Background

The Minister for Education and Child Development, through the Department for Education and Child Development (DECD), oversees the provision of preschool education and health and wellbeing support services that support parents and children, as well as administering South Australia’s public primary and secondary education system. DECD are seeking a 10 year lease for Wynn Vale Community House Kindergarten (located at 32 Park Lake Drive, Wynn Vale) This site is currently occupied by DECD on a peppercorn lease arrangement, which will roll over should a 10 year lease be granted. Wynn Vale Community House Kindergarten has exclusive access to the leased area including buildings. Wynn Vale Community House Kindergarten opened in the mid-1980’s and was renovated in 2001. The Kindergarten has capacity for 30 students per session. DECD are a responsible organisation and have maintained the area to an acceptable standard, and are a well-respected organisation within the City of Tea Tree Gully.

Section 202 of the Local Government Act 1999 states that prior to Council granting a lease or licence relating to community land, that leases greater than five years are subject to community engagement and must follow the relevant steps as detailed in Council’s Community Engagement (Public Consultation) Policy and Community Engagement Framework. A Community Engagement Strategy was developed by the Community Development and Engagement Department, in line with the requirements outlined in Council’s Community Engagement (Public Consultation) Policy. This report outlines the feedback received during the consultation period.

Overview of community engagement activities

From 8 March to 5 April 2017 the community was invited to provide feedback on this proposal. Kindergarten users were notified by DECD and adjacent residents through onsite signage. Wynn Vale Community Garden and St Francis Xavier Regional Catholic School located adjacent to Wynn Vale Community House Kindergarten were notified via email of the proposal. Background information was available on Council’s website, along with an online feedback form to provide comment. Notice to the public was provided via placement of notices in Council’s ‘Gully Views’ column in the Leader Messenger newspaper throughout the engagement period, the first notice being published on 8 March. Council’s social media channels (Facebook and Twitter) also promoted the opportunity to comment.

Community Engagement Outcomes

During the consultation period a total of 5 responses were received. This included 4 surveys and 1 submission. All 4 surveys indicated support for the 10 year lease proposal. The submission contained general comments and views (the full submission is included verbatim in Appendix 1). Included in the 4 survey responses were the following reasons given for being supportive of the proposal:

• Children need space to play and the kindy takes great care of the leased land.

• I am in support of this proposal as the kindergarten provides an excellent resource for local residents and their children. The grounds are well kept and they have recently installed some very good play equipment for the children. They appear to be responsible and caring tenants which I'm sure the Council wants. It is a good resource generally and does not interfere in any way with nearby resident’s quality of life. It also seems appropriate to have a kindergarten next to a school and next to the Wynn Vale Community Garden.

• I have had 1 child attend, 1 currently attends and 1 in a couple of years. I am also on the Committee and have been for a few years now and have only seen the Kindy flourish.

• I am one of the co-founders of the Wynn Vale Community Garden, so I have enjoyed many years in this vicinity. The kindy, only half the size at the time, was already here before the garden started. So in actual fact its ‘furniture’. With the school on one side and the kindy on the other it seems a healthy package deal and I am sure gives many of us ‘oldies’ much pleasure. The sound and the sight of the upcoming generation etc. There are regular visitations by the youngsters and their carers and everyone benefits on some level. Therefore I would very much like to see the kindy remain.

Evaluation of Community Engagement Strategy Objectives

The key objectives/purpose of the community engagement, as tabled below, were developed as part of the Community Engagement Strategy:

We had a minimal response to this consultation; this may indicate that the Kindergarten did not play a role in encouraging users to provide feedback and the onsite signage attracted minimal attention or interest from the broader community. We did however received feedback from both key stakeholders (Wynn Vale Community Garden and St Francis Xavier’s Regional Catholic School).
