There was submitted a report dated 16 February 2005 by the Director of Community Services (1) advising that an application had been received from Condorrat Primary School Parent Teachers Association (PTA), Cumbernauld, for cultural project grant funding towards the School’s Gaelic Childrens Choir trip to Vancouver, Canada, for the period from 7 to 16 May 2005, for the purpose of competing in the Vancouver Mod, and (2) containing his observations thereon.     CULTURAL PROJECT GRANT APPLICATIONS

    (I) GAELIC CHILDREN’S CHOIR, CUMBERNAULD

    1. There was submitted a report dated 16 February 2005 by the Director of Community Services (1) advising that an application had been received from Condorrat Primary School Parent Teachers Association (PTA), Cumbernauld, for cultural project grant funding towards the School’s Gaelic Childrens Choir trip to Vancouver, Canada, for the period from 7 to 16 May 2005, for the purpose of competing in the Vancouver Mod, and (2) containing his observations thereon.

    Decided: that a cultural project grant of f2,000 be awarded to Condorrat Primary School PTA, Cumbernauld, for the School’s Gaelic Childrens Choir trip to Vancouver, Canada, to compete in the Vancouver Mod.

    (2) “MEN WITH PENS” CREATIVE WRITING GROUP, AlRDRlE

    2. There was submitted a report dated 9 February 2005 by the Director of Community Services (1) advising that an application had been received from the “Men with Pens” Creative Writing Group, Airdrie, for cultural project grant funding towards its “Book of Work project, and (2) containing his observations thereon.

    Decided: that a cultural project grant of f477 be awarded to the “Men with Pens” Creative Writing Group, Airdrie, towards the Group’s “Book of Work” project.

    NORTH MOTHERWELL COMMUNITY PARTNERSHIP FORUM, MOTHERWELL

    3. There was submitted a report dated 31 January 2005 by the Director of Community Services (1) advising that an application had been received from the North Motherwell Community Partnership

    Forum, Motherwell, for cultural project grant funding towards a drama development project for local young people, and (2) containing his observations thereon

    Thereon, the Development Officer (Capacity Building) orally advised, for the reasons detailed, that should the Sub-Committee decide that cultural project grant funding be offered to the Forum for the initiative, such an award should be reduced by any community grant funds which may subsequently be granted to the Forum.

    Decided: that a cultural project grant of f1,115 be offered to the North Motherwell Community Partnership Forum, Motherwell, subject to the Forum submitting evidence to the Director of Community Services that Disclosure Scotland checks had been carried out in respect of each of the specialist drama staff involved in the project.

    REQUEST FOR FINANCIAL ASSISTANCE - STRATHCLYDE LOCH SAILING CLUB, MOTHERWELL 4. With reference to paragraph 4 of the Minute of the meeting of this Sub-Committee held on 2 March

    2004, there was submitted a report dated 23 January 2005 by the Director of Community Services (1) advising of a request by Strathclyde Loch Sailing Club, Motherwell, for financial assistance towards the cost of its Annual Regatta to be held on Strathclyde Loch on 15 May 2005, and (2) containing his observations thereon.

    Decided: that a grant of f560, or 50% of the total cost of staging the Regatta at Strathclyde Park, whichever was the lesser, be awarded to Strathclyde Loch Sailing Club, Motherwell.

    ANNUAL GRANTS TO VOLUNTARY ORGANISATIONS - COMMUNITY LEARNING AND DEVELOPMENT 2005106

    5. There was submitted a report (docketed) dated 7 February 2005 by the Director of Community Services regarding the distribution of community learning and development annual grants to voluntary organisations for 2005/06 detailing (1) in Appendix 1 to the report, recommendations for grant awards totalling f415,513, for 13 voluntary organisations which had a three year funding agreement in place; (2) in Appendix 2 to the report, recommendations for grant awards for 2 voluntary organisations totalling €35,120 on the basis of a three year funding agreement, and (3) in Appendix 3 to the report, recommendations for grant awards to voluntary organisations totalling €141,513.

    Decided: that the recommendations for cultural learning and development grant awards to voluntary organisations for 2005406, as detailed in Appendices 1, 2 and 3 to the report be approved;

    LAND SURPLUS TO REQUIREMENTS

    6. There were submitted reports (docketed) by the Director of Community Services providing details of land which was considered to be surplus to the operational requirements of the Department of Community Services, as follows:-

    (I) an area of land extending to 844 square metres or thereby at Earl’s Hill, Balloch, Cumbernauld;

    (2) an area of land extending to 2,325 square metres or thereby at Southfield Crescent, Coatbridge;

    (3) an area of land extending to 1,792 square metres or thereby at Shieldmuir Street, Wishaw;

    (7) an area of land extending to 153 square metres or thereby at Coshneuk Hall, Stepps;

    (8) an area of land extending to 6,412 square metres or thereby at Condorrat Ring Road, Condorrat, Cumbernauld;

    (9) an area of land extending to 1.53 of a hectare or thereby at Alexander Street, Wishaw;

    (10) an area of land extending to 8,406 square metres or thereby at Ainslie Road/Maclehose Road, Kildrum, Cumbernauld, and

    (1 1 ) an area of land extending to 1,180 square metres or thereby at 185-1 89 Dyfrig Street, Shotts.

    Decided:

    (1) that the reports in respect of land at (a) Earls Hill, Balloch, Cumbernauld; (b) lnchneuk Road, Glenboig, and (c) Alexander Street, Wishaw, be continued meantime and that the Director of Community Services prepare further reports on each of the aforementioned areas of land for submission to a future meeting of this Sub-Committee;

    (2) that the Sub-Committee, for its interest, approve the proposals by the Director of Community Services and declare the individual areas of land, as listed below, surplus to operational requirements:-

    (a) an area of land extending to 2,325 square metres or thereby at Southfield Crescent, Coatbridge;

    (b) an area of land extending to 1,792 square metres or thereby at Shieldmuir Street, Wishaw;

    (c) an area of land extending to 1,708 square metres or thereby at Glen Road, Petersburn, Airdrie;

    (d) an area of land extending to 762 square metres or thereby at Elswick DriveIMain Street, Caldercruix;

    (e) an area of land extending to 153 square metres or thereby at Coshneuk Hall, Stepps;

    (f) an area of land extending to 6,412 square metres or thereby at Condorrat Ring Road, Condorrat, Cumbernauld;

    (9) an area of land extending to 8,406 square metres or thereby at Ainslie Road/Maclehose Road, Kildrum, Cumbernauld, and

    (3) that the relevant reports in respect of decision (2) above be remitted to the Policy and Resources (Property) Sub-Committee for consideration.

    COMMUNITY GRANT SCHEME

    (1) CONSIDERATION OF APPLICATIONS FOR HOMOLOGATION

    7. With reference to paragraph 19 of the Minute of the meeting of this Sub-Committee held on 14 December 2004, when inter alia the Sub-Committee had agreed that the Director of Community Services, following consultation with the Convener and appropriate local Member(s), determine any urgent applications for community grants received during the Council's Christmas recess, there was submitted a report (docketed) dated 31 January 2005 by the Director of Community Services detailing in the Appendix to the report, urgent applications for community grants received during the Christmas recess which had been duly processed in terms of the delegated powers.

    Decided: that the action taken by the Director of Community Services, following consultation with the Convener and appropriate local Member(s), in awarding community grants as detailed in Annex 1 to this Minute during the Council's Christmas recess, be homologated.

    (2) CONSIDERATION OF APPLICATIONS

    a. There was submitted a report (docketed) dated 31 January 2005 by the Director of Community Services together with Schedules (tabled and docketed) (1) detailing continued and new community grant applications, and (2) recommending that authority be delegated to the Director of Community Services in consultation with the Convener of the Sub-Committee and the appropriate local Member(s), to determine any additional applications received by the end of the financial year 2004/05.

    Decided:

    (1) that the applications for community grants be dealt with as detailed in Annex 2 to this Minute;

    (2) that it be delegated to the Director of Community Services, following consultation with the Convener of this Sub-Committee and the appropriate local Member(s), to determine any additional applications for community grants received before the end of the financial year 2004/2005, and

    (3) that the Director of Community Services prepare a report on any additional applications received for community grants received before the end of the financial year 2004/05 for submission to the next meeting of this Sub-Committee.
