Welcome The Organising Committee look forward to welcoming the best Boccia players in Europe to the United Kingdom for the inaugural European Team and Pairs Championships. We are very proud to host the event and we expect the standard of competition to be very high as there is qualification for the Rio 2016 Paralympic Games on offer for the winner of each classification! Venue The Championships are being held at Surrey Sports Park in Guildford, Surrey. The multi-million pound University of Surrey owned facility has seen over 5 million visitors through its doors since opening in 2010, providing world class sports facilities, activities and events to the university students, staff, elite teams, athletes and the local community. Now a renowned sports events venue, the Sports Park has hosted over 400 events including the 2010 Women’s Rugby World Cup, 2013 Danone Nations Cups and the inaugural ParalympicsGB SportsFest. Facilities Courts There will be eight courts in the Competition Hall and four courts in the adjacent Warm up Hall. Both are wooden sprung floors with the same surface. Prior to competition equipment control will take place in the Warm up hall. Call Room The Call Room will be in a temporary marquee on tennis courts outside the Warm up Hall. Classification will also take place in the Call Room. Changing Rooms Each qualifying nation will be allocated their own lockable changing room with accessible showers. The venue is fully accessible for wheelchair users with a number of accessible toilets. Meals will be served on the first floor of the venue in the dance studios. There is a lift inside the venue or an external ramp to access this level. We advise athletes to use the external ramp to prevent queues for the lift. Information Desk The Information Desk will be the point of contact for any queries about the Championships. Collection of documents from the Information Desk is restricted to the Team Manager or other designated person. The desk will be located at the venue in the main entrance. Venue Facilities Rest and Relaxation There is a Starbucks café and the Bench Bar with large outdoor terraces in the Sports Park for rest and relaxation as well as a swimming pool and gym. The gym is being refurbished during the Championships but the swimming pool is available for use and does have a hoist. It is £4.20 for adults and £2.80 for concessions.

Accommodation All athletes and officials will be accommodated at the University of Surrey’s Manor Park Campus which is less than 500m from the venue. As we cannot guarantee the weather please ensure you bring waterproofs/umbrellas to ensure you stay dry in the walk between the accommodation and venue. The Campus map is available through this link. Manor Park offers well equipped single ensuite rooms in shared flats of six, seven or eight, sharing a kitchen-diner. Nations will be allocated entire flats so the kitchen-diner will be an exclusive communal area. Athletes and their assistants will have rooms in the same flat. Flats on the higher floors are served by a lift. Each bedroom is ensuite with a toilet, shower and sink. Please note that the door width to the toilet is a maximum of 26”; we have therefore added temporary accessible toilets on site and athletes can use the showers in their sides changing room at the venue if required.

The communal areas of each flat will be cleaned on a daily basis. Each room will come with two towels. Towels will be changed on Friday 24th July. Extra towels and bed linen can be collected if required from the Accommodation Reception. Wi-Fi is available to athlete in Heart & Soul, the café next to Accommodation Reception. In order to access this Wi-Fi you will need to collect a password from Accommodation Reception. Hard wire internet only is available in bedrooms, you will be provided with the necessary codes to access this in your arrivals pack. 24 hour reception, security and laundry is on site along with a major hospital with an Accident and Emergency department. Transport Transport will only be provided between London Heathrow or London Gatwick Airport and the official accommodation. Transport is not required once on site. You will be met on arrival at the airport. Athletes and officials will be taken directly to the accommodation. Sport equipment will be taken to the team’s designated changing room at the venue. In accordance with UK law, all wheelchairs must be strapped down before transport. This can take some time so we ask for your patience. Heathrow Arrivals

Team Managers Meetings The Team Managers meeting will be held at 20:00 on Friday 24th July in the MPR Suite in reception at Manor Park. Team Managers can bring one other person and a translator with them to the meeting if required. In addition, BISFed President David Hadfield would like to invite all Team Managers and Coaches to attend an open forum at 20:00 on Thursday 23rd July in the Call Room. This will be an opportunity to ask any questions you have about the future direction of BISFed and the sport of Boccia.

Ceremonies The Opening Ceremony will take place in the Competition Hall on Friday 24th July at 17:30. All countries should report to the Warm up Hall by 17:15 in their national sport kit following the conclusion of training. The Medal and Closing Ceremonies will take place at 16:30 on Sunday 26th July following the conclusion of the final matches. All medalists should report to the Warm up Hall by 16:15 in their national sport kit. The Closing Party will take place at the Heart and Soul Café/Bar next to reception at Manor Park accommodation. It will start at 19:00 and finish at midnight. There will be a bar with alcoholic drinks available for purchase.

Classification Only new (N) athletes will be classified, and must bring their Passport (or Identification Card) to their classification appointment. In addition, the athletes must sign, in the presence of a witness, the BISFed Consent for Classification Form that can be printed from page 39 of the Classification Rules (available on the BISFed website at http://www.bisfed.com/about-boccia/classification/) Please ensure that the athletes understand the document, provide translation if necessary and bring the form to classification. Athletes must bring a list of all medications and any pertinent health information written in English with them. They must also bring the Certificate of Diagnosis completed by their medical doctor. It can be printed from Page 38 of the Classification Rules. The athlete must come to classification with Boccia equipment used in play and be dressed in sports clothing. If they are not properly attired they will not be classified. Classification Protest Forms will be available at the Information Desk. The Classification Schedule is as follows:

Prior to the competition commencing all Sports Equipment will be checked and certified by selected referees supervised by the Head Referee. The Equipment Check will be done in the Warm up Hall on the 23rd and 24th of July, according to the schedule below. Equipment that does not meet the criteria will not be certified and will be held by the Organising Committee until the end of the Championships.

At any time, including during a match, the referee may confirm the eligibility of any piece of equipment. Any equipment that fails eligibility during competition will be confiscated for the remainder of the competition; details of this offence will be published at the Information Desk. Training Schedule All pre-competition training will take place on the competition courts. Each nation has been allocated two sessions of two hours each with one court allocated per selected Team or Pair. Access to the competition courts will be allowed only to accredited staff or athletes who are scheduled for training. During training sessions please keep exclusively to the courts that are allocated to your nation and make sure that you don't disturb athletes training on other courts.

If required there will be three available courts in the Warm up Hall. If you would like to book additional slots please do so on arrival at the Information Desk.

Competition Schedule

Should any nations that have been eliminated after the first day of competition wish to arrange friendly matches on Sunday 25th then the Warm up Hall will be available between and 09:00 and 12:00. Please book a court at the Information Desk.

Competition Format The countries eligible to compete at the Championships are those who have paid all entry fees in full, submitted all required registration information and are current full members of BISFed. A full list of participating athletes will be provided to Team Managers at the end of the Team Managers meeting. Competitors must be 15 years of age or older by the first day of the year 2015. Upon confirmation of classification, each athlete shall be given two competitor numbers:

If an athlete forgets, loses or chooses not to wear their competitor number, they will not be permitted to enter the Warm up Hall, the Call Room or the field of play. A side that is not present for the start of the match forfeits the match (ref. 10.4.8). Exceptions may be considered by the Head Referee and/or the Technical Delegate. The competition format will be governed by the June 2015 version of the BISFed Competition Manual: http://www.bisfed.com/wp-content/uploads/2014/02/Competition-Manual_Website2.pdf In each event in these Championships there will be two pools of four with the top two in each pool going forward to contest the semi-finals. Following the semi-finals there will be finals and Bronze medal playoff matches to determine the top four positions.

Warm up Procedures On the 25th July the Warm up Hall will be for the exclusive use of the competitors that are going to play in the next round of matches. There are four courts but each court will be extended in length and have throwing boxes at each end to allow more Teams or Pairs to warm up at the same time. Players may be accompanied into the Warm up Hall by a maximum number of people as follows: BC1/BC2 Team 1 coach, 1 assistant Pairs BC3 1 coach, 1 assistant per athlete Pairs BC4 1 coach, 1 assistant If necessary, one translator and one sports medicine practitioner per nation may enter the warm-up area. They can’t help or assist with coaching.

Call up Procedures Prior to entering the Warm up Hall and Call Room, Athletes, Coaches and Sport Assistants must ensure that they have their Accreditation with them. Athlete competitor numbers should be clearly visible. Failure to do so will result in refused entry to the Call Room (Rule 20.2). A Side must be registered between forty five (45) and twenty (20) minutes before the scheduled start time of any Team/Pairs match. Registration is done at the Call Room Desk. A Coach may only register an athlete if that athlete is at the entrance to the Call Room area. All Sides must be in the Call Room area and waiting in the designated Court area for their match (Rule 20.4).

The Official Clock will be the clock on the Call Room Desk. Any Side who fails to register, or be registered, within the above time limit will automatically be disqualified. If the Side fails to be present within the above time limit, it will forfeit the match (Rule 10.4.8). There will be a clock in the Warm up Hall set to the same time as the Call Room. The examination of all the Sports Equipment and the coin spin will be conducted in the Call Room. One set of Competition Balls will be available per court. The players are able to examine the Boccia Balls prior to the spinning of the coin. Once registered and inside the Call Room, athletes, coaches and sports assistants must not leave the Call Room. Should they do so, they will not gain re-admittance and will take no further part in the match, potentially forfeiting the match. There will be portable accessible toilets next to the Call Room marquee if required but athletes are advised to use the toilet before entering warm up. If athletes are in the Call Room and require the toilet they will only be able to use them with the permission of the Head or Assistant Head Referee. The number of people, as indicated below, may accompany sides into the Call Room. Translators are not subject to this restriction. However, they may only enter the call room if asked to do so by the Referee. (Rule 20.8). If there is a possibility that a translator might be needed they should sit outside the Call Room door while the relevant athletes are inside the Call Room, in case the Referee needs to call upon them. They should also be readily available in the Field of Play whilst the athlete is on court. BC1/BC2 Team 1 coach, 1 assistant BC3 Pairs 1 coach, 1 assistant per athlete BC4 Pairs 1 coach, 1 assistant if athlete is a foot player The Organising Committee will have Competition Balls available for both training and competition. Athletes personal sets of Boccia Balls will be checked as Sports Equipment in the manner set out above. Immediately outside the entrance to the Call Room, there will be an electronic set of weighing scales and measuring template for Sides to check the eligibility of their balls before entry. During competition, random ball checks will take place in the Call Room, prior to each round of matches with one or two courts being selected for inspection. Balls that fail the criteria will be confiscated until the end of competition (as above). The player will be allowed to ask for replacement competition ball/s if one or more of his/her balls fail the random check at this time. However, he/she has not the option of choosing the replacement ball(s), the referee will pick it (them) from an available set. After the match, these competition balls shall be returned to the Referee.

Protest Procedures Protest procedures will be as documented in the BISFed International Boccia Rules. Protest Forms will be available from and returned to the Sports Information Desk. The decision of all Protests shall be available at this desk.

Anti-Doping The list of prohibited substances can be found on the BISFed website. All doping processes will be in accordance to the procedures of WADA. The doping control tests will be conducted by UK Anti-Doping which is a WADA member. BISFed Therapeutic Use Exemption (TUE) forms are located on the BISFed website. Athletes who are using banned substances found on the WADA 2015 Prohibited List for therapeutic reasons should complete the TUE forms and return them to the BISFed doping officer, Dr Jaime Antunes [email protected] prior to the event Athletes are asked to ensure they have a means of identification (passport/ID Card) available at all times should they be selected for a test.
