8.1 COMMUNITY AND CLIENT SERVICES MONTHLY REVIEW 1-31 MAY

Purpose
Attached is a copy of the Community and Client Services Monthly Review for the period
1-31 May 2017.
Officer's Recommendation
THAT the Community and Client Services Monthly Review covering the month of May
2017 be received.
The Director Community and Client Services (DCCS) spoke to the report and provided a brief
overview of the directorates activities for the month of May 2017.
Cr Casey queried if Council was continuing with the educational program with members of the
community who are still experiencing difficulties with PayStay.
DCCS advised this is still occurring and have run information sessions in the library and are
promoting residents to visit the Dudley Denny City Library for assistance with PayStay.
Contact is being made directly with residents who contact Council to assist with them with
their issues in relation to PayStay.

Cr Mann (nee Fordham) advised she has been involved in some meetings with Council Officers
and residents who are experiencing difficulties with PayStay and will continue to do this to try
and address the issues residents are having.
Cr Bonaventura queried if the numbers experiencing difficulties with PayStay are quite small.
DCCS advise the numbers still experiencing issues are quite small.
Cr Bonaventura congratulated the DDCS for the effort the Council Officers are undertaking to
assist the residents with PayStay.
Cr May queried if Council has a solution for the two (2) city centre businesses that are
experiencing difficulties with PayStay and customers who are irregular visitors to the city
centre and being unfamiliar with PayStay.
DCCS advised Council Officers are continuing to work with the businesses with the facilities
Council has and the solutions available for irregular visitors to the city centre and using
PayStay.
The Chief Executive Officer advised a report is being prepared by the DCCS and her Manager
on what options could be possible for business permits and other potential options for the
residents who are currently still experiencing difficulties with PayStay.
The Mayor advised he appreciated the inclusion of the Better Community Building Fund
Update in the monthly report.
Cr Mann (nee Fordham) advised the Community Development team continue to work with
applicants to assist were possible.
Cr Mann (nee Fordham) queried the program capital expenditure data and what looks like a
budget overspend.
DCCS advised the "red dots" in the capital expenditure data is not that there is an overspend
but in the YTD Budget is a spreading issue, ie, the money budgeted for the month was not
spent. A more accurate indication would be if you view the figures under the AMD Budget and
YTD Actual which indicates the programs are on track and there would be no overspend.
Cr Mann (nee Fordham) advised the Volunteer Expo was a success and organisations have
gained new volunteers from the event. She was pleased to see the Community Recovery is
ongoing and there seems to be less focus on this which indicates residents are moving forward
after the recent disaster experienced by the region. The Sweet Secrets Trail for her was
particularly successful and created a lot of interest in the community.
Cr Gee queried for events like the Sweet Secrets Trail there would be opportunities in the
future to have pop up events at other Council assets on the way to the main locations.
DCCS advised she would take this feedback on notice.
DCCS advised the Pioneer Valley Museum signage is currently being created and installed by
the end of June 2017.

Cr Englert advised that during the recent Disaster Management Conference held at the MECC
the Corporate Communication team prepared a presentation which would have been the first
time attendees from Kedron have had the opportunity to observe life from the Local
Government perspective and congratulated the Corporate Communications team.

Cr Mann (nee Fordham) declared that a perceived conflict of interest in part of this matter (Item
8.2) could exist (as per section 173 of the Local Government Act 2009), due to being a financial
member of the Slade Point Neighbourhood Watch and a family friend of Fallon Hudson and left the
room at 9.17 am, taking no part in the debate or decision of the meeting in relation to these two
applicants.
Voting then recorded as per usual.
8.2 REGIONAL ARTS DEVELOPMENT FUND (RADF) ROUND THREE
File No Regional Arts Development Fund

Purpose
To ratify the Regional Arts Development Fund (RADF) Committee recommendations from the
29 May 2017 Committee Meeting.
Background/Discussion
This is the third round of grants assessed by the RADF Committee this financial year under the
current guidelines. Seventeen applications requesting $108,418 have been received.
Consultation and Communication
The RADF Chair Cr Fran Mann, Deputy Chairs Cr Ross Gee and Cr Justin Englert, and five (5)
community representatives met to assess applications supported by the Arts Development
Officer.

Resource Implications
The budget available for the RADF program for the 2016/2017 financial year is $207,000. This
total comprises three rounds of $45,000 per round available to community applicants, one
green arts round of $30,000 available to community applicants, $2,000 toward training of
RADF committee members and $44,000 allocated for council-led initiatives. Please note the
allocated amount of $44,000 includes alternately sourced funding for some initiatives that have
been confirmed.
For Round Three there is a total of $71,790 available, made up of $45,000 general allocation
for RADF Round Three, together with $12,085 surplus from the Green Arts Round Two,
$4,500 surplus from RADF initiatives and $10,205 of returned and surplus funds from previous
RADF recipients.
Risk Management Implications
The risks associated with the approving of grants to successful applicants is managed through
the use of a rigorous application, assessment and acquittal process managed by the Arts
Development Officers.
Conclusion
Following the assessment process the committee is recommending that 16 of the 17
applications received be approved totalling $71,790.

the Chair and left the Council Chambers whilst the item was being discussed and a decision
taken thereon.

12. LATE BUSINESS:
Cr Casey congratulated and wished Cr Bonaventura and Cr Gee happy birthday.
Cr Casey advised he along with many other Councillors attended the annual Greenmount
Heritage Fair on 28 May 2017 and congratulated the organising team on the success of the
event.
Cr Mann (nee Fordham) advised the following events will be occurring with information
available on Council's website:-
Community Strengthening Days which were cancelled due to Tropical Cyclone Debbie
has been reschedule to occur in July.
NAIDOC Week from 3 to 7 July 2017 events.
Mazda Festival of Arts commencing from 7 July 2017 with the Gala in the Gardens.
Cr Mann (nee Fordham) advised Council is looking for host families for the Matsuura Student
Tour from 4 to 8 August 2017.
