1.0 INTRODUCTION Housing is a critical issue here and everywhere in the world today. With the mismatch between demand and supply, between expectations and reality, there needs to be a re-think and overhaul in how we address and tackle the issues regarding housing today, in order to engage with new societal aspirations and the current conditions for the future. As architects, this is an area where we can demonstrate leadership, to bring the entire knowledge and skills of the discipline with the powers of architectural imagination and organisation. With new technology and digital tools available now, this is an opportune moment to re-engage with the ambitions for a new positive future for Malaysian housing. It is time for architects to deliver re-energised imagination, innovation and beauty to this typology On 18th March, 2019, the Malaysian Institute of Architects (PAM - Pertubuhan Akitek Malaysia) entered into an Agreement with Gamuda Industrial Building System Sdn Bhd to collaborate on project HOUSING 4.0, which comprises two key planks: an open architectural design ideas competition and a digital innovation lab towards transforming housing in Malaysia. The collaboration involves emphasising innovation in building future homes by harnessing digital tools including the use of Industrialised Building Systems (IBS) and Building Information Modelling (BIM), in addition to promoting exemplary and prototypical design ideas for the future of housing in the country. HOUSING 4.0 thus is both design and technology, to seek the best architectural propositions for a Malaysian urbanscape that underlines its context and social frameworks, and as an advocacy platform for the utilisation of digital technology in the industry. The project initiative is also in response to the Dasar Perumahan Negara (National Housing Policy) issued earlier in 2019.

3.0 COMPETITION OBJECTIVE To seek the best architectural design solutions for the middle mass housing sector in Malaysia incorporating digital innovation and utilising digital tools including the use of Industrialised Building Systems (IBS) and Building Information Modelling (BIM). To achieve this, the Organisers have developed a competition design brief with criteria’s and assumptions matching the nations requirements and needs to be located within a 3D digitally constructed project site.

We expect to see submissions which display a high level of innovation in design, configuration and assembly, to be able to collectively establish new benchmarks of understanding when discussing housing in this country. We anticipate much attention in the areas of housing technology, community planning and social equity, construction techniques and processes, engineering, sustainability innovations, tropical design, etc.

The competition project is an open architectural design ideas competition. The Organisers are under no obligation from this exercise to appoint any particular participant as Architect for any project.

4.0 COMPETITION SITE

The project site (“Site”) is located within a 3D urban environment constructed to resemble a typical Malaysian city. The Site as shown measures approximately 10,700 sq. metres (2.64 acres) within a TOD (Transit Development Development).

To the north of project site is a business commercial district including offices, commercial centres and residential apartments, and to the south, low rise shop-offices and landed housing. To the west is the MRT station located within 150m from the site.

5.0 COMPETITION BRIEF The submitted proposals shall take into consideration the following two categories: 1. DESIGN BRIEF & PLANNING PARAMETERS The general design brief and parameters takes into account current trends and future projections in terms of lifestyle patterns, building technology and construction, transportation use, social diversity and community objectives, sustainability design goals, etc.

• Site area : 10,700 sq. metres (2.64 acres) • Location: a Malaysian city – urban setting • Development type : Residential, Transit Oriented Development (TOD) • Height Limit : n/a • Development density : 125 units per acre • Plinth Area : 60% maximum • Building Setbacks : 6m all around • Total Nos. of Units : 330 units (125 x 2.64 ac) • Unit Mixes : 60% (2 bedrooms), 40% (3 bedrooms) • Unit Sizes : 2 bedroom (approx. 700-800 sq.ft minimum)

3 bedroom (approx. 950-1050 sq.ft minimum) • Efficiency Ratio : 70% minimum • Resident Facilities : to be proposed by participants • Commercial Facilities : to be proposed by participants • GBI rating : minimum GBI Silver • Parking requirements : Cars : 1 car park / 2,000 sq.ft. NFA

Motorbikes : 1 bay / 2,000 sq.ft. NFA *The above are general parameters and each participant is encouraged to develop the brief further towards realising the design intent and proposition further in configuring housing for the future.

2. TECHNICAL DIGITAL BRIEF Please see Appendix D.

6.0 CRITERIA FOR JUDGING

The Panel of Jury shall evaluate the entries based on the following criteria:

i. Architectural Design Concept 45 % ii. Design, Engineering and Constructability 15 % iii. Sustainability design solutions 15 % iv. Technical Design Brief (Digital + IBS) 25 %

7.0 PANEL OF JURY

a) The members of the Panel of Jury (“Jury”) shall consist of:

1. Ar Ezumi Harzani Ismail, PAM President 2017-2019 (Jury Chair) 2. Ar. Ary Indra, Aboday, Indonesia 3. Mr. Eddie Chan Kin Leong – Gamuda Land 4. Ar. Yap Yew Peng, Y.Architects, Malaysia 5. Mr. Devendran Krishnamoorthy – Gamuda IBS 6. Ar. Ang Chee Cheong, HOUSING 4.0 co-Team Leader, PAM 7. Dr. Simone Chung Shu-Yeng – National University Singapore, Singapore

b) The Organiser reserves the right to replace any member of the Jury who may be

unavailable at any stage due to unforeseen and/or arising circumstances.

c) For Stage 1 Technical Review & Shortlisting, a min quorum of five (5) jurors will be convened to select up to five (5) finalists to proceed to Stage 2.

d) For Stage 2, a full quorum of seven (7) jurors shall convene to adjudicate the winners.

e) Decisions of the Panel of Jury will be made by simple majority. f) All decisions made by the panel of jury are final. No further inquiries shall be entertained.

8.0 PRIZES AND HONORARIA

a) The Organisers of the Competition undertakes to accept the decision of the Jury, and within one (1) month from the date of the announcement of the Winners, to pay the prizes and honoraria to the Winners in the manner as stated below:

(i) To the participant (“1st Prize Winner”) whose proposal is judged to be worthy

of winning the FIRST PRIZE by the Jury, a prize of RM 80,000 and Certificate; (ii) To the participant whose proposal is judged to be worthy of winning the SECOND

PRIZE by the Jury, a prize of RM 40,000 and Certificate;

(iii) To the participant whose proposal is judged to be worthy of winning the THIRD PRIZE by the Jury, a prize of RM30,000 and Certificate;

(iv) To each of the two (2) entrants whose proposal is judged to be worthy of HONORARY MENTION by the Jury, a prize of RM 15,000 and certificate each

b) The Jury shall make the final selection of the winners; and the Jury’s decision on the

same shall be final and binding on all parties concerned.

9.0 ELIGIBILITY a) The Competition is open to all classes of PAM members (including graduates, students,

academia, retired, etc.) with a valid membership. PAM corporate members are required to have a valid LAM registration.

b) Proof of valid LAM registration and PAM membership to be enclosed in Registration Form.

c) Groups, Teams and Multidisciplinary consortia’s incorporating other architects,

individuals, designers, allied professionals, specialists, etc., are permitted to participate so long as the registered participant of record fulfils condition 9(a) and (b) above,

d) No member of the organising team from PAM and Gamuda IBS, nor member of the jury, nor any associate or employee, nor any family member, nor any person who has been concerned with the preparation or organization of the competition, shall be eligible to compete, or assist a competitor.

e) There is no limit to the number of entries submitted by a participant who complies with

the above item/s. However, the rules of the Competition herein (including the registration and submission procedure and payment of the requisite fee) shall likewise be applicable to each additional entry.

10.0 REGISTRATION FEE

a) A non-refundable registration fee of RM200 payable to PAM shall be paid upon registration.

b) Only registered participants may submit queries and entries to the Competition.

c) Each participant or organization may submit more than one (1) entry subject to

compliance with the rules of the Competition herein (including the registration and submission procedure and payment of the requisite fee) for every entry made.

11.0 FORMAT OF COMPETITION

The Competition will be conducted in two stages. a) In Stage 1, five (5) finalists will be selected to proceed to Stage 2.

The shortlisted finalists will undergo a short Digital Innovation Lab workshop hosted by the Organisers to review and advise on the digital design components and features of their submission to enable finalisation of their submission entries to Stage 2.

b) In Stage 2, the five (5) finalists will submit and install their materials for a public exhibition at a venue to be finalised. Before the launch of the exhibition, the finalists will present the scheme to the Panel of Jury in person for judging .

12.0 ANONYMITY OF SUBMISSION

a) All submissions must not bear any name of the participant or any identifying marks whatsoever so as to ensure anonymity.

b) Submissions received by the Competition Secretariat shall be assigned an entry number

which would not be made known to any party other than the Organiser.

c) Anonymity of all participants must be preserved throughout the entire duration of the Competition.

d) All entries submitted shall be kept secret until the shortlisted entries (Stage 1) are

announced.

e) Non-compliance with any of the Competition rules and conditions may result in the entry being disqualified from the Competition.

13.0 COMPETITION TIME TABLE The Organiser reserves the right to vary the Competition time tabletoamendandadjustaccordingtocircumstances.

14.0 GAMUDA IBS FACILITY VISIT 7 May, 9 May, 21 May (tbc)

To increase familiarity with IBS and digital manufacturing, the Organisers will organise IBS Facility study visits to their manufacturing plants. Participation is reserved for genuine Housing 4.0 registered participants only. Each registered entry is allowed a maximum of two representatives only. Total per group visit will be 40 pax per visit.

15.0 QUERIES

a) Participants may submit queries only with the Query Form as per Appendix C to the following address: HOUSING 4.0 Secretariat, c/o Pertubuhan Akitek Malaysia 99L, Jalan Tandok, Bangsar, 59100 Kuala Lumpur, WP Kuala Lumpur, Malaysia or by email to: [email protected]

b) All queries must be submitted by 17 May 2019. c) Official replies to the queries, if any, based on the queries submitted, will form part of

the conditions and instructions and shall be posted on the Housing 4.0 website by 31 May 2019.

16.0 SUBMISSION REQUIREMENTS

a) All entries must consist of:

i. Site plan, schematic plans, sections, elevations and interior/ exterior perspectives of the scheme, diagrams, text, axonometrics, detail of typical units, technical information as prescribed in Appendix D, and all other relevant materials of not more than eight (8) A1 size panels mounted on foam core boards in ‘portrait’ format, each board marked 1-8 according to the prescribed order in Appendix “E”,

ii. One (1) A3 size bound Design Report including design concept statement,

IBS outline strategy, sustainability statement, Schedule of Areas, etc., in not more than 30 sheets (excluding covers) in ‘portrait’ and PDF format,

iii. One (1) CD containing (i) and (ii) in high resolution (min 300dpi) in jpeg and

PDF format

iv. Copy of Registration Form as per Appendix A hereto; duly acknowledged by the Competition Secretariat, and

v. Original Declaration Form as per Appendix B hereto; duly signed by the

Registered Participant

17.0 SUBMISSION PROCEDURE

Each entry submission outlined in item 16.0 above, must be contained in a single package delivered to the following :

a) Stage 1 Submission

All submissions must be received by the Competition Secretariat not later than 5.00pm, 05 August 2019, Monday.

b) Stage 2 Submission To be determined.

18.0 DISQUALIFICATION

a) Failure by participants to comply with the rules and conditions of this Competition may lead to immediate disqualification from the Competition.

b) Late submission of any entry may be disqualified. c) The Jury shall have the sole and absolute discretion in deciding on the acceptance

or disqualification of any entry on any grounds whatsoever; and the decision of the Jury on the same shall be final and binding on all parties concerned.

19.0 EXHIBITION AND PUBLICATION a) The Organiser’s reserves the right to retain all entries for the purposes of exhibition,

publicity and promotion, subject always to the provision of Copyright Act 1987 (ACT 332) and all its amendments for the time being in force in Malaysia.

b) The Organiser’s reserves the right to reproduce any of the submitted materials in their

publications and websites or in other publications and websites authorized by them, without any payment to any party, and in doing so, will undertake to give due credit and acknowledgement to the authors concerned.

c) The Organiser shall notify registered competitors in good time of the date and place of

the public exhibition and of the results of the Competition.

20.0 COPYRIGHT AND RIGHT OF OWNERSHIP a) The copyright of all the participants’ works shall be in accordance with the

Copyright Act 1987 (ACT 332) and any of its amendments for the time being in force in Malaysia.

b) The author of any design shall retain the copyright of his work; no alterations may be

made without his formal consent. c) No entries or designs, whether it has been awarded a prize or not, may be used wholly

or in part by the Organiser except by agreement with the author to carry out any project on any site, as this is a design ideas competition only.

e) In all cases, the author of any design shall retain the right of reproduction, subject

always to the provision of Article 19 (b) above. 21.0 ENTRIES

The Organiser will not accept responsibility for any loss or damage to the entries.

22.0 RETURN OF ENTRIES

All drawings and plans, other than those which have received prizes or been purchased and are retained by the promoter, shall be destroyed at the end of the public exhibition, unless the participant has made prior arrangement with the Organiser to collect the materials immediately at the close of the exhibition.

Appendix “D” TECHNICAL DIGITAL BRIEF

1. INDUSTRIAL BUILDING SYSTEMS (IBS) CONTENT SCORE

Industrialised Building System (IBS) is a home-grown term to describe the use of automation, mechanisation and prefabrication of components for the building industry in Malaysia.

The CIDB IBS score is a systematic and structured assessment system to measure the usage of IBS in a consistent way, with emphasis on the following attributes:

1. The use of prefabricated and precast concrete components 2. Off-site production of components 3. The use of standardised components 4. Repeatability 5. Design using Modular Coordination concept

Higher IBS score is a reflection of a higher reduction of site labour, lower wastage, less site materials, cleaner environment, better quality, neater and safer construction sites, faster project completion as well as lower total construction costs.

A minimum score of 75 is required for Housing 4.0 submissions.

Each entry shall be accompanied with IBS score form and working calculations, and for Stage 2 shortlisted candidates, this scoring will be verified by a Certified IBS professional by CIDB.

BIM or Building Information Modelling is a process for creating and managing information on a construction project across the project lifecycle. One of the key outputs of this process is the Building Information Model, the digital description of every aspect of the built asset. This model draws on information assembled collaboratively and updated at key stages of a project. Creating a digital Building Information Model enables those who interact with the building to optimize their actions, resulting in a greater whole life value for the asset.

In Malaysia, BIM's role is defined as a modelling technology and the associated set of processes to produce, communicate, analyse and use digital information models throughout the construction project life cycle. 3. DIGITAL DESIGN (BIM) AND PRECAST CONCRETE SYSTEM INTEGRATION

Digital precast concrete system comprising floor slabs, wall panels and bathroom pods as the primary architectural and structural elements is an economical and practical construction method which is co-ordinated and error free. Advantages of using precast concrete include:

• It is manufactured in a controlled environment where greater accuracy and superior quality control are possible.

• Flexible moulds formed by robots with reusable moulds mean it is economical to produce customised units. • There is significantly less waste from a robotics and automated factory manufacturing. • On-site assembly can be very fast and is generally weather independent, reducing site delays and ensuring

the construction programme can be maintained. • Precast concrete is very durable and fire resistant. • There are fewer local environmental impacts such as dust and noise pollution at the construction site. • All members can be done in horizontal formworks on a pallet carousel plant.

Housing 4.0 promotes the integration of digital design in BIM with precast concrete systems as a means to produce high quality and housing efficiently.

Design entries shall be judge on the extent and creative usage of precast structure elements, eg. walls, floor slabs, staircase, bathroom pods, etc (ref: Guidelines on Precast Elements)

4. DESIGN FOR MANUFACTURE & ASSEMBLY (DfMA)

Design for Manufacture and Assembly (DfMA) is a design approach that focuses on ease of manufacture and efficiency of assembly. By simplifying the design of a product it is possible to manufacture and assemble it more efficiently, in the minimum time and with less wastage.

Housing 4.0 focuses on 2 principles of DfMA that have particular relevance to the construction industry, namely

i. Design for ease of assembly ii. Use of modular design

Participants are encouraged to include their design for a prefabricated, factory finishes module – with attention to the geometry of parts, assembly, and joint detail (ref: Guidelines on Precast Elements)

5. ENVIRONMENTALLY SUSTAINABLE DESIGN (ESD)

Housing 4.0 advocates sustainable design and development to ensure that the quality of the environment is protected and enhanced for future generations. ESD principles incorporation shall be an assessment criteria, as early consideration of ESD at the concept and design stage is key to achieving the most benefits.
