Our team's most recent success with the award winning Glen Oak Birth-8th Grade Community Learning Center in Peoria is an excellent demonstration of our ability to deliver 21st Century, energy-efficient, learning environments on time and on budget.

In addition to the strong credentials that each team member possesses in educational facility planning and design services, our professionals are all strong advocates for a creative and collaborative process that engages all of the key constituencies in a project including administrators, faculty and school staff, students, government representatives, businesses, parents, and community members.

team structureIf selected for your project, Fanning Howey would be the Prime/Lead Firm. We will lead all planning and design efforts, bringing to bear our extensive experience creating 21st Century schools. As a result of our 50 years of experience in the planning and design of state-of-the-art school facilities throughout the US, we are adept in the management of district-wide building initiatives. Fanning Howey will oversee the design of your projects from start to finish - and ensure consistency in building systems and materials for ease of maintenance while providing equal attention and responsiveness to all project needs.

The Farnsworth Group will act as our Associate Firm, offering years of local management experience and a deep understanding of the region and construction community. They will coordinate local efforts, working closely with the district to ensure that your goals are met. They will also provide support for our team’s efforts in engineering, landscape design, sustainable design, and commissioning. The Farnsworth Group has a strong portfolio of local projects as well as significant knowledge of local conditions and state and local requirements. Their Peoria office will serve as our team's "home base" of operations.

Kevan Cooper with Galesburg-based Bruner, Cooper & Zuck will lead civil engineering services for our team and will provide a significant understanding of the history of your Master Facility Plan, as well as prior design work at each school site.

Galesburg-based Johnson Building Systems will also serve as a key team member for this multi-facility initiative. Paul Johnson will assist our team with construction phasing and delivery, constructability evaluation, and observation during the construction administration phase.

Both Kevan and Paul's offices will be key locations for our team's activities throughout the duration of these projects.

proposed team leadershipWilliam E. Payne, AIA, LEED AP BD+C - Project Executive / PrincipalThe Fanning Howey consulting team will be directed by Bill Payne, who will serve as Project Executive. He will be the district's primary point of contact throughout the project. Bill is an award-winning architect who has incorporated state-of-the-art design solutions into new elementary, middle, and high school projects across the country. He has lectured at CEFPI’s national conference and is extremely familiar with elements of design that improve teaching and learning outcomes. A strong leader, he understands the importance of establishing relationships and clear lines of communication early on. Bill is also well-versed in the successful administration of project schedules and budgets, ensuring that the final results for all projects meet goals established by the client.

Michael L. Rossillo, AIA - Project Architect / Associate Mike Rossillo of Fanning Howey has devoted the last 18 years of his professional career to the planning and design of primary and secondary educational facilities. His portfolio of experience includes a new PK-8 school for Peoria Heights Community USD #325, the Glen Oak Birth-8th Grade Community Learning Center for Peoria Public Schools District 150, and additions and renovations to the Junior/Senior High School for Leroy CUSD #2. Mike has a deep understanding of the issues facing today's schools, including the need for proper daylighting, class size, acoustics, Indoor Air Quality, and other elements that have been proven to affect teaching and learning outcomes.

Daniel P. Gavin, AIA, LEED AP - Project Executive for Associate FirmDan Gavin has been with the Farnsworth Group since 1991. He has established himself as the Manager of the Architectural Group and project manager of full service architectural/engineering teams. He has served as project manager for designing and producing construction documents for a variety of new and renovation building projects, including schools, long term care facilities, health care facilities, office buildings, laboratories, public housing and government facilities.

Edward J. Barry, AIA, LEED AP - Project ManagerEd's 35-year architectural career has given him broad-based experience in the design and management of multi-discipline projects for a wide variety of private and public clients in the Central Illinois area. He has developed the skills and flexibility required to meet the needs of both large and small projects. Ed is a manager of architectural services for the Peoria office of Farnsworth Group, Inc. He strongly believes in having a client-centered focus both in his approach to the profession and in managing projects. He has cultivated the skills to be well organized and a good listener; as well as the people skills to bring out the best in fellow team members.

Timothy C. Lehman, PE, LEED AP BD+C - Mechanical Engineering Leed / Senior AssociateFor the past two decades, Tim Lehman has been assisting school districts across the country with mechanical engineering services. He excels at designing energy-efficient systems aimed at reducing operating costs. He recently co-authored "From the Ground Up: How Geothermal Could Benefit Your District," published in School Planning & Management. This article examined various geothermal systems, examining the pros and cons of each.

Riyad S. Bannourah - Educational Technology Director / PrincipalRiyad Bannourah will lead the educational technology design efforts for our team. With decades of experience in the technology industry, Riyad is intimately familiar with the changing face of technology and the ways in which it can positively affect teaching and learning. His past project designs have won several "Impact on Learning" awards from CEFPI and School Planning & Management for the Effective Use of Technology, Safety & Security Through Design, Accommodating Technology, and Retrofit for Technology.

They are located at 188 East Simmons Street, and have been serving Galesburg and the surrounding communities for over 48 years. A second phase to the study explored options for expanding the Oneida campus, so that all District facilities might be consolidated to that location.

Elmwood CUSD No. 322, Elmwood, ILArchitectural Manager for a master plan study, examining where and how this rural school district should grow and expand. Numerous schemes at Elmwood’s existing unified campus (elementary, middle, and high school) were explored.

CUSD No. 3 High & Middle School, Cuba, ILAssistant Project Architect for this all-new 65,000 square foot middle and high school; in a rural setting on the southern outskirts of Cuba, Illinois. This award-winning school includes a large on-site photovoltaic system; a partial geo-exchange HVAC system; and numerous other green/sustainable features. The middle and high school wings of this new building are joined via a cafeteria/commons and a college-sized gymnasium.

Manual High School Campus Bus Facility, Peoria, ILSenior Project Principal and Architect for this new school bus facility to handle the southern half of Peoria Public Schools District 150’s service territory. The project includes a secure outdoor area for approximately 40 school buses; as well as a distinctive administrative facility for staff offices and support spaces. Ability to add future photovoltaic (PV) system was incorporated into the design.

Ed Barry’s 35-year architectural career has given him broad-based expertise in the design and management of multi-discipline projects for a wide variety of private and public clients in the Central Illinois area. He has developed the skills and flexibility required to meet the needs of both large and small projects. His most recent project experience has included a $1.6 M conversion of the former Federal Social Security Administration offices into a learning center for at-risk middle school students for Peoria District 150. With the design of the Glen Oak Birth-8th Grade Community Learning Center, the City of Peoria strived to create a true community center that supports collaboration among students and staff. Inspired by the principles of new urbanism, the site design turned the school grounds into a park with community gardens, playgrounds, and play fields that are open for public use. Inside, almost 50% of the building is available for shared use by the neighborhood, including meeting venues, classrooms, and performing art spaces.

The students attending Glen Oak Birth-8th Grade Community Learning Center enjoy a highly collaborative environment. Students are grouped by "villages" which feature flex classrooms and operable walls to maximize flexibility. Expansive windows and skylights bring daylighting into all classrooms as well as the main commons. The school utilizes geothermal heat pumps and other sustainable components.

One of the key site design concepts located the new facility in a way to allow for construction while the existing Glen Oak School remained in place. After completion, the existing facility was demolished to make room for community park spaces.

Key architectural elements from the original Glen Oak School were incorporated into a new arch, welcoming the neighborhood to the grounds. A hybrid geothermal system with 120- 500 foot deep wells provides energy efficient heating and cooling. Many other sustainable design features are included as well.

Farnsworth Group served as the prime, with Fanning Howey as associate partner/consultant. This project came in ahead of schedule and under budget.

Bloomington JHS Modernizationbloomington, illinois

The 1990 additions and renovations project that Fanning Howey designed, turning a small elementary school into the new Bloomington Junior High, proved to be very successful and resulted in Fanning Howey being retained for the subsequent modernization project.

With construction costs of less than $6 million, the modernization of Bloomington Junior High School proved that a little project can still have a big impact.

A strategically placed two-story addition added 12 classrooms and corresponding restrooms and support spaces. Located on the southeast corner of the building, the addition extended the existing academic wing and accommodated a recent increase in enrollment.

On the opposite side of the building, a 15,200 square foot gymnasium expansion provided new opportunities for community use. The new gymnasium included a full size basketball court, spectator seating, locker rooms, and restrooms. The addition allowed the existing gymnasium to be used as an auxiliary space, and provided another venue for local residents to participate in after-school fitness programs.

Fanning Howey served as the prime on this project, which was completed two months ahead of schedule and under budget.

Greensburg Community High School has a robust program in physical education, competitive sports, and intramural activities. Administrators sought a facility that would meet a range of student needs, both for the existing high school as well as a middle school planned for their educational campus.

Existing gymnasium space in the school system was in high demand, with practices and events often lasting until late in the evening in order to accommodate all of the daily activities. The district decided to build a new field house positioned between the football field and the high school building and just a short walk to both - serving both present and future needs for the district. The field house includes three basketball courts, a walking track around the perimeter, a new fitness room, a wrestling room, locker rooms, and public rest rooms.

Long-term plans call for a new middle school on the same campus and a new elementary complex, which will consolidate existing elementary schools, is now under construction. The field house is located centrally to all of the schools on the campus, creating a secure path of travel for the students.

Fanning Howey was the prime for this project, which arrived ahead of schedule and under budget.

Peoria Heights PK-8 Schoolpeoria heights, illinois

The new Peoria Heights PK-8 school replaces two aging facilities. The building has a separate Pre-K and Kindergarten wing with a segregated entrance and play area. The two-story educational wing is separated into academic houses with primary classrooms on the first floor and middle school programs on the second floor.

The budget was very tight for this 87,000-square-foot building, which includes new program spaces such as music and laboratories not contained in the previous, older schools. The site is a heavily wooded 12-acre parcel, which provides natural drainage across the land.

An attractive bermed waterway, designed as part of the civil engineering portion of the project, reduces downstream water runoff and protects adjacent residential properties.

Fanning Howey was the consultant for this project, which arrived on time and on budget.

Muncie Southside High Schoolmuncie, indiana

As one of two high schools serving the Muncie community, Southside has long represented the city's commitment to education. While expansions to the 40-year-old building took place in 1962 and 1969, major renovations had not occurred since the school first opened its doors.

To provide equity between Southside and the district's other high school, Fanning Howey created a comprehensive renovations plan that would upgrade finishes, hardware, building systems, technology, and furnishings. This complete renovation of the 227,430-square-foot facility took place while school was in session.

A new field house was constructed as a first phase and provided temporary housing for classroom activities while the remaining areas of the existing building were renovated.

A dramatic new entry canopy serves as an important wayfinding device and acts as a symbol of the changes that have occurred inside. Now that renovations are complete, Southside High School will proudly serve the Muncie community for another 40 years.

Battle Creek Central High Schoolbattle creek, michigan

Battle Creek High School is a circa-1907 building located in historic downtown Battle Creek. A comprehensive modernization and expansion enabled the district to integrate ninth-grade students into the school and increase its capacity by 300.

New construction allowed for a dramatic expansion of the media center. Expansive, 18-foot-high windows in the media center were duplicated in the addition, along with ornate plaster pilaster and capital details. The two-story space features study areas, a conference room, and computer labs.

A new 500-seat cafeteria and two new science labs were also added. The cafeteria features an à la carte menu and is accented by playful patterns, colors, and lighting designs. Careful attention was given to historic detailing throughout the modernized space, while upgrading the facility to a 21st-century academic environment.

Eastern Senior High Schoolwashington, dc

Eastern High School was built in 1923 and is one of the oldest continuously-operating high schools in the District of Columbia. Due to its age and size, the school building was renovated and "right sized" to better meet the needs of the community, as well as DCPS standards.

The exterior of this historic high school facility was restored to its original grandeur. All interior spaces were renovated, including the enclosure of two courtyards.

All building systems and components were renovated and upgraded to increase efficiency and decrease operating costs. Restoration of high ceilings and original window designs brought back the old school charm, while offering modernized classrooms and improved learning environments. Eastern High School was designed to achieve LEED® silver certification.

The new Montgomery Elementary School connects the past with the future by incorporating several historic design elements from the neighborhood. The three-story building's bell tower features the original bell from the "Montgomery Special School" - built on the same site in 1899. An arched dedication stone from this same school also serves as the focal point of the main entry.

Inside, the elementary school reflects the latest and best practices in educational design. approach to addressing goals/objectives and challenges facedBased on the Owners goals and objectives, geothermal was indicated as an optimal HVAC system for the district. The challenges occurred when trying to provide the 150,000 square foot building with a complete geothermal system, and remain in budget (due to cost premium of geothermal system). Due to the tight budget, a horizontal loop field was investigated, in lieu of a vertical well-field, in order to reduce initial cost. Although the horizontal loop field relieved budget constraints, it created another challenge of site-constraints. The approximately 5.9 acres of real-estate required for the horizontal loop field was causing issues with wastewater detention and storm water basins.

The site challenge was alleviated by placing the horizontal geothermal loop field under the storm collection basin, thus using the same real-estate for two different functions and eliminating the site concerns. The stormwater detention above the horizontal loop field also assists the performance of the loop field by saturating the ground around the horizontal loop field, thus increasing the heat transfer rate of the loop field.

quantify outcome - what might be done differently today?After two years of operation, the Hicksville PK-12 building is operating below expected energy usage and cost levels (see spreadsheet on following page for data), while achieving all of the owners goals and expectations. Since the design of this project, technology has advanced in areas that would allow the designer to evaluate more energy-efficient equipment, such as Heat Pump 2-stage or variable speed compressors, ECM motors on supply fans, and central geothermal plant designs. These technologies were either "untested" or had high initial costs and high repair costs, which made them unreasonable for the Hicksville project. Advancements have since been made that could allow for future investigations into their usefulness.

Spencerville K-12 Schoolowner's goals and objectives Examine geothermal option for potential operating cost savings

approach to addressing goals/objectives and challenges facedThe Spencerville HVAC system is a complete geothermal system. The geothermal system is a closed loop system consisting of 216-305 foot deep, bore holes. The bore holes provide the source of heating and cooling for the building. Water is circulated through the bore holes, into the building, and through each individual heat pump.

The Temperature Control System is a direct digital control system that allows the school district to monitor space temperatures, and monitor HVAC equipment. There are 15 individual Temperature Control zones throughout the building. Each Temperature Control zone can be scheduled on/off based on the operation of the building.

School started in January 2007. That winter was an unusually cold winter. As a result, the commissioning agent did thermal imaging to pinpoint and resolve infiltration issues. The maintenance staff has been pleased with system performances. Also, the heat pumps arrived onsite with minimum access to heat pump filters. To solve this problem, we revised the ductwork at the heat pump/filter access to include an access door to allow easy filter replacement and coil cleaning. This will benefit the owner for the life of the building. All but three of the heat pumps are located in mechanical rooms, which allows easier unit access and maintenance. Providing this space within the state-wide building square footage requirements was a challenge.

quantify outcome - what might be done differently today?Superintendent Joel Hatfield was quoted in The Lima News as saying the savings in both operations and maintenance made geothermal the best option for the district. "It is tremendous. It's (equivalent to) a couple of teachers," he said of the cost savings. "With funding issues today, ever dollar saved is to the good."

Please refer to the spreadsheets on the following page for building usage data. Since the design of this project, heat pumps can now be provided with a dehumidification cycle to allow space dehumidification, which would have been beneficial for both gyms. Also, the efficiencies of today's heat pumps are better, along with more options and sizes.

A growing body of research indicates that there is a specific sub-set of sustainable design practices that dramatically affect student and teacher performance. These "student-centered" design solutions are easily implemented and have a positive impact on teaching and learning.

The six key components of student-centered sustainable design are:

Indoor Air Quality - Air quality has been shown to have a direct effect on attendance and performance. The temperature range most conducive to learning is 68 to 74 degrees Fahrenheit, while the ideal humidity range is 40% to 70% relative humidity.

Thermal Comfort - Research suggests that student achievement, performance, and attention span decrease as room temperature increases. Physical working conditions can affect teacher morale and effectiveness, making a teacher's ability to control temperature crucial to increasing student performance.

Lighting - Optimal lighting levels within the classroom can improve test scores and reduce discipline problems. Specifically, adequate daylighting can foster higher student achievement.

Acoustics - Excessive noise has a negative effect on student performance and can cause decreased efficiency for teachers. With research showing that many classrooms have acoustics that impede listening and learning, special attention must be given to optimal noise levels.

Building Quality - Studies show that disciplinary incidents decrease as building quality increases. A strong link has been established between capital outlay and leadership/teaching.

School Size - Smaller schools achieve benefits ranging from higher test scores to greater parental involvement. Elementary schools of 300 to 400 students and high schools with less than 1,000 students can achieve small school benefits. "School-within-a-school" design concepts address these issues while allowing school sizes that are appropriate for the community and financial constraints.

Farnsworth Groupgreen incentives incorporated into recent school building projectsToday, there are any number of ways to be "green." Tomorrow, there will be countless more. We are inundated with ideas about conservation, sustainability, and the environment, on scales ranging from local to global.

With all of these opportunities comes a clear and strong demand for help: to understand what being green means, how it can be meaningfully achieved, when it should be pursued, and what are the costs and benefits.

Our team understands there are many opportunities for schools to integrate green elements throughout their facilities and to accomplish them through the use of stimulus monies or other federal, state, and local grants.

In the August 2009 issue of School Planning & Management, Fanning Howey published the article "Renewable Energy Solutions." This article examines the potential for the use of solar, wind, and photovoltaic systems on school campuses.

As a firm, we have completed projects with on-site wind turbines for power generation and regularly include provisions for future installation of photovoltaic power systems. This approach provides our clients with an easy path to implement PV systems when prices reach levels more suitable for purchase without grants or other offsets. We also explore the purchase of renewable energy credits, possibly through a local utility or through a third party broker.

As a school design firm, Fanning Howey believes green systems should enhance learning in addition to achieving budgetary goals. For example, at Phelps Architecture, Construction and Engineering High School in Washington, DC, students use the school's photovoltaic arrays, wind turbines, and geothermal systems to learn more about the emerging "green collar" job market. At Browning High School in Browning, Montana, a biomass boiler system turns refuse created by the local Blackfeet Indian Tribe's tradition of slash and burn into a viable way to heat the building during the winter.

It is imperative that a construction professional with real-life remodeling experience be involved at this point to accurately estimate timeframes for desired tasks and analyze system relationships.

create temporary spacesIf a building is being expanded, it may be wise to construct the additions first, providing places for students to be educated while their rooms are being remodeled. Sometimes temporary classrooms are needed, and locations and utility connections for temporaries should be planned. The need to integrate construction activities with available new or existing building areas is paramount and must be thought through before a design is finalized.

involve district staffThe next step to ensure success is to present the phased construction plan at the Schematic Design Phase to administrators and staff, indicating what work will be accomplished and the estimated time frame for each component. Traffic issues such as staff parking, bus loading, parent drop-off, main entrance points, and impact of construction on play areas must be discussed in advance. Locations for material storage, construction access and parking, worker restrooms, and temporary fencing should be presented and reviewed with staff and administrators.

The purpose of this early presentation is to gain input from those most affected by the construction, and to begin a team communication process that will be vital during the actual construction phase. Many times, the phasing plan can be adjusted at this early stage to accommodate educational or operational issues that are important to the building users, but unknown to the design and construction team. A sense of involvement and teamwork is created, and the opportunity to provide input is always appreciated.

plan aheadOnce the plan is agreed upon, the actual detailed design can commence, and procurement of long-lead items can be initiated. All critical linking items, such as boilers, electrical panels, HVAC units, etc., can be purchased in advance and stored for future use. The best-laid plans can be severely curtailed by shipping errors or shortages. Summer work can be halted if the neighboring districts are competing for the same boilers needed for your project. Advance planning and procurement can circumvent these problems.

use the building as a teaching toolDuring the construction phase, students can be presented with unique educational opportunities. A building site can become a learning laboratory if properly and safely utilized. After-hours tours, complete with hard hats, can introduce children to the mechanics of construction, as well as physics, mathematics, engineering, and art. The building program can benefit everyone involved and be a memorable experience for the entire school community.

To date, we have designed several successful prototype plans and completed more than 80 replications for clients ranging from Alaska to Southern Florida.

Case Study: School City of HammondFor the School City of Hammond, we organized a two-day design charrette to reevaluate and modify the district's existing elementary school prototype. Six small groups comprised of elementary school staff and an architect used cutouts of various program areas to assemble and reassemble their ideal school. The concepts used in these sessions led to a new direction for the district's elementary school prototype - a vision which was implemented in three elementary schools.

maintaining each school's identitySteele Elementary School will serve as a template for design modifications to the four other prototype schools. An important consideration when designing this template is to develop a design solution that will easily transfer from site to site. The basic layout of the facility should fit as seamlessly as possible into areas of varying size and shape.

Although replicated facilities are cost effective and less time consuming than new construction, it is important to give each facility its own identity. Fanning Howey focuses on using building systems and materials that allow for flexibility. Some of these elements include facility signage and flooring options that can be used in various colors or patterns.

Case Study: Olentangy Local SchoolsTo meet the needs of its rapidly growing district, Olentangy Local Schools teamed with Fanning Howey to develop a prototype elementary school design in the early 1990s. This design could be easily replicated, allowing the district to pursue more aggressive, fast-track schedules. The design, which separated the building into five main areas, was duplicated in 1996 at Alum Creek Elementary and was later revised for economic and program revisions two additional times at Scioto Ridge Elementary and Arrowhead Elementary in 1998.
