Background GMX Real Estate Group, LLC contacted Village Staff in January of 2020 with a conceptual plan to build a Thorntons gas station and convenience store at the northeast corner of Route 45 and Route 176 (currently occupied by Omega Restaurant and a vacant industrial building). majority of the Downtown under the “Urban Mix” land use category, including this property. The Urban Mix category is used to convey that a range of land use types, generally commercial and residential uses, are appropriate. Development in these areas should be complementary to the overall pedestrian-oriented, mixed-use character of the area, with limited parking in front of the building. Request The Village Board is asked to provide feedback and direction on the proposed concept plan for the Thorntons gas station and convenience store at the northeast corner of Route 45 and Route 176. Some early feedback that was provided by Staff at a Permits Coordination Meeting:

To maintain an urban and pedestrian-oriented character in the downtown, Staff asked that the applicant pay special attention to landscaping and streetscape improvements at the corner of Route 45 and Route 176. There should be enough space for pedestrians to wait comfortably before crossing the street and aesthetic improvements such as a low brick corner wall with landscaping is encouraged.

Special attention should be given to any potential sound or light trespass affecting residential neighborhoods directly to the east of the project.

Staff brought up concerns regarding truck parking and idling, given that the gas station is proposed to be open 24 hours/day. The applicant stated at the time that no overnight parking is permitted for trucks.

Staff advised the applicant that if a liquor license is important to the feasibility of the project, the applicant should discuss this with the Village Board at their concept presentation.

Dear Ms. Orenchuk:

We are pleased to present to you an introduction to our proposed Thorntons gas station and

convenience store redevelopment project at the northeast corner of Routes 45 and 176. We

would like to meet with the Village Board for a Concept Plan Review on August 24th.

As you may be aware, our company is the contract purchaser of the above-captioned

property assemblage and redevelopment parcels on behalf of Thorntons. GMX will

purchase the site from the current property owners, comprising the Omega Restaurant at

the corner and the former manufacturing building to the north of the corner, and oversee

the development of the Thorntons gas station and convenience store. We will enter into a

long-term lease with Thorntons to operate the facility. GMX is a commercial development

firm that has been in business for sixteen (16) years and we are currently working on and

have closed several deals with Thorntons in the Chicagoland metropolitan area.

The enclosed preliminary site plan illustrates that Thorntons will occupy the entire site.

The site plan includes eight (8) gas pumps expandable up to ten (10) gas pumps, a future

potential diesel station and a +/- 5,500 square-foot convenience store with safe internal

circulation between the gas pumps, future potential diesel station and convenience store.

There are an ample twenty-seven (27) parking stalls on the site plan for customer parking.

Direct access to the site is proposed through proposed full curb cuts to be located along

both Route 45 and Route 176.

This proposed project has received Thorntons’ executive committee approval to proceed,

provided the proposed requisite project approvals and permits are granted. Our goal is to

break ground in Summer, 2021 and open this project by Summer, 2022, subject to receipt

of all of the required governmental approvals and permits.
