PREPARING YOUR APPLICATION

Your application is the first step towards securing an interview and therefore should be of the highest standard possible.

The application should be stapled in the top left hand corner. Please do not submit applications in plastic folders or include original documents.

APPLICATION FOR POSITION VACANCY

The application for position vacancy must be completed. This helps the panel members to clearly and easily learn more about your background.

Covering Letter

The cover letter is a brief letter outlining the position you are applying for and a brief description of your background and reason for applying for the position.

Curriculum Vitae (Resume)

Your Curriculum Vitae should provide personal details (e.g. name, address, contact number) relevant work history, education, training courses attended, qualifications and professional memberships.

Relevant work history should commence with the most recent position you have held, as well as the dates/period of employment. In the description of your work history, give a brief summary of the duties and responsibilities for each of the positions.

Qualifications

Certain positions stipulate that tertiary qualifications or specific certificates are required. As part of the application, candidates should demonstrate that the required level of education or training has been achieved. Please attach photocopies of any relevant qualifications or academic records to the application.

Referees

You should include in your curriculum vitae the names and contact numbers of at least two (2) referees. These referees may be contacted to verify the information stated in your curriculum vitae. SHIRE OF COLLIE CLOSING DATES FOR APPLICATIONS

Vacant positions with the Shire of Collie are advertised for a specific period and close at the time and dates as written in the advertisement. The closing time is the time that the applications are to be received at the Shire of Collie offices.

Late applications will not be accepted.

Short-listing of candidates for interview by the Selection Panel may take up to two weeks after the closing date. The candidates selected for interview will be contacted by an officer from the Shire of Collie by telephone to organize a convenient time to conduct the interview.

PREPARING FOR THE INTERVIEW

To prepare for the interview questions, re-read the Position Description focusing on the Selection Criteria. Think of workplace situations where the relevant skills and abilities have been required to be demonstrated.

Focus on the duties of the position and think about how they would be carried out. Think about the problems that might be encountered and how they could be resolved. Try to identify examples from past experience that might be similar or equivalent.

THE INTERVIEW PROCESS

The interview panel will consist of at least three members. Interviews will follow a set format to ensure equity and fairness to each applicant and will be evaluated in the same manner.

During the interview, the interview panel members will write notes and assess the answers from the candidates in response to the structured questions, ensuring that all applicants are examined in an objective and uniform manner. If a candidate does not understand a question, they should seek clarification prior to providing a reply.

Never assume that the interview panel members know the suitability of individual candidate for the vacant position even though some applicants may have worked with them or have previous experience in the past for which they have applied.

Wherever possible, relate answers to direct experience.

AFTER THE INTERVIEW

The successful applicant will be contacted by a member of the Interview Panel to verbally offer the position. The Human Resources Department will forward a written offer. All employment is subject to successfully obtaining a National Police Clearance certificate and completing a pre-employment medical and drug & alcohol test.

POSITION SUMMARY

The Community Emergency Services Manager is responsible for ensuring the efficient operation of

Council’s Prevention, Preparedness, Response and Recovery functions in order to provide a

comprehensive approach to emergency services with our Shire.

TENURE: A three year contracted position (An option to extend for a further three years by agreement)

Responsibilities along with Key Functions and Duties are to be addressed in your application.

RESPONSIBILITIES

Prevention: The development and supply of community safety programs and services to the Shire’s staff

and emergency service volunteers as required and mutually agreed. Programs and services include (but

are not limited) to Bush Fire Ready, Home Fire Safety, Storm and Cyclone season awareness, Fire Ready

Schools and Fire Inside Out.

The CESM will administer and enforce the appropriate fire prevention provisions

of the Bush Fire Act 1954. The Shire will also promote and participate in

appropriate community safety programs in consultation with DFES.

Preparedness: In addition to the programs described for prevention, the training of volunteers will be

managed, in partnership with the volunteer training network, the volunteers and the Shire, cognisant of

the increased risks faced by the emergency services and resourcing profile required. Access to specific

courses that align with increased roles will be provided.

The CESM in addition to the applicable community safety programs identified

against prevention, support the agreed emergency services preparedness

programs developed and implemented by DFES.

Responses: DFES will assist with the day to day incidents via the Communications Centre and DFES Region,

Management, coordination, support and leadership will be provided by DFES at fire incidents, when

requested by the Shire and agreed to by DFES.

The CESM through the Shire will respond to day to day incidents through the

turnout of their Bush Fire Brigades. Shire support will be extended to DFES

controlled incidents when requested by the Incident Controller.

Recovery: DFES will provide strategic assistance and advice to the Shire concerning the development and

implementation of recovery management plans and recovery management.

The CESM will undertake recovery actions in accordance with its role as

documented in the Emergency Management Act 2005.

Management and Administration: DFES will provide day to day and strategic management services

advice, including vehicle and equipment standards, guidance on Local Governments Grant Scheme (LGGS)

budgeting, standards of operation, rosters, brigade training maintenance, community liaison and

administrative returns such as incident reports and activity statements.

The CESM will provide leadership and support to the development and

management of their community emergency risk management arrangements.

The CESM will be an appointed Fire Control Officer in accordance with s38 of the

Bushfires Act 1954.

DFES will provide strategic advice and access to programs and/or services in order to support service

delivered by the Shire.

• Prepare agendas and minutes for the BFAC and LEMC.

• Attend Captains Meetings and Brigade AGMs and other meetings as necessary.

Prevention • Bushfire Risk Management Plan developed and endorsed for the Shire.

• Assist DFES to develop and implement bushfire management/mitigation programs for Unallocated Crown Land & Unmanaged Reserves.

• Practices for bushfire management on local government lands in the Shire developed and implemented.

• Support Community Engagement and awareness programs as identified in Shire’s BRMP or as developed for the Shire.

• Professional advice in regard to development planning and fire management plans for new developments.

• Brigade Response Plans developed for brigades with high value assets.

Preparedness • Coordinate Shire BFB Training Calendar.

• Coordinate and present Shire BFB training.

• Training calendar established for BFBs to meet the operational requirements of brigade members.

• Relocation/Welfare Centres in the Shire maintained to support the community in times of need.

• LG Emergency Coordination Centres/ICCs in a state of readiness.

• Support key Bushfire meetings & Committees (BFAC, DOAC & brigade meetings).

• Ensure Emergency water supplies owned by Shire maintained. Hydrants outside GFDs are inspected annually and faults reported.

• Ensure Emergency Services exercised annually as per LEMA’s.

• Representation as CESM on Local Emergency Management Committee.

• Provide Local Government Incident Management Capacity/Capability.

Response • Respond to emergency incidents that impact on the communities in the Shire.

Recovery • Ensure appropriate support, assistance and counselling available to Shire volunteers and staff as required following incidents.

• Provide support to the Shire Recovery team.

Special Projects

• Assist the Shire and DFES with special projects that may impact on the community.

• Coordinate and manage projects for the Shire and DFES in alignment with Emergency Management Act 2005 (Emergency Management Plan preparation and facilitation).

General • Attend meetings of relevant organisations as required.

• In partnership with the Shire and DFES, develop and maintain professional relationships with stakeholders to ensure the delivery of service as specified in the MOU between DFES and the Shire.

• Work in accordance with the Shire’s defined Equal Opportunity and Anti-discrimination legislation, procedures & principles.

• Work in accordance with the Shire’s defined Occupational Safety and Health legislation, procedures and principles.

• Adhere to the Shire’s Code of Conduct, policies and management practices as amended from time to time.

• Ensure all duties as directed by the Chief Executive Officer and Director Development Services are fully undertaken.

CONDITIONS OF EMPLOYMENT

1. The CESM will be employed as a contracted employee. The CESM will be employed as a Level 6 rate

under the Shire of Collie Enterprise Agreement 2017.

2. The CESM will work from the Shire of Collie Administration Building 3 days per week and from the

DFES Offices 2 days per week.

3. The CESM hours of duty will be full time – 76 hours per fortnight.

4. The CESM will work a 9 day fortnight as agreed with the Shire of Collie.

5. Working hours will be 8am to 5pm Monday to Friday or otherwise negotiated with the Shire of Collie.

6. The CESM will operate under the supervision of the Director of Development Services and a designated

DFES District Officer. Any disputes or inconsistencies between the two parties will need to be settled

as per the dispute resolution procedure contained in the MOU and will be settled as quickly as

possible.

7. The CESM will wear the DFES uniform which will be a blue shirt, with patches representing the DFES.

This condition will be reviewed in 12 months.

8. Any overtime that the CESM carries out for attendance at DFES controlled operational incidents, on-

call allowance and for any other authorized DFES matters will be approved by DFES Regional Duty

Coordinator in written format. This is to ensure that the Shire of Collie can be reimbursed through

invoicing of the overtime hours. All overtime will be paid in accordance with the relevant Shire of

Collie Enterprise Agreement overtime clause.

9. The CESM will also be provided with Availability Allowance for meeting conditions of being available

for recall when off duty. Availability Allowance will be fully funded by DFES being 4 hours full pay per

week at rate of Station Officer L1.

10. The CESM who meets the DFES Regional Duty Coordinators conditions required of being ‘on call’

during periods off duty, will be paid an allowance equivalent to 9 hours full pay per week at his/her

classification. Again, the CESM will obtain this in written approval from DFES coordinator so that all

monies paid can be invoiced to DFES.

11. The CESM will be required to perform operational duties as required, including provision of support to

DFES Regional Duty coordinator and Duty roster as detailed in the Business Plan. (Appendix One) The

CESM will be appointed as a Fire Control Officer by the Shire of Collie.

REPORTING

The CESM Officer will provide a written report to the DFES manager and the Shire of Collie’s

Development Services Director twice per annum with outcomes on performance indicators from the

agreed Business Plan (Appendix One).

DISPUTE RESOLUTION

The parties must first attempt to resolve any dispute arising between them in relation to any matter

the subject of this MOU, by way of conference and negotiation. The parties must confer and negotiate

within 7 days of receiving a notice from the other party setting out the nature of the dispute.

If the issue cannot be resolved ne negotiation then the matter of dispute is to be conferred deliberated

and resolved by the Shire of Collie CEO and the DFES Commissioner or a nominated delegate.

ESSENTIAL CRITERIA TO BE ADDRESS IN APPLICATION:

4.1 Position essential pre requisites

1. Possession of recognised qualification in Training and Assessment.

2. Accredited Level 1 Incident Controller or working towards incident Controller Level 1 –

Bushfire Hazard.

3. Availability to work afterhours including overtime and on-call as required (including

weekends).

4. Current Western Australian C class driver’s licence

4.2 Essential Criteria

1. Demonstrated high level communication, interpersonal, facilitation and training skills.

2. Demonstrated ability to develop and undertake prescribed burning and fire management

planning processes.

3. Well-developed leadership and management skills including financial, human and physical

resources.

4. Proven experience in and knowledge of the fire and emergency services industry, in particular

Bush Fire Brigades and Local Government.
