Each Officer within the Community Development Team has prepared their own sections to appraise Council of operational activities during March 2013. BACKGROUND Monthly activity reports are provided to appraise Council of operational activities across the key portfolios. DISCUSSION COMMUNITY SERVICES (CSO) The Community Services Officer has carriage of disability services, community events, community grants, seniors and community development activities. Community Grants City of Darwin’s Community Grants Program provides funding for projects that directly benefit the Darwin community. Each year $100,000 is allocated for community projects and $50,000 for community based climate change and environment projects. The first round of the 2013/2014 Community Grants Program opened on 9 March and submissions close 12 April 2013. Submissions are invited for community projects occurring in the second half of 2013 (1 July to 31 December 2013) and for climate change and environment projects occurring in the 2013/2014 financial year. International Women’s Day (IWD) 2013 City of Darwin in partnership with United Nations Association of Australia NT held the International Women’s Day Walk and Community Morning Tea for the fifth consecutive year on Saturday 9 March. The Darwin City Brass Band and NT Police led the Walk which commenced at 9.30am. A reception followed the Walk in the Main Hall at Parliament House and included morning tea, information stalls and entertainment. Guest speakers included the Lord Mayor, Hon Alison Anderson, Hon Kezia Purick, Anti-Discrimination Commissioner Sally Seivers and Catie Kirke. The crowd enjoyed entertainment by a Sri Lankan dance group, the Groovy Grans and solo artist Brooke Barnett. The 2012 NT Young Achiever of the Year, Samantha Young, was MC for the event. The event continues to grow and gain support each year with approximately 350 people attending. CSO attended the Multicultural Council NT’s International Women’s Day event. The event launched their ‘Cooking with Culture Cookbook’ which has been developed by their seniors cooking class. The CSO presented a speech about the value of IWD and City of Darwin’s involvement in the initiative.

Council supported Neighbour Day on 31 March 2013 by placing an advertorial in the Darwin Sun which aimed to encourage neighbour to neighbour engagement and a general get to know their neighbours and build a sense of community. Seniors Month 2013 CSO and the Libraries Project Officer have commenced planning Council’s program of events for Seniors Month 2013 which will be celebrated throughout August. YOUTH PROJECTS Youth Services facilitates involvement of young people in Council’s processes and decision making, creates and hosts youth exclusive events and activities in partnership with young people, hosts a Youth Services trainee position, advocates for the needs of young people and coordinates youth specific community information tools. Youth Advisory Group (YAG) The March meeting of YAG was attended by Minister John Elfrerink, who provided information about the Northern Territory Early Intervention Youth Boot Camp. He outlined the functions of the two types of proposed Boot Camps: Intervention camps which target young people on the edge of the justice system and Detention camps, for young people who are currently in juvenile detention. Minister Elferink responded to questions from the Youth Advisory Group regarding the Boot Camps and invited the group to submit written feedback. Members also discussed the program for the City of Darwin 2013 Youth Week event, Launch: A festival of Youth Culture and finalised the activities to be hosted by the Youth Advisory Group. Members continue to provide advice in regard to the Youth Strategy Loud and Clear 2009-2014: a snapshot of progress and future actions document and suggested that recruitment of Youth Advisory Group members more broadly reflect the cultural diversity of the Darwin community. GRINDonline The GRINDonline team has increased its membership in March to reflect the interest that has been generated from the City of Darwin Youth Week program. The team are providing articles and interviews to promote the program. The GRIND website can be viewed at www.grindonline.com.au Youth Information Card and Youth Services Directory A directory and card had been distributed to the Lord Mayor and Aldermen, all schools and youth service providers. Both resources are freely available with the information card intended for young people and the services directory geared towards supporting the youth sector workers.

ARTS & CULTURAL DEVELOPMENT Arts and Cultural Development Advisory Committee (ACDAC) Council has endorsed the appointment of eight new members to ACDAC for a two year term. Advisory Committee capacity building is being scheduled following the Committee’s next meeting on 11 April 2013. Community Art Space The “Studio on the Street” exhibition held in February – March 2013 attracted much positive media interest including national exposure on the ABC 7.30 Report. This has led to many inquiries about buying artworks online and the exhibition organisers are now investigating creating a website for online sales of artwork with support from Council’s Digital Hub. To view the Studio on the Street news story please visit: http://www.abc.net.au/news/2013-03-22/studio-on-the-street/4589870 From 12-19 April the Community Art Space will host an “Earthhour” photo exhibition, coordinated by Council’s Climate Change and Environment team. From 22-26 April an exhibition of artwork by Chinese artist Mr Feng Qan Zhao will be held, coordinated by the Australia – China Friendship Society, with a public launch on Monday 22 April, 5 pm in the Civic Centre. From 10 May – 14 June, “The Edge”, an exhibition of works produced as part of TEAMhealth’s Support For Day To Day Living In The Community – A Structured Activity Program (D2DL), will be hosted in the space. A public launch will be held on Friday 10 May, 5 pm in the Civic Centre. Street Art Program Council has adopted a policy on Street Art to support artists working in this medium. A webpage with guidelines for artists and a system for the registration of legal sites are now being developed. A priority of the Street Art Program will be to identify further dedicated legal art spaces and site identification is in progress. Recycled Art Festival 2013 The 2013 Recycled Art Festival will be held 15-19 July 2013 at the Shoal Bay Waste Disposal Facility, hosted by the “Recycle Shop” (NT Recycling Solutions), who have indicated their support. It will feature a number of Artists in Residence over the week as well as a series of workshops (for limited numbers) open to the public by RSVP. Visitors to the Recycle Shop will be able to engage with the artists over a week focused on art and recycling in all its forms. Poster Facilities in The Mall Building certification has been received for new poster facilities designed for The Mall by Troppo Architects. Quotes are now being sought to fabricate a double-sided lockable noticeboard to be installed within the shade structure at the Knuckey Street

Mall traders have been advised that installation of the noticeboards is anticipated to occur in May 2013. The option to install a further single- or double-sided noticeboard at the Bennett Street end of the Mall is still being explored.

Poster noticeboards – Artist’s impression Arts Sector Forum 2013 Council hosted an Arts Sector Forum for the Darwin arts and creative industries community on 12 March 2013 with a morning session held in the Civic Centre and an afternoon session held at Casuarina Library. Around 40 people attended across the two sessions which were facilitated by local facilitator Deborah Hall. An evaluation of the Arts Sector Forum will be presented within a separate report. Five Year Arts Plan Research and consultation has begun for a new Five Year Arts Plan for the City of Darwin. Consultation undertaken during the Arts Sector Forum will inform the direction of the Plan and stakeholders have also been invited to complete an online questionnaire outlining their vision, values and priorities for the sector over the next five years. The current Arts Plan is due to expire in June 2013. Civic Park Cultural Usage Plan An Implementation Plan has been developed to accompany the Civic Park Cultural Usage Plan which was presented to Council in 2012. This will be presented to Council in a separate report. City Library Art Space The City Library has established an art space for the display of works by local artists. The first exhibition of works by artist Sandra Kendall (author of Quoll) was installed in March 2013. All works are for sale (for sales inquiries please contact the artist).

PAGE: 6 REPORT NUMBER: 13C0032 KH:es SUBJECT: COMMUNITY DEVELOPMENT TEAM UPDATE – MARCH 2013 National Local Government Cultural Forum A meeting of the National Local Government Cultural Forum has been scheduled in Canberra on 19 June 2013 for Forum members to meet and discuss the proposed Terms of Reference. Forum members may also join the meeting by videoconference. Public Art Temporary Public Art Program – There has been much interest in the newly established Temporary Public Art Program with a number of applications received for the first grant round closing 27 March 2013. A selection panel will be convened in April 2013 to assess applications. Successful applicants will be offered a grant of $1,000 to assist with the costs of creating their work. Celebration of Darwin (Bicentennial Park) – A site meeting was held in March 2013 with artist Caroline Rannersberger, project consultant Renai Grace, architect Wayne Gabbert, builder Steve Keith, and City of Darwin Parks staff to determine the process for site preparation and the location of the proposed artwork in relation to existing landmarks, trees and services. A site survey has since been undertaken by Fyfe Earth Partners and final engineered drawings for the artwork are now being prepared. These will be presented to Council for approval prior to the artwork proceeding to commission. East Point Reserve Entry Statement – A selection panel was convened in February 2013 to select three artists from an identified shortlist to undertake concept design work for this public art opportunity. As per the project schedule, concept designs will be presented to Council for review in May/June 2013. HMS Beagle Ship Bell Chime – Artists Leah Flanagan (NT/NSW), Narayana Demasson (VIC) and Samuel Dickenson (QLD) have been invited to compose new musical works for the Bell Chime. Cultural Village Poles – Since December 2008 Council has had custodianship of ten carved wooden poles produced by the Cultural Village of the NT Association (CVNT, now defunct) with a view to installing them in an appropriate location for enjoyment by the community. After a consultation period, the group proposed Bicentennial Park as their preferred location for the poles, however this has been mooted in light of Council’s long-term vision for the Park. With the support of CVNT representatives, an alternative location is now being sought for the poles to be installed. The group has been advised that if no appropriate location can be found, the poles will be returned for donation to another organisation. Chime Conservatory (outside Smith Street carpark) – Repainting of the Chime Conservatory sculpture is scheduled for the start of the next dry season. Pirriyangua Memorial – A public art consultant has been engaged to assess the condition and maintenance options for the Pirriyangua Memorial at Mindil Beach. Eye of the Explorer – A report on maintenance options for the artwork is being prepared.

PAGE: 7 REPORT NUMBER: 13C0032 KH:es SUBJECT: COMMUNITY DEVELOPMENT TEAM UPDATE – MARCH 2013 Woodcarvings (The Mall/Smith St) – Resealing of the woodcarvings in The Mall and Smith St (attached to directional signage) will take place during the next dry season. FAMILY & CHILDREN’S SERVICES The Family & Children’s Services Coordinator (FCSC) manages Council’s Community and Child Care Centres, the Fun Bus, Fun in the Parks, special projects and facilitates the school civics program. Child Care Centres Council sponsors seven Child Care Centres in the provision and maintenance of the buildings. In March, FCSC facilitated a meeting at the Civic Centre with the Directors and Council Building Maintenance team and discussed maintenance, Council’s new maintenance procedures and the National Quality Framework (NQF). National Quality Framework (NQF) includes the new National Quality Standard which sets a new national benchmark for the quality of education and care services. Six of the seven, Centres have been assessed and rated against each of the seven Quality Areas of the National Quality Standard and the National Regulations. They have been given an overall rating. Stuart Park Child Care Centre: Exceeding National Quality Standard Malak Family Centre: Meeting National Quality Standard Mitchell Street Child Care Centre: Working Towards National Quality Standard Nightcliff Family Centre: Working Towards National Quality Standard Casuarina Child Care Centre: Working Towards National Quality Standard Karama Child Care Centre: Working Towards National Quality Standard There are 5 Ratings:

Excellent Indicates that a service demonstrates excellence and is recognised as a sector leader.

Exceeding National Quality Standard Indicates that a service is exceeding the National Quality Standard.

Meeting National Quality Standard Indicates that a service is meeting the National Quality Standard.

Working Towards National Quality Standard Indicates that a service is working towards meeting the National Quality Standard.

Significant Improvement Required Indicates that a service is not meeting the National Quality Standard and the regulator is working closely with the service to immediately improve its quality (otherwise the service’s approval to operate will be withdrawn).

In March, Parap Family Centre went through the National Quality Framework (NQF) Rating assessment and are due to receive results from the assessment this month.

PAGE: 8 REPORT NUMBER: 13C0032 KH:es SUBJECT: COMMUNITY DEVELOPMENT TEAM UPDATE – MARCH 2013 In mid March the Australian Government announced a $300 million Early Years Quality Fund (the Fund) to support quality outcomes for children by assisting early childhood services to attract and retain qualified hard working professionals. Funding will be provided directly to eligible services to improve quality outcomes for children by supplementing wage increases of $3.00 per hour for Certificate III qualified educators. There will be proportionally higher wages increases for diploma and degree qualified educators. The Fund has been established to help support implementation of the National Quality Framework including the requirements relating to educator qualifications commencing in 2014. http://deewr.gov.au/news/300-million-boost-support-quality-early-childhood-education Community Centres In March, FCSC facilitated a meeting at the Nightcliff Community Centre with the tenants. The meeting included Council’s new maintenance procedures, communication and Emergency Management Guidelines. Fun Bus The Fun Bus continues to provide high quality mobile play group services for children 0 to 5 years, their parents and carers. The Fun Bus Celebrated Harmony Day on 20 March in collaboration with Early Childhood Australia – NT Branch and Territory Childcare Group at Malak Community Centre. Activities included, sharing of multicultural food, dress ups, storytelling, drumming with Mbackeh Darboe, musical instruments, dancing, dot painting, mask making, clay and play dough, jumping castle, face painting by Create and flag making by Malak Family Centre and many more activities. Positive feedback has been received from families and participating organisations. The event attracted approximately 550 people over the morning.

The Fun Bus wet season program ended at the indoor/undercover venues on 22 March and commenced the dry season program in the parks from 25 March 2013.

School Civic Visits Council facilitates school Civic visits for Primary school as well as Middle school students to assist teachers to meet their curriculum requirements in the area of governance. In March, Sanderson Middle School attended a Council’s School Civic Visit and toured the Civic Library with 31 Asylum Seeker Students.

Tennant Creek High School Year 8 female students visited the Chamber, City Library and Youth Services during a visit to Darwin as part of their careers and development camp.

In kind Support The Fun and Games In-kind Support program supported two community events during March; Harmony Day with the Fun Bus and Earth Hour at International House Darwin, Charles Darwin University. Human Services Training Advisory Council (HSTAC) Human Services Training Advisory Council (HSTAC) held their AGM in March. The Family and Children’s Services Coordinator continues to serve as a Committee Member as an local government employee representative. SISTER CITIES PROGRAM International Relations Harmony Day – 21 March 2013 The Harmony Day Events Planning Committee held a combined Sister Cities community event in Raintree Park, 21 March 2013, 11:30am – 1:30pm, in celebration of Harmony Day. The public event incorporated interactive activities from each of the six Sister Cities. The emphasis was on raising awareness of the Sister Cities program, and providing opportunities for the public to celebrate Harmony Day. Approximately 8 Sister City members volunteered on the day and the event attracted approximately 200 passers-by. The event attracted positive publicity with two media outlets covering the event on the day.

The Committee is currently investigating ways in which to strengthen the sister school relationship between Kormilda and SMA 5 Negeri Ambon. Anchorage The Anchorage Sister City Community Committee met 6 March 2013. The Committee further developed their 2012/2014 Action Plan. Members assessed the viability of proposed projects which had been brainstormed at the special Anchorage Planning Workshop held 24 January 2013. The Committee developed a short list of priority projects which they will further refine by allocating budget and timelines for completion at the May meeting. The Emerging Artist Exchange and Professional Skills Scholarship Pilot programs have been endorsed by Council and the Committee will begin to develop these projects. Dili The Dili Sister City Community Committee met 26 February 2013, thus had no scheduled meeting for March. The Darwin and Dili Youth Exchange is currently in progress. Two young people from Action for Change Foundation (ACF) will arrive in Darwin on 3 April to spend 3 weeks in Darwin undertaking work experience with Council. A host family for the two boys has been secured and an extensive program has been developed for their time in Darwin. The two ACF youth representatives will be involved in Council’s Youth Week events as well as attending YAG, GRIND, Sister City meetings and will present to the Community and Cultural Services Committee 22 April 2013. Haikou The Haikou Sister City Community Committee met 25 February 2013, thus had no scheduled meeting for March. The Committee is currently determining priorities for the 2012 – 2014 term. Kalymnos The Kalymnos Sister City Community Committee met 8 March 2013. The Committee discussed its key projects for the 2012/2014 term. Projects under consideration currently are: a Greek radio program connecting students in Darwin and Kalymnos and support for seniors in Kalymnos. The Committee is seeking further information in relation to these projects and will seek to allocate budget to the projects at the May meeting. The Committee invited the Kalymnian Brotherhood Association to nominate a representative to join the Committee. Mr Theo Kalidonis has applied to the Committee as the representative of the Kalymnian Brotherhood.

Casuarina Liquor Accord The Casuarina Liquor Accord group met 27 March 2013. The group discussed current levels of anti-social and criminal behaviour within the Casuarina precinct and looked at trends in alcohol supply. RECREATION SERVICES Swimming Pools Nightcliff Pool is currently being used as a Community Information Hub for the proposed Nightcliff Café project. A Media Launch was held on-site on Monday 25 March. Information Boards have been mounted near the kiosk which also has Fact Sheets, FAQs and hard-copies of the survey for the public to access. These will remain at the pool until the six-week consultation period ends on 06 May (after the Seabreeze Festival on the May Day long weekend). Casuarina Pool was the site for the Community Information Hub for the upcoming Lee Point Road Duplication project. The displays were in place for two weeks and were part of a raft of communication activities that included face-to-face meetings with local residents, an information letterbox drop through Wanguri and media releases, interviews and advertisements. The main ‘top of hierarchy’ signage at each of the pools is soon to be replaced to reflect Council’s branding. All other signage at the pools has been completed. Ovals Dry Season Oval Allocations – Oval allocation requests have been received throughout March, from Football Federation NT (soccer), Softball NT, Cricket NT, NT Rugby League and AFL-NT, as well as Gaelic Football for the first time. All ovals except for Wagaman have been requested, with a total of seventy-five training and competition sessions across sixteen ovals every week. As the season progresses, this is expected to rise with special events and pre-season training requests coming in as well. The Pakistan Association of NT has conducted a three-team cricket tournament at Tiwi Oval over seven dates in March and April. Recreation Services worked with Customer Services to manage this request, assisting with subsidised fees and banner compliance issues.

Staff Bicycles A rack and carrying device have now been fitted to each of the Staff Bikes. There are three pannier bags (one pannier bag rain shield) and two baskets, which are interchangeable to allow the rider to choose which carrier they need and put it on the bike that fits them. HEALTHY DARWIN March was another busy month with 54 new members joining the program bringing the total registered to 485. The regular weekly group program continued with between 75 and 90 members participating every week. This high turnout has meant that the program has added extra senior’s fitness classes and Tai Chi classes. The theme for this month’s permanent Healthy Communities library display was Indigenous health to link up with National Close the Gap Day. Parks Week Bushwalk Despite some challenging monsoonal weather conditions around 20 community members joined the Lord Mayor on a Sunday morning bushwalk at East Point to celebrate Parks Week. The event was aimed at showcasing the natural beauty within Council’s parks as well as promoting bushwalking as a great healthy activity. Healthy Darwin was supported by Council’s Parks Team who provided education on the natural area. Everyone thoroughly enjoyed the delicious damper on offer at the conclusion of the walk. Close the Gap Day at Karama Shopping Centre Healthy Darwin partnered with Danila Dilba Health Service and CAAPS to deliver an informative and fun community event at Karama shopping centre to promote Indigenous health. There was plenty on offer throughout the day with free mini health checks for adults and children, lung health screens, alcohol and other drugs information, bush tucker samples, dancing and a healthy Kangaroo steak BBQ. Approximately 250 community members engaged in the event including 34 adults and 14 children receiving health checks, 32 people testing their carbon monoxide levels and 250 sampling the delicious food. Contributing partners included Larrakia Nation, CAAPS, The Groovy Grannies, Casuarina Community Health Care,

Bagot Women’s Group Attendance at the weekly women’s group has been strong throughout March with between 8 and 16 attending weekly. As a result of sustained commitment from all services supporting the group many women are now feeling more confident in participating in the group and trying new things in their time there. This month the ladies celebrated International Women’s Day with a special pampering day which involved haircuts, manicures, pedicures, facials and a delicious lunch. The day was full of lots of laughing and some were talking about it for many days after. Additional activities/topics covered throughout March include; Women’s health checks, Foetal Alcohol Spectrum Disorder education, healthy food quiz and discussion, flower arranging, yoga and healthy food preparation. Yoga The 6 week beginners Yoga program concluded with 26 out of 30 registered members attending. 14 of these participants maintained sustained participation attending 3 or more sessions. Feedback was positive with all agreeing that participation in the class has encouraged them to exercise more and many stating that it had helped them both physically and mentally. Women’s Learn to Swim Program Healthy Darwin has worked with female leaders of Darwin’s African community and Casuarina Pool to commence a 5 week swim program on March 21. This program is helping ladies, some who have never set foot in a swimming pool, to learn the basics of swimming and pool safety. Over 20 ladies expressed their interest in the program run by staff at Casuarina Pool. Upcoming Events Planned new programs and events for next month include:

PAGE: 2 REPORT NUMBER: 13C0035 TW:rg SUBJECT: REGULATORY SERVICES UPDATE REPORT MARCH 2013 BACKGROUND Monthly reports are provided to Council to provide information on the operational activities undertaken by Regulatory Services. DISCUSSION CBD Parking During the month of March 2013 Rangers regulated all areas of on street CBD parking, Waterfront and off street Council car parks. Due to continuing complaints involving the riding of bicycles and skate boards through the Mall area, Council is currently exploring various regulatory controls in effort to reduce and deter such activities. Rangers continued to regulate parking in Zone A on Saturdays between the hours of 8.00am and 2.00pm. Rangers continued to regulate the CBD Plaza (Woolworths) car park on a daily basis. For 11 days of the month Council’s Parking Section (Rangers) were involved in the Value Improvement Program (VIP) introduced by Council to assess current efficiencies and productivity levels. The program is currently in the analysis phase whereby all the relevant data is being coded in order to understand current parking regulation trends. Suburban Parking Rangers continued to monitor parking activities on the medium strip area in Bradshaw Terrace. No Parking signs have been installed in the area and there has been an improvement in offending vehicles however Rangers continue to patrol on a daily basis and on weekends. Rangers continued to monitor and regulate Dick Ward Drive and Progress Drive for illegally parked vehicles on the footpath/nature strip. The Suburban Rangers also regulated parking enforcement in the Casuarina Village Shopping Centre car park on request. Generals During the month of March 2013 Regulatory Services received a total of 71 abandoned vehicle reports from members of the public. Of these reported abandoned vehicles 11 were removed and impounded at Council’s Bishop Street

The remaining vehicles were removed by their owners upon receiving an abandoned vehicle notice. Waterfront Precinct Two Rangers continued to regulate parking at the Waterfront Precinct. Public Places Public Places Rangers have reported that there was a steady increase in the number of backpacker vans observed throughout the municipal area. As part of Regulatory Services’ Calendar of Programs (April) early morning patrols will be scheduled to monitor illegal camping activities at popular recreational localities throughout the Darwin area. These will include Mindil Beach, East Point Reserve, Vesteys Beach and the CBD precinct. Information pamphlets have been distributed in four different languages to backpacker lodges, hire car companies, Tourism Top End and backpacker employment agencies as a way of informing potential campers that it is an offence to camp in a public place. Weekend Markets Rapid Creek, Parap and Nightcliff Markets continued to be patrolled every weekend. Patrol hours are between 9.00am and 1.00pm on Saturdays and Sundays. Supplementary patrols are being conducted by Waterfront Rangers on a rotating basis during market times to discourage illegal parking practices that normally resume once market Rangers complete their shift. Animal Management Pound activity was steady through March with 37 cats impounded. The majority of these cats were feral with 8 being re-homed through the PAWS program. 58 dogs were impounded during the month, 36 of those were returned to owners and 10 were found new homes through the PAWS program. Dingo/wild dog sightings have again been reported by both visitors to and residents of East Point. Council’s trapping program again commenced operation and is being closely monitored by Rangers. In Darwin’s northern suburbs, Council Registration Officers continued to achieve positive results with a steady stream of registration and licence applications received this month.

The total number of registered cats at present is 943; of those 927 are desexed animals. Education Council’s Animal Education Officer (AEO) continued to represent Council by attending the Top End Pet Expo Committee meetings leading up to the event to be held 2nd June 2013. A dog health program was conducted at Bagot Community on Tuesday the 12th March 2013 in partnership with AMRRIC. There were 18 dogs and 1 cat desexed, 24 dogs and 1 cat microchipped and 23 dogs and I cat registered with Council. Council’s AEO continues to provide story time presentations at Council libraries. Positive and safe interaction with dogs is the theme of discussion. PAGE: 2 REPORT NUMBER: 13P0003 KC:md SUBJECT: LIBRARIES INFORMATION UPDATE FOR MARCH 2013 BACKGROUND The purpose of this report is to provide a report detailing events and comments relating to City of Darwin Libraries. DISCUSSION Libraries have a number of vacancies for both part time and full time library assistants; we received 104 applications for the full time position and 75 for the part time position. Interviews to fill these vacancies will be conducted in April. A new volunteer has started; she is a Duke of Edinburgh participant and will shelve at Casuarina Library from 4pm – 5pm on Thursdays. The City Library celebrated its Opening after Refurbishment on Tuesday 12 March with Lord Mayor Katrina Fong Lim opening the City Library. Guests included Hugo Leschen, CEO Department Arts and Museums and Alderman Allan Mitchell. Children from a local school group attended after story time and there was also a visit from the library mascots, Paige and Dewey. Light refreshments were served and guests were able to tour the library. Harmony Day was celebrated at the libraries on Thursday 21 March with a showing of the film 11Eleven at the City and Casuarina Libraries. It did get some passing interest and the DVD has been added to the library collection for borrowing. The Harmony Day story times were well attended at Nightcliff and Karama Libraries. The children enjoyed the activities and face painting. A book display at all libraries highlighted Close the Gap Day and the Taste of Harmony lunch was enjoyed by library staff. Express Signs have been contacted to install new signage at the Karama Library to match the new City of Darwin corporate branding. Seniors @ Karama had a session on digital cameras with Tom Dinning and we had ten ladies attend this month. Tom went well over time, staying almost an extra hour as he had a very captive audience. Collection Development Library staff are finalising the spending of the Library Resource Allocation from the Northern Territory Government, for the purchase of books from the contracted supplier. These funds need to be committed by the end of April. This year the Northern Territory Library is going to review the current Integrated Library Management System (Virtua). Two library staff are on the panel. The review will cover:

Children and Youth Services The Easter Bunny visited the libraries in the lead up to Easter and all the children enjoyed the extra-large bunny. Parents took happy snaps of their children with the bunny. Chris Collins’ ’Funky Chicken’ book launch was held on 28 March at Casuarina Library. Two classes from Holy Spirit School attended the event. The book is a whacky rhyming contemporary children's story where Funky Chicken meets a crocodile in Humpty Doo. Chris was wonderful with the students and had them involved, and a highlight was playing the CD which comes with the book. Chris got the children to choreograph the dance to the music, which they loved. Crocosaurus Cove staff also attended with a real live crocodile. KAOS at Karama Library had robotics, hosted by the CSIRO. The robots were a lot of fun and the kids loved being able to program their own moves into the robots using the laptops. The other great things were being able to make them speak and being able to perform going up ramps and jumps. The youth of the evening were extremely well behaved and engaged in the activity. The other things that entertained the kids were the Wii Just Dance three, computers and board games. All in all another successful KAOS night with the kids having a fabulous time. Fourteen children and two staff attended. Digital Hub The Digital Hub opened for customers on 8 March and there has been a steady flow of people through the room but we are yet to ‘hit our straps’. Recruitment is underway for an assistant as identified in the grant application to help run classes and promote what we do. A positive outcome since the Digital Hub has become operational is that it has provided us with the opportunity to start changing the way digital literacy is taught through the libraries making much of the material available online so we can help many more people outside of formal classes. Community engagement has commenced and we have planned activities with:

Autism NT (we are getting people involved with specific apps (TOBY) and we will run tablet familiarisation sessions for parents before we present a weekly class using a number of pertinent apps for parents.

We are hoping that their involvement will lead to enrolment in digital literacy classes and positive engagement in other library activities. DISCUSSION An Arts Sector Forum was held on 12 March 2013 with representatives of the Darwin arts and creative industries sector invited to participate. Two sessions were held (each 2 hours): a morning session at the Civic Centre and an afternoon session at the Casuarina Library Meeting Room. The Forum was advertised through direct invitation to representatives of key arts organisations, as well as a general invitation issued to Council’s arts email list and through the Arts NT ‘Bite Size Arts’ mailing list. The purpose of the Forum was to initiate consultation with the sector regarding the Council’s Five Year Arts Plan, which is in the process of being renewed for 2013-2018. An online survey was also developed as part of this consultation process. Approximately 40 people attended the Arts Sector Forum over the two sessions, including representation from ANKAAA, Artback NT, Art Warehouse, Brown’s Mart, City of Darwin and Council’s Arts and Cultural Development Advisory Committee, City of Palmerston, Charttes Training Advisory Council, Corrugated Iron Youth Arts, Creative Partnerships Australia, Darwin Chorale, Darwin Community Arts, Darwin Festival, Darwin Theatre Company, Darwin Visual Arts Association, Happy Yess, Multicultural Council NT, Museums and Art Galleries of the NT, NT Library, Tactile Arts, Territory Wildlife Park, and the Writer’s Centre NT. Feedback from participants was positive, however many who attended the morning session communicated their view that the session could have been longer (perhaps 3 hours) to enable further discussion. A summary report of the Arts Sector Forum and evaluation report are presented for Council’s information. CONSULTATION PROCESS In preparing this report, the following External Parties were consulted: Renai Grace, consultant – Creative Sight Deborah Hall, facilitator POLICY IMPLICATIONS Consultation with the sector undertaken through the Arts Sector Forum will inform Council’s renewed Five Year Arts Plan. ATTACHMENT A ARTS SECTOR FORUM REPORT City of Darwin 12 March 2013 IN SUMMARY The City of Darwin Arts Sector Forum held 12 March 2013 sought community input into the 2013-2018 City of Darwin Five Year Arts Plan. Over 40 people participated in two facilitated sessions held at the City of Darwin Civic Centre and Casuarina Library. Each session provided an overview of the successes of the 2008-2013 Arts Plan and Evolving Darwin: Towards 2020 Strategic Plan prior to commencement of a visioning exercise with participants. The visioning exercise asked participants to provide ingredients for a memorable art experience. The key responses were:

- creating powerful and vibrant experiences in unique locations; - audience engagement and participation; - diversity of art forms and scale; - connection to place and history to engage onlookers and new audiences.

The information collated from participants during this session aims to inform new strategies for the 2013-2018 Arts Plan. Participants were then asked to explore the strengths, needs, opportunities and challenges for local arts and creative industries practitioners and organisations. This information assisted in identifying the type of future activities and events, the preferred location and potential partners. The discussions focused on the following key areas identified from City of Darwin priorities:

• Venues and Facilities • Arts Marketing • Public Art • Engaging Diverse Communities

• Integrated sustainable upgrades including best practice in OH&S and risk needs in

association with NTG. Other items raised included Civic Park’s potential and partnerships with surrounding arts organisations and business to deliver programs in this area. 2. ARTS MARKETING Strengths Needs

• Identify, survey and provide information on community groups (arts specific). These groups may include: youth, cultural, indigenous, ability accessibility, age, gender, children, families and new migrants based.

• Initiate a digital hub for local community artists including promotional material, short

films, multi-media projects - could be linked to City of Darwin website. CONCLUSION The information collated during the Arts Sector Forum as well as collated community questionnaires will assist in formulating the future strategies for the 2013-2018 Five Year Arts Plan.

DISCUSSION The March meeting of YAG was attended by Minister John Elfrerink, who provided information about the Northern Territory Early Intervention Youth Boot Camp. He outlined the functions of the two types of proposed Boot Camps: Intervention camps which target young people on the edge of the justice system and Detention camps, for young people who are currently in juvenile detention. Minister Elferink responded to questions from the Youth Advisory Group regarding the Boot Camps and invited the group to submit written feedback. City of Darwin Community Events and Resources Officer, Britt Guy, provided members with information about the program for the City of Darwin 2013 Youth Week event, Launch: A festival of Youth Culture. Members discussed and finalised the activities to be hosted by the Youth Advisory Group. City of Darwin Youth Services Officer, Kay Pisel, asked for comment on initiative 1 of the Youth Strategy Loud and Clear 2009-2014: a snapshot of progress and future actions document:

Youth Advisory Group (YAG). Council continues to work closely with YAG to ensure that young people’s views are represented in all youth and Council initiatives

Members suggested that recruitment of Youth Advisory Group members reflect the cultural diversity of the Darwin community. Members also provided advice on using school visits as a medium to increase awareness of YAG and its role in Council. 7. Youth Bootcamps – Minister John Elferink Minister Elferink provided an outline of the proposed Northern Territory Early Intervention Youth Boot Camp. He outlined two types of Boot Camp: Intervention Camps, which target those at the edge of the criminal justice system, and Detention Camps, which target youth already in jail. The Boot Camps would be physically challenging to the targeted youths while also providing spiritual and emotional guidance. Minister Elferink responded to questions from the Youth Advisory Group. He explained that: • Education will be available for the youths at the Boot Camps • A young offender’s criminal history would not follow them through adulthood. • The term ‘Boot Camp’ implies clear and unambiguous expectations of the

program. • Duration spent in the camps is dependent on participants’ acceptance of rules. • Follow-up counselling sessions will occur for Boot Campers. • The wide age range of participants provided an opportunity for the older

participants to develop their leadership skills • Pilot camps would begin before July 1. Concerns raised by members included: • The level of qualifications of Boot Camp workers • The strength and stability of a post-Boot Camp support network, • Training opportunities for further education and work placement after graduation

from Boot Camp • The negative impression the term ‘Boot Camp’ implies Minister Elferink welcomed written advice from the Youth Advisory Group. 8. National Youth Week Update Britt gave an overview of the spaces to be used for the National Youth week Event and the program over the four days at the Darwin Entertainment Centre. Activities will be held in the downstairs gallery, studio space, foyer, outdoor area and member’s lounge. Some of the activities include: • ComicCon • TEASE Cabaret • MyNT Fashion Parade • Battle of the Bands • Urban Quest • Couch surfing • Blind Date • Live music • Bboy workshops • Skarlett EP launch.

The aim of the event is to showcase and celebrate youth culture.

9. YAG Youth Week Events The Members made the following decisions for YAG initiated activities for the Council Youth week event. The activities confirmed include: • World Café - passive table version (daily) • Karaoke Happy Hour 6-7pm (daily) • TED Talks (daily) • Bong Workshop (daily) • Free wifi connectivity to visitors • Board games

A team of 6 members was also selected for the Couch Surfing race. 10. Youth Strategy – Comment on Initiatives Members provided comment on Initiative 1, Youth Advisory Group (YAG). Council continues to work closely with YAG to ensure that young people’s views are represented in all youth and Council initiatives. Comments included: • A need to diversify the membership of YAG in order to more accurately

represent the community, for example, indigenous members and young parents. • Ideas to increase awareness of YAG include distributing posters and making

visits to local middle and high schools, inclusion of information about YAG in school newsletters and screen advertising in local movie theatres.

Advisory Group on the great success on the PopArt 2 youth event held on 28 May 2005.

DISCUSSION The March YAG meeting was the second meeting for 2013. Three prospective members attended the meeting in view of nominating for membership of the Youth Advisory Group. They come from varied cultural backgrounds and will encourage the group to reflect the cultural diversity of the community of Darwin. It is proposed that the three nominees be recommended for inclusion on the Advisory Group. The YAG has also been advised of the resignation of two members. One member has reached the end of his term while university commitments forced the resignation of the other member. This turnover has brought a new energy to the group and the new members are enthusiastic about representing the youth community. The group has a mix of middle school, senior school and university students as well as members who are not studying but in the workforce. Several of the Youth Advisory Group members will complete their term at the beginning of 2014. A recruitment process will be undertaken during 2013 to engage young people from diverse backgrounds to seek membership. In particular, the current group does not have indigenous representation and it is a priority of the group to address this issue. CONSULTATION PROCESS Youth Advisory Group membership. choices KEY ISSUES Since 2008, Council has hosted and delivered the ActivateNT program in various forms however changes in sector partnership capabilities have resulted in the burden of program delivery to now rest exclusively with Council. ActivateNT is an annually delivered healthy lifestyle program of six weeks duration. It offers participants a range of 60 activities to suit a variety of ages and fitness levels. A resource estimate of $50 000 is anticipated should City of Darwin resolve to deliver Activate in 2013. Whilst this event is popular, it is not well aligned to the new City of Darwin branding and vision. Additionally, significant resources and effort would need to go into communicating and rebranding the program as a City of Darwin event. RECOMMENDATIONS THAT it be a recommendation to Council:-

BACKGROUND Previous Decision THAT this matter be laid on the table and referred back to the Community & Cultural Services Committee to be held on Monday 22 April 2013 for further consideration. No. 21\899 (26/3/13) The City of Darwin has supported an annual healthy activity program since 2008, initially contributing to the MBF DarwinLite with a financial outlay of $8,000 cash/in kind. Different programs have been run in various forms. The MBF Lifestyle Challenge, coordinated by the GP Network provided partner funding for several years. This ceased after the ActivateNT 2011 program. The loss of MBF (now BUPA) funding and withdrawal of the GP Network as program coordinator saw responsibility for the program picked up solely by the City of Darwin in 2012. The focus of the ActivateNT Darwin 2012 program was to increase community awareness and patronage of activities at Council pools, to publicise Council’s shared paths and encourage activity in parks and community centres. The program was designed to be all ages accessible whilst encouraging broader participation from men and people from non-English speaking backgrounds. The program also aimed to enhance community connectedness for Darwin residents. In 2012 City of Darwin conducted an eight week exercise and healthy lifestyle program entitled ActivateNT Darwin from 22 April to 15 June, comprising of 60 weekly events to suit a range of participant ages and fitness levels. DISCUSSION Program Content The 2012 program promoted healthy lifestyle behaviours and showcased Council’s recreational facilities. The theme adopted for ActivateNT Darwin was Activate Your Mind, Body and Soul with over 60 activities and workshops of different physical intensities and variety to suit a range of participant ages and fitness levels. The program also included a number of fun retroACTIVE activities designed to engage young people. Various ‘Come & Try’ sessions hosted by local sporting organisations were included in the program, along with the promotion of special walking events happening in the local community to raise awareness for not-for-profit groups.

Female participation continued to dominate total registrations, representing 85%. Although the program content was intentionally designed to be family friendly and include popular male activities, participation by males in the program remained the same as 2011 (15%). The program continued to successfully attract an array of age groups, however the majority of participants were aged between 20-39 years. The total number of participants from Aboriginal and Torres Strait Islander background also remained the same as 2011 (2%). The total number of participants in 2012 from culturally and linguistically diverse backgrounds was 42 (10%). Attendance data for each activity were collated from providers which indicated the frequency of attendance by participants. Swimming at Council pools (18%) and Stand Up Paddle Fitness were the most popular activities attended (14%), along with Yogalaties (12%), Yoga (12%), Tai Chi (10%), Boxing For Fitness (9%), Boot Camp (8%), Aqua Aerobics (8%), Aqua Zumba (7%), Mums & Bubs Booty Camp (6%) and Pilates with Prams (6%). In the 2012 program 11 members of the Federally funded Healthy Communities, Healthy Darwin program attended ActivateNT. The programs have some similarities in their activities but their aims are different; Healthy Darwin’s target group is low income earners who are not in full time employment. Program Cost Due to the withdrawal of major sponsors and the coordinating body, the delivery of the ActivateNT Darwin 2012 program was completed with a lower budget than previous years. This comprised of cash contributions of $35,000 from Council and $30,000 in kind contributions (combined Council and Healthy Darwin). The revenue to Council from registrations totalled approximately $10,500. The approximate cost to Council for the 2012 program therefore came to a total of $24,500 (cash component) + $30,000 (in kind support). ActivateNT 2013 City of Palmerston have committed to running an Activate program and are currently advertising it on their website. They are organising an 8 week program due to run 15th April – 7th June. Healthy Darwin have ear marked $15,000 for financial support for Activate, should it run in 2013. Healthy Darwin have indicated they would not be able to provide the same extent of in-kind support as last year due to existing operational demands. The majority of their in-kind support came in the way of staffing and to continue ActivateNT in 2013, additional staffing allocated would be needed to deliver the project as in previous years.

To effectively promote and brand ActivateNT with City of Darwin a significant communication strategy would be needed. If Council were to partner with City of Palmerston at this late stage and run Activate in April 2013 significant effort and resources would need to be applied to the marketing, advertising and rebranding activities of the program. DISCUSSION Minutes of the Arts & Cultural Development Advisory Committee (ACDAC) meeting held on 14 February 2013 are presented for Council’s information. The Civic Park Cultural Usage Plan was submitted to Council for information in 2012 and is now presented along with an Implementation Plan for Council’s consideration. The precinct surrounding Darwin’s Civic Centre and Civic Park has seen much development in the past five years, including:

the opening of the Darwin Waterfront precinct and the Darwin Convention Centre;

establishment of the Smith St Walkway linking The Mall to the Darwin Waterfront;

significant investment by the NT Government in Public Art at the Darwin Waterfront and along the Smith Street Walkway;

the relocation of Tourism Top End to Bennett Park;

establishment of the Chan Contemporary Art Space in the Chan Building opposite the NT Parliament;

establishment of a regular Friday afternoon bar with live music at Brown’s Mart courtyard during the dry season;

the relocation of the Darwin Festival hub to Civic Park; the relocation of Happy Yess original live music venue to Brown’s Mart; establishment of a Community Art Space in the Civic Centre; ongoing use of Brown’s Mart Theatre as a venue for cultural activities; ongoing use of the Town Hall Ruins as a venue for cultural activities; ongoing use of Civic Park as a venue for cultural activities; renovation of the City Library.

All of these developments have sought to build the cultural capital of the precinct, and have made the upgrade and redevelopment of Civic Park a timely consideration. Civic Park is currently under-utilised both as a park for casual use in the daytime and as a cultural venue. The causes of this under-use have been identified as its lack of amenity (i.e. accessibility, feeling of safety, inviting places to sit, etc.) and its lack of appropriate facilities (i.e. power, water, undercover/shade structure/s, public toilets, appropriate seating, stage for events). Consultation with the Darwin arts sector was undertaken in 2012 to investigate the redevelopment of Civic Park as a cultural venue. The Civic Park Cultural Usage Plan was submitted for Council’s information in October 2012. It presents a vision for establishing Civic Park as a high profile open-air cultural venue by upgrading facilities and programming a range of diverse cultural activities in the park. Limitations currently experienced by users of Civic Park include:

Lack of appropriate power facilities Lack of appropriate water facilities No public toilets Uneven levels – poor PWD accessibility Lack of a permanent stage area Poor shade provided by trees in daytime, especially where seating is placed Poor lighting at night Flooding and poor drainage of pathways during the wet season

These issues may be addressed by a major landscaping upgrade of the Park, the cost of which is estimated at $2 - $3 million. (As a guide, the redevelopment of Raintree Park cost around $1.4 million.) Advice was sought from Creative Partnerships Australia (formerly Australia Business Arts Foundation) regarding the possibility of financing this major capital works project through corporate partnership(s). Advice received is that Civic Park presents an outstanding opportunity for Council to seek corporate partnership(s) to upgrade park

It is proposed that further work be undertaken to develop a partnership package and identify potential corporate partners to undertake this project jointly with Council. 5.2 Poster noticeboards in the CBD Council Decision 21\389, 28/08/12 – “That Council undertake design development for the provision of a minimum of two dedicated poster noticeboards in The Mall, to be integrated into the existing shade structures at the Bennett Street and Knuckey Street ends of The Mall.” Troppo Architects have been engaged to design the poster facilities. The designs have been completed with structural engineering work and building certification now being carried out.

5.3 Celebration of Darwin Public Art Opportunity Decision No. 21\451 (25/09/12) "THAT Council endorse the Public Art proposal by Caroline Rannersberger to be progressed to design development." A design development presentation is scheduled to occur in the next week with final engineering designs to be submitted as soon as a site survey is carried out.

5.4 East Point Reserve Public Art Opportunity Selection of artists to undertake concept design work for this opportunity will take place in February 2013.

5.5 HMS Beagle Ship Bell Chime Opportunity for Composers The selection panel has recommended three artists to be invited to compose new musical works for the Bell Chime.

5.6 Temporary Public Art Program Recommendation: THAT artists whose work is selected for the Temporary Public Art Program be required to hold Public Liability insurance in order for the commission to proceed. INTRODUCTION

Creative Sight was engaged to undertake a Cultural Usage Plan for Civic Park, Darwin on behalf of City of Darwin. The purpose of the plan is to confirm the vision, core components and uses for the Park in the context of:

• cultural, social and economic benefits to Darwin residents and visitors• City of Darwin’s broader direction for open spaces, arts and events• alignment with other surrounding arts facilities and infrastructure in Darwin CBD• defining a cultural precinct for Darwin CBD.

This report assessed the potential success of Darwin Civic Park as a cultural venue in the following areas:

• access• image and amenity• cultural use and activity• community

This report will introduce both national and international case studies for similar scale cultural sites and associated programming. It reports on the consultation of City of Darwin and the Darwin cultural community’s reflections on the strengths and weaknesses as a Park and potential cultural precinct. It will outline the location and context, and potential cultural programming of a typical year with recommendations for technical requirements and infrastructure. And outline recommendations for improvements in access, image and amenity, cultural use and community.

‘Civic spaces are an extension of the community. When they work well, they serve as a stage for rich public lives. If they function in their true civic role, they can be the settings where celebrations are held, where social and economic exchanges take place, where friends run into each other, and where cultures mix.

They are the “front porches” of our public institutions – post offices, courthouses, federal office buildings – where we can interact with each other and with government. When cities and neighbourhoods have thriving civic spaces, residents have a strong sense of community; conversely, when such spaces are lacking, people may feel less connected to each other.

Great civic spaces are really great public places. They are recognized and valued in their cities and towns as places with their own special flavour that relate to and nurture the larger community and bring the public together.’

What Makes A Great Civic Park?

Creative Sight has referenced a framework for analysis developed by Project for Public Spaces in New York (a leading nonprofit organisation in planning and design) to define the measurements for creating a successful public space that builds stronger community.

Four key areas have been defined to establish and measure Darwin Civic Park’s potential cultural usage.

ACCESSThe space needs to be connected to its surroundings, both visual and physical. A successful civic space is easy to get to and get through; it is visible both from a distance and up close. The edges of a space are important for safety, visibility and access - activity along the edge of a space (such as a kiosk, art installation or seating opportunities) is more interesting and generally safer to walk by than a blank wall or empty lot. Cycle paths and walkways need to lead from the adjacent spaces clearly through the space and should be functional for PWD access. Successful civic spaces have a high parking turnover and are convenient to public transit.

IMAGE AND CONVENIENCEWhether a civic park is comfortable and presents itself well – has a good first impression and lasting image – is key to its success. Identity includes perceptions about safety, cleanliness, and the availability of places to sit (the importance of giving people the choice to sit where they want is generally underestimated). Women in particular are good judges on identity and image, because they tend to be more discriminating about the public spaces they use and are keenly aware of safety in public spaces.

Maintenance, cleanliness, safety and the number of people using the park are all indicators of what type identity and image a Civic space has. Nonnegotiable aspects for a convenient and comfortable public space include well-lit, well-maintained public toilets, good lighting of the space and ample seating opportunities for both groups and also pairs and single visitors.

CULTURAL USES AND ACTIVITYThe more activities that people have an opportunity to participate in, the better the image, and richer the community its usage of the civic space. Activities are the foundation of a successful civic space. Having an event or activity gives people a reason to come to a space – and return again later. When there are no activities or events, a space will be empty and that generally indicates that something is wrong. Areas of both use and neglect need to be addressed for the space to be successful.

A cultural space presents unique opportunities for the community including: an opportunity for a unique cultural experience, a space to discover new things, community-based arts events, festival and touring events, cultural and community healing and the building of new relationships, including providing opportunities for diverse ages or ethnic groups to interact and exchange.

The usage of the space throughout both the day and night is an important component in the activity of a Civic Park. Cultural events may often occur evenings and weekends but opportunities exist for lunchtime cultural events and activities. Park activities in the space will create an community for the cultural programming of the space, such as meeting friends, picnics, BBQs, casual outdoor sports. A choice of things to do reflects on the success of a Civic Park.

The ultimate success of a Civic Park, or any public space, is how well it is managed.A management presence in the park is vital for its success, for access to programs, enquiries, issues and maintenance. How does a community or arts member access this management?

COMMUNITYThis is a difficult quality for a place to achieve, but once attained it becomes an unmistakable feature. When people see friends, meet and greet their colleagues or acquaintances and neighbours, and also feel comfortable interacting with strangers, they tend to feel a stronger sense of place or attachment to their community – and to the place that fosters these types of social activities.

To cultivate a community within a civic space, all aspects of the space need to be functional - access and linkages, identity and image, usage and activity. Indications of building a successful community include: likelihood of “running into” people you know, meeting friends, colleagues or families, groups of people in the park, bringing visitors to the park as a place of pride, people smiling, talking and making eye contact, reflections of diversity of ethnicity and age of the larger community and regular use and familiarity of the entire place.

Civic Park Context

Cultural venue provision in Darwin CBD and surrounding areas provide a variety of ex-periences during both the wet and dry season from large scale, high quality spaces to smaller intimate spaces to community arts venues.

There are also a variety of unique outdoor venues on offer for cultural activities from for-mal environments including Deck Chair Cinema, the Town Hall Ruins and the Waterfront Precinct to surrounding open spaces of the CBD from Bicentennial Park to Civic Park.

Outside of the CBD, the Amphitheatre and the Botanical Gardens are popular venues for cultural and community programs as well as alternative informal venues of Nightcliffe and Mindi Beach.

Location Darwin’s Civic Park, also known as Festival Park, is located in the centre of the Darwin CBD. It is surrounded by cultural and historic spaces including:

1. Brown’s Mart Arts - Located in the heart of the historic Brown’s Mart precinct, the ven-ue is situated in CIvic Park and hosts events large and small from intimate band or theatre performances and workshops.

2. Old Town Hall Ruins - The striking set of ruins from 1883 was Darwin’s first Town Hal and later used as a military building. It survived the wartime bombings, but was reduced to its current state by Cyclone Tracy. It has been used in the past for theatre productions and temporary art installations.

3. Darwin’s Bust - A successful piece of interactive public art located In Civic Square near the City of Darwin Civic Centre and Library. The work is the bust of the young Charles Darwin, surrounded by several bell-shaped pieces with different species of native birds on top, a tribute to the scientist’s observational work.

4. Stone Remnants - In the same part of town are various stone buildings which man-aged to survive warfare, cyclones and even the reckless demolition efforts of past Territory governments.

5. City Library - City of Darwin Libraries are home to the Northern Territory’s largest public library service - the four libraries, Casuarina, City, Karama and Nightcliff, are provided by the City of Darwin with assistance from the Northern Territory Government. The libraries provide a customer focused lending, reference and information service which promotes and supports the recreational and lifelong learning needs of the community.

6. Christ Church Cathedral - An inclusive and culturally engaged Anglican Church. The Cyclone Tracy Memorial Window - Set into the harbour wall, behind and to the right of the altar, is a contemporary-style stained glass window. Designed by Darwin artist George Chaloupka, it represents fishing nets and the upsurge of waves during a cyclone. The coloured glass in pastel shades was imported from England.

7. Chan Contemporary Art Space - Managed by Northern Territory Government. Chan Contemporary Art Space provides exhibition space for local artists and curators.

8. Smith Street Walkway and Skybridge - The Darwin Waterfront Precinct is connected to the heart of Darwin city by a Sky Bridge and the Smith Street East Walkway, both of-fering wheelchair (PWD) access via lifts and ramps. This walkway passes the parklands of Civic Park and incorporates public art.

9. Darwin Waterfront Precinct - The Darwin Waterfront is a new destination centred around Darwin’s tropical lifestyle. It includes residential and hotel accommodation, Dar-win Convention Centre, Wave pool, and dining. A network of walkways, promenades and decks lets visitors walk, jog or ride between the land and water, spanning both new and historical landmarks of the Darwin Waterfront Precinct. Darwin Waterfront also hosts family free events including outdoor cinema, cultural event celebrations including Chinese New Year and New Year Eves celebrations and craft markets. Darwin Waterfront is the gateway for the Cruiseliner Terminal.

10. Smith Street Mall - Smith Street Mall is know by different names ‘The Mall’, ‘Knuckey Street Mall’, ‘Darwin Mall’, ‘Town Mall’ are some of them. Smith Street Mall is Darwin’s shopping destination in the Darwin Central Business District. It includes Raintree Park, public art and children’s playground.

Precinct Case Study: Salamanca Place, HobartINTRODUCTIONSalamanca Place is a small cultural, retail/dining and park precinct and one of Tasmania’s iconic destinations amongst both locals and visitors. Within Salamanca Place is a core outdoor green space that is converted to a venue for both cultural and community events. Within the greater Salamanca precinct are restaurants, shops, Salamanca Arts Centre Courtyard, pubs, galleries, craft shops and the iconic Salamanca Market. Comparisons can be drawn to Darwin Civic Park in the proximity to the CBD and Waterfront, cultural venues programming music, visual art, performance and also festival events and park usage.

ACCESSSalamanca Place, in Sullivans Cove, is centrally located next to the Hobart waterfront and is well-serviced by public transport (and is just about within walking distance from anywhere in Hobart). The park is well maintained with good places to sit, and is extremely busy during the markets. Sight lines are all kept clear, and trees are trimmed well from the ground plane to head height, with good visibility from all entry points to and from Salamanca Place.

IMAGE & COMFORTSalamanca Place has a strong and well known identity as a cultural, retail/dining and park precinct and a place of creative diversity and community. The markets are well-known to both tourists and locals, but beyond the markets is a village-like hub of creative spaces and businesses adjacent to the parkland strip. Salamanca Place has well maintained green lawns and park benches shaded by plane trees that are lit with lights in the evenings. It is a common place to picnic on weekends and is an iconic destination for tourists. Salamanca has a dedicated website for market enquires.

CULTURAL USES & ACTIVITIESSalamanca Place is an important venue for a rich cultural program with the main events of the Festival of Voices and the MONA FOMA Festival utilising the surrounding buildings and parklands. The markets include music programming and busking and Hobart’s funkiest music scene gypsy, jazz and swing music Salamanca offers the ‘smARTmap’ listing the galleries, craft shops, bookshops and artists in the immediate area

COMMUNITYSalamanca Place is a central community hub connecting the arts, retail and dining, local producers and craftspersons, and providing a well known site for public celebrations and special events such as MONA FOMA. The site is always active.

Precinct Case Study: City Central Precinct, Wodonga The key event sites in the Wodonga City Central Precinct are: Wodonga Civic Centre (3), Arts Space Wodonga (2), Stanley Street (1 - Image bottom right), and Woodland Grove (2 - Images Top right and Bottom Left). This precinct holds a number of comparisons to Darwin Civic Park in terms of CBD location, proximity to both performing and visual arts venues, main street access and flexibility of Woodland Grove.

ACCESSThe key event sites are located in the centre of the CBD situated in the central business district of Wodonga. All venues are within a short walk of each other and from most other places in the CBD. Public transport is within close proximity of the venues. Parking for the Civic Centre is available. Sightlines are clear and open in Woodland Grove.

IMAGE AND AMENITYWith a focus on Woodland Grove as a benchmark for Civic Park, the centrally located venue offers both artistic yet functional seating and arbours, and works both as a successful events venue and also a well maintained and welcoming central park. The site has level surfaces, site includes turfed, paved and concreted areas. The site also has 6 x (2 Phase) and 4 x 3 phase power, water and site lighting, as well as toilets and baby change room.

CULTURAL USES AND ACTIVITIESAn initiative of City of Wodonga, has been to provide a 64 page venue guide for potential hirers with location maps and information, technical information and venue floor plans/site plans/layouts. A wide range of functions and events are held in the Wodonga Civic Centre including concerts, conferences, performances, conventions, forums and exhibitions. Arts Space Wodonga offers an eclectic program of unique exhibitions, intimate performances, workshops, recitals and forums and features local, regional and imported cultural works. Woodland Grove is the central green space within the central business district, containing artistic features including arbours and “the ensemble” (usable art with children’s play functions). Woodland Grove is a user friendly and unique venue space in the heart of the CBD. Stanley Street has hosted many events including Summer in the City Concerts, ‘Smoke Salt Skin’ Festival, Wodonga Carnivale and several other exhibitions.

COMMUNITYThe central precinct is frequently accessed but locals and visitors, with strong programming of events and a diversity of visitors. This precinct has lived up to its potential and purpose of creating a new heart for the city.

Precinct Case Study: Gallivan Centre, Salt Lake CityGallivan Centre is a 5-acre park with public art, skating rink, performance stage and a variety of places to sit and eat, think, people watch, enjoy a concert, and watch skaters. It is a delightful respite in the heart of the CBD.

ACCESSThe Gallivan Centre is accessible from the entire City through a variety of types of approaches, and from all directions. It has a light rail transit stop to the west, and bus stops on three sides. Inviting pedestrian access is available; walkways and pedestrian surfaces are 12”x12” granite and precast pavers.

IMAGE AND AMENITYThe space is welcoming from the perimeter and within. There is a good mix of people, gender and socio-economic groups. Maintenance and security staffs are on site. Motorized vehicles are not permitted, although it is built over a three level, 2000-car parking structure. There are attractive changes of levels in the surface, and it is fully accessible for PWD access. The site is used for various concerts, performances, private parties, informal gatherings and special events and provides lighting, water, public toilets, power to the site and excellent venue support.

CULTURAL USES AND ACTIVITIESThe Gallivan centre is extremely well used. The grassy plot is currently used for public markets, concert viewing, meeting friends and picnics. The Gallivan Centre website fields all enquiries for events, private functions and offers a diverse and rich program. During the 2002 Winter Olympics, Budweiser used this entire site as their centre of activity.

COMMUNITYPeople regularly meet friends at the centre and frequently choose to dine at a restaurant that overlooks and spills out into the central plaza. People come from various parts of the city to show off the precinct and to participate in the events.

Precinct Development Case Study: Civic Place, Parramatta This case study outlines the relevant cultural aspects of the proposed development and refurbishment of the Civic Place in Parramatta. This case study is presented as a example of how cultural activity forms the core driver in design, facility and amenity, connectivity, animation, use of place and community engagement. This approach follows the success of other central cultural precincts such as Federation Square in Melbourne or the QAGOMA Precinct including The Edge, State Library and plaza/grassed areas. Whilst the Parramatta Civic Place case study is above the scope of the current Darwin Civic Park, it provides a current framework and benchmark for the development of a cultural precinct from an established Civic Space.

The current social and cultural significance of the proposed Parramatta Civic Place site is multilayered. The site has been recognised by the community as performing a number of important social and cultural functions from a civic/meeting/gathering/celebration/market place to a venue that provides strong links to Parramatta’s past. This is the foundation for the Arts and Cultural Precinct in Parramatta and runs parallel to the potential Darwin Civic Park uses.

Parramatta has identified the following strategies that will attract and sustain diverse recreational, cultural and community activities and events. • Encouraging the development of flexible spaces and places to easily cater for a range of arts

and cultural activity including events, festivals, markets, outdoor dining by implementing infrastructure improvements such as widened footpaths, provision of power and water, design of flexible and robust public spaces

• Supporting the establishment of arts and cultural spaces in public and commercial developments

• Developing and celebrating the city’s small spaces including laneways through creative and adaptive makeovers

• Ensuring that the city centre is well managed – i.e. clean, green, easily accessible and operating well.

• Developing an active events and temporal public art program for the city that would engage people in the life of the city; demonstrate and deliver a diversity of life understandings and perspectives; celebrate and promote urban form and the natural environment through the innovative use of place and space, encourage local creative enterprise; and boosts the local economy – day and night.

A strong consideration for Darwin Civic Park forming a new Darwin Cultural Precinct will be its success as a civic space first and foremost. The success of how the park is upgraded, managed, branded, maintained and embraced by the arts and wider community will form the foundation for building a leading cultural precinct.

Darwin Civic Park Consultation FindingsConsultation has been undertaken through telephone interviews as well as focus group discussions with:

• ACDAC Focus Group• City of Darwin Focus Group• Darwin Artists and Organisation Focus Group• Darwin Artists and Organisations

Interviewees indicated that Civic Park Darwin has a range of perceptions of image and use in both a community and cultural context. These findings have been summarised within this report under the following sections: Access, Image and Amenity, Cultural Uses and Activities and Community.

The main gaps or weaknesses were said to be: • public amenity• power• lighting• amenities which impact on the ease of delivery for cultural activities including staging

and sight lines

The other main finding has been the need for a management of the park with regards to booking access, programming and promotion.

With no “natural” civic or meeting place in the Darwin City or CBD. Civic Park is in a strong position to form a central community hub for diverse groups of people. It is also in a strong position to link the arts organisations and other facilities such as the library, forming a central location and potential point of connection for the arts activities that have developed around it.

Darwin Civic Park Annual Program ExampleFollowing is an example of potential events and an annual cultural program from the recommended 3 year cultural program led by City of Darwin. This program will complement a potential larger Darwin Cultural Precinct Program involving surrounding cultural venues. Annual Program LaunchTowards mid-late January, the Open Space Cultural Program Coordinator would prepare for the digital launch of the Annual Program for the park and surrounding cultural precinct in February. This is envisaged as a combination of email and website outlining the main City of Darwin programmed events as well as potentially Darwin Cultural Precinct events, major bookings and pre-booked cultural events. This program would set-up the cultural framework for the park, whilst still maintaining a flexibility for ongoing booking on a small or casual nature.

FEBRUARYProgram DevelopmentThe Open Space Cultural Program Coordinator would continue to prepare for the years program, look to develop marketing opportunities, promotion of Civic Park as well as the surrounding Cultural Precinct events to community and arts groups/organisations, grants and funding research, bookings, community and arts sector liaising and opportunities for income for the Civic Park through commercial hire or sponsorship.

MARCHAs the program starts to gain momentum, events with strong community focus are recommended to launch the years cultural events. The main launch event may involve a weekend of local craft and food markets hosted by Happy Yess, with temporary public art and musical programming in the evening. The opening event could become an opportunity for branding/sponsorship of the Annual Program and the event itself as well as the launch of the Darwin Cultural Precinct. March would see the beginning of the structure of events set out by the City of Darwin program until October involving regular programs of weekly and fortnightly events.

CRITICAL FACTORS FOR SUCCESS:

• A City of Darwin employee who is a dedicated Open Space Program Coordinator: information source, booking coordinator and marketing/promoter of the Darwin’s open space venues including Civic Park.

• City of Darwin commitment to the initiation of cultural programming over a 3 year start up period. This will include City of Darwin cultural programming alongside other cultural and community events.

• Clear signage of the park or precinct including how to access information and bookings• Maintenance and upgrade of pathways• Basic public amenities of public toilets, taps and seating• Lighting in the evenings• Safety increased by tree trimming for clear sight-lines and an increased security patrol

B. THAT the Haikou Sister City Community Committee recommends that Mr Philip

Rudd is elected to the position of Chair of the Haikou Sister City Community Committee for the period 25 February to 30 June 2013.

C. THAT the Haikou Sister City Community Committee requests that a report be

prepared investigating a possible delegation to Haikou.

D. THAT the Haikou Sister City Community Committee recommends that Advisory Committees be offered annual capacity building and training opportunities.

E. THAT the Haikou Sister City Community Committee recommends that options

for a replica Gull Force Lao Ou Memorial plaque located in Dongfang City be investigated.

F. THAT the Haikou Sister City Community Committee recommends that the

Committee investigate options for contributing $500 to an established English Language competition in Haikou for middle school students with the possibility of creating a City of Darwin Award.

BACKGROUND DECISION NO. 18\422 (29/08/00) A. THAT the Committee endorse the Basuo Memorial plans as tabled to be the

preferred monument design for Darwin City Council. B. THAT the Committee send the draft Basuo Memorial plans to Haikou Council,

seeking their consideration of erecting this monument as shown, seeking an indication of the level of financial support they will give to this project and requesting their advice as to how to proceed further ie what further information or requirements they will need from Darwin City Council.

C. THAT the Committee send a copy of the letter to Haikou Council and the plans

for the Basuo Memorial to Minister Bruce Scott, the Minister for Veterans Affairs, requesting financial assistance in the erection of this memorial in Haikou and to seek their assistance in contacting other organisations that may be of further assistance.

D. THAT the Lord Mayor send a copy of the information regarding the Basuo

memorial to the Prime Minister of Australia, the Hon John Howard, informing of the Community Committees activities and Darwin City Councils wish to see this monument erected in China, and that further a copy of this letter to the Prime Minister be sent to the Hon Bruce Scott, Minister for Veterans Affairs for information.

E. THAT the Committee note that the Director of Canberra War Graves

Commission will visit Darwin in August and that Alderman Jan Collins will raise

the issue of the Basuo Memorial to Gull Force with him when they meet. DECISION NO. 18\897 (28/11/00) A. THAT it be noted that the members of the Ambon Community Committee seek

to offer support to the project to erect a Memorial in recognition of Gull Force members in China, through the personal assistance of members in progressing the project.

B. THAT given the link to Ambon and the communal link to Gull Force, that details

of the Haikou memorial be presented to the Ambon Community Committee for consideration as well as to the Haikou Community Committee.

C. THAT the Sister City Management Committee consider establishing a working

group comprising interested members of the Haikou and Ambon Community Committees and other interested persons to progress the Gull Force Memorial project.

D. THAT should a Working Group to progress the Gull Force Memorial Project be

established, it be noted the Lord Mayor has indicated his willingness to participate.

DECISION NO. 18\1774 (29/05/01) A. THAT Report Number 00LM0011 entitled Report On Meeting With Ross

Bastiaan Re Gull Force Memorial, tabled at the meeting, be received and noted.

B. THAT an amount of $8,000 be set aside in the 2001/2002 budget

deliberations for the commissioning of two plaques commemorating the Gull Force POW’s.

C. THAT Dr Ross Bastiaan be formally requested to assist with the design and

creation of bronze plaques to commemorate the Gull Force POW’s. D. THAT Members of the Gull Force Association be informed of the progress of

the plaque and be invited to contribute ideas as to information to be contained on the plaque.

E. THAT communications with the appropriate authorities in China be directed at

the offering of a gift of a bronze plaque commemorating the Gull Force POWs. F. THAT further sponsorship for the creation of two bronze plaques and the

establishment of a memorial in Darwin be sought from local and national associations and community groups, to include costs of transport to China.

G. THAT the Gull Force Memorial working group meet to consider this report and

further directions for the project. DECISION NO. 18\2004 (26/06/01) A. THAT the Chief Executive Officer write to Basuo City giving details of the

proposed memorial which could be similar to the rock cairn outside Government House, Darwin.

B. THAT the Chief Executive Officer write to Basuo City advising that the Council

will provide the plaque for the memorial and requesting details of estimated cost of erecting the rock cairn memorial.

C. THAT the Chief Executive Officer investigate sources of funding from

organisations such as the Returned Soldiers League. D. THAT a further report be presented to the Haikou Community Committee so

that funds can be set aside for this project E. THAT Haikou City be advised of the Council’s plans to communicate directly

with Basuo City. F. THAT the Chairman write to the Minister of Veterans Affairs seeking financial

assistance and assistance with transport to China for plaques commemorating Gull Force presence in Hainan.

DECISION NO. 18\2009 (26/06/01) THAT Mr Ross Bastiaan be advised that final approval for the Gull Force Memorial plaque will be required from the Darwin City Council Sister City Management Committee. DECISION NO. 18\3974 (12/09/02) A. THAT Report Number 02C0374 AT:kl entitled THE GULL FORCE

MEMORIAL PROJECT, be received and noted. B. THAT the Sister Cities Management Committee confirm the final wording of

the Gull Force Memorial texts as attached to report 02C0374 AT:kl. C. THAT the Sister Cities Management Committee authorise the expenditure of

the $10 500 (Australian dollars) to allow Dong Fang City to initiate construction of the Gull Force Memorial site on Hainan Island, China.

D. THAT once construction of the Gull Force Memorial is completed, arrangements be made to organise a delegation to travel to Hainan Island to open the Memorial.

DECISION NO. 18\14821 (25/03/03) A. THAT Report Number TC0015 DB entitled GULL FORCE MEMORIAL, be

received and noted. B. THAT at the third quarter budget review an amount of $12300 be transferred

from the Sister Cities Delegations, Darwin Youth Sister Cities and Sister Cities Management projects budgets to the Gull Force Memorial project budget to meet the costs of a delegation to Hainan Island for the unveiling ceremony of the Gull Force memorial.

C. THAT Council invite expressions of interest from members of the Haikou

Sister City Community Committee, the Sister City Management Committee and the general community to participate, at their own cost, in the delegation to Hainan Island for the unveiling of the Gull Force memorial.

D. THAT the unexpended funds from the Student Exchange component of the

Haikou Sister City Community Committee budget for 2002/2003 be allocated to providing some travel assistance to members of the Haikou Sister City Committee who wish to participate in the delegation to Hainan Island for the unveiling of the Gull Force memorial.

E. THAT any unexpended funds from the Sponsorship component of the Haikou

Community Committee’s 2002/2003 budget be allocated to meeting the remaining costs associated with the completion of the Gull Force memorial project.

G. THAT at the 3rd Quarter budget review that Council allocate funds to meet the

full costs of the following members of the delegation. Lord Mayor, 1 Gull Force member, 1 Member of the Haikou Sister City Community Committee, Chief Executive Officer and Sister City Management Committee Chairman.

DECISION NO. 19\5354 (11/12/07) A. THAT Report Number 07TC0098 entitled Visit to Haikou and Gull Force

Memorial 22 to 28 October 2007, be received and noted. B. THAT the Council support, in whatever way it can, the establishment of

student, teacher and nurse exchanges with Haikou. C. THAT the Council support and encourage a continuation of student sports

team visits to Haikou. D. THAT the Council pursue the creation of exchanges/internships between

officers of the Council and the Haikou Municipal Government. E. THAT the Council consider allocating funds of $10,000 to assist with the

completion of road works from Lao ou Village to the Gull Force Memorial.

F. THAT a Primary School be approached to be a friendship school with the Lao

ou Village Primary School.

G. THAT an amount of $300 is allocated annually towards the cost of land use for the Gull Force Memorial and grounds maintenance.

DECISION NO. 20\422 (26/07/11) A. THAT Report Number 11C0079 HB:es entitled , be received and noted. B. THAT the Haikou Sister City Community Committee recommends that up to

$1000 is allocated to the Enhancement of Lao Ou Memorial Garden Project, subject to further details being obtained.

DISCUSSION The Haikou Sister City Community Committee met informally 19 November 2012. A number of items were discussed and recommendations proposed. Discussion and recommendations lay on the table until the February meeting to enable a quorum to pass the motions. The Haikou Sister City Community Committee met 25 February 2013. The Committee received a presentation from Mr Donghe Liu, Director of the Confucius Institute at Charles Darwin University. Appointment of Chair Mr Philip Rudd was nominated for the role of Chair and elected by the Committee. Joint Sister Cities Event The Committee agreed to support the planned Harmony Day event and contribute $100 of Committee funds towards the event. The Sister City Program held a community event in Raintree Park 21 March 2013. Delegation to Haikou The Committee has for some time discussed the possibility of organising a delegation to Haikou for the purpose of further strengthening relationships and pursuing avenues for collaboration on mutually beneficial projects. The Committee agree that it is timely for the Lord Mayors of both Cities to meet and for the Committee to visit Sister City projects and discuss future plans. The Committee agree that a report is required identifying the rationale for a delegation to Haikou. Proposed recommendation: THAT the Haikou Sister City Community Committee requests that a report be prepared investigating a possible delegation to Haikou.

Advisory Committee Capacity Building Project Objective Increase capacity of advisory committee members, enhanced decision making and retention of volunteers. Background On October 9, 15 and 17 in 2012 members of the Disability Advisory Committee, Arts and Cultural Development Advisory Committee and all Sister City Community Committees participated in Advisory Committee Members Workshops. Facilitated by a local consultant, the sessions focused on the role and responsibilities of Advisory Committees, how they link into Council’s decision making process and how members can maximise the value of their participation. 70 – 80% of participants rated the content of the workshop, hand outs and materials and the presentation/ facilitation skills highly (4 out of 4, on a scale of 1 – 4 with 4 being most satisfied). Additional comments from participants include: The gain was the sharing with others. I think there is room for an annual forum to

move to a multilateral approach. Very useful for understanding the process of the committee Thoroughly enjoyed my participation in the workshop and sharing it with a great

range of people. Very important training. Excellent and appreciated Overall, participants whether new to an Advisory Committee or with extensive experience working with Committees, found the workshops worthwhile and engaging, especially enjoying the opportunity to network with members of other Committees. The Haikou Sister City Community Committee agrees that opportunities for capacity building should be offered regularly to Advisory Committee members. Project Plan Council to host annual capacity building opportunities for Advisory Committee members and Council volunteers. The event may include:

Gull Force Lao Ou Memorial – Replica Project Objective To strengthen sister city linkages through promotion of shared military history. Background Since 2000 Council has coordinated the Gull Force Memorial at Lao Ou project. The project consisted of the installation of two plaques detailing the Australian POW experience on Hainan Island. One plaque was laid in Bicentenial Park and one near the grave site of two POWs on the island of Hainan near Dongfang. Additionally, Council invested in the upgrading of the road to the memorial, enabling car access. Since 2007, Council has provided a financial contribution to the farmer in Lao Ou who’s property the memorial is on, for maintenance of the area. In 2010/2011 Council contributed funds towards the enhancement of the area, including planting of shade trees and maintenance of the fence. A report from the supervisor responsible for the enhancement project indicated that due to its location, it was very hard for tourists to visit the memorial and not many people knew about it. Also, it was very hard to ensure it was maintained as nobody visited it regularly. The Committee agreed with the project supervisor’s suggestion to have a replica plaque placed in a memorial park within the city of Dongfang, enabling better access of the memorial and ability to maintain the memorial. Project Plan Confirm Friendship status with Dongfang and investigate options for placing a replica plaque in Dongfang city. Proposed recommendation: THAT the Haikou Sister City Community Committee recommends that options for a replica Gull Force Lao Ou Memorial plaque located in Dongfang City be investigated. English Language Awards Project Objective Promoting language study as a means for cross-cultural understanding. Background Council has for a number of years sponsored the Language Teachers Association of the Northern Territory (LTANT) language speaking competitions, particularly in Mandarin. Sponsorship has ranged from $400 to $600. The competition is designed to give students an opportunity to showcase their language skills, develop skills in public speaking and also observe the performances of others. Support of the competition has been good coverage for the Sister Cities program and enabled

Committee members to speak to students about the benefits of learning a second language. Project Plan Investigate options to support an established English Language competition or program in Haikou. The competition/ program should be for middle school aged children. The Committee would like to explore the potential of developing a City of Darwin specific award that could be part of an existing language program. Proposed recommendation: THAT the Haikou Sister City Community Committee investigate options for contributing $500 to an established English Language competition in Haikou for middle school students with the possibility of creating a City of Darwin Award. CONSULTATION PROCESS In preparing this report, the following parties were consulted: Haikou Sister City Community Committee Participants of the October 2012 Advisory Committee Workshops Mr Brendan Worrell POLICY IMPLICATIONS All recommendations are made in line with Council Policy 053 – Sister Cities. BUDGET AND RESOURCE IMPLICATIONS Joint Sister City Event The Committee have available $100 from W1579/1 to contribute to this joint event. Delegation to Haikou No budget allocation required as yet. Advisory Committee Capacity Building Based on the 2012 event, a budget allocation of $3000 from W401/1 is required. Gull Force Lao Ou Memorial – Replica At this stage of investigation, no budget is allocated. Options will be costed and presented to Council for endorsement at a later stage. English Language Awards At this stage of investigation, no budget is required; however the Committee have earmarked $500 from W1579/1 to contribute to this project.

Presenter: Mr Donghe Liu, Chinese Director of Confucius Institute Mr Liu gave an introduction of the background of the Confucius Institute. Their aims: Teaching Chinese, training teachers, holding tests, information services, language and cultural exchanges between nations. There are Confucius Institutes in 104 countries, and 14 here in Australia with Darwin being one of the newest, established April 2011. Development plan:

• A program of Chinese language teaching classes (10 week programs) • Chinese language classes online • Other Chinese cultural classes eg calligraphy, paper cutting, etc • Contact schools and government departments to deliver language and

The Committee undertook a review of the project and highlighted what worked and what could be improved. Action: Hayley to gather feedback from Haikou and other Sister Cities Committees to present at the next meeting.

6.2 Sister Cities Joint Event

A Sister Cities Harmony Day public event will be held Thursday 21 March, 11:30am – 1:30pm in The Mall. The Sister Cities Program will also be involved in the Harmony Day Soiree Sat 1 June, 4-8pm at the Waterfront.

Recommendation: THAT the Haikou Sister City Community Committee support a joint Sister City event for Harmony Day 2013 and contribute $100 of Committee funds towards the event.

Committee focus on reinvigorating the municipal level relationships with the Dili District Administration for the 2013/2014 term.

C. THAT Council appoint Mr Theo Kalidonis as a Community Representative of

the Kalymnos Sister City Community Committee in accordance with the Local Government Act 2008 for a period commencing 22 April 2013 to 30 June 2014.

BACKGROUND The Sister City Committees met regularly to discuss and provide advice on ways in which Council can further develop its Sister City relationships. DISCUSSION Dili Sister City Community Committee The Dili Sister City Community Committee met 26 February 2013. The Committee discussed their focus for the 2012/2014 Term. There has been a recent appointment of a new Dili District Administrator and a dedicated Sister Cities person in the Department of State Administration. The Committee agreed it was timely to reinvigorate its relationship with the Dili District Administration and focus on creating a mutually beneficial two-way relationship. 2013 marks the 10 year anniversary of the Sister City relationship and Council has already endorsed a decision to host a delegation for the event. The following recommendation provides direction for the Committee and highlights what they want to achieve during their term. Proposed recommendation: THAT the Dili Sister City Community Committee focus on reinvigorating the municipal level relationships with the Dili District Administration for the 2012/2014 term. Ambon Sister City Community Committee The Ambon Sister City Community Committee met 28 February 2013. The Committee met Mr Ardian Budhi Nugroho, the newly appointed Vice Consul for Information, Social and Cultural Affairs at the Indonesian Consulate and received an update on upcoming activities at the Consulate. The Committee discussed the Student Exchange project, proposed Ambon Night event and how to strengthen the Sister School relationship between Kormilda and SMA 5 Negeri Ambon. The Committee is seeking further information in relation to these projects and will seek to allocate budget to them at the next meeting. Anchorage Sister City Community Committee The Anchorage Sister City Community Committee met 6 March 2013. The Committee further developed their 2012/2014 Action Plan. Committee members assessed the viability of proposed projects which had been brainstormed at the special Anchorage Planning Workshop held 24 January 2013. The Committee

developed a short list of priority projects which they will further refine by allocating budget and timelines for completion at the May meeting. The Emerging Artist Exchange and Professional Skills Scholarship Pilot programs have been endorsed by Council and the Committee will begin to develop these projects. Kalymnos Sister City Community Committee The Kalymnos Sister City Community Committee met 8 March 2013. The Committee discussed its key projects for the 2012/2014 term. Projects under consideration currently are: a Greek radio program connecting students in Darwin and Kalymnos and support for Senior in Kalymnos. The Committee is seeking further information in relation to these projects and will seek to allocate budget to them at the May meeting. The Committee invited the Kalymnian Brotherhood to nominate a representative to sit on the Committee. Mr Theo Kalidonis has applied to the Committee as the representative of the Kalymnian Brotherhood. Proposed recommendation: THAT Council appoint Mr Theo Kalidonis as a Community Representative of the Kalymnos Sister City Community Committee in accordance with the Local Government Act 2008 for a period commencing 22 April to 30 June 2014. Sister Cities – General Harmony Day All Sister Cities will be represented at a joint Harmony Day community event which will be held in Raintree Park, 21 March 2013. Committee members have been asked to volunteer on the day. Sister Cities Networking Luncheon Forum Based on requests for more networking opportunities from Committee members who attended the Advisory Committee Workshops, the first Sister Cities Networking Luncheon Forum will be held 9 April 2013, 12:30pm – 1:30pm. All Sister City Committee members are invited to attend. 4. Minutes

Minutes of the last meeting held 30 November 2012 were accepted as a true and accurate record. (Ald. Lambrinidis/ C. Miaoudis) Carried.

5. Business Arising

5.1 Committee focus for the 2012 – 2014 Term Action: Fay to investigate possibilities for assisting seniors in Kalymnos through the Sister Cities program. Action: Hayley and Tony to develop a proposal for the Greek Radio program.

5.2 Glenti 2013 Action: Fay to follow up with the Glenti Organising Committee in relation to the Committees request for a stall.

5.3 Greek Orthodox Committee Museum proposal Update received and noted.

5.4 Joint Sister City Events A Sister Cities event will be held as part of Harmony Day, March 21, in Raintree Park. Committee members available to volunteer on the day are to email Mick Hutton. Action: Fay to organize Greek dancers for the Harmony Day event.

5.5 Advisory Committee Workshops The inaugural Sister Cities Networking Luncheon Forum will be held Tuesday 9 April, 12:30pm – 1:30pm.

5.6 Zorba Dancing The Committee agreed to remove this project from its 2012/2014 outlook.

6.1 Website The Committee agreed they would like the members of the Committee listed on the website.

6.2 Financial Update The Committee has committed $1000 to the Glenti and $100 to Harmony Day. There is $5300 in uncommitted funds, which needs to be allocated by 30 June 2013.

6.3 Any other business Theo Kalidonis, President of the Kalymnian Brotherhood has applied to be a member of the Committee.
