Highlights of the Month PROGRAM

PROJECT DETAIL

COMMUNITY LIFESTYLE

The Brown Sugar Festival The Festival, which celebrates and acknowledges Australian South Sea Islander culture and history, was held in Mackay on Sunday October 1. The Festival included a march through the City Centre (commencing at the Leichardt Tree), followed by information stalls and entertainment at the Mackay Showgrounds.

Anti-Poverty Week Food Drive

Council’s annual Anti-Poverty Week Food Drive took place from September 25 to October 21, with donated items passed on to Anglicare, St Pauls Uniting Church and Sarina Inter-Church Council to replenish their existing food pantries.

MECC & EVENTS In Kind Assistance MECC assisted/provided in-kind support to Stories from the Sisterhood – The Just Saying Project, and PBR at BB Print Stadium.

Global Grooves Despite the inclement weather, the community turned out in numbers to enjoy the event, embracing traditional cultural dance, song and food. Feedback from the event patrons has been positive and 90% of vendors have indicated they were happy with their trade, 100% were satisfied with communication from organisers and 85% will attend the event in 2018.

EMERGENCY MANAGEMENT

Kinchant Dam Community Dam

Emergency Management Staff and SES in collaboration with Sunwater attended the Kinchant Dam Community day held on the 7th October 2017.

SES Forensic Search SES volunteers (Mackay and Mirani) assisted the Queensland Police Service in a forensic search in the Glenden area, missing person.

HEALTH & REGULATORY SERVICES Introduction of Parking

Meters

Parking meters were introduced to the Cinema and Mid-City Off Street Car Parks on 9 October to supplement the pay by phone, pay by app system, PayStay, already in use at these locations. People wanting to use these car parks can now use coins to pay for parking.

Animal Management Strategy

Following more than 12 months of work developing an Animal Management Strategy with animal advocacy groups and the community, the Strategy was adopted by Council on 25 October. The Strategy will enhance the community’s wellbeing through a stronger emphasis on education, developing innovative Animal Management Centre practices and encouraging responsible pet ownership.

Greater Whitsunday Food Network AGM

Officers from Environmental Health and Development Assessment attended the Greater Whitsunday Food Network AGM on 27 October, answered questions and provided advice to farmers wanting to add value to their primary produce and introduce farm stalls and tours.

Workplace Health & Safety

Summary

Nine incidents were reported during October.

For the 2017-18 year to date there continues to have been no lost time injuries, which is a very positive result.

Incidents and Injuries

There were four injuries to an MRC employee recorded in October:

• A worker stepped into a small hole in the floor, injuring her knee. • Two employees were replenishing a food hot box when their arms came into contact with a steel

cover, resulting in minor burns. • A worker injured their knee when pushing an equipment case up a ramp.

Other incidents included:

• A member of public incident where a customer’s foot was run over by a wheelchair. • Near miss incidents: where a small fire occurred in a food warmer; a staff member was confronted by

a verbally aggressive customer; and a tree was damaged when hit by a contractor’s truck.

Each incident is investigated and appropriate corrective measures implemented, to reduce future risks.

Council in Community Mackay Regional Councillors visited our Western region in October. Venues included:

• Wests Leagues Club

• Mackay Fibre Arts

• Palmyra Drag Club

• Eton Hotel

• Kinchant Dam Recreation Facility

• Homebush School During the day, several briefings were held with local community groups including Walkerston Rotary, Walkerston BMX, Walkerston Cycling, and Mackay Pony Club. The day concluded with a community afternoon tea with the year 6 students at Homebush State School, followed by a community catch-up. Community Development

RADF 2017/2018 Round 1 closed on Wednesday October 5. 11 applications were received, requesting funds to the value of $66,684. The assessment meeting was held on Monday October 23 with recommendations to go to council for ratification on Wednesday November 15.

The Valley District Youth Council has been short-listed for the Queensland Community Achievement Awards and are one of 7 semi-finalists selected from entries across the state. Finalists will be announced at an awards presentation on November 18.

The Sarina Neighbourhood Centre is providing support to the newly-formed Sarina Women’s Group, an initiative of the Mackay Women’s Centre. The group meet each Thursday at the Field of Dreams Parkland in the old school room.

An application has been made for a 2018 Queensland Women’s Week grant to host a Women’s Health and Wellbeing Forum during Queensland Women’s Week (March 3 – 18, 2018). The Forum will feature local speakers, demonstrations and a community market place of information stalls hosted by local services and providers.

Support is being provided to the development of a community-based training project for Indigenous youth in Sarina, in conjunction with Aurizon Jilalan. The project will look to engage Indigenous youth in a one-day-a-week training program, due to commence in June 2018.

Support is being provided to the Mackay Regional Botanic Gardens to further develop the Aboriginal and Torres Strait Islander cultural garden precincts. The interpretive walk project has been discussed with Yuibera/Yuwibara representatives to ensure engagement and participation from an early stage.

Support is being provided to Boomerang Bags Mackay to assist in hosting a display in the Canelands Creative Space in January 2018. The display is intended to raise awareness of the ban on single-use plastic shopping bags (which comes into effect in Queensland in July 2018); promote the local volunteer group; provide tips and advice for alternatives to single-use plastic bags and act as a drop-off zone for recycled material donations that will be used to make the cloth Boomerang Bags.

Community Meetings / Events / Interagency Meetings.

71 meetings and events were held, highlights included:

SafeTALK: Suicide Prevention Training was delivered to 139 council staff members this month. The training program alerts participants to signs that a person may be considering suicide. Participants learn to recognise when someone may have thoughts of suicide and to respond in ways that link them with further suicide intervention help.

Council’s Anti-Poverty Week Food Drive took place from September 25 to October 21, with donated items passed on to Anglicare, St Pauls Uniting Church and Sarina Inter-Church Council to replenish their existing food pantries. The strong response from the local community and council staff resulted in a high level of non-perishables being donated. One local resident (who chose to remain anonymous) generously donated $500 worth of groceries to this year’s food drive.

Support was provided for the delivery of the annual Global Grooves: Multicultural festival was held on Saturday October 21 at Queen’s Park to promote the cultural diversity of the Mackay region. 24 local cultural groups were supported to host food stalls and traditional dance and music performances at the festival.

Sister Cities Program

Planning will commence shortly for the 2018 Mackay Ambassador Trip (September 2018 school holidays), Matsuura Citizen Tour (2018 date to be determined) and Matsuura Student Tour (August 2018).

Sport & Recreation

Planning is underway for the February 2018 Sports Expo and Sign-On Day, which will take place on Sunday February 11, from 9am – 1pm at the MECC. The launch of North Queensland Games (being held in Mackay in 2018) will held at next year’s Sports Expo.

Two new Sport and Recreation Officers commenced in their roles on Monday October 16. They have been busy making connections with local sporting clubs and groups.

A Sport & Recreation Advisory Committee has been established. Members of the advisory committee met for the first time on Monday October 30.

Community Recovery

The Community Development Officer – Recovery has been engaging with residents and community progress associations in localities which were significantly affected by Cyclone Debbie, including, Midge Point, Sarina Range, Kinchant Dam, and Koumala. Engagement and consultation is leading towards the development of local recovery plans, in partnership with local residents and community/progress associations.

The CDO-Recovery has been working with the Queensland Department of Communities, and attended the annual Queensland Community Recovery Forum to identify methodologies for building community resilience to disasters.

Artspace Mackay Current Exhibitions - Artspace Mackay Gallery One - Coming into Fashion an international exhibition of fashion photography selected from the Condé Nast archives of New York, Paris and Milan. This inspirational show includes photographs by some of the most famous names in Vogue and Vanity Fair fashion photography from 1911 – 2011, including Cecil Beaton, Irving Penn, Helmut Newton and Mario Testino. Gallery Two A – Humanics: Shane Gibbs Humanics presents a collection of hairpieces that reflect Shane Gibbs’ desire to blur the boundary between traditional hairdressing and art. Creating sculptural ‘looks’ from unconventional materials such as steel wool, pipes, wire and wooden skewers, Gibbs playfully pushes these boundaries, revealing his fascination with form and the avant-garde. With over 30 years’ experience in the hair industry, hairdressing doubles as both a profession and means of creative expression. Gallery Two B – Emerging designer: Bethany Cordwell. Winner of the 2017 Artspace Mackay Foundation ‘Hands On’ Bursary, Bethany Cordwell is a rising talent in the field of fashion design, currently studying at Queensland University of Technology (QUT). Gallery Three - A Milliner’s Tale Brenda Lui. In this latest collection of works, Mackay milliner Brenda Lui presents her interpretation of millinery trends past, present and future. Inspired by everyday encounters, from art and vintage fashion to urban design and the natural world, Lui’s practice combines luscious, colourful fabrics with her fresh take on form. In her latest collection, Lui creates a world that is distinctly feminine, paying homage to her love of both contemporary and vintage design Public Programs Speed Date the Collection After the success of its first two collection focussed events, Artspace has had ongoing public and volunteer interest in Speed Date the Collection ensuring the continuation of the program on the last Thursday of each month. Outreach visits into the Pioneer Valley were conducted by the public programs team to meet and thank all primary school students at Eungella, Finch Hatton and Gargett State Schools. People’s Choice Award winners were congratulated and prizes awarded. BMA Kidspace has remained Artspace Mackay’s ever-popular art, craft and music program for toddlers and their carers. The October event attracted over 140 participants. Kids Art Club for Term Four with Rosemary Payne had its first two sessions for the term with enrolments sufficient to keep running the classes in two age groups. The Dark Arts: Shane Gibbs’ Humanals Come to Life was a great success, with more than 80 people in attendance. This special event was a great way to culminate the exhibition, enabling the public to see all of Shane’s artworks from the exhibition ‘come to life’ and worn by models in a surreal performance event with music, lights, colour and fun. This added another dynamic to the exhibition and showed the hair art pieces worn in conjunction with elaborate costume and makeup. Outreach Tonal Painting & Charcoal Drawing Workshops: Inspired by the ‘nature’ aspects of both of the forthcoming exhibitions by William T Cooper and Emma Lindsay, specialist art tutor Nick Leavey delivered Plein air (in the outdoors) workshops in Cape Hillsborough National Park. These workshops

were well attended and successful community outreach for the gallery into the region’s northerly beach communities, partnering with Cape Hillsborough Nature Resort.

Mackay Entertainment & Convention Centre and Events Overview Overall October attendance was similar to October 2016, with slightly stronger Eisteddfod attendance (36,736) largely due to a higher number of performers than the last two years and a few new sections, increasing patron attendance and performer access to the building over the duration. The MECC also hosted Waste-Q 2017, The Glen Miller Orchestra, Peter Williams Live, #First World White Girls, World Festival of Magic and Mackay Northern Beaches SHS Annual awards night for the month. MECC assisted/provided in-kind support to Stories from the Sisterhood – The Just Saying Project, and PBR at BB Print Stadium.

Business Events Development

A satellite workshop for international delegates attending The Australasian Bioenergy and Bioproducts Symposium in Brisbane in October 2017. 17 delegates from The United States, Canada, South Africa, Japan and Australia spent quality time in engagement with local industry stakeholders, sharing knowledge and experiences. The delegates then visited the QUT Bio commodities Plant at Racecourse Mill, Mackay Sugar Ltd. Publication of a news story about upcoming conferences in national Business Events Press. Festivals and Events Sonia Anderson, has been recruited into the Festival & Events Producer - 6-month temporary contract role. Sonia will start on 20 November and be on board to deliver the NYE River Party and Mackay City Centre Easter Carnival during her 6-month contract.

Global Grooves Global Grooves was delivered Saturday 28 October at Queens Park to a crowd of approximately 2000 – 2500 people. The weather forecast in the week leading up to the event was not deemed significant enough to cancel or postpone the event, with many factors making it almost impossible to do so as listed below:

• Significant preparations had been made by local cultural groups and food vendors that couldn’t be reversed.

• Availability of performers in this volume on an alternative date before the end of the year was extremely low including the headline act.

The event was set and prepared to start at 3pm, light rain began and continued and off until approximately 6.30pm before drying out. The events team liaised with food vendors, cultural groups, electricians and contractors to ensure the ongoing safety of the event for all stakeholders despite the weather. Grounds safety was monitored and deemed safe to continue the event. The patrons took shelter under the marquees and umbrellas provided until the rain ceased.

Despite the unidyllic weather, the community turned out in numbers to enjoy the event, embracing traditional cultural dance, song and food. Feedback from the event patrons has been positive and 90% of vendors have indicated they were happy with their trade, 100% were satisfied with communication from organisers and 85% will attend the event in 2018. The event did fall short in patronage this year due to the weather, however the involvement, consultation and integration of communities KPI’s were exceeded with 23 groups involved, listed below.

New Year's Eve River Party Final preparations are being made to deliver the event come December 31st. The Festival and Events team is finalising programming, sponsorship and on the day event delivery. The 2018 event will have a family focus and will run until 9pm. In consultation with the Festival & Events Team, the City Centre Coordinator has organised a paid feature advertisement that will promote what’s on in the City Centre this New Year’s Eve – driving people into the city for the River Party and to other venues hosting NYE related events. Mackay City Centre Easter Carnival Programming for the City Centre Easter Carnival will commence November 20, 2018. In previous years, the formula for the Carnival has been highly successful and there are no major changes to the plan for 2018. Entertainment will include a number of children and family based activities free for the family to enjoy Easter Sunday, concluded with the Dive In Movie at Bluewater Lagoon.

Corporate Communications and Marketing

Overview Finishing touches have been put to council’s Annual Report 2016-17 which will be adopted by the full council in late November. Filming has been completed for a new reiteration of a #MackayPride video which will showcase the different aspects of our region. Once editing is complete, it will be launched via social media in late November. The program assisted in the promotion of Global Grooves and is now finalising the marketing campaigns for Australia Day community grants and the call for Australia Day nominations. The program organised another Citizenship Ceremony in October, resulting in about 35 new citizens pledging their allegiance to the country. Several school visits were also conducted during the month, to promote the work of Local Government to youngsters. Pre-planning work for the Queens Baton Relay to Mackay and the February Sports Expo event continue. Both events are on track for delivery in early 2018. Graphic Design team has carried out a considerable amount of work on a significant piece of artwork for the Works 4 Queensland Project at the Nebo Road Water Treatment Plant. Emergency Management Overview All four local recovery groups (Human/Social, Infrastructure, Economic and Environmental) met during this month to discuss any outstanding issues from TC Debbie and moving into the 17/18 Storm Season period. From a Human and Social perspective, this is particularly important, due to the high anxiety currently felt in the rural communities from TC Debbie. Emergency Management staff in collaboration with Sunwater held a community day on the 7th October at Kinchant Dam. This was a great opportunity for downstream residents to attend, discuss any issues, discuss preparatory actions to take leading into the next storm season and get a better understanding of the catchment and operations of Kinchant Dam. Get Ready week and SES week was held from the 8th to 15th October 2017. During this reporting period Cyclone Saturday has been confirmed with Canelands Central Management team for the 9th December 2017. A brief was provided to SLPT on the proposed Disaster Dashboard, River and Rain Alert Project and the progress on the 84 recommendations detailed in the After-Action Review from TC Debbie. Emergency Management Coordinator attended the Queensland Tropical Cyclone and Consultative Committee meeting held in Mackay, 31st October 2017. Exercises

Food safety training sessions are conducted for non-profit organisations and for food handlers at festivals and events. School education includes responsible pet ownership and dengue fever awareness.

Customer Requests Throughout October 2017, 686 requests for service were received, compared with 657 for October 2016. 75% were completed in nominated timeframes. Health and Regulatory Services aim to complete 85% of requests for service within nominated timeframes, however, depending on the circumstances of each individual matter and the speed at which compliance can be achieved using compliance processes, timeframes for completion can be influenced.

Off Street Car Parking – PayStay

From the previous report after 23 weeks, the graph shows a minor decrease in total sessions. However, numbers were still trending higher than when new payment options were introduced earlier in the year.

The closure of the Council regulated City South Off Street Car Park has also influenced parking numbers at other off street car parks.
