• Realign City Financial Priorities#1 Priority - City Services (Police, Fire, DPW, etc.)#2 Priority - Take Immediate Action to Resolve the
Parking Deficit
• To stimulate and support local business growth and new development for Downtown Ferndale
• To create a community paradigm shift in the way we view parking, use the system and how it impacts the community city-wide

• Reassessed Parking Deficit - December 2009• Tried Launching an Employee Shuttle Program
Found More System Issues with Parking Before this could be Accomplished

• System Issue: $$$ Generated by Parking System DOES NOT ALL go into the Auto Parking Fund, therefore insufficient for building a Parking Structure

SYSTEM ISSUES
City Must Take Immediate Action on:• Committing financial resources towards the
parking structure to help Auto Parking Fund become self-sufficient in sustaining the annual bond debt
• Redirect Parking Ticket Revenue to Auto Parking Fund
• Adopt a Payment-in-lieu Policy for Intensification of Use in CBD
• City Release of an RFP for a Parking Structure and Financing Plan
