A regular meeting of the Community Appearance Board of the City of Deerfield Beach, a municipal corporation of

Florida, was called to order on the above date at 7:02 p.m. in the City Commission Chambers, Deerfield Beach, by

Chair Belton.

The applicant advised that there are 17 entrance signs that will be replaced along with the posts. Thereafter, she

advised that the layout for each sign is outlined in the application. The applicant stated that one (1) of the signs will

not be changed because it is shared with Tivoli. The signs will be directional and consist of engineer reflective vinyl;

the posts will be illuminated, and the base and cup will be painted white.

Mr. Dubois made a motion, seconded by Mr. Hugentugler, to approve Item #6879 as submitted. The motion

The applicant advised that the existing monument signs will remain the same; however, this application consists of

the signs on buildings one and five, whereby, the maximum height for the letters will be 36 inches and the logo 40

inches. Thereafter, discussion ensued regarding the letter size. Most of the signs are currently flat, cutout letters that

are not illuminated; however, for these two (2) buildings business owners will have the option to either have their

signs illuminated or reverse channel letters that light up white against the wall. The applicant advised that if a logo is

not a registered trademark, it will not be allowed.

Vice Chair Glunt made a motion, seconded by Mr. Hugentugler, to approve Item #6880 with the stipulation that

should the signs on buildings one and seven be illuminated, they must be the same type of illumination. The motion

CARRIED by unanimous vote.

The applicant advised that they are taking their existing signage and adding it into the master plan. The signs will

either be a maximum of 28 inches in height for one (1) line or 12 inches for two (2) lines; whereby, the corner side

will have two (2) signs. The signs will have timers and the colors will be white with red faces and individual letters.

Mr. Hugentugler made a motion, seconded by Mr. Dubois, to approve Item #6882 as submitted. The motion

CARRIED by unanimous vote.

The applicant stated that they want to add a 6-foot board on board, pressure treated wooden fence to the sides and

back of the property.

Ms. Jacobson advised that the fence must be five (5) feet from the sidewalk. Further, the applicant must also add

landscaping, which has already been discussed with the City’s Landscape Architect.

Mr. Damiano made a motion, seconded by Vice Chair Glunt, to approve Item #6876 with the stipulation that the

wood fence be treated. The motion CARRIED by unanimous vote.

The applicant advised that this application is to add the bank parcel into the site plan. Thereafter, discussion ensued

regarding the parking and landscape plan.

Ms. Jacobson advised that this project has the same architecture and material as the Chase Bank that was approved

for the Deerfield Mall.

The applicant advised that there won’t be a drive-thru lane, but there will be a freestanding ATM, with a canopy over

it, as well as an additional ATM located inside the building. The applicant explained that the front and back part of

the parcel has two (2) different folio numbers. Discussion ensued regarding the landscape and canopy location.

Vice Chair Glunt made a motion, seconded by Mr. Hugentugler, to approve Item #6878 as submitted. The motion

CARRIED by unanimous vote.

#6874 List Industries Inc.

Chris O’Farrell was present.

The applicant advised that the property owner owns the property to the north; therefore, they are expanding their

warehouse because they have a lot of offsite storage that is causing problems with their distribution. The property

consists mostly of distribution, but there are some offices on the north end, which is a two-story facility with an

elevator. Currently, there is a small freestanding building that will be knocked down for the expansion. The colors of

the new building will be the same as the existing building and all the HVAC’s will be on the roof. A curb cut will be

added to allow turn ins, whereas, the curb cut to the south is no longer being utilized. Thereafter, discussion ensued

regarding the screening of the AC units, the existing facility’s power, the dumpster location and the color of the

awnings, which is and will remain a dark bronze.

In response to the Board’s question, Ms. Jacobson replied that a master signage plan is not needed because they are

a single tenant building. Buildings with multiple tenants are required to have a master signage plan.

Vice Chair Glunt made a motion, seconded by Mr. Dubois, to approve Item #6874 as submitted. The motion

CARRIED by unanimous vote.

Section Two: Master Signage Plan Requirements

. . "'·:

Submittal. Sec. 102-6(c) of the City Sign Code states, no permit shall be issued for an individual

sign requiring a permit in a commercial or industrial multiple occupancy complex or multi-tenant

center unless and until a master signage plan has been submitted by the property owner and

approved as being in conformance with this section. A master signage plan shall be required for

the following type of projects : 1) Mixed Use Developments, 2) Residential Subdivisions & Multi­

family Developments , 3) Commercial or Industrial Multi- Tenant Centers. Master Signage Plans

required by the Sign Code shall be filed with the planning division and shall contain five sets of

the following information :

1. Drawings. The drawings shall include the following :

a. Dimensions , lettering style, material, mounting details, and illumination details.

b. Color rendering and color samples for all applications .

c. Photos of signs on abutting and subject properties .

2. For free-standing monument signs, submit a copy of a survey/plot plan that shows all

existing buildings and all existing free-standing monument signs on the property. Show

the setbacks from the property line abutting the public right-of-way to the proposed sign

and show the dimensions between any existing monument sign.

3. Landscape plan for freestanding signs . In all instances, the sign location shall be

coordinated with the landscape design to avoid present and future tree/sign conflicts.

4. For building signs, submit elevations for all building signs, which clearly illustrate the

dimensioned location. Show height, length and width of the sign structure, sign

background and sign copy. Graphics should be clear and easy to read .

5. Written permission to erect proposed sign from owner and/or owners of property on

which said sign is to be erected.

6. Master Sign Plan Application . See Section 78-7 of the Deerfield Beach

Development Code for the community appearance board sign design criteria.

TENANT SIGN CRITERIA I HILLSBORO GARDENS

The purpose of these instructions is to outline the criteria, which is established to control

the design, fabrication and installation of tenant signs for all of Hillsboro Gardens and is

intended to afford all tenants with good visual identification. All signage shall be designed,

constructed and located in accordance with the following sign criteria and shall be subject

to written approval of the landlord.

General:

Tenants will be required to submit detailed and dimensional drawings indicating graphic

content, colors, letter style, construction methods, fastening details and electrical

requirements to the Landlord and the City of Deerfield Beach. In the case of change of

ownership of this property, all documents must be reviewed and approved by the Owner,

Management Company and the City of Deerfield Beach, prior to fabrication and installation

of any sign. All signage will meet the requirements o the city of deerfield beach building

code and N.E.C. standards.

"Tenant Signs" shall be defined as any message that can be read from the exterior of

the store, whether mounted on the exterior or inside of the unit.

Advertising content of all tenant signs shall be limited to designating the store name

and/or business type (i.e., "Johns Men's Shoppe") . Tenant Signs will not be permitted

to indicate specific merchandise sold (i.e. brand names, etc) or specific services

internal lighting is to be a US Brand 6500 Bright White LEDs. All signs shall not have more than 2 lines of text.

For all tenant wall signage:

There are no font restrictions.

There are no restrictions on the use of a logo, nationally registered or not.

There are no color restrictions for faces, returns, and trimcaps, and Day/Night Dark

Gray Film (3635-0171) or 2447 Milky White acrylic faces with no vinyl installed on the surface

may be used.

Sign size is restricted to the size sign for the Tenant's respective unit, as described in "Message Size" and Exhibit B, below.

Any color combinations or letter styles are up to the sole discretion of Ownership to

approve, and will require adherence to the City of Deerfield Beach code.

Installation of letters is to be flush-mounted to the wall. All power supplies and wiring will

be concealed behind building face. All building penetrations will be sealed with watertight

clear silicone. All letters will be UL listed and labeled according to the City of Deerfield

Beach and NEC Building Code. All signs will have a UL listed toggle switch with a lock. All

signs must have a 24 hour time clock installed by a licensed electrician .

The location, character, design, color and layout of all tenant signs shall be referred to

in the sign criteria outlined herein. Any other designs shall be Federally Registered

and the State of Florida registered logos, colors and font. Owner and Management

Company reserve the right to approve or disapprove of any proposed tenant sign.

All signs will be fabricated by a licensed sign contractor according to the

requirements of local, state and national codes. All signs will be fabricated to

Underwriters Laboratory Specifications.

All signs will be installed by a state and/or local certified and properly insured sign

contractor, in accordance with local, state and national codes.

If any part of the sign standards described herein are found invalid under local sign

and/or zoning ordinances, regulations or law, the Owner, with the approval of the City

of Deerfield Beach, may modify the sign standards to comply with such local

ordinance, regulations or laws. In no event shall the invalidity of any one sign

standard be deemed to invalidate all of the sign standards described herein.

Signs will be continuously illuminated from sunset until1l:OO P.M. or store closing,

whichever is later, or as required by the lease.

Building Mounted Tenant Identity:

Each tenant of Hillsboro Gardens will be permitted 1 exterior wall sign mounted in the

corresponding sign band of their unit. Tenants occupying a corner unit with two exterior

elevations are permitted 1 sign on each elevation, as long as both signs conform to the City

of Deerfield Beach Sign Code and the signage criteria outlined herein.

Lettering is to be manufactured front-lit channel letters fabricated with .1875" acrylic faces

and .040 x 3" or 5" aluminum returns. The rear of the letter shall be constructed with .063

aluminum backs. The

Message Location:

All tenant signage shall be flush - mounted to the wall immediately above the entrance to

the tenant's respective unit.The sign shall be centered both horizontally and vertically in

the space marked by the roofline on the top, fascia edge on the bottom, and the wal ls

dividing the unit from its neighbor on both the left and the right.

Message Size:

All tenant signage is illustrated above.Te nant sign size will adhere to the dimensions of

Sign A or Sign B, which correspond to their respective unit on the Exhibit B elevations. Non­

letter, graphical logos are permissible to be the full height of Sign A or Sign B, however fo r

Sign A, letters and numbers have a maximum height of 24 inches for a sign with 11ine of

text or 16 inches for a sign with 2 lines of text, and for Sign B, letters and numbers have a

maximum height of 36 inches for a sign with 1 line of text or 20 inches for a sign with 2 lines

of text. Actual letter/number height will be determined by letter quantity for the sign in

relation to the allowable width of Sig n A or Sign B, whichever corresponds to the Tenant's

unit. Under no circumstances will the sign exceed 2 lines of text .

Lettering shall be allowed on the door with white vinyl lettering on the surface (outside of

glass) . Height of sign area not to exceed 24". Lettering to comprise solely of business name

and hours or operation .

Upon termination of the tenant's lease, tenant will be responsible for the removal of all

lettering from the building, sealing of all penetrations with watertight silicone, patching of

stucco, and painting of wall the color that it is currently. Tenant shall be responsible for

maintenance and repair of tenant's sign. If after 14 days from notification that the sign
