Why have so many attempts at democracy in the past half-century failed? Confronting this much discussed question,Jay Ulfelder offers a novel explanation for the coups andrebellions that have toppled fledgling democratic regimesand that continue to threaten many new democracies today.

In 2005, two decades after President Victor Paz Estenssoro’sNew Economic Policy heralded the beginning of a profoundtransformation for Bolivia, violence had become endemic inthe country, economic growth was weak, and political cor-ruption was flourishing. Evo Morales was elected to thepresidency in a climate of intense social conflict and disorder,promising to deconstruct the entire political and economicedifice so painfully built since 1985.
