MUNICIPAL DISTRICT OF FAIRVIEW NO. 136

The Municipal District of Fairview No. 136 is located approximately 558 kms north of Edmonton on Highway 43 and 90 kms north of Grande Prairie on Highway 2.

Pratts Landing located on the shores of the Peace River, 26 river kms, four hours of paddling upstream from Dunvegan - if driving you can access this wilderness park equipped with campsites from secondary Highway 682 west of the Town of Fairview for approximately 32 kms.

Located within the M.D. of Fairview are two hamlets. Bluesky is approximately 10 kms east of Fairview on Highway 2. Whitelaw is approximately 23 kms east of Fairview on Highway 2.

The Maples Day Use area is located on the west side of the Dunvegan Bridge approx. 26 km south and west of the Town of Fairview. Visitors may investigate numerous stories about the fascinating history of this area by touring both the Maples and Historic Dunvegan. Explore great camping and picnic facilities, commercial greenhouses and gardens, mini-golf, a gift store and have some ice cream.

community; developing programs, services, and facilities based on evolving community needs.

FAIRVIEW MUSEUMS Fairview RCMP Centennial Museum

Located in Downtown Fairview at 10813-103 Avenue across from the Fine Arts Centre and originally an RCMP residence, it depicts a typical 1920 home. There are displays on the main and upper floor, basement and porch. The museum is literally filled with artifacts, displays and photos that capture and preserve the history of the surrounding area.

Fairview Pioneer MuseumThis 10 acre parcel of land is located 1 km north of Fairview on Secondary Highway 732 at the Cummings Lake turnoff. The plan is to turn this location into a “town site” with farm, oilfield, sawmill and demonstration areas. The artifacts are currently being displayed in the restored Macdonald school. Other valuable Historical buildings, which have been moved to the site from the surrounding area, undergo restoration.

The Town’s Animal Control Bylawdictates that an owner of

an animal isguilty of an offence if:

ANIMAL CONTROL

• the animal is not licensed• barking or howling disturbs

others• the animal causes property

damage• the animal is in an area

where a sign prohibits pets• the animal bites, attacks, barks at

or threatens a person or another animal

• the animal defecates on property not belonging to the owner, and the defecation is not immediately removed and disposed of in a sanitary manner

Dog and cat owners are ultimately responsible for their pets. Please, respect your neighbors, take proper care of your pets and limit yourself to what you able to handle. Your neighbors have a right to peace and quiet in their homes and to be able to walk the streets and trails without being annoyed or frightened.

GARBAGE & RECYCLABLES COLLECTIONAll residential garbage and recyclables are collected on Wednesdays by Prairie Disposal’s automated collection system. Every residence has been allocated one black bin for household waste and one blue bin for recyclables. The bins are provided at no charge, however if a bin is lost or damaged, the resident will be responsible for the replacement cost. Place both bins on the street with wheels touching the curb, one metre of clearance between each bin and any other object, such as a vehicle.

What can go in the black garbage cart? Any bagged household garbage that you would normally place out for collection should be placed in the black cart. Absolutely no hazardous materials or loose garbage.

What if I can’t get all my garbage in the cart? The equivalent of three bags will fit in the cart. If your cart is overflowing (lid will not close), it will not be collected. Additional bags placed at the curb will be picked up if they have a “bag tag” sticker which can be purchased at the town office.

What can go in the blue recycling bin? Newsprint, heavy paper, mixed paper, box board, cardboard, rinsed food cans, rinsed beverage containers, hard plastics #1 to 7 and deposit items.

What should not go into my blue recycling bin? Plastic toys, bubble wrap, plastic bags/film, styrofoam, glass, ceramics, toxic items, electronics, small appliances, diapers, scrap metal or wood, food or yard waste, unrinsed food containers, soiled paper (used tissue or paper towel, pizza boxes smeared with cheese etc.), soiled containers.

Please remove your emptied bins from the street the same day.

This is crucial for both snow removal purposes and general

neighborhood courtesy.

If you can’t beat ‘em, enjoy ‘em!

You can’t help but notice the ravens in and around Fairview. They are as much a part of our daily round as the people on the street.

The Common Raven has been much maligned because of its scavenging nature. However, research has shown that ravens do far more good than harm. They are long-lived birds that may reach 50 years of age. All ravens are intelligent, inquisitive and friendly. They can be taught human speech and can learn how to count. There are countless stories about the antics of ravens. BUT...they are scavengers. On the one hand, ravens clean up debris on our streets and alleys. On the other hand, they rip open garbage and grocery bags and leave a mess. This problem can be easily resolved by using metal or plastic garbage and recycling containers. Make sure the cover fits tightly over your containers. Plastic bags, even when twist-tied, do not stop ravens, dogs or any other scavengers. Do not leave food, garbage or animal carcasses in yards or in the back of pick-up trucks.

Using a few common-sense measures to alleviate the “annoying” activities of ravens will allow us to sit back and enjoy the intelligent, spectacular and, sometimes humorous show they put on for us.

Dandelions are NOT noxious weeds! Since late 2010, dandelions are no longer included in the Weed Control Act. However, yards that appear to have been neglected may be pursued under the Town’s Nuisance Bylaw.

Weeding is a pain! Fairview residents take pride in maintaining clean and tidy yards. Yet it never hurts to have a quick refresher on the Town of Fairview’s strategy against those notoriously nasty, noxious and nuisance weeds: The Town of Fairview shares a weed inspector with the M.D. of Fairview No. 136.

The weed inspector will routinely do checks within the Town and surrounding area, and will take calls to inspect particular properties if requests are made to the Town. The weed inspector will be searching out the following noxious plants:

Town Utility Bills

Your utility bills are mailed out at the beginning of each month (for the previous month’s consumption). New radio frequency meters have been installed in about 85% of the households and businesses. Our meter readers can now read all the meters each month to give you an actual consumption for said month.

This year your water charge is $2.95 per cubic meter of water used and we have gone back to a flat rate for our Capital Replacement fee. There are no more minimum usage rates. You pay for the water you use. We have also gone back to just the fixed rate for your sewer line.

If your bill is exceedingly high, check your toilet(s), faucets, humidifiers, icemakers and outdoor taps for leaks. If you have a new radio frequency meter we can take a reading of the data from the meter and tell you when you had a leak, how long the leak was, and how much water went through the meter during the leak. We cannot tell you where the leak is.

FAIRVIEW/CLEAR HILLS EARLY CHILDHOOD DEVELOPMENT COALITION

EARLY DEVELOPMENT INSTRUMENT

The Early Development Instrument (EDI) is a standardized tool that measures the development of five year old children based on children’s social, emotional, physical and intellectual development. Across the province of Alberta since 2009 and 2013, kindergarten teachers evaluated over 70,000 children. The results of this survey can be found online at www.ecmap.ca

Nearly 29 percent of kindergarten aged children in Alberta are experiencing difficulty in one or more of these five developmental domains. In the Fairview/Clearhills region 35 percent of our kindergarten children are experiencing difficulty.

As part of our ongoing commitment to the children of Fairview/ Clear Hills, we are sharing information that will help in your understanding which activities will help your child’s development, as well as advise of community programming within our communities while showing the developmental domains associated with each program via symbolization. Where you see the symbols listed above the programming you will understand the domain they are primarily focused on.

NUISANCE BYLAW (942/G/2009)

1) Nuisance conditions include: accumulation of garbage on the property, long grass or weeds, abandoned vehicles, abandoned equipment, significant deterioration of buildings, broken or missing windows or other building material, significant fading, chipping, peeling or absence of painted areas. (s 3.5)

2) No person shall cause a noise or operate a vehicle that causes a noise (noise is defined as a sound which is likely to significantly annoy or disturb others). (s 2.9 & 5.1)

3) No person shall engage in any construction or yard maintenance activity that could cause noise between 2300 - 0700 on weekdays or 2300 - 0900 on weekend days. (s 5.7)

4) Contraventions of this bylaw can result in fines (s 7.1), remedy of

the contravention by the Town and application of

costs to the tax roll of the property (s 6.5.4). Fines range from $100 - $300.

KidSport Fairview“We believe that no kid should be left on the sidelines and ALL should be

given the opportunity to experience the positive benefits of organized sports. KidSport provides support to children in order to remove financial barriers

that prevent them from playing organized sport.”

Funds are for children from low-income families. Residents of Fairview, the MD of Fairview, Hines Creek and the MD of Clear Hills are eligible to apply.

• Funds are only for activities that demonstrate a sustained sport experience with qualified instructors.

• Cultural and recreational activities will be considered (KidSport Fairview fundraises for these separately.)

• KidSport will issue funds only to recognized organizations on behalf of the individual.

• There is a maximum amount of $200/calendar year/athlete.• Only children ages 5-18 are eligible.• Applications for programs that are already complete will not be issued.
