4. INVITED PRESENTATIONS

4.1 Kim Stephens, the Partnership for Water Sustainability in BC, re: Inter-regional Collaboration for Watershed Sustainability Kim Stephens, the Partnership for Water Sustainability in BC, provided members with a presentation about an update on the Inter-regional Collaboration for Watershed Sustainability highlighting the move towards sustainable watershed systems through asset management.

9:06 a.m. Councillor Woods arrived at the meeting.

In response to questions, members were informed about: • BC being identified as a leader in watershed sustainability collaboration • watershed health goals and municipal land development practices • value to local government from taking an asset management approach • resources available to local government on best management practices • public messaging around potential consequences of water consumption rates

Presentation material titled "Moving Towards Sustainable Watershed Systems, through Asset Management" and on-table materials are retained with the November 12, 2015 Utilities Committee agenda.

5. REPORTS FROM COMMITTEE OR STAFF

5.1 Water Conservation Campaign 2015 - Water Wagon Program & Water Restrictions Communications Report dated October 16, 2015 from Larina Lopez, Corporate Communications Division Manager, External Relations, providing an update of Metro Vancouver's

2015 water conservation campaign including the tap water outreach team and its engagement activities with the water wagon and a review of the water restrictions communication.

It was MOVED and SECONDED That the GVWD Board receive for information the report titled "Water Conservation Campaign 2015 - Water Wagon Program & Water Restrictions Communications", dated October 16, 2015.

5.2 Water Shortage Response Plan Review Process Report dated November 5, 2015 from lnder Singh, Director, Policy Planning and Analysis, and Vanessa Anthony, Program Manager, Public Involvement, Water Services, providing an overview of the proposed process to review and update the 2011 Water Shortage Response Plan, and seeking Board authorization to amend the activation period for Stage 1 of the WSRP from June 1 - September 30 to May 15 - October 15, so that municipal 2016 calendars, being prepared this fall, can be adjusted accordingly.

Discussion ensued about including education for well water users; promoting drought-tolerant landscaping as a grass alternative, and further analyzing short­and long-term water demand and supply. Members also discussed how to quantify local government costs associated with drought events and exploring opportunities to address these through operational changes.

Request of Staff Staff was requested to report back to the Utilities Committee with information on 2015 fines and enforcement activities by Metro Vancouver member municipalities related to water sprinkling regulations.

It was MOVED and SECONDED That the GVWD Board: a) Approve the Water Shortage Response Plan Review Process outlined in the

report titled "Water Shortage Response Plan Review Process", dated November 5, 2015; and,

b) Authorize amending the activation period for Stage 1 of the Water Shortage Response Plan from June 1 - September 30 to May 15 - October 15.

5.3 Award of Contract Resulting from Tender No. 15-093: Coquitlam Water Treatment Plant Improvements Project - Hypochlorite Conversion, Gate House and Multi-Use Storage Building Report dated October 19, 2015 from Tracey Husoy, Division Manager, Purchasing and Risk Management, Financial Services, advising the GVWD Board of the results

of Tender No. 15-093, Coquitlam Water Treatment Plant Improvements Project­Hypochlorite Conversion, Gate House and Multi-Use Storage Building, and recommending award of the contract in the amount of $5,226,000 (exclusive of taxes) to Maple Reinders Inc.

It was MOVED and SECONDED That the GVWD Board authorize: a) Award of a contract in the amount of $5,226,000 (exclusive of taxes) to Maple

Reinders Inc. resulting from Tender No. 15-093 for the Coquitlam Water Treatment Plant Improvements Project - Hypochlorite Conversion, Gate House and Multi-Use Storage Building; and

b) The Commissioner and the Corporate Officer to execute the contract. CARRIED

5.4 Award of Contract Resulting from RFP No. 15-127: Consulting Engineering Services for Preliminary Design, Detailed Design and Construction Engineering of Annacis Water Supply Tunnel Report dated October 30, 2015 from Tracey Husoy, Division Manager, Purchasing and Risk Management, Financial Services, reporting on the results of RFP No. 15-127, Consulting Engineering Services for Preliminary Design, Detailed Design and Construction Engineering of Annacis Water Supply Tunnel, and recommending award of the contract for Phase A, Preliminary Design, in the amount of $5,386,942 (exclusive of taxes) to Hatch Mott MacDonald.

It was MOVED and SECONDED That the GVWD Board authorize: a) Award of a contract in the amount of $5,386,942 (exclusive of taxes) to Hatch

Mott MacDonald for Phase A, Preliminary Design resulting from RFP No. 15-127-Consulting Engineering Services for Preliminary Design, Detailed Design and Construction Engineering of Annacis Water Supply Tunnel; and

b) The Commissioner and the Corporate Officer to execute the contract. CARRIED

5.5 Status of Utilities Capital Expenditures to August 31, 2015 Report dated October 30, 2015 from Frank Huber, Director, Major Projects, Management Systems and Utility Services, Water Services, and Mark Ferguson, Director - Project Delivery, Liquid Waste Services, reporting on the status of the utilities capital expenditures to August 31, 2015.

Members were provided a presentation on the status of utilities capital expenditures to August 31, 2015 highlighting current utility capital projects.

In response to questions, members were updated on the timing to complete the Capilano Main No 9 Project.

5.6 Water Treatment Plant Process Optimization Report dated October 9, 2015 from Andrew Wood, Director, Operations and Maintenance, Water Services, providing a summary of major water treatment plant optimization initiatives at the Seymour-Capilano Filtration Plant and the Coquitlam Water Treatment Plant.

It was MOVED and SECONDED That the Utilities Committee receive for information the report titled "Water Treatment Plant Process Optimization", dated October 9, 2015.

5. 7 Lions Gate Secondary Wastewater Treatment Plant - Quarterly Report Report dated October 29, 2015 from Fred Nenninger, Director, Policy, Planning and Analysis, Liquid Waste Services, providing an update on the work underway for the Lions Gate Secondary Wastewater Treatment Plant project.

In response to questions, members were informed about the P3 Canada response to Metro Vancouver's funding application, other funding opportunities, as well as efforts by staff and elected officials to meet with federal ministers, senior staff and North Shore Members of Parliament.

It was MOVED and SECONDED That the GVS&DD Board receive for information the report titled "Lions Gate Secondary Wastewater Treatment Plant - Quarterly Report", dated October 29, 2015.

5.8 GVS&DD Fermentation Operations Bylaw No. 294 and Sewer Use Amending Bylaw No. 295 Report dated October 26, 2015 from Jeff Gogol, Environmental Regulatory Planner, Policy, Planning and Analysis, Liquid Waste Services, seeking adoption of Greater Vancouver Sewerage and Drainage District (GVS&DD) Fermentation Operations Bylaw No. 294, 2015 and consequential amendments to the GVS&DD Sewer Use Bylaw No. 299, 2007 (GVS&DD Sewer Use Amending Bylaw No. 295, 2015).

It was MOVED and SECONDED 1. That the GVS&DD Board:

a) Give first, second and third reading to Greater Vancouver Sewerage and Drainage District Fermentation Operations Bylaw No. 294, 2015; and

b) Pass and finally adopt Greater Vancouver Sewerage and Drainage District Fermentation Operations Bylaw No. 294, 2015.

2. That the GVS&DD Board: a) Give, first, second and third reading to Greater Vancouver Sewerage and

Drainage District Sewer Use Amending Bylaw No. 295, 2015; and b) Pass and finally adopt Greater Vancouver Sewerage and Drainage District

Sewer Use Amending Bylaw No. 295, 2015. CARRIED

5.9 Liquid Waste Public Outreach Program - Residential Grease Pilot Behaviour Change Project Update Report dated October 15, 2015 from Larina Lopez, Corporate Communications Division Manager, External Relations, providing an update on the residential grease pilot behaviour change project in the City of Surrey to reduce residential grease disposal into the sewer system.

Members were provided a presentation on the Residential Grease Behaviour Change Pilot Project highlighting the problem, impact, research findings, pilot location, concept design, campaign elements, project website, measuring success, and next steps.

Presentation material titled "Residential Grease Behaviour Change Pilot Project" is retained with the November 12, 2015 Utilities Committee agenda.

It was MOVED and SECONDED That the GVS&DD Board receive for information the report titled "Liquid Waste Public Outreach Program - Residential Grease Pilot Behaviour Change Project Update", dated October 15, 2015.

5.10 Wind Storm Emergency Management Response Report dated October 22, 2015 from Greg Smith, Senior Director, Corporate Services, responding to a request from the Utilities Committee for information on the response by Metro Vancouver to the August 29, 2015 wind storm event.

5.11 Managers' Report

Report dated November 2, 2015 from Tim Jervis, General Manager, Water Services, and Simon So, General Manager, Liquid Waste Services, providing an update on public input on the Biennial Report 2013 - 2014: Integrated Liquid Waste and Resource Management, response to Ms. Libby Dybikowski regarding Metro Vancouver's Biosolids Program, and the 2015 Utilities Committee Work Plan.

In response to questions about Metro Vancouver's Biosolids Program, members were informed about the Provincial Ministery of Environment scientific review pf biosolids application in the Merritt area including timing, Terms of Reference for the review panel, monitoring efforts, and results.

Members were further informed about 2015 Work Plan items carrying over into 2016, staff efforts related to the 2014 Seymour River rock slide event, and about a Committee tour of the Coquitlam Water Treatment Plant and Coquitlam Dam being rescheduled to early 2016.

It was MOVED and SECONDED That the Utilities Committee receive for information the "Managers' Report", dated November 2, 2015.
