  13. 13. Gun violence in the Thelma Orr Community Policing Neighborhood 10th St. and Grand Ave. area is gang territory for the 12th St. Goonz (Gangster Disciples)

Early morning times of darkness in the area where shooting occurred High risk area for future incident Associate and fellow gang member of victim recently moved in the area where shooting occurred; most likely the reason victim was in the area Problem Analysis Triangle Locations and Times On 08/09/09 at 0142hrs, a Gangster Disciple gang member suffered a gunshot wound to his left thigh and was located by RPD officers in the 600 Block of 10th St.

Offenders Victims Unclear and often muddles with potential victims Known gang member All persons known to carry firearms should be considered suspects Prior arrests The high risk affected area is known for a high volume of drug sales who carry firearms to protect themselves Gun violence Without being able to identify specific offenders contributing to gun violence the offenders or potential victims can be generalized loiterers in the late evening and early morning hours in the high risk area around 10th St. Past history with robberies, assaults, and drug dealing

Early morning times of darkness in the area where shooting occurred High risk area for future incident Associate and fellow gang member of victim recently moved in the area where shooting occurred; most likely the reason victim was in the area Problem Analysis Triangle Law enforcement is limited on their ability to control gun violence due to the existing and growing gang culture which advocates drug use , drug sales, and gun violence The Stop Snitching code of silence is also an obstacle law enforcement attempts to overcome This so-called code has expanded to include all citizens in the city which leads to little or no cooperation from citizens and witnesses in the high risk area A residence located at 709 10th St was addressed due to increased foot and vehicle traffic, loitering, and the known gang members who frequent the address Curfew violations were closely monitored and enforced Increase in police presence in the affected areas including foot and bike patrols

  18. 18. A ZERO TOLERANCE policy was adopted by law enforcement for loitering, trespassing, and curfew violations Non consent to trespass stickers were used to keep specific addresses from becoming a problem

LOCATION: In order to reduce the amount of loitering by the victim and other gang members, Non consent to trespass paperwork was signed by tenants at various locations COP officers established a relationship and trust with these tenants by ensuring the importance of overall public safety for the neighborhood
  20. 20. VICTIM/OFFENDER: The victim and other gang members were identified by Officer Stulo because of their gang activity in the Mead St. COP area The victim and problem gang members were advised NOT to frequent high risk areas A RELATIONSHIP WITH THE VICTIMS PARENTS AND FAMILY WAS DEVELOPED TO KEEP THE GROUP FROM GATHERING IN THESE HIGH RISK AREAS
  21. 21. A possible suspect in this incident was apprehended by Officer Stulo and Jungbluth Because of a preexisting partnership in the community, COP officers received and anonymous tip from a citizen which resulted in the suspect surrendering
