Dear Friends:

As healthcare providers, we are devoted to live our Mis-sion daily of providing high quality, efficient and compas-sionate healthcare services for our patients and communityof Central Louisiana.

Rapides Regional Medical Center has a long history of re-sponding to the needs of our community. The most recentexample is our partnership with the State of Louisiana inopening the H.P. Long Clinics in Alexandria and Pineville

in late 2013. These clinics provide services that were previously offered at the Huey P.Long Medical Center in Pineville. The H.P. Long Clinics help ensure that those who aremost vulnerable in our community are cared for.

Rapides Regional Medical Center’s primary focus is to provide excellent medical care toour patients. Through our investment in community benefit programs, we extend our focusby working for the better health of all who live in the areas we serve. We help providemany free and low-cost services and collaborate with local partners to improve access tocare and quality of life. Our goal is to strengthen the overall health of our population, whileeducating our community and youth for a healthier tomorrow. We do this not simply be-cause we are obligated, but because it is consistent with our hospital’s mission.

HISTORY AND MISSION

charity care and all community involvement and support.

Twenty years later, HCA continues to own a 74 percent in-terest and The Rapides Foundation a 26 percent interest inthe Rapides Healthcare System. The RHS board is repre-sented by an equal third representation of HCA appointees,physicians and Rapides Foundation appointees.

Rapides Healthcare System provides comprehensivehealthcare services throughout Central Louisiana. Its morethan 1,500 employees are dedicated to serving the patientsand physicians who choose Rapides Healthcare System.

Mission – Rapides Healthcare System will improve thehealth status of the communities we serve. This will be ac-complished through preventative health education to theresidents of our communities, and by providing access tohigh quality, compassionate, affordable healthcare.

Vision – To lead the delivery of healthcare services in thecommunities we serve through strategic planning, coordi-nation of services and facilities, provision of capital, andproviding a competent, professional staff.

Values – The following values are essential to the pursuitof our mission:We treat all those we serve with equal com-passion and kindness. We act with honesty, integrity andfairness. We pledge to treat one another with loyalty, re-spect and dignity.

COMMUNITY BENEFIT POLICY

apides Healthcare System (RHS) shall recognize its uniquestructure as a for-profit Limited Liability Corporation withthe obligation to meet the Community Benefit Standardgenerally required of hospitals under Section 501c3 of theInternal Revenue Code as provided in the Contribution andOperation Agreements.

It shall also be recognized that in utilizing its human, clin-ical and financial resources to provide community benefitsimilar to that of a tax-exempt hospital, RHS also con-tributes to the community benefit through the payment oftaxes not borne by tax-exempt hospitals.

Meeting the Community Benefit Standard shall be the re-sponsibility and interest of the Governing Board, Manage-ment, Medical Staff, Employees and Members.

RHS shall develop a Community Benefit Plan to consis-tently and logically assure and document its sensitivity,knowledge and involvement in addressing communityhealth status in a manner consistent with its governing doc-uments, the practices of comparable tax-exempt hospitalsand the Community Benefit Standard.

RHS shall prepare a Community Benefit Report to be pre-sented to the Governing Board at least quarterly and to theMembers at least annually.

Rapides Regional Medical Center has a rich history ofserving Central Louisiana. The hospital first opened itsdoors in 1904 as the 20-bed Alexandria Sanitarium. TheLouisiana Baptist Convention purchased the facility in1917. The charter of Baptist Hospital provided it “... shallbe open to the sick and afflicted without regard to race, re-ligion or creed, and without reference to their financial con-dition. Charity patients will be given the same careful andcourteous treatment as is given to those who are able to anddo pay for the same.”

Baptist Hospital served the community until 1971 when theLouisiana Baptist Convention severed ties with the hospi-

tal and it was re-named RapidesGeneral Hospital.

In 1994, the oper-ating assets andname of RapidesRegional MedicalCenter were soldto a public/privatepartnership con-sisting of a newlyformed foundationand the Healthcare

Corporation of America. The partnership agreement re-quired that the hospital continue to be operated as a not-for-profit hospital in most relevant aspects, to continue

he geographic service area is defined by Phase II of theStark II Regulations as the area composed of the lowestnumber of contiguous zip codes from which a hospitaldraws at least 75 percent of its inpatients. RHS draws pa-tients from the following 12 parishes: Rapides, Grant,Allen, LaSalle, Avoyelles, Winn, Catahoula, Concordia,Evangeline, Natchitoches, Vernon and Sabine. All 12parishes within the Rapides Health System are designatedas Medically Underserved Areas. In addition Avoyelles,Concordia, Winn, Grant, Catahoula, Vernon and Sabine

parishes are all designated by the U.S. Department ofHuman Statistics as having a shortage of primary healthcare professionals (HPSA). These parishes are shown withan asterisk on the map below.

PATIENT CARE

t RHS we are steadfast about our commitment to pro-vide the highest level of patient care. We constantly evalu-ate patient outcomes as well as provide ongoing educationto department managers on various quality management is-sues. For 2013, our risk adjusted complication index was0.76, which was an improvement from 2012, continuing atrend. Our mortality index was 0.86, which also was an im-provement. Risk adjusted means patient diagnoses, age andother factors are considered that may affect outcomes.

In 2013, Rapides Regional received several honors for itscommitment to improving the health of Central Louisianaresidents. Among the highlights:

For the third straight year, Rapides Regional Medical Cen-ter was recognized as a Top Performer on Key QualityMeasures byThe Joint Commission accrediting agency forthe nation’s hospitals. Rapides Regional Medical Center isone of just 182 hospitals nationwide to have been named aTop Performer on Key Quality Measures each year sincethe program was started by The Joint Commission, and theonly Central Louisiana hospital so honored.

Rapides Regional Medical Center earned The Joint Com-mission’s Gold Seal of Approval™ for accreditation bydemonstrating compliance with The Joint Commission’sstandards for health care quality and safety in hospitals. Theaccreditation award recognizes Rapides Regional MedicalCenter’s dedication to continuous compliance with TheJoint Commission’s state-of-the-art standards. RRMC un-derwent a rigorous unannounced on-site survey in Novem-ber 2013. A team of Joint Commission expert surveyorsevaluated Rapides Regional Medical Center for compliancewith standards of care specific to the needs of patients, in-cluding infection prevention and control, leadership andmedication management.

Rapides Regional Medical Center received accreditation asa Cycle IV Chest Pain Center by the Society of Cardiovas-cular Patient Care. RRMC first received accreditation fromthe SCPC in 2011.

Rapides Regional MedicalCenter was ranked as oneof the top three hospitals inLouisiana by U.S. Newsand World Report, and wasthe only Alexandria hospi-tal to receive a state rankingin the publication’s 24th an-nual Best Hospitals report.This was the second con-secutive year RRMC hasbeen ranked among the

state’s three “Best Hospitals.” Rapides Regional MedicalCenter was also recognized for having five “high perform-ing” specialties. The list included gastroenterology and GIsurgery, nephrology, neurology/neurosurgery, orthopedicsand pulmonology.

Consumers chose Rapides Regional Medical Center as thebest in the Alexandria market, according to the NationalResearch Corporation’s Consumer Choice Awards. TheNRC Market Insights data is the largest consumer surveyon healthcare in the United States. Consumers in theAlexandria market ranked RRMC at the top of the listbased on four consumer metrics: Best Overall Quality, BestDoctors, Best Image/Reputation and Best Nurses.

CareChex, a division of Comparion Medical Analytics,named Rapides Regional Medical Center as one of the topfive healthcare facilities in Louisiana in five specialties:Trauma Care, Hip Fracture Repair, Cardiac Surgery(Major), Coronary Bypass Surgery and Gall Bladder Re-moval. In Trauma Care, RRMC ranked second inLouisiana. RRMC also ranked second in Hip Fracture Re-pair. Rapides ranked third in Cardiac Surgery (Major) andthird in Coronary Bypass Surgery. RRMCwas fifth in GallBladder Removal.

Rapides Regional Medical Center was recognized by theAmerican Heart Association andAmerican StrokeAssoci-ation with their 2013 Get With The Guidelines® Stroke -Silver Plus award. This recognizes hospitals for achievingat least 12 consecutive months of 85 percent or higher ad-herence to all Get With The Guidelines® Stroke Perform-ance Achievement Indicators and at least 12 consecutivemonths of 75 percent or higher compliance with 6 of 10Get With The Guidelines Stroke Quality Measures to im-prove quality of patient care and outcomes.

Rapides Regional Medical Center was awarded the PatientSafety ExcellenceAward by HealthGrades® that recognizeshospitals that have the lowest occurrences of 14 preventa-ble patient safety events. These hospitals are in the top 10percent in the nation for patient safety.

Rapides After Hours Urgent Care clinic in Pineville re-ceived the Certified Urgent Care designation as a true ur-gent care center.

Rapides Regional Medical Center continues to be accred-ited byThe Joint Commission. The Joint Commission eval-uates facilities for compliance with national standards in15 categories, including clinical services, provision of pa-tient care and patient rights, quality, infection control, man-agement practices, medical staff and safety.

HEALTHCARE WORKFORCE DEVELOPMENT

n 2013, RHS employed 1,564 employees with a payroll of$85,542,967. In addition, we paid nearly $2 million in prop-erty taxes that support such efforts as schools, roads andother area needs.

RHS continued its financial support of the LSU Health Sci-ences Center-ShreveportAlexandria Family Medicine Res-idency program, which provided medical care toapproximately 16,000 patients in 2013. With this supportof almost $3.3 million, physicians with the residency con-tribute to the care of the needy by ensuring that one-third ofpatients seen through the program are lower-income or en-rolled in Medicaid. Some of the services provided by theresidency – which benefit the community – include an Out-patient Clinic for a diverse population, including infantsand maternity care; outpatient diagnostic procedures; in-patient care at Rapides Regional Medical Center; physicianvolunteers at Community HealthWorx; and participation inthe Louisiana Cancer Control Coalition and Fetal InfantMortality Review, wound care at a local nursing home, andhealthcare screenings at a variety of community-basedevents.

The number one service of the residency program, how-ever, continues to be the addition of well-trained familyphysicians in the local community and surrounding areas.In 2013, LSU Family Practice recruited six new residentinterns to Central Louisiana. The program also graduatedsix physicians in 2013.

To date, the LSUHSC-SAlexandria Family Medicine Res-idency has produced 87 graduates since 1997, fulfilling itsmission to address the shortage of primary care physiciansthroughout Louisiana. Of the 87 graduates:• 72 percent currently practice in Louisiana• 39 (48 percent) practice in the Central Louisiana region• 28 practice within Alexandria / Pineville• 19 are practicing in rural Louisiana parishes• 4 are practicing in urban areas of Louisiana.

RHS continued its support for the Northwestern State Uni-versity Nursing and Radiology programs residing on thehospital campus. This allows students to stay in our com-munity while pursuing a four-year degree.

The NSU Radiological Science program produced 10 grad-uates in 2013, while the nursing program produced 30 BSNgraduates with a NCLEX passing rate of 90 percent. TheLouisiana College nursing program produced 38 BSN stu-dents with a board passing percentage of 90 percent, andthe Louisiana State University of Alexandria nursing pro-gram produced 49ADN students with a board passing per-centage of 93.8 percent. In addition, LSUA graduated 11

RN to BSN nurses in 2013. The hospital also provides uni-versities such as NSU and LSUA with endowed professor-ships supporting healthcare programs, which help fundfaculty development, classroom media and other needs ofthe programs.

RHS serves as a Training Center for the American HeartAssociation. That means we are responsible for traininglaypersons and healthcare providers in basic life-support,use of the automated external defibrillator (AED), ad-vanced cardiac life support and pediatric advanced life-support. We dedicate funds each year for classes, booksand supplies for physicians, healthcare workers, first re-sponders and other individuals interested inAHA training.We are also responsible for the record-keeping and profes-sional development of nearly 75 certifiedAHA instructorsaffiliated with our training center.

RHS remains a continuing education provider for nursesthrough the Louisiana State Nurses Association. In addi-tion, RHS has been a provider for P.A.C.E. (ProfessionalAcknowledgement for Continuing Education) – continu-ing education for clinical laboratory professionals since2003 and recently added continuing education for radio-logic technologists and social workers. The Louisiana Re-gional PHO (LRPHO) is approved by the Louisiana StateMedical Society to be a provider of CME for physicians.

The LRPHO is a network of physicians, hospitals, and fa-cilities that provide cost-effective, quality healthcare foremployers, insurers, and managed care organizations. The

RRMC’s Annual Prostate Cancer Awareness Event

LRPHO is a locally owned joint venture between RHSand area physicians. The LRPHO collaborates with areaphysicians and healthcare facilities to jointly enter intomanaged care agreements as well as provide a variety ofresources for community physicians and their clinicaland office staff. The LRPHO is the only organization incentral Louisiana that is an official provider of continu-ing medical education (CMEs) for our community physi-cians. In Louisiana, a minimum of 20 completed CMEsis required annually for a physician to renew his/hermedical license and practice medicine in the state ofLouisiana. If a physician is specialized, they are requiredto complete more hours. CMEs allow physicians to stayup-to-date on the latest medical advancements and mosteffective treatment strategies, which also benefits thepeople of central Louisiana.

n 2013, we cared for 15,855 patients ad-mitted to our facility, delivered 2,020 ba-bies at Rapides Women’s and Children’sHospital and treated 69,201 patientsthrough the RRMC Emergency Depart-ment.

In 2013, RHS provided charity medicalcare to those patients unable to pay thatequaled $2,592,205 in un-reimbursed hos-pital expenses to the hospital alone. In ad-dition to charity care, RHS is by far ourarea’s largest provider of services to low-income patients enrolled in the Medicaidprogram.

Their generosity was evident in 2013 asRRMC employees volunteered thousands of hours to com-munity organizations and raised more than $181,000 forthose four organizations alone. Of course, these totals donot include the additional hours and monetary donationsour employees contribute with their involvement in areachurches, civic organizations and as non-profit board mem-bers. Following their employees’ lead, RHS facilities do-nated more than $600,000 toward charitable organizationsin their communities in 2013.

The management and administration of RRMC also dotheir part. Leadership members served as volunteers and/orboard representatives to local not-for-profit organizations.In fact, every member of our management team is involved

the Friendship House – just to name a few. Also, CEOJason Cobb served on the board of directors for the CentralLouisiana Chamber of Commerce, LSU of AlexandriaFoundation, Central Louisiana Economic DevelopmentAl-liance and GreaterAlexandria Economic DevelopmentAu-thority in 2013.

And that’s not all – throughout the year, Rapides RegionalMedical Center spearheaded a variety of events and workedwith a number of not-for-profit organizations to make Cen-tral Louisiana a better, healthier place to live.

RRMC PROVIDES ANNUAL SCREENINGS FOR DIABETIC PATIENTS

Head to Toe ClinicFor those in Central Louisiana that have already been di-agnosed with diabetes, RRMC’s Rapides Wound HealingCenter hosts a “Head to Toe” clinic each November. Thisfree event includes eye screenings, foot exams, blood pres-sure, hemoglobin A1c tests and nutrition education.

“Since November isAmerican DiabetesAwareness Month,it is the perfect time to bring awareness to the disease – andeducate those patients living with diabetes,” said TheresaHood, RN, Director of Education at Rapides RegionalMedical Center. “This free screening event gives us achance to provide a few of those important health screen-ings that these patients may have otherwise postponed.”

According to the National Institutes of Health, nearly onein three people with diabetes ages 40 and older have at leastone area in their feet that lacks feeling. Those at greaterrisk for nerve damage include diabetics who have difficultycontrolling their blood sugar, high cholesterol, weight orblood pressure.

“About 60-70 percent of people with diabetes have mild tosevere forms of nerve damage that can lead to an increasedrisk of amputation,” Hood said. “But diabetes is always amajor risk factor for heart disease or stroke, and the lead-ing cause of kidney failure as well as the leading cause ofnew cases of blindness among adults.”

The Centers for Disease Control and Prevention and theAmerican DiabetesAssociation recommend that people withdiabetes receive a dilated eye screening, a neurosensory footexam and a hemoglobin A1c test at least once a year.

The Head ToToe Clinic at RapidesWound Healing Centerallows these to be conducted in one visit.

here are approximately seven million Americans whohave diabetes and don’t know it. The American DiabeticAssociation estimates another 79 million are pre-diabetic.Every hour, seven people across the country lose a foot orleg to diabetes.

Diabetes is prevalent in Central Louisiana and one of thereasons why the Education Department at Rapides Re-gional Medical Center takes a pro-active stance on raisingawareness of the disease through several events each year:

Monthly Diabetes Group ClassesThis free program is designed for adults with newly diag-nosed diabetes and for people needing a refresher coursein diabetes management. Diabetes Alert DayAt Diabetes Alert Day, participants are asked to completea short questionnaire, have their blood pressure and bloodglucose measured, as well as height and weight assessmentsto calculate their BMI. Educational and nutritional infor-mation are also available.

This screening is held in conjunction with the AmericanDiabetes Association’s annual Alert Day that is a one-day“wake-up call” asking the public to take the Diabetes RiskTest to find out if they are at risk for developing type 2 di-abetes.

Diabetes remains the leading cause of kidney failure andblindness in people between the ages of 20-74 years old.Other major diabetic complications include heart disease,stroke, amputations, and diabetic ulcers and wounds.Some of the major risk factors for diabetes include beingoverweight or obese, being physically inactive, having aparent or sibling with diabetes, and having a history of ges-tational diabetes.

RAPIDES CANCER CENTER LIGHTS UP DOWNTOWN ALEXANDRIA

he first “Light UpThe Night” 5K race hosted by the Rapi-des Cancer Center proved to be a success.

Held April 12, more than 200 runners and walkers partici-pated in the 3.1-mile event in which all proceeds were do-nated to the American Cancer Society.

The race started at 6 p.m., beginning at the Rapides Can-cer Center and concluding at the Rapides Health andLifestyles Center. More than $7,500 was raised for theACS.

In 2012, Louisiana State Police Troop E reported 61 fatal crasheswith 66 fatalities.

In the same timeframe, Rapides Re-gional Trauma Centersaw 116 patients in-volved in major motorvehicle collisions re-sulting in 19 fatalitiesand 97 patients withsevere injuries and aninjury severity scoregreater than 15.

teamed up with State Police to help emphasize the dangers of dis-tracted driving in 2013.

Rapides RegionalTrauma Center was a major supporter of the Sud-den Impact driving program run by State Police and aimed at highschool sophomores. It also helped produce Health Talk programson KALB and stage mock crashes at Central Louisiana highschools to emphasize the dangers of distracted driving.

“The issue of distracted driving and other activities where indi-viduals are distracted is a critical issue for public safety and de-mands action,” said Trooper First Class John Dauzat, State PoliceTroop E.

“Last year, distracted driving was the theme during NationalTraumaAwareness Month – and though we did our part in spread-ing the word, fatalities and severe injuries caused by distracteddriver crashes continue to increase.”

Teens are already bannedfrom using a cell phonewhile driving – and there’sa new state law banningthe use social media whiledriving. Distracted driving,however, can take manyforms, a point Rapides Re-gional Trauma Center fo-cused on.

“The main reasons leadingto distracted driving in-

clude the useof a cellphone, GPSor radio, adriver who’sattention isdrifting awayfrom theroad, conver-sations withother passen-gers, eating,reading, tak-ing notes orapplying makeup,” said Donna Lemoine, RN, BSN, di-rector of Trauma Services at Rapides Regional MedicalCenter.

Distracted passengers are also an issue.

According to the AAA Foundation for Traffic Safety,“Passengers are one of the most frequently reportedcauses of distraction.” So while riding in a vehicle withsomeone else remember to keep your voice down andlimit activities in the car. Passengers can also help by:• Reading a map or giving directions• Answering cell phone or text messages• Controlling temperature and ventilation• Adjusting the stereo volume or channel• Paying attention to landmarks and signs• Managing the needs of other passengers –such as in-fants andchildren

“Though there’snot a lawagainst it, everyparent knowsthat young chil-dren can be adistraction for aparent who istrying to focuson the carsaround themwhile refereeing a spirited conversation between siblingsin the backseat – or requests for tissues, a favorite radiochannel or a stop at the local drive-thru,” Lemoine said.“We can’t control some of those distractions. But it’s ineveryone’s best interest to focus on the road as much aspossible – and limit the distractions you can control. Re-member. If you’re distracted, we’re impacted.”
