Summary

Acquisitionofafirstlanguageisessentialforearlychildhooddevelopmentandabuildingblockforlearningtoread.Literacyislinkedtoalldevelopmentgoalscontributingtopsycho-socialhealth,employmentopportunities,economicgrowth,andbreakingthecycleofpoverty.

Globally for children who are deaf, hard of hearing and deafblind (henceforth referred to as‘Deaf’∗),accesstoandeducationinalocalsignlanguageisoftenlimitedorabsent.Withoutaccessto whole language with frequent and daily input to an accessible and natural language, thefoundationsof literacy,childrenarepreventedfromreachingtheir fullpotential. Indevelopingcountriesandlow-resourcecontexts,literacyoutcomesforchildrenwhoareDeafareparticularlysubstandard.Assuch,AllChildrenReading:AGrandChallengeforDevelopment islaunchingtheSignOnForLiteracyPrize,whichseekstechnology-basedinnovationstoincreaseaccesstolocalsign languages and develop literacy interventions for children who are Deaf in low-resourcecontexts.Winning innovationsmust be novel, while utilizing technology tomake a significantimpactuponlearningandliteracyintheDeafCommunity.

Background

● Early childhood is the most rapid period of development in human life and evidencesuggeststhatifthebraindoesnotreceiveappropriatestimulationduringthiswindow,itisdifficult for thebrain to rewire itself later in life.1 Language is an important stimulusduringthisperiod.

● Globally,uptofiveofevery1000infantsareborndeaforhardofhearing,orhavevaryinghearinglevelsinearlychildhood.2

● Earlyexposuretosignlanguageandmultilingualism,combinedwithstrongfamilysupportfor sign languages best prepares children who are Deaf for their future effectiveparticipationinsociety.3

● The United Nations recognizes that full participation in society, facilitated by earlyexposure to multilingualism including a native sign language, is vital in achieving theSustainable Development Goals set for 2030, including the reduction of poverty andincome inequality, greater access to quality education, and the promotion of just and

recognizes that sign languages are equal in status to spoken languages and should berespectedandpromoted.5

● MostchildrenwhoareDeafareborntohearingparentsandmosthearing familiesareunawareoftheimportanceofsignlanguagelearningfortheirchildren.3

● Earlyaccess toeducation in sign languagehasbeenproven togreatly increase literacyoutcomes in children, both hearing and Deaf.3,6,7 Improved literacy outcomes throughinclusive education practices, including the use of sign language, supports progresstowardstheUNSustainableDevelopmentGoalofensuringqualityinclusiveeducationforallchildrenby2030.4

● In low-resourcecontexts,manychildren’shearing levelsremainunidentifiedthroughouttheearlylanguageacquisitionperiodandbeyond.

● Often,familiesofchildrenwhoareDeafdonotknowthelocalsignlanguagenoraretheyawareofavailableresources,ifany,tolearnthelocalsignlanguagetocommunicatewithandprovidefullaccesstolanguagetotheirchildren.

● ChildrenwhoareDeafoftenhavelimitedaccesstolocalsignlanguage,learningresourcesandDeafrolemodels.

● There is a misconception that sign language limits spoken language development inchildrenwhoareDeaf,andevenifsignlanguageresourcesareavailablethelearningofsignlanguagesarewidelydiscouraged.3

● Signlanguagesprovideanearlyfoundationforacquiringproficiencyofawritten/spokenlanguageandachievingacademicsuccess.

● Fewerthan50countrieshavelegalrecognitionofanationalsignlanguage.8● In many countries, the local sign language is not well documented. This inhibits the

AllChildrenReading:AGrandChallenge forDevelopment (ACRGCD),established in2011asapartnershipbetweentheU.S.AgencyforInternationalDevelopment(USAID),WorldVisionandthe Australian Government, is an ongoing series of competitions that leverages science andtechnologytosource,test,anddisseminatescalablesolutionstoimproveliteracyskillsofearlygradelearnersindevelopingcountries.Theglobalinitiativefocusesonsourcing,accelerating,andmeasuring the impact of technology-based innovations with the potential to transform thelearningprocessandclassroomexperienceatan individual,community,andnational level.FortheSignOnForLiteracyPrize,ACRGCDiscollaboratingwiththeWorldFederationoftheDeaf,theNyleDiMarcoFoundationandDeafChildWorldwide.

TheChallenge

Exposure to natural and accessible language at an early age is paramount for early childhooddevelopmentandpromotescognitiveand literacydevelopment.TheSignOnForLiteracyPrizeseekstechnology-basedinnovationstoincreaseaccesstosignlanguagesandliteracyinterventionsfor children who are Deaf in low-resource contexts. These innovations will assist parents,educators,communities,andgovernmentsinenhancingearlychildhooddevelopmentoutcomes,improvingaccessto localsign languages,and increasing literacyoutcomesofchildrenwhoareDeaf. For thisprize, a technology-based innovation includesabroad rangeof informationandcommunicationtechnologiesandvideomedia.Thesecaninclude:hardware,software,Internetandmobileapplicationsamongothertechnologiesandplatforms.

Insomecountries,thelocalsignlanguagemaynotbedocumented.Thisdoesnotmeanthatasignlanguage is not used, but rather that there is no dictionary or catalog of signs and/ordocumentationthatenablessignlanguageresourcestobecreated,curated,anddistributedto

thosewhowanttolearnthelanguage.9

,10,11AsasupplementtotheknowledgetransferredbyDeafadultsfluentinthelocalsignlanguage,documentationisacriticalfirststeptoenablethecreationof resources toprovidegreateraccess tosign language forchildrenwhoareDeaf. Incontextswherethereisnodocumentedsignlanguage,innovationsaresoughtthat,throughtechnology,involve the local Deaf Community as an integral part of efforts to document their languageincludingallsignsandsignvariations.Solutionsmustdocumentthelocallanguageandnotimportotherwidely-usedsignlanguagessuchasAmericanSignLanguage.Solutionsthatoperateinsuchacontextandprovideboththecapability todocumentsign languageandcreateresources forlearninginthatlanguageareencouraged.Solutionsshouldalsolinksignlanguagelearningtotheearlygradereadingresources.Ideally,theseresourceswillbeusedintheclassroomandathome.

Evenincountrieswitharobustandwell-documentedsignlanguage,manycommunitiesstillhavelimitedaccesstosignlanguageresources.Familyawareness,educationalresources,communityengagement,andlearningtoolsarelimitedorlacking.Thereisalsoachallengeinensuringparentsidentify their children’s hearing levels at the earliest possible age and a gap in medicalpractitioners’knowledgeontheimportanceofsignlanguagelearning.TooptimizefirstlanguageandwrittenliteracyoutcomesforchildrenwhoareDeaf,theymusthaveaccess—theearlierthebetter—to the local sign language, a supportive communitywith adult Deaf rolemodels, andskillededucatorsfluentinthelocalsignlanguage.Themoreoftheaforementionedelementsasolutioninvolves(e.g.sign language,adultrolemodels,skilledandfluenteducators),themoreeffectivethesolutionwillbe inprovidingan inclusive,holistic,andsuccessfulapproachtosignlanguageandliteracyforchildreninthecommunity.

CompetitionPhases

TherearethreephasestotheSignOnForLiteracyPrize.Thefirstphaseistargetedatidentifyingnovelinnovationswiththecapacityforincreasinglanguageandliteracyoutcomeswithsignificantimpact; Phase1 is the focusof this document. placefortheeffectiveimplementationofthesesolutions.RequirementsforPhases2and3ofthecompetitionwillbedescribedfurtherafterthejudgingandselectionofPhase1finalists.

Phase1 requires awrittendescription in Englishof theproposed innovation andproject planexplaining the methods, resources, potential technology platform(s), personnel, existingpartnerships(ifany),evidenceofcollaborationwiththelocalDeafCommunityinproductdesignandimplementation,andpreliminaryscheduletoimplementtheproposedinnovation.Entrantsareencouragedtosubmitasupplementaryfive-minutevideodescribingtheirconceptandvisionfor the proposed innovation. Videos can also be submitted in any national signed or spokenlanguages (including International Sign),butmustalso includeEnglish translationeither in thevideoascaptionsorasawrittentranscript.

EntrantsawardedinPhase1willbegivenseedfundingtodeveloptheirinnovationandexecutetheir implementation and sustainability plans. Phases 2 and 3 will be judged separately andadditional funding will be awarded. During Phase 1, Solvers are not expected to possess theexpertise,experience,orpartnershipsnecessaryforsuccessfulimplementationoftheirproposedinnovation,but theyarerequiredtodescribeanypotential limitationsand identify thetypeofpartnersneeded.

The ACRGCD partners are open to a range of solutions, including existing technologies, newtechnologies,orcombinationsofboth.Thefocusofthecompetition isonfindingtechnologiesthatenablethecreationofresourcestoimproveaccessto,andeducationin,localsignlanguagefor childrenwho areDeaf in low-resource settings. Innovations should increase language andreadingskills,becosteffectivefordevelopingcountrycontextsandhavethepotentialforscale.ACRGCDrecognizesthatinsomesettingsthereisnodocumentedsignlanguage,andtocreatesuchresources,languagedocumentationisnecessary.Assuch,solutionsthatusetechnologyforthiscrucialfirststepofdocumentationwillalsobeconsideredforawards.

SolutionRequirements

1. Theinnovationmustprovideanovel,yetrobustapproachforthecreationofsignlanguageresourcesasapathtoliteracy.Tofacilitateearlysignlanguageacquisition,theinnovationmustallowforthedevelopmentof learningresources,whilepromotingaccesstothesenewly-developedresources.

2. TheinnovationmustbeusablebychildrenwhoareDeaf,theirfamilymembers,educatorsand/orothercommunitymemberswhoengagewithchildreninlearning.Aclearplanforengaging families, teachers, the Deaf Community, and hearing community should be

demonstrated.Strategiesforengagingthemedicalcommunity,incollaborationwiththelocal Deaf Community, to ensure providers are both aware of and trained to educateparentsonsignlanguageresourcesareencouraged.

3. The innovation must be gender inclusive and responsive to the gender-differentiatedneedsofbeneficiaries.

4. The innovationmustbea technology-based innovation. This includesabroad rangeofinformation and communication technologies and video media. These can include:hardware,software,Internetandmobileapplicationsamongotherplatforms.

5. Innovationsmust:a. Below-costandaffordableforuptakeb. Functionfullyinlowresourcesettings,specificallyaddressing:

● Limitedorintermittentelectricity● Limitedorintermittentinternetaccess● Limitedpersonnelforsoftware/hardwaresupport

6. Solversmust:

a. BeabletoworkwithACRGCDpartnersandothercollaborativeorganizations(e.g.the national member, or OrdinaryMember ofWFD, if available) for prototypedevelopmentinPhase2andimplementationoftheinnovationinPhase3

b. Provideaclearplan forsign languagedocumentationthatcapturesvarioussignlanguage dialects or sign language-enabled learning resource creation andsustainability

Additionally,solutionsshould,butarenotrequiredto:

1. Beadaptabletomultilingualcountrieswithmultiplewrittenand/orsignlanguages.2. BeopensourceandmadepubliclyavailableundertheCreativeCommonsCCOUniversal

(CCO1.0)PublicDomainDedication.3. Integratesignlanguagedocumentationwithresourcecreationinsettingswherethereis

noorlimiteddocumentedsignlanguage.4. Allow for integration with early hearing detection and intervention programs, in

collaborationwiththelocalDeafCommunity.5. Beadaptableandscalabletoothercountriesandlanguages.6. HaveSolver(s)withtheexperienceandexpertisetopilottheproposedinnovation,and/or

Resources

WorldwideDeafCommunity

Worldwide, there is an estimated 360million peoplewith hearing loss.12 Of these, 70millionindividuals are deaf.13 Eighty percent of theDeaf Community are not providedwith equitableaccesstoqualityeducationandthisnumberislikelylowerforchildrenwhoaredeafblind.Evenwheneducationopportunities are present, only 1–2% receive education in sign language13—leavingthemajoritywithoutaccesstoawholelanguage,thefoundationofliteracy,andpreventingthemfromreachingtheirfullpotential.

Fortheestimated32millionchildrenwhoareDeaf,12positiveeducationaloutcomesdependasmuchonfamilyandcommunityastheeducationsystem.However,mostchildrenwhoareDeafareborntohearingparents,14mostofwhomarenotexposedtooraremisinformedaboutsignlanguages.Asaresult,themajorityofchildrenwhoareDeafarenotabletoaccesslanguageeasilyandreadilyintheirhomesandcommunitiesduringthecriticallanguageacquisitionperiod.Thisdramatically increases their likelihood of facing a lifetime of psycho-social challenges, limitedschoolingandemploymentpotential,andstuntedlanguageabilities–includingreading.15

PolicyFramework

This competition follows a rights-based approach to education for childrenwho are Deaf. AsoutlinedinArticle24oftheConventionontheRightsofPersonswithDisabilities(CRPD),“StatePartiesshalltakeappropriatemeasures,including…facilitatingthelearningofsignlanguageandthepromotionofthelinguisticidentityoftheDeafCommunity.”18

Moreover,thiscompetitionisfoundedontheprinciplesofuniversaldesignandthesocialmodelapproach. Competition submissions should focus on breaking down barriers that exist in theenvironment to facilitate the equitable participation of children who are Deaf. For example,providingsignlanguageinterpretationtoapersonwhoisDeafmayassistthatperson,butcreatinga society where everyone can learn sign language allows Deaf and hearing people to buildrelationships, learntogetherandhelpsbuildthecompetenceofallpeople.Theimpactofearlylanguage development on learning and literacy outcomes is well known and sign languageacquisitionforallchildrencanhavepositive impactsonearlychildhooddevelopment.Further,accessible resources for acquisitionof sign language support the2030Agenda for SustainableDevelopmentbyimprovingaccesstoqualityeducationforallandremovingsocietalbarriersfromtheparticipationofDeafpeopleinsociety.4

Finally,thecompetitionpartnersbelievestronglyintheconceptofhuman-centereddesignandrecognizethatbarriersshouldbedefinedasexperiencedbythosewhofacethem.Althoughnotrequired,submissionsfrommembersoftheDeafCommunityarehighlyencouragedandthosedesignedinpartnershipwithlocalDeafnetworkswillreceivesupplementalpointsinthejudgingprocess.

CompetitionandPhasesACRGCDhasacompetitionpurseofatleast$500,000USDthatwillbedistributedinthreephases.DetailedinformationregardingPhases2and3willbereleasedfollowingthecompletionofPhase1.

Phase1:WrittenProposalandProjectPlan

● ThefirstphaserequiresawrittendescriptioninEnglishoftheproposedinnovationandproject plan explaining the methods, resources, potential technology platform(s),personnel, existing partnerships (if any), evidence of collaboration with the local DeafCommunityinproductdesignandimplementation,andpreliminaryscheduletoimplementtheproposedinnovation.Inthisphase,Solversarenotexpectedtopossesstheexpertise,

experience, or partnerships necessary for successful implementation of their proposedinnovation,buttheyarerequiredtodescribeanypotentiallimitationsandidentifythetypeofpartnersneeded.Solversareencouragedtosupplementtheirsubmissionwithavideodescribingtheirconceptandvisionfortheproposedinnovation(seedetailsinSubmissionQuestion10).

● Thereisapoolof$125,000USDtorewarduptothefivemostpromisinginnovationswith$25,000USDeach.

● Submissionswillbeevaluatedbya teamofexpert reviewers,usingtheJudgingCriteriabelow.

● Solversmay be required to provide additional information on their submission to thejudgingpanelafterthedeadline.

Phase2:PrototypeDevelopmentoftheInnovation

● Phase1awardeeswillbegivenapproximatelythreemonthstoadapttheirinnovationsfordemonstrationtotheACRGCDpartners.Duringthistimeperiod,SolversmustbewillingtoworkwiththeACRGCDpartnersandothercollaborativeorganizations(e.g.thenationalmember,orOrdinaryMemberofWFD,ifavailable).MentorswillworkcloselywithSolversto incorporate languageand literacyoutcomesassessmentswithin the innovation. Thedevelopmentperiodwillbedeterminedfollowingreviewof theproposalsand in-depthdiscussionswiththesemi-finaliststoidentifyareasonabletimeline.

● Thedemonstrationwillbeconductedvirtuallythroughavideowebconference.Ifthisisnotpossibleorsufficient,alternativeavenueswillbeconsidered.Thedemonstrationmustshowhowtheinnovationwilladdresspotentialtechnologychallengeswhenusedinalow-resourcecontext.

● Uptothetopthreeprototypeswilleachreceiveanawardofnolessthan$75,000USDandwillbeadvancedtoPhase3.

Phase3:PrototypeRefinementandFieldTestDemonstrationoftheInnovation

● The anticipated duration of Phase 3 is threemonths. Finalistswill refine theirwinningPhase 2 prototype and field test their innovations in a low-resource setting. ACRGCDpartnersarecommittedtoresearchingtheimpactuponlanguageandliteracyoutcomes,thus studieswill be conductedduring thepilotingof theprototypeand followedmore

1. Eligibility.Weareunabletoawardcashprizestosuppliersofgoodsandservicesthatdonotmeetthenationalityandsourcedefinitionsasreferencedin22CFR228.11and12,specificallygeographiccode937.Geographiccode937currentlyexcludesCuba,Iran,Libya,andNorthKorea.

SolverwarrantsthatallSubmissionsunderthisAgreementincludinganyintellectualpropertySolverbringsunderthisAgreement,doesnotandwillnotviolate,infringeormisappropriateanyintellectualpropertyrightsofanythirdparty,governmentalorjudicialauthorityanddoesnotinfringeanycopyrightorotherproprietaryrights,includingtherightofprivacyorpublicity.Further,suchSubmissionsshallnotcontainmaterialthatisscandalous,libelous,obscene,orknowinglyviolatesrightsofprivacyorpublicity,oranyotherrightsofanyperson,firmorentity,oriscontrarytothelawsoftheUnitedStatesorthecountrysuchworkisperformedin.

a. GivenyoutheirexpresswrittenconsenttosubmittheSubmissionforunlimited,royalty-freeuse,exhibitionandotherexploitationinanymannerandinanyandallmedia,whethernowexistingorhereafterdiscovered,throughouttheworld,inperpetuity;

b. Providedwrittenpermissiontoincludetheirname,imageorpicturesinorwithyourSubmission(orifaminorwhoisnotyourchild,youmusthavethepermissionoftheirparentorlegalguardian)andyoumaybeaskedbyInnoCentivetoprovidepermissioninwriting;

c. Noclaimsforpaymentofanykind,including,withoutlimitation,forroyaltiesorresiduals,hasnoapprovalorconsultationrightsoranyrightsofparticipationarisingoutofanyuse,exhibitionorotherexploitationoftheSubmission;and

Byentering,youagreethat:(i)allSubmissionsbecomeSeekerspropertyandwillnotbereturned;(ii)Solver(anditsauthorizedrepresentatives)havetheunlimitedrighttoalterand/oredittheSubmissionoranypartorelementthereof;and(iii)Seekeranditslicensees,successorsandassignshavetherighttouseanyandallSubmissions,andthenames,likenesses,voicesandimagesofallpersonsappearingintheSubmission,forfutureadvertising,

vii. ToreceiveanAward,Solverwillnotberequiredtotransfertheirintellectual

propertyrightsinaSubmissiontoSeeker;however,SolverretainedrightsaresubjecttothefollowingrightsgrantedbySolverunderthisAgreement:

a. SolveragreestoreleasetheirsolutionunderBSDSoftwareLicense(2-clauselicensealsocalledthe"SimplifiedBSDLicense").AlldigitalcontentwillbemadepublicunderthecreativecommonslicenseCreativeCommonsBY(CCBY).

b. SolveragreestoprovidetheSeekerwithanopensourceversionoftheSubmissiontobepostedonthe[GitHub]sourcecoderepositoryafterthewinningsolution(s)havebeenawarded.

c. ByparticipatingintheChallenge,eachSolverherebyirrevocablygrantstoSeeker,andanythirdpartiesactingonSeeker’sbehalf,anirrevocable,paidup,royalty-free,non-exclusive,worldwiderightandlicense,withtherighttosublicenseonmultipletiers,andrighttopubliclydisplay,publiclyperform,copy,distribute,developandcreatederivativeworksfromthewinningSubmission(s)foranycharitableorpublicinterestpurpose,regardlessofwhethersuchuseiscommercialornon-commercial;

d. AndSolverunderstands,recognizesandacceptsthatSeekerhasaccessto,maycreateorhascreatedmaterialsandideaswhichmaybesimilaroridenticaltotheSubmissioninconcept,theme,idea,formatorotherrespects.YouacknowledgeandagreethatSeekershallhavetherighttousesuchsameorsimilarmaterials,andthatyouwillnotbeentitledtoanycompensationarisingfromSeekersuseofsuchmaterials.IntheeventthatyourentryisidenticalorsimilartotheSubmissionofanotherSolver,Seekerreservestheright,atthesolediscretionoftheSeeker,toeitherscoreoneSubmissionhigherthantheothersubjecttotheChallengeRequirementsandJudgingcriteriaortorandomlychooseaSubmissionfromallofthosesubmittedwhichrespondtotheChallengeRequirements.

7. Indemnification.SolveragreestoindemnifyandholdharmlesstheSeekerandanyofits

affiliatesorsubsidiaries,andallofthedirectors,officers,agents,contractors,volunteersandemployeesoftheSeekerandsuchaffiliatesandsubsidiaries,againstanyandallclaims,losses,expensesorliabilities,including,butnotlimitedto,injury,deathand/ordamagetoproperty,whichmayariseintheperformanceofthisAgreement,exceptto

theextentthatsuchclaimsorliabilitiesarisefromthegrossnegligenceofSeekeroritsaffiliatesorsubsidiaries.Solver will defend, indemnify and hold harmless the Seeker, its Affiliates, and theirrespectivedirectors, officers, employees andagents fromandagainst all Claims to theextentthatsuchClaimsariseoutoforrelateto:The breach of any representation, warranty or covenant by Solver contained in thisAgreement;

i. ThenegligentorwillfulactsoromissionsofSolveroritspartnersresultinginany

bodily injuryordeathtoanypersonor loss,ordamagetotangibleor intangibleproperty;and

ii. Solver(oritspartners)infringement,misuseormisappropriationofanythird-partyIP rights; Solver (or itspartners) failure tocomplywithapplicable laws, rulesorregulations.

8. Amendments.TheSeekerreservestherighttoamendthesetermsandconditions,

changetheawardsonoffer,orrevisethetimeframesfororcanceltheChallenge,atanytime.SolverswillbenotifiedofanysuchchangesbyemailtotheaddresswhichtheyhavenotifiedtotheSeeker,and/oronallchildrenreading.org,butwillbeboundbythechangesfromthetimetheytakeeffect,whetherornotsuchnotificationisactuallyreceived.
