This is the Health & Safety Policy Statement of South Wales Fencing.

Our statement of general policy is to:

• Consult with our employees and sub contractors on matters affecting their health and safety: • Provide and maintain safe equipment; • Ensure safe handling and use of substances; • Provide information, instruction and supervision for employees and sub contractors; • Ensure all employees and sub contractors are competent to do their tasks, and to give them adequate

training; • Prevent accidents and cases of work related ill health; • Maintain safe and healthy working conditions; • Review and revise this policy as necessary at regular intervals

Responsibilities

Overall responsibility is that of Mike Jenkins, who is also the designated Health & Safety (H&S) Officer Here after described as the Health and safety officer. Day to day responsibility for ensuring this policy is put into practice is designated to Health and safety officer. If working off site responsibility is also designated to the Team Leader responsible for the offsite work. They are also responsible to ensure health and safety standards are maintained and improved.

Company Responsibilities

The Health and safety officer has responsibility for developing an overall policy for staff and sub contractors training incorporating health and safety awareness. The Health & Safety (H&S) Officer has a key role in promoting awareness of, and developing positive attitudes to health and safety at South Wales Fencing.

With the help of designated staff and sub contractors, the H&S Officer shall be responsible for drafting, developing and updating policy, instruction and guidance on behalf of the company.

Employee and Sub Contractors Responsibilities

• Must co-operate with the Proprietor on health and safety matters. • Must not interfere with anything provided to safeguard their health and safety. • Have a duty to report all health and safety concerns to an appropriate person as detailed in this policy

statement.

Management of Health & Safety at Work Regulations 1999

• Health & Safety risks arising from our work activities.

Risk assessments will be undertaken by the Health and safety officer and the finding of the risk assessment will be reviewed and any corrective action undertaken. Action required to remove / control risks will be approved by the Health and safety officer. The Health and safety officer is also responsible for ensuring that the action required be implemented and for checking that the actions have removed / reduced the risks.

Assessments will be reviewed every twelve months / or when the work activity changes.

Consultation with Employees and Sub Contractors

Employees and sub contractors representatives are designated on rotation basis and consultation with employees is provided via the monthly meeting.

Safe Plant & Equipment

All staff and sub contractors are responsible for identifying equipment needing maintenance and report to the Proprietor.

The Health and safety officer is also responsible for:

• Ensuring that effective maintenance procedures are drawn up

• Ensuring that all identified maintenance is implemented.

• Checking that new equipment meets health and safety standards before it is purchased.

Safe Handling of Substances

The Health and safety officer is responsible for identifying substances requiring a COSHH (Control of Substances Hazardous to Health) assessment, for undertaking COSHH assessments, for ensuring that all actions identified in the assessments are implemented and for ensuring that all relevant employees and sub contractors are informed about the COSHH assessments.

Assessments will be reviewed every six months or when the work activity changes, whichever is the soonest.

Information, Instruction and Supervision

The Health & Safety law poster is displayed on business premises and leaflets are issued as part of the new employee and sub contractors induction process along with this policy. Health & Safety advice, and the responsibility for ensuring that our employees and sub contractors working at locations under the control of other contractors, are given relevant health and safety information, is the job of the Health and safety officer.

Health & Safety Induction Training

Training will be provided for all employees and sub contractors. This induction training will be recorded on individual staff and sub contractors training records.

Reporting Accidents & First Aid

All accidents and cases of work-related ill health are to be recorded in the accident book, which is kept at the Health and safety officer office. The first aid boxes are also kept in the Health and safety officer office and any vehicle working on site.

The appointed first aider is Mike Jenkins and any designated sub contractors and they are responsible for reporting accidents, diseases and dangerous occurrences to the enforcing authority.

Monitoring

To check our working conditions and ensure our safe working practices are being followed, spot checks will be undertaken between risk assessments by the Health and safety officer. They are also responsible for investigating work-related causes of sickness absences, for investigating accidents and for acting on investigation findings to prevent recurrence.

This policy supplements the Health & Safety Policy Statement. It is South Wales Fencing policy to have a zero tolerance concerning the improper use of alcohol and drugs. We will refer to the following for guidance:- . The Company will assist with the rehabilitation of employees who voluntarily seek help for alcohol or drug related problems. This policy will be reviewed annually, when circumstances indicate a change is needed or when legislation is introduced that affects the nature of our business necessitates change. The implementation of this policy is the responsibility of Michael Jenkins, assisted by members of his team. The proprietor may arrange with the main contractor alcohol and drug screening for:-

• Safety critical promotion. • Post incident investigations. • Compliance with main contractor requirements.

Any employees or sub contractors who have a positive result for Alcohol & Drug tests or fail to notify the Company of their need to use over the counter medication, or refuse to take an Alcohol & Drug Test will be deemed unfit for work and sent home. The allowable levels deemed acceptable by South Wales Fencing are not to exceed:-

• 29 milligrams of Alcohol per 100 Millilitres of blood • 13 micrograms of Alcohol per 100 Millilitres of breath • 39 milligrams of Alcohol per 100 Millilitres of urine

Driving Policy

This policy supplements the Health & Safety Policy Statement. South Wales Fencing is committed to reducing the risks staff and sub contractors face and create when driving at work. We expect staff and sub contractors to comply with this policy, irrespective of whether they use a company owned vehicle, their own vehicle or a hired vehicle. Vehicle speed When at work staff must obey relevant speed limits at all times and must not drive faster than the prevailing conditions safely allow. Exceeding the speed limit is against the law. Persistent failure to comply with the law will be regarded as a serious matter and gross speeding whilst driving at work will be regarded as a serious disciplinary matter. Staff and sub contractors who have penalty points on their licence may be required to take further driver training. Company cars will be withdrawn from staff and sub contractors who are disqualified from driving and may be withdrawn from staff that has 9 or more penalty points. The company will co-operate with police enquiries resulting from an alleged speeding offence or incident and will supply details of the employee and sub contractor (or the driver, if different) to whom the vehicle is allocated. Driving and mobile phones Staff and sub contractors driving at work should avoid making or receiving calls on a mobile phone whilst driving, even if a hands-free kit is fitted. Therefore, they should ensure their phone can take messages whilst they are driving, or arrange for a passenger to use the phone. Staff should plan journeys so they include rest stops every two hours during which time telephone messages can be checked and calls returned. Driving and alcohol and/or drugs Staff and sub contractors driving at work must not contravene the drink driving laws nor have taken drugs or medicines which adversely affect their ability to drive safely. Offenders will be deemed to have committed gross misconduct and will be subject to disciplinary action. Drivers Hours Company policy is to limit the drive to work, under normal conditions, to two hours. Where longer journeys are unavoidable trips, should be planned to enable a break of 15 minutes to be taken after every two hours spent driving. Where tachographs are fitted to vehicles the driver must fit his/her own tachograph chart and comply with the appropriate driving hours regulations.

Vehicle Accidents Road traffic accidents will be investigated in a similar manner to other work related accidents. Drivers and passengers may be interviewed to ascertain the circumstances relevant to the incident. Staff must co-operate with monitoring, reporting and investigation procedures. Driving & Smoking All company vehicles display a ‘No Smoking’ sign. Any user of a company vehicle must not smoke whilst in the vehicle. Security Drivers must ensure that when their vehicle is left unattended that it is immobilised, therefore, under no circumstances should keys be left in the ignition. Staff and sub contractors who drive at work must comply with this policy and the drivers handbook and lead by example, both in the way they drive themselves and by not tolerating poor driving practice among colleagues.

Fatigue Policy

This policy supplements the Health & Safety policy statement. Any employee or sub contractor must not commence or continue work if he or she is fatigued to such an extent that their condition may prejudice his or her safety, or the safety of others. Managers will not plan work arrangements for personnel who are fatigued or are likely to become fatigued during the work period. Managers and supervisors are authorised to prevent any employee from commencing work or continuing to work if they believe the person is fatigued. To contribute to improved safety performance through the control of fatigue limitations on hours worked will be applied. Employees and sub contractors must:-

• Not work more than twelve hours in any one shift. • Not work more than 72 hours in a calendar week. • Have a minimum rest period of 12 hours between booking off and booking on for consecutive shifts. • Not work more than 13 shifts within any 14 consecutive days. • Travelling will be limited to a maximum of one hour to and from the work site where shifts are of 12

hour duration. In respect of main contractor policies, all work on site will be in accordance with the main contractor and Company Standards. Exceeding these hours in emergency situations shall only be permitted once the risk of fatigue has been assessed and an acceptable outcome achieved. This policy will be reviewed annually, when circumstances indicate a change is needed or when legislation is introduced that necessitates change. The implementation of this policy is the responsibility of the Michael Jenkins.

Noise at Work

This policy supplements the Health & Safety policy statement. This policy describes how we discharge our duties under the Control of Noise at Work Regulations 2005. Excessive noise levels can cause permanent damage to hearing. Therefore, it is our policy to ensure individuals are not exposed to noise levels exceeding legal limits. We will achieve this by:-

• Reducing noise levels at source, by using quieter plant and work processes. • Identifying residual sources of excessive workplace noise (greater than 80dBA). • Advising staff when noise levels are likely to exceed 80dBA / 85dBA. • Undertaking risk assessments and identifying practical noise reducing measures. • Providing staff and sub contractors with hearing protection, as well as information, instruction and

training. • Limiting the time staff are exposed to excessive noise levels. • If it is not reasonably practicable to reduce noise levels below 85dBA then staff must wear the hearing

protection provided. • Staff and sub contractors are issued with personal hearing protection as part of their P.P.E. packs,

provided when working for South Wales Fencing. It is the responsibility of each member of staff and sub contractor to:-

• Co-operate with this policy. • Take good care of any hearing protection issued to them. • To wear hearing protection when required. • Request replacement hearing protection when required. • Failure to comply with this policy without good cause may result in disciplinary action.

Personal Protective Equipment

This policy supplements the Health & Safety policy statement. South Wales Fencing acknowledge that it is essential that all staff and sub contractors working on any managed infrastructure or site wear appropriate personal protective equipment (PPE) correctly in accordance with the requirements of the PPE Regulations and the relevant main contractor and Company Standards.

• PPE must meet the following criteria:

• BS EN 343: 2003 Class 3,3 Protective clothing – protection against rain.

• BS EN 397: 1995 Specification for industrial safety helmets.

• BS EN 471: 2003 Specification for high visibility warning clothes.

• BS EN ISO 20345: 2004 Personal protective equipment: safety footwear Additional PPE includes goggles and gloves . These may be supplemented by additional PPE required as a result of involvement in works of a specific nature. Additional requirements will be detailed in method statements and highlighted through COSHH and risk assessments. We keep a record of PPE for each employee, indicating issue and expiry dates where relevant. All staff and sub contractors are instructed in the correct wearing and care of PPE and that the correct use of PPE is mandatory. Staff and sub contractors are instructed to notify the company of any specific requirements for PPE and also for any requirement for replacement of PPE due to damage, wear and tear, etc. Employees and sub contractors must return any equipment issued by the company when they leave the company. Clients are instructed to inform the company of any additional PPE requirements arising from site specific method statements and risk assessments.

This policy supplements the Health & Safety policy statement. This policy describes how we discharge our duties under the Control of Vibration at Work Regulations 2005. Excessive vibration levels can, if experienced over a long period of time, cause serious health problems. Therefore, it is our intention to ensure that individuals are not exposed to levels of vibration exceeding legal limits. We will achieve this by:-

• Reducing vibration levels at source. • Identifying residual sources of excessive vibration. • Advising staff and sub contractors when vibration levels are likely to exceed the exposure action value

(2.5m/s2). • Undertaking risk assessments and identifying practical vibration reduction measures. • Using alternative equipment or work processes, as well as providing staff with information, instruction

and training. • Limiting the time staff and sub contractors are exposed to vibration. • If it is not reasonably practicable to reduce vibration levels below 2.5m/s2 then, using the steps outlined

above, we will ensure that the exposure limit value is not exceeded. It is the responsibility of each member of staff and sub contractor to:-

• Co-operate with this policy. • To abide by the requirements of any systems of work designed to protect them. • Operate any plant and equipment in a way that will minimise exposure to vibration. • Report possible vibration induced health problems without delay.

Failure to comply with this policy without good cause may result in disciplinary action.

This policy supplements the Health & Safety Policy Statement. South Wales Fencing has a supply chain management policy that sets out the principles for interaction with our suppliers

Introduction

This page defines our supply chain management policy. Adherence to this policy is mandatory for all staff and all business units in the company who are involved in the procurement of goods, services or works from the external supply chain.

Definition of supply chain management

Supply chain management is the delivery of added value through management of the procurement process from initiation of requirement to delivery of goods and services and completion of works which the company requires to run the business. Disposals of obsolete and redundant items are also encompassed within this definition.

Policy

All supply chain management for the company shall be carried out in accordance with the declared mission to "generate maximum Business and client value through uncompromising application of simple disciplined programme delivery" and shall therefore uphold the following principles:

• Meet legal requirements • Comply with the company health, safety, quality and environmental requirements • Ensure that all goods and services purchased within the company conform to specified requirements

at point of use • Meet the agreed requirements of the customer • Provide value for money • Demonstrate the highest professional ethics, standards and conduct • Provide sound commercial financial control, ensure sound corporate governance

Objectives of supply chain management

The purpose of supply chain management is to add value to the business by:

• Ensuring that all procurement is made from suppliers who have been assessed as being able to deliver the specified technical and quality requirements

• Reducing the cost base, controlling quality, improving operational efficiency and protecting the commercial position of the company

• Optimising the decision to source internally from the external supply chain • Optimising the size of the supplier base • Delivering controlled and predictable supply outcomes • Applying a common graded approach to Quality Management in the supply chain • Aligning sub-contracts and processes with customer requirements

Value for money

All sourcing decisions for the company shall demonstrably provide value for money recognising that this does not mean just lowest tendered price, but shall take into account costs and benefits that are objectively measurable of the goods, services or works on a lifetime basis, including, quality, delivery, maintenance, spares, commercial obligations and risk.

Make versus buy

All requirements for the procurement of goods, services and works shall be subject to an annual make-buy decision process through the preparation of Lifetime Plans. The make-buy decision is the formal strategic process for determining, through economic analysis, the best value option to be delivered either by the company's workforce or procured from the external supply chain.

Health, safety and environment

All supply chain management shall be carried out in accordance with the company's primary goal that no harm to persons, plant or the environment should result from contractual activities and that the group will work with vendors to maintain and improve standards in the conduct of operations, in particular by ensuring that they are adequately resourced and carried out by suitably qualified and experienced people

Separation of duties

Procurement has overall responsibility for making sourcing decisions having obtained relevant input from technical, quality, commercial and financial teams. In addition, to protect the individual, as well as the company, there shall be a three way separation of procurement duties such that different officers shall:

• Authorise the requirement • Make the commitment • Make payment

Variation from this rule is permitted in certain documented circumstances such as the use of Visa card, emergencies etc.

Authority and change management

All those involved in the procurement process should be aware of the authority they are permitted to exercise and should not depart from it. The approval of all procurement transactions shall be in accordance with formal levels of delegated authority, including authorisation by the customer, where required.
