Community Approaches to Sanitation
Need of a public resource easily accessible to all the practicing and potential practitioners including senior and mid-level managers, trainers and facilitators.
Non-availability of a standardized training package on SBCC including community approaches to sanitation in the Indian context.
National and state governments investing extensively on capacity building of skills and competencies of people involved in planning, designing and implementing communication interventions
Need to build capacities to integrate communication interventions with the overall programme delivery of SBM (G)
Rationale for the CAS training package
Community Approaches to Sanitation (CAS), a term applied by MDWS to encompass the service delivery approach to making habitations, villages, GPs, blocks, districts and states in India Open Defecation Free.
Embedded in this approach are elements of community led total sanitation (CLTS) and community approaches to total sanitation (CATS).
What is CAS?

Extensive literature review on SBCC/CATS/CLTS training modules and packages
Field study across four districts of Angul, Bikaner, Indore and Nadia
Consultation with sector experts and practitioners at national and state level
Review and consultation with MDWS for finalisation
The training package contains the following five documents:
One-day orientation module for senior level managers
Two-day orientation module for mid-level managers
Five-day training module for community facilitators/motivators
Three-day training of trainers (ToT) module for CAS trainers
A facilitators’ guide that explains how to conduct training programmes using the training modules outlined above
CAS training package design overview
This package can be used by any trainer or training organisation that has prior experience of conducting training programmes based on participatory methodologies
Users of the package:
Key Resource Centres (KRCs) of the MDWS, GOI;
Administrative Training Institutes (ATIs)/State Academies of Training across different states;
State Institutes of Rural Development (SIRDs);
National and international non-government organisations (NGOs);
UN agencies
National and international institutes working on rural sanitation in India.
Who should use this package?
The package is designed as a flexible and dynamic document amenable to adaptation in varying state and district contexts.
Based on the emerging needs for extensive capacity building, the delivery of the training can be contextualized to various requirements.
