementation
a similar online enrollment system for
the School of Basic Education.
Online Credit Card Payments
Transactions for payment of tuition,
fees, and board and lodging on
campus were made more convenient
within this school year. Apart from
existing payment facility at major
banks around the Philippines, Silliman
made available an online payment
system via credit card. This was a
welcome development especially
to parents who are working abroad.
Payment could now be done in the
comforts of home anytime of the
day, without the additional effort of
handling the same in a bank. As part
of its security measure, this online
payment facility operated by our
partner banks is accessed through
the students MySilliman portal.
Local Area Network & WIFI Connectivity
Database and information
management is critical in the
operations of the University. It was
in recognition of this that Silliman
further extended the coverage of its
Local Area Network to the Scheide
Farm, Marine Laboratory, Roman T
Yap Hall and the University Clinic.
More hotspots were also added
to service areas on campus with
increased traffic. There are already
30 hotspots in the University where
students, faculty, staff and guests can
access the internet.
Pamplona Plantation
The Pamplona Project focuses on the
development of diversified projects.
Apart from the sugarcane production
that was established three years ago,
with harvest ending in April 2015, it
also ventured into perennial crops
production. Its development in
School Year 2014-2015 focused on
animal project, which included broiler
and layer production and piggery.
Of the total 25 cows, the dairy project
now has a total of 60 heads, 32 of
which are cows and heifers while the
other 28 are bulls and yearling male
calves.
In order to improve the operations of
the plantation, construction started
this school year of a building for the
layer project.
Power Plant
The Power Plant also underwent
major maintenance check within this
school year to ensure that it is able
to efficiently meet the University’s
electricity needs. The same Power
Plant minimizes power interruptions
on campus, even when the local
electric cooperative temporarily shuts
down power supply in Dumaguete.
Property Developments
The University has invited Philippine
Geo Green Inc., the exclusive supplier
of Big Ass Fans, to provide cost-
effective and energy-efficient cooling
technology for the Gymnasium and
the SU Church. Its patented design
enables dramatic circulation in
large spaces with minimal electric
consumption. The Gymnasium and
the Church are venues for major
activities of students, faculty, staff
and alumni and if fully occupied
at one time can be very hot and
humid. Cooler and more comfortable
facilities are needed for the University
to be able to hold activities and
events for our faculty and staff,
students, alumni and friends in the
larger community. In March 2015,
the cooling fans have been installed
at the Gymnasium in time for
graduation.
NutritioN ANd dietetics 2Nd Floor
The vertical expansion of the existing
ND building was completed last April
2015 and utilized 12 container vans
for 3 classrooms.
KAtipuNAN HAll
The rehabilitation and renovation
of the main building of Katipunan
Hall was completed this school year.
It included the construction of a
covered hallway to connect the main
Katipunan Hall to Ausejo Hall.

The formal opening and blessing of
the Col. Roman T. Yap Hall SU ROTC
Center was held last December
5, 2014 with the presence of the
members of the family of Col. Roman
T. Yap: Mrs. Ruby Yap-Cruz (daughter),
Atty. Eugene T. Yap (son), Mrs. Shirley
Yap-See (daughter), and Mr. Franco
Yap See (son of Mrs. Shirley).

Silliman University Medical Center
Silliman University continues be involved in plans for
the maintenance and plant development of the Silliman
University Medical Center. While management of the hospital
is with the Silliman University Medical Center Foundation, Inc.,
its facility remains to be part of the University.
Scheide Farm
The farm has shifted into a more
diverse production. Its swine project
has now reached 34 sow-level
compared to 23 sow-level in 2013.
The herd increase is due to the
acquisitions of new stocks to replace
these old unproductive stocks. The
farm is now known all over Negros
Oriental for providing quality piglets.
The layer project has slowly built-
up its flock from bare 2,000 bird
population to now 4,000. New
The Silliman University Medical Center, in partnership
with the University Clinic, provides immediate care
to Silliman students and personnel as part of the
University Medical Plan.
management program has been
implemented in the layer project,
including giving of liver tonic and
other vitamins and minerals. This new
approach gives a positive result from
a high of 80% before to a high of 93%
now. This adds an additional income
of five trays per day.
The broiler project has also
undergone a rapid increase in
production from 300 heads to 1,000
heads per week. This significant
improvement holds true to the dairy
project too, which allows for the Farm
to produce four kinds of flavored
milk: chocolate, strawberry, pandan,
and ube.
The rice project also raked in notable
improvements. With the addition
of the Agan-an property for rice
production, the University now has
a total of nine hectares for its rice
project.
Ticao Development
Last April 29, 2015, Dr. Ben S.
Malayang III was the guest speaker
at the 6th TVET Graduation Exercises
at Ticao Island. This program has
started in May 12, 2009 in partnership
with the Technical and Skills
Development Authority (TESDA),
and since then there has been over
a 1,000 trainees in several courses.
Some of these courses are Crop and
Animal Production, Automotive
Servicing, Food and Beverage
Servicing, Security Services, Masonry
Carpentry and Community-Based

Massage Therapy. These were done
either on site or in other areas within
Masbate under the mobile training
scheme.
The Portal Gates and
Commemorative Marker has also

been completed last May 2015.
These gates and marker symbolize
the gracious gift received by the
University and how it would enable
Silliman to extend this gift for the
development and upliftment of
the surrounding communities in
Masbate. The proposed name for the
gate is “Gate of Grace.”
The construction of the bunkhouse
and workshop facility has started in
April 2015 and will be completed by
July 2015. This is to comply with the
TESDA requirement for Ticao to have
its own laboratory and workshop
facility.
Surcharges Program
Payment schedules were adjusted
according to the preference of
parents. In this school year, more
options were given for parents to
settle the accounts of their children.
An undertaking details suggested
different payment dates and options
and also provides
space where parents
can write down their
payment preference.
This assisted parents
in the budgeting
for their children’s
education, allowing
them to allocate
funds when the
same were available
to them over the
school year covered.

There is an aggressive drive to build
up our network of partners around
the globe.
This is consistent with our Strategic
Plan that articulates the University’s
thrust of linking up with more
universities abroad in common areas
of interest. Silliman has more than a
hundred partners from across Asia,
Africa, Australia, Europe, Central
America and North America. In
School Year 2014-2015, we sought
to expand this further, with focus on
student and faculty exchange.
It was also in School Year 2014-2015
when we finalized plans for the
University’s student international
recruitment program. Five countries
were listed as priorities: Myanmar,
Cambodia, Vietnam, Laos and
Timor-Leste. These are countries
identified for the perceived demand
of high quality yet affordable higher
education in other Asian countries.
Preparations for its roll-out in the next
school year ran alongside continuing
initiatives to undertake career fairs
and student recruitment in high
schools in different regions of the
Philippines. All these were done in
partnership with alumni chapters.
The University also inaugurated
within this school year several
projects that further extended the
breadth and depth of its services.
One of them was the Memory Wall,
a project that commemorates the
life and memory of loved ones who
are Sillimanians. It is envisioned to
generate the needed resources for
both maintenance of the facility and
to help sustain faith-nurture activities
throughout the University done in
coordination with the Church. The
other one is the time capsule and
cornerstone laying of the Portal East
Building.
Several dignitaries have also visited
the campus within this school year.
One of them was former Philippine
president Fidel V. Ramos who
inaugurated the Fidel V. Ramos
Reading Center on the ground floor
of the Robert B. and Metta J. Silliman
Library.
