Narellan Road upgrade – Camden Valley Way, Narellan to Blaxland Road, Campbelltown

The NSW and Australian governments are funding a $114 million upgrade of Narellan Road. This project is part of the $3.6 billion road investment plan to support western Sydney growth.

Background Narellan Road is about 7.7 kilometres long and is a key road transport corridor servicing south western Sydney. Traffic is predicted to grow in this area due to residential and commercial development in western Sydney.

Roads and Maritime Services will upgrade approximately 6.8 kilometres of Narellan Road, between Camden Valley Way at Narellan and Blaxland Road at Campbelltown, in two stages.

Stage 1 is between the Hume Motorway and the TAFE/University of Western Sydney campus access road, Campbelltown.

Stage 2 is between the Hume Motorway and Camden Valley Way and from the access road to the TAFE/University of Western Sydney to Blaxland Road/Gilchrist Drive, Campbelltown.

Benefits of the project The upgrade of Narellan Road will:

• Improve access and travel times for motorists and road freight

• Reduce congestion on Narellan Road

• Improve access to the TAFE and University of Western Sydney, Campbelltown

• Improve incident response times on the M31 Hume Motorway by providing a new incident response facility on Narellan Road

• Improve safety for all road users.

Stage 1 A temporary pathway has been provided for cyclists behind the traffic barriers on the existing road.

Construction work is being managed to minimise impacts to commuter traffic in the area. Electronic signs and traffic controllers are on site to direct motorists around the work area and motorists are advised to drive with caution, obey all signs, including reduced speed limits, and allow extra travel time.

Roads and Maritime began work on Stage 1 in mid July 2014 and expects completion by mid 2016, weather permitting. The stage 1 upgrade includes:

• Upgrading Narellan Road to a six lane divided road, of generally three lanes in each direction, with a central median

• Providing a three metre wide off-road shared pedestrian/cyclist path

Page 2: Community Update - February 2015 · signs and traffic controllers are on site to direct motorists around the work area and motorists are advised to drive with caution, obey all signs,

• Widening the southbound off ramps from the M31 Hume Motorway to Narellan Road to three lanes at the intersection with Narellan Road

• Upgrading the TAFE/University of Western Sydney roundabout to dual lanes

• Providing an additional right turn lane into the TAFE/University for eastbound traffic and extending the right turn bay by about 180 metres

• Providing dedicated dual left turn lanes and an additional right turn lane onto Narellan Road from the TAFE/University

• Building an Incident Response Facility at the south east corner of the M31 Hume Motorway interchange

• Landscaping.

Hours of work and traffic impactsWork will usually be carried out from Mondays to Fridays, between 8am and 6pm, and on Saturdays, between 8am and 1pm. Potentially affected residents and businesses will be advised if any work needs to take place outside these normal hours.

Existing traffic congestion on Narellan Road is expected to continue during traffic peak time until the upgrade is complete in 2016. During construction there may also be delays in travel time due to potential changes in traffic conditions, including localised reductions in speed limits.

To avoid lengthy queus on the Hume Motorway, motorists are encouraged to use the Campbelltown Road exit instead of Narellan Road during peak periods.

We will keep the community informed of changes to traffic conditions and the progress of work throughout the project.

Stage 2 Roads and Maritime is finalising the design for the 5.2km of Narellan Road from the M31 Hume Motorway to Camden Valley Way and from the access road to the TAFE/University of Western Sydney at Campbelltown to Blaxland Road. Roads and Maritime expects to invite tenders for this work in mid 2015 and award the contract later that year. Construction is due to start in early 2016. We expect to finish Stage 2 in mid 2018, weather permitting. Work includes:

• Upgrading Narellan Road to a six lane divided road, generally three lanes in each direction with a central median

• Upgrading the M31 Hume Motorway interchange and widening the northern bridge over the motorway for additional lanes

• Building a cable-stayed pedestrian bridge to provide a shared path over the M31 Hume Motorway on the southern side of the existing bridge

• Installing new traffic lights at Kenny Hill Road

• Installing a three metre wide off-road shared pedestrian/cyclist path

• Upgrading the M31 Hume Motorway southbound entry ramp from Narellan Road

• Landscaping.

The plan will deliver major road infrastructure upgrades as part of an integrated transport solution for the region and capitalise on the economic benefits from developing an airport at Badgerys Creek.

This work will transform the region’s economy and make western Sydney an even better place to live and do business.

Benefits

Key features of the plan• Upgrade of The Northern Road to a minimum

of four lanes between Narellan Road and the M4 Motorway

• Construction of a new east-west motorway to the airport between the M7 Motorway and The Northern Road

• Upgrade of Bringelly Road to a minimum of four lanes between The Northern Road and Camden Valley Way

• A $200 million package for local road upgrades (Australian Government funded).

Did you know? Western Sydney is Australia’s third largest economy and in its own right would be Australia’s fourth largest city. During the next 20 years, the region is expected to grow from two million to three million people, which is why the Australian and NSW governments are fast-tracking development of new and existing infrastructure.

This plan of work builds on the Australian and NSW governments’ commitments to foster positive growth in western Sydney through the delivery of WestConnex, the Moorebank intermodal freight terminal and construction of the North West and South West Rail Links.
