The Order
President Obama signed Executive Order 13658 on February 12, 2014.
EO 13658 established a minimum wage for contractors of $10.10/hour ($4.90 for tipped employees)
Final regulations effective December 8, 2014.

Purpose
EO states that the federal government’s procurement interests in economy and efficiency are promoted when the government contracts with sources that adequately compensates workers.
Evidence that raising the minimum wage increases morale and productivity and quality of work.
Evidence that raising the minimum wage decreases turnover.
