A brief look at biosciences companiesin the Basque Country, 2006 Bioscience is turning into a fast growing sector within the

Basque economy, underpinned by the growth trend in

company creation, the science and technology base and

the innovation system, and supported by the BioBasque2010 Strategy, the first specific strategy designed to

develop a business sector related to biosciences in Spain.

Since the strategy was initiated in 2002, the Basque

administrations have supported the creation of companies

and the R&D activities both in the academic and business

worlds, launched initiatives for the attraction of talent

and training issues, created a bioincubator that adds to

the array of Business Incubator Centres already existing,

and reinforced the scientific base by establishing 2 new

world-class Cooperative Research Centres in the biosciences

field, -CIC bioGUNE (biomedicine and biotechnology) and

CIC biomaGUNE (biomaterials and nanobiotechnology).

The proactive governmental stance, a favourable business

environment, the funding of industry-academy

collaborations, and the cooperation between

entrepreneurs, scientists and interface organisations have

resulted in the creation of a biocluster with a steady flow

of new entrants. Since the beginning of the strategy, a

new company is created every 3 months (4-5 companies

per year, for a population of about 2 million inhabitants).

In 2008, the biocluster was composed of some 71

companies which represent around 1.500 direct jobs and

have a global turnover nearing 305Mc. These figures do

not include companies that analyse or use biological

systems (molecular, micro or cellular level) as a tool for

their activities, unless the company also performs R&D.

Thus, the actual numbers of employees and total revenue

related to biosciences are considerably larger, and

estimated to be at least five-fold.

Compared with the previous year, the number of

employees, the revenues, and the profitability have

increased. Further good news is that the number of

companies where this growth is observed is also on the

increase, confirming a positive trend across the sector.

The youth of the sector is one of its main features, reflected

by the fact that 46% of the companies have been created

after 2004. The biocluster is also defined by the strong

intensity in R&D activities and R&D employment, reporting

a level of business expenditure far superior to the public

Administration.

This is a young and emergent sector, which includes

companies with long product development processes,

and start-ups that are taking up operations this same year.

Hence, the sector cannot demonstrate yet its full impact

in economic terms. In fact, the significance of the biocluster,

the prospects and its economic weight will become more

apparent in the coming years, when the start-ups evolve

and more products under development are marketed.

Business diversity and structure

The global data are somewhat lopsided as the biosciencearena is heterogeneous and, in fact, two main groups ofcompanies can be identified within the biocluster, withdifferent business dynamics and variables.

Some 20 companies are suppliers with very little R&Dperformed in the Basque Country, whereas the remaining50-odd companies, so-called biocompanies, constitutethe nucleus of the growing sector.

The suppliers group includes companies that providereagents and products for research, equipment, lab design,etc. Many of them are subsidiaries of multinationals and,globally, they present a very stable situation, with hardlyany new entrants. Nevertheless, the growth trend in thebusiness sector and in the scientific world has impactedpositively in their financial results, particularly in thecompanies with local headquarters.

The biocompanies constitute a more heterogeneous group,and they are the true nucleus of the sector, where theemployment, turnover, and R&D investment areconcentrated. The biocompanies, in fact, are responsiblefor 87% of the total turnover, 83% of the employment,and 98% of the R&D activities (Investment andEmployment). And this is also the group where most ofthe growth is taking place.

57% of these companies have reported increased revenues,40% have incorporated highly qualified personnel, and32% have invested more resources in R&D activities.

Despite the diversity within the biocluster, there is a strongpreponderance of companies active in the healthcare area,whereas the agro-food and the industrial fields have alesser presence.

Healthcare registers the biggest number of companies,as well as of employment and revenues. Several companiescover different stages in the biopharmaceutical valuechain, from drug discovery, screening and validation, toproduct development, clinical assays andcommercialisation. Red biotech companies are mainlyfocused in the discovery phase, aimed at the search ofbiomarkers for diagnostics and as possible therapeutictargets. Some of these companies lead niche fields ofPersonalised Medicine and Preventive Medicine in Spain.Other companies develop new chemical entities, offer invivo High Content Screening, produce biomolecules withtherapeutic activities, or provide contract research andmanufacturing expertise.

An additional group of companies are active in the fieldsof Regenerativa Medicine, Biomaterials and Orthopaedics,developing implants of different materials, prostheses,cells and tissues. Some are also investigating newapplications that derive from nanobiotechnology, includingdrug delivery.

Regarding the Knowledge Based BioEconomy (KBBE),some companies use industrial biotechnology approachesto commercialise products or processes for a great varietyof sectors, including the agro-food and beverages, cosmetic,chemical, and environment.

Diagnostic or detection systems are also competitiveniches for food safety, environment, veterinary medicineand human health. An increasing number of companiesare developing different types of biosensors and relatedequipment, supported by the bioRegion expertise inmanufacturing, engineering and converging technologies.

Start-ups, the engine of the biocluster

In terms of structure and age, the biocluster includes bothconsolidated, long-established companies (such as thetwo main pharma) and agile biotech start-ups,biomaterial/implant companies, bioproducers andspecialised service providers.

Although the main economic impact derives still fromcompanies created before 2001, the changing scenario ismainly due to the new companies that continue to emergeat a steady flow. The origin of the start-ups is diverse. Amajor part of them originates from entrepreneurs andfrom the private sector. Corporate organisations, inparticular industrial groups or companies with moretraditional activities, are diversifying throughout spin-outs, or co-investing in start-ups.

Another significant proportion of the start-ups have theirroots in the University and Research Centres, demonstratingthe capacity of the scientific base, the entrepreneurialmindset and the supportive environment for technologytransfer. The start-ups from Technology Centres also showa growth trend, particularly in the last two years.

Human capital is an essential asset in these companies,knowledge and R&D intensive, and the start-ups show adifferential trait regarding gender: parity is observedthroughout most companies and across nearly allprofessional levels. The presence of women is particularlysignificant at the managerial and entrepreneurial levels(40%).

Nearly all of the start-ups are located in one of thebioRegion Technology Parks, which also house businessincubators (including a specific bioincubator, BIOKABI),research centres, university groups and hospitals.

Financing is not a bottleneck for the launch of the start-ups. In addition to private investment (FFF type) andinstitutional support, the companies have access to equity(seed capital), of public or semi-public origin. As thecompanies mature, the array of financing instrumentsbroadens to include venture capital, business angels andpension funds, which can be found in at least 15% of thecompanies.

The emergent biocluster is experiencing the evolutionthat corresponds to a growing sector, with high rates ofcompany creation and increasing figures of revenues,employees and capitalisation. However, it is alsoundergoing processes that are a first indication of amaturing sector.

Both the commitment of long-established companies and,significantly, the creation of the first bio corporateorganisations are contributing to consolidate the biocluster.
