Figures have been provided for an in vessel composting system like the one currently being operated by the Island Wide Organic Waste Committee. (see attached) The following must occur before the composting facility can move forward: · Obtain approval from the Districts Member Communities to move forward with the composting project – Town Meetings 2021 · Obtain estimates for construction of the facility and seek approval from the Districts Member Communities and seek grants from Mass DEP. Potential funding sources include each of Districts Member Communities, private investors, grants with the goal to have this information available for the Town meetings in 2022 · Obtain approvals from the Edgartown Planning Board, Approval from the MVC and approval from the Mass DEP · Prepare construction documents for the facility The goal is to reduce transportation and disposal costs of the food related waste generated on island. (estimated at 6,500 tons/year) This will also reduce the need for importing compost to the island. The MVRRRD will continue to work with the Island Wide Organic Waste Committee and the Districts Member Communities and report back to the MVC on a regular basis once the current application is approved to move forward. In response to the comments received from the Commission Members at the Public Hearing held9/19/19:

Noise Issues

Based on the noise Studies completed in 1995 and 1996 by Harris, Miller, Miller, & Hanson, Inc.it was determined that a noise barrier should be constructed on the southern side of the site. Thenoise barrier is 11-foot-tall and is constructed with concrete footings, steel columns and 2 x 6wood infill between the columns. (see attached photo)

The proposal for noise mitigation in the area of the proposed circulation improvements theDistrict will construct a 6-foot-high earthen berm with a 2’ wide by 6-foot-high concreteretaining wall on top of the berm for a total height of 12 feet. (see attached figure) This noisemitigation system will be 1 foot higher that the one designed for the site in 1995/1996 by a noisemitigation consultant.

Also attached is information from the Federal Highway Administration Department ofTransportation discussing the implementation of various noise mitigation systems includingwalls and earthen berms. (see attached) Both of which were found to be suitable for noisemitigation. These types of systems are still currently being utilized on major highway projectsand industrial facilities.

Landscaping

The landscaping configuration has been changed based on the reconfiguration of the noisemitigation berm/wall system. The landscaping plan will consist of 23 pitch pines (5’-6’ tallwhen planted, 30’-40’ tall when mature) and 36 emerald green arborvitaes (5’ – 6’ tall whenplanted, 10’ – 15’ tall when mature). Attached are the revised plan showing the planting layout.The berm detail depicts trees/ shrubs at the approximate mature heights. The landscaping isbeing used for visual screening and not noise mitigation. Also attached is information on theemerald green arborvitae which is listed in the vascular plants list received from the State.

Site LightingThe exiting site lighting consists of wall mounted cutoff light fixtures at existing door locationsand is provided only for security measures as the facility only operates from 8:00 AM to 3:30PM. A cutoff type fixture will be installed by the doorway to the new attendants building.

Use of the FacilityThe use numbers provided to the MVC for the facilities use were from the daily cash registertransactions. Currently there have been 2,000 in District stickers issued for use of the facilityand approximately 275 non-district stickers were issued.
