Forward from the chair

Community is something we all value. Here in Selby we see so much that is

good: friendship, kindness, valuing people for who they are. At its best,

community is very special.

Yet we know that the picture is mixed, and not everyone experiences these

good things.

Our passion is to build on what is good, bringing people together to create a

community where everyone is valued, belongs, can give and receive, and live

life to the full.

For the last year local residents, with the help of local councils, Selby AVS and

others, have worked hard to build a picture of all that is good, and how local

people would like the Selby Big Local area to be even better. We are very

grateful to all the people who have contributed.

The picture we present here is, we know, just the beginning. But just as a child

taking their first steps grows up to be an adult, we are confident that our small

steps will lead to a better community that will be enjoyed by everyone, and by

future generations.

Introduction

Big Local is an exciting opportunity for residents in 150 areas around England to

use £1million to make a lasting positive difference to their communities.

Big Local is not about government or national organisations determining how

the money is spent; it is not about individual groups fixing their own problem

without consulting widely with the local community; and it is not about short

term thinking - Big Local areas have 10 years or more to plan and deliver the

best options for their area.

Instead, Big Local puts the local community, and most importantly residents,

firmly into the driving seat allowing them to identify local needs, take action and

make a difference.

Big Local Selby has been up and running for around 18 months. Following a

range of public events and outreach work the Big Local Selby Steering Group

was established in spring 2014. Initially, the group was solely made up of

residents from within the Big Local area. At the moment, the Steering Group has

a membership of 14 local residents and in October 2014, the group invited

representatives from a range of public agencies to join the group: Town, District

and County Council as well as Selby District AVS. The work of the Steering Group

is supported by the Big Local Rep and the Outreach Worker.

Over the past 18 months the Steering Group has worked hard at delivering a

range of events and activities with the aim to get more people involved with Big

Local and to gather ideas of what residents would like to see happen with the

£1million Big Local investment. The findings of this engagement work are set out

in Section 2 of this Community Profile.

Everyone involved with Big Local Selby is truly committed to the resident-led

ethos of Big Local and are proud to play a role in this exciting if sometimes

challenging (!) process.

This Community Profile represents a key document for the Big Local Steering

Group. We hope that the profile will provide a “snapshot” of the geography,

history and assets in the area. We also hope that the findings from our

engagement work will highlight some of the strengths in the community of Selby

and also some of the challenges for those living within the Big Local area. We

also hope the profile will provide some considerations on how we might work to

tackle some of these issues in the coming months and years.

Big Local Selby Mission Statement

“With a lottery budget of £1million Big Local Selby will seek to make a lasting

and positive difference to our local community. We will bring together all the

talent, ambitions, skills and energy from individuals, groups and organisations

who want to make our area an even better place to live”

Selby Town Big Local Area

The Selby Town Big Local area encompasses three distinct areas. The area

includes the largely residential areas of Flaxley Road estate to the north and

Abbots Road estate to the south. It also includes the town centre of Selby which

comprises largely of shops and businesses.

The Story of Selby

Selby Town originates from a Viking settlement on the banks of the River Ouse.

Our Steering Group member Charlotte who is originally from Denmark reliably

informs us that the “by” in Selby originates from Danish “by “meaning town.

Since then lots of people have settled in Selby and have shaped its changing

identity over the years.

“With a 1000 year old Abbey and the River Ouse at its heart, Selby has a rich

history as a centre for trade and commerce. As a small rural market town it has

gone through numerous transformations of fortune based on the rise and fall of

farming, shipbuilding, coal mining, chemical manufacturing and flour milling (to

name but a few of the industries with which the town has been associated over

the years).

The consequent need for good transport links in the form of canals, roads and

railway to serve this varied array of business activities has meant that the town

has remained well connected to the nearby cities of York, Leeds and Hull.

Although manufacturing in the town has declined, it still acts as a dormitory for

these willing to travel by road or rail to work in these cities. Indeed, recently, due

to a lack of jobs to be found in the town many people are forced to travel to

find work and this has had a big impact on the social fabric of the town. As a

resident who has lived in the town for twenty years, you can sense the

subsequent decline in cohesiveness.

The rise in out-of-town shopping and the proliferation of supermarkets in the

area has also led to a redefining of the character of the townsfolk as

“consumers of goods and services” rather than as “producers” of the same. In

the last twenty years, incoming people, attracted by the relatively low house

prices in the town and surrounding area may be seen to have little real

connection to the rich cultural history of Selby. I believe that one of the

potentials of Big Local is to address this issue through reconnecting people to

their environment and the heritage of Selby.”

The Big Local Selby Steering Group have spent time on several mapping

exercises as part of an ongoing community research project. The Steering Group

and other local residents have used various participatory appraisal techniques

to map the town. The aim was to get a sense of Selby past, present and crucially

future; looking forward to the kind of town Selby can be and how Big Local can

work to achieve that.

The photographs below were taken on a community research training day

where we created a community map of Abbots Road estate and a “timeline”

of Selby through the years.

Selby has a number of parks and green spaces. These include the recently constructed

amphitheatre (picured above). Both Abbots Road and Flaxley Road estates have play areas for

children, as does Selby Community Centre in the Town Centre. There are also a number of walks and

cycle routes along the towpath of the River Ouse.

Snapshot of Local Population

As you can see from the map below the Big Local area of Selby falls into a

number of Super Output areas from the 2011 census. The Selby Big Local area

exists within, but is not the whole of, Selby and often suffers from the comparison

with the wider Selby District which is generally more affluent. The needs of the

Big Local Area are therefore sometimes hidden within statistics for the district

and may make it harder for organisations that cover the whole district to

prioritise.

On the map the area in red indicates the Big Local area and how it sits

somewhat awkwardly within a number of these Super Output areas. This poses a

challenge in regards to accurately interpreting census and other statistical

information to give an accurate picture of the population of Selby Town Big

Local.

However thanks must be given to North Yorkshire County Council who have

helped enormously by interpreting the census data and narrowing it down as

best as possible to give us a picture of the population of the Selby Big Local

area. As these figures are not exact to the 2011 census information it is important

to note the graphs below aim to give an overview of the data as opposed to an

exact representation of it. However through highlighting the key data, they do

help us to see proportionally some of the broad themes of the population of

Selby Town Big Local.

As with the rest of North Yorkshire, the Selby population is increasing and ageing;

with a projected population of 103,400 by 2035. The proportion of older people

is expected to increase, and a decrease in the proportion of young people

(aged 0-19) is expected.

Compared to the national average Selby is a relatively prosperous area,

however there are pockets of deprivation with one Lower Super Output Area

(LSOA) within the Selby North ward ranked within the 20% most deprived in

England.

Mortality

All age all cause mortality (AAACM) for Selby is below the national average. The

average life expectancy for both men and women is also higher than the

national average. However for Selby’s most deprived areas it is estimated that

men will die on average 9.6 years earlier than their least deprived counterparts.

And women in the most deprived areas will die on average 8.7 years earlier

What do people feel about living in Selby

Over the past year both the Steering Group and our Big Local Outreach Worker have

been listening to local residents and gathering their views on the area. They have

sought to encourage residents to share their experiences of living in the area, what they

like about their life there, their concerns about where they live and what ideas they

have for events and projects that would make a positive difference to their lives in the

area.

Throughout the year we have spoken with local people in a range of settings

including:

One-to-one through door-knocking;

One-to-one at various events;

Local community groups;

Local schools (primary and secondary).

Over 500 people have shared their views. The focus has been on talking to people living

in Flaxley Road, Abbots Road and the town centre of Selby, who make up the majority

of participants.

What did they say?

During the conversations, people were asked to reflect on what they loved and what

not pre-designated and have been developed in response to what loves and concerns

Community Research Project

The Steering Group feel these initial findings are crucial in knowing the direction

the Big Local investment might take. However we know it is crucial that we

engage with residents on how these concerns may be tackled and what their

ideas for projects or initiatives might look like. The challenge for the Steering

Group now is to unpack some of these initial findings. This is why the Steering

Group has decided to build on these findings by undertaking a Community

Research Project.

With funding support from Selby District Council, North Yorkshire County Council

and Public Health we have enlisted the support of a community research

consultant to support us in this process. This process has seen Big Local recruit a

team of local volunteer community researchers to train in community research

methods, particularly in using participatory appraisal techniques.

This project is under way at the moment with the resulting report due at the end

of March 2015. We hope these findings will provide a clearer picture of what will

improve the wellbeing of people living within the Big Local area and how we

might go about addressing this. We will use the results of the community

research to encourage residents to contribute towards the Big Local Vision by

delivering a series of visioning events, from which we will create our Big Local

Vision and move closer to producing the plan of how to invest the £1million.

Next Steps for Big Local Selby

Over the next nine months the Steering Group will work to build on the findings from our

extensive community engagement and research by developing a Vision for what we

would like to see in Selby and a Plan of how to invest the £1million. We also know that it

is crucial to continue to establish more community activity in the area and to grow our

profile in the town. For this reason we will continue to build on the “getting started”

stage of the pathway by establishing a number of regular community events such as

coffee mornings and a community choir. We also plan to deliver a small grants pot

through a participatory budgeting event. Below is an outline of the timeline we have

drawn together to help us move through this stage of the process.

Conclusion

We hope that this Community Profile provides a valuable insight into the

opportunities that Big Local Selby could bring to the area, as well as some of the

challenges that the project faces. It gives a sense of our progress so far and the

direction in which we are heading.

Thank you to all of those who have given their time and energy to this process

and for their contributions to this Community Profile. Particular thanks must be

given to Tom Jenkinson and Claire Lowery at North Yorkshire County Council for

their help on interpreting the statistical information. Thanks also to Caroline

Townsend at North Yorkshire Public Health for providing valuable information on

health in the Big Local area.

Thanks must of course go to the many residents and agencies both on the

Steering Group and beyond who continue to support and help Big Local to
