    ABSTRACT

    Communication is a process whereby meaning is defined and shared between livingorganisms. Communication requires a sender, a message, and an intended recipient,although the receiver need not be present or aware of the sender's intent tocommunicate at the time of communication; thus communication can occur across vastdistances in time and space. Communication requires that the communicating partiesshare an area of communicative commonality. Human spoken and picture languages can be described asa system of symbols (sometimes known as lexemes) and the grammars (rules) bywhich the symbols are manipulated. The word "language" also refers to commonproperties of languages. Language learning normally occurs most intensively duringhuman childhood. Most of the thousands of human languages use patternsof sound or gesture for symbols which enable communication with others around them.Languages seem to share certain properties, although many of these includeexceptions Communication is easily overlooked, but the ability to communicate effectively isnecessary to carry out the thoughts and visions of an organization to the people. Theimportance of speech and words whether through a paper or a voice is acommunication medium to convey directions and provide synchronization. Withoutcommunication, there is no way to express thoughts, ideas and feelings.

    There are many ways to provide communication from the organization to the people ofour community. Whether through a phone, fax, email, letter, website, instant messagesoft wares, social networking websites (facebook, twitter, MySpace ) and etc we areable to communicate about the organization to the world. Things can be expressed,ideas can be shared, and thoughts can be joined. The ability and the importance of communication become much more crucial whenthere is a mission or need to fulfill a goal. Without a means to communicate, theorganization will become isolated. The ability to effectively communicate is veryimportant when it is usually underestimated and overlooked.Communication is a necessity as we use it to network, spread ideas, and promote.Communicate effectively through well known mediums and convey it simply andprecisely. The importance of communication is crucial to the success of an organization.

    Purpose of the report

    The report covers the importance and effect of communication during disasters. Thereport focuses on the disasters that have naturally occurred and have impacted thewhole world over the span of the last decade. The report will showcase the means,importance and effect of communication from both the government and the corporate tohelp stabilize the conditions and bring peace and harmony to the chaos caused by thedisasters.

    The report covers the major disasters in the country over the last century which hasimpacted the National integrity and harmony. The report is limited to present anoverview of the communication channels/modes used at the time of disaster in a limited

    BHOPAL GAS TRAGEDY, BHOPAL, INDIA

    Overview

    The Bhopal disaster is the world's worst industrial catastrophe. It occurred on the nightof December 2 3, 1984 at the Union Carbide India Limited (UCIL) pesticide plantin Bhopal, Madhya Pradesh, India. A leak of methyl isocyanate gas and other chemicalsfrom the plant resulted in the exposure of hundreds of thousands of people. Estimatesvary on the death toll.

    Given the significant amount of damage that is typically associated with such a large-magnitude event, coverage by the news media is both extensive and exhaustive,especially if a number of fatalities have occurred. The news media represent yetanother group of separate investigators and tend to focus on the human interestaspects of the tragedy. In addition, often with little hard information available, theyactively speculate on the cause of the event in an attempt to "scoop" the story; that is, tobe the first to report the cause to the world at large. In recent years, the news mediawith their surfeit of investigative reporters have become a predictable presence at thesite of an incident.

    Impact

    The official immediate death toll was 2,259 and the government of Madhya Pradesh hasconfirmed a total of 3,787 deaths related to the gas release. Other governmentagencies estimate 15,000 deaths. Others estimate that 3,000 died within weeks andthat another 8,000 have since died from gas-related diseases. A government affidavit in2006 stated the leak caused 558,125 injuries including 38,478 temporary partial andapproximately 3,900 severely and permanently disabling injuries.

    Communication channels

    In the immediate aftermath of a large-magnitude incident, both nontechnical andtechnically trained reporters converge on the site, looking for quick "answers" to thequestion of what caused the event.

    MEDIAPRESSURE

    Most reporters are responsible, restrained, and unbiased in their reporting. However, afringe group usually appears on-site that is more interested in developing causationtheories, which seem to have great public appeal, regardless of their veracity.

    In the case of the disaster at Bhopal in 1984, the cause clbre was the "missing slip-blind" during a water-washing operation. An assertion was made that failure to insert a

    slip-blind prior to water-washing of some filters ultimately led to water entering the MICtank and starting a reaction. This assertion proved to be false.

    The difficulty with these incorrect causation theories is that, because the public and themedia have a short attention span, the theories can become the conventionally

    accepted versions of what occurred. When a technical investigation discloses the actualcause much later, there may be less coverage, because the event is "old news" by then.

    2. It has also been our experience that those people associated with a large-magnitudeincident seem to evince an internal need to put some psychological distance betweenthemselves and the incident. For example, there are those who feel -- in hindsight -- thateven though they were not responsible for the event, they could have done more toreduce the magnitude of the event. And there are those who just wish it had notoccurred on "their watch". There are also occasions when persons on duty distort andomit major facts to establish a reduced responsibility for the event. There is substantial

    evidence that such distortions and omissions occurred in Bhopal.

    PSYCHOLOGICALISSUES

    3. When eyewitnesses are questioned about a major accident or incident, they tend toreveal only those facts that they personally consider important and pertinent. Thus, agood investigator must draw people out, using a line of questioning which elicits allpertinent facts. We have found that an eyewitness is most likely to be forthcoming andhelpful if he or she is questioned immediately after the event. Once a story is told,whether accurate or inaccurate, it tends to harden. Further, where a deliberate distortion

    occurs, with the passage of time, the persons involved tend to coordinate their storiesbetter. This puts a substantial premium on talking to persons involved quickly. In theBhopal situation, the Union Carbide investigation team was blocked from doing this bythe Indian Government for over a year. As a result, Union Carbide was unable touncover the ultimate cause of the event until 1986.

    EYEWITNESSACCOUNTS

    4. Contradictory Accounts There were many directly contradictory accounts of varioussituations that transpired during the Bhopal incident from those who were present duringthe event.

    5. Although witnesses in a traumatic incident often recall the sequence of events withremarkable clarity, their perceptions of time during the actual incident sometimes differ.Therefore, when establishing the true chronology, witnesses' time perception must beevaluated against objective evidence. In the case of the Bhopal investigation, piecingtogether the correct chronology required that perceptions of time among differentwitnesses be accounted for in a consistent manner.

    Role of Corporate

    While escaping the law in India, then CEO of Union Carbide, Warren Andersonabandoned the polluted factory site allowing it to poison Bhopal residents.The Greenpeace website states that the composition of the poisonous gas remainedundisclosed, as the company claimed the chemical composition a trade secret, thuspreventing doctors from properly treating the 120,000 people who are still sick. HoweverUnion Carbide on its website refutes the claims of Greenpeace and other researchstating, Union Carbide immediately accepted moral responsibility for the tragedy andgave all toxicity information on the chemicals involved in the manufacture of MIC to theGovernment of India immediately following the incident.     Union Carbide Corp. takes a defensive approach in replying to the frequently askedquestions about the trage dy on its website and makes an effort in shifting theresponsibility away from itself. Company lawyers ensured survivors received compensation in the range of $300-$500,for their ruined lives! A practice which has parallels in other cases such as the Nigeriandelta region oil crises (Olaniran & Williams, 2008). Dow Chemical took over Union Carbide in 2001 and claimed Union Carbide had 'settled'the issue of Bhopal. Criminal cases against former Union Carbide executives are yetpending in various Indian and US courts which hold them and Dow liable for thetragedy. Based on the crisis communication strategies by Coombs (2007), Union Carbide usedstrategies that lacked congruence with each other.

    1. The organization opted for a scapegoating strategy by claiming that the tragedywas caused due to sabotage by a disgruntled UCIL employee but did not nameany person. On the company website it reads: Union Carbide never publicly

    disclosed the name of the employee because it would serve no useful purpose;UC is not a governmental body and has no authority to arrest or chargeanyone.

    2. By refusing to name the individual/s it failed to use the scapegoating strategyeffectively and allowed an information vacuum to build up and further createdisbelief among stakeholders.

    3. W hile accepting moral responsibility it failed to express an apology for thestakeholders. Thereby letting the emotions of the people get bitter and left farfrom being reconciled.

    4. Along with a half baked scapegoating strategy the organization alsoprovided compensation in terms of financial support. However a much neededapology went missing. Additionally, the denial posture (scapegoating)and rebuilding posture (compensation) can rarely be expected to complementeach other.

    Role of Government

    1. The State Government of Madhya Pradesh (Bhopal is the capital of the state)assumed responsibility for the site in 1998, and has only partially cleared thearea of hundreds of tonnes of toxic material. Thousands more tonnes of toxicmaterials lie yards from the plant in man-mad e solar evaporation ponds whereUnion Carbide was dumping waste for years before the accident. Stateauthorities say the material is not harmful and, to prove this, in November 09they planned to open the site to visitors. Thankfully, officials later reversed thatplan due to widespread activism and criticism.

    When some more time passes and peo ple overcome their shock and grief andafter acquiring perspective, when some complies an account of this tragedy, itwill surely stand out in history as the most tragic, the most cruel and the mostbizarre calamity perpetrated by man on man. Still the indomitable spirit of the gasvictims continues to show: Assertions of life over death, An assertion of naturethat creates and sustains life, An assertion of hope over disaster and despair.

    I am angered by the tone of submission and helplessness in the messageagainst the power of time. I was hoping to read about the efforts that the

    government has taken and its commitment to further initiatives for the victims,their families and the community. Instead the state government has opted for thestrategy of waiting for time to heal wounds. It exhibits to me a major flaw in theapproach to crisis communication that the state government is taking.

    2. Central Government: Indias Prime Minister, Manmohan Singh on the

    25 th anniversary of the tragedy issued a statement describing Bhopal as atragedy that still gnaws at the collective conscience He reassured hisgovernments commitment to resolving issues of safe drinking water, expeditiouscleaning-up of the site, continuation of medical research, and other outstandingissues connected with the Bhopal Gas Tragedy. The message from the PM isslightly more assuring and identifiable with a rebuilding posture in terms of crisiscommunication strategy.

    Indian media has been critical of the governments lack of sufficient efforts andsincerity in dealing with the needs of its people. Several reports from the early90s have found that the poisonous chemicals lying abandoned or buried in thefactorys 67 -acre complex, or even outside it, have contaminated thegroundwater in the area. Due to extensive support from the U.S., earlier thisyear Dow has received a letter from American lawmakers endorsingthe International Campaign for Justice in Bhopal s demands that Dow meet thecriminal responsibilities in Bhopal.     BHOPAL: The seven Indian Union Carbide India Ltd (UCIL) officials convicted in the 26-year-oldBhopal gas tragedy case have been granted bail and released on submission of

    a surety of Rs 25,000 by a trial court in Bhopal, according to a Times Now report. Earlier on Monday, eight accused, one of whom is deceased, were sentenced to twoyears in prison for causing death due to negligence. Reacting to the development, representatives of the tragedy's victims and their familieswho have been protesting outside the court said they would approach the MadhyaPradesh High Court to allow the slapping of more stringent charges against all thoseaccused in the case. The Magistrate court in Bhopal on Monday convicted all eight Indians accused in the1984 Bhopal gas tragedy case. An Rs 500,000 fine has been imposed on UCIL.

    Arjun Singh breaks silence on Bhopal gas tragedy NEW DELHI: Breaking his silence over the Bhopal gas tragedy, senior Congress leaderand then Madhya Pradesh chief minister Arjun Singh on Wednesday refuted all chargesthat the then Congress governments in Madhya Pradesh and at the centre tried toprotect Union Carbide Chief Warren Anderson. Participating in a short-duration discussion on the Bhopal gas tragedy in the RajyaSabha, Arjun Singh rejected allegations over then Prime Minister Rajiv Gandhi's role inAnderson's safe exit from the country, saying that on no occasion had Gandhi shownany sympathy for the Union Carbide chief. "Blaming him (Rajiv Gandhi) is a figment of imagination of those who can't see anythingpositive coming from a person of his endeavor," he said, adding: "Rajivji never uttered aword to me in support of Anderson." He however said that his then secretary BrahmaSwaroop informed him of calls from the home ministry seeking bail for Anderson. In a rare gesture, Arjun Singh, who has been missing from the House for quite a whiledue to poor health, was given permission to speak while sitting. Detailing his ownactions on the morning after the December 2-3, 1984 Bhopal gas tragedy, Arjun Singhalso said he had personally ordered the arrest of Anderson when he arrived in Bhopalafter the tragedy.

    COMMONWEALTH GAMES 2010, DELHI, INDIA

    Overview

    The 2010 Commonwealth Games, officially known as the XIX Commonwealth Games, were held in Delhi, India, from 3 to 14 October 2010. A total of 6,081 athletes from71 Commonwealth nations and dependencies competed in 21 sports and 272 events. Itwas the largest international multi-sport event to be staged in Delhi and India, eclipsingthe Asian Games in 1951 and 1982.

    The opening and closing ceremonies were held at the Jawaharlal Nehru Stadium, themain stadium of the event. It was the first time that the Commonwealth Games wereheld in India and the second time it was held in Asia after KualaLumpur, Malaysia in 1998. The official mascot of the Games was Shera and the officialsong of the Games, "Jiyo Utho Bado Jeeto" , was composed by celebrated Indian

    musician A.R. Rahman. Initially, several concerns and controversies surfaced before the start of the Games.Despite these concerns, all member nations of the Common wealth ofNations participated in the event, except Fiji, which is suspended from theCommonwealth, and Tokelau, which didn't send a team. A widely-praised openingceremony helped improve the image of the Games. The concerns raised during thebuildup to the Games proved largely unfounded as most events progressed smoothly.The final medal tally was led by Australia. The host nation India gave its strongestperformance yett o emerge second, while England placed third. The day after the

    conclusion of the Games, the Indian Government announced the formation of a specialinvestigation committee to probe the allegations of corruption and mismanagement thathad marred the buildup to the Games.

    Impact

    ORGANIZING COMMITTEE The organization of CWG 2010 was beset by delays: in January 2010, the IndianOlympic Association vice-chairman Raja Randhir Singh expressed concern that Delhi

    was not up to speed in forming and organizing its games committee and, following a2009 Indian Government report showing two thirds of venues were behindschedule, Commonwealth Games Federation president Mike Fennell stated that theslow progress of preparations represented a serious risk to the event. Singh also calledfor a revamp of the games' organizing committees: Jarnail Singh, a former Secretary ofthe Government of India, was appointed as the Chief Executive Officer and IndianOlympic Association President Suresh Kalmadi was appointed as head of the

    The 2009 flu pandemic was a global outbreak of a new strain of H1N1 influenza virus,often referred to as "swine flu".     Overview

    The 2010 Dantewada Maoist attacks were a 6 April 2010 ambush by rebels fromthe Communist Party of India (Maoist) inDantewada district, India, killing76 CRPF policemen and 8 Maoists the deadliest attack by the Maoists on Indiansecurity forces.The attack occurred when over 80 officers from the federal Central Reserve PoliceForce (CRPF) and a local police group were conducting a domination exercise inthe Bastar tribal region of the central Indian state of Chhattisgarh. Indian Maoists, or Naxals, were named after a 1967 armed uprising against the Indianstate originating in the village of Naxalbari in West Bengal. The movement had its

    intellectual roots in the doctrines of Mao Tse-Tung promoting armed overthrow of theruling class by exploited workers. The original movement had weakened considerablyby the 70s, but it started spreading across a swathe of India's poorest districts, the socalled red corridor, a tribal belt running through the mainly Santhal regions of WestBengal, Jharkhand, Orissa, and then through the Gond and other tribes of AndhraPradesh and into the Bastar region of Chhattisgarh. Today, the rebellion is viewed as aresponse to the commercial exploitation of forest regions that are home to the tribals,resulting in widespread loss of livelihood. These regions are also notable for lack ofdevelopment; at 30% literacy, the Dantewada district has the lowest literacy rate in thenation.

    The threat to the state has picked up within the last two decades, and in 2009, PrimeMinister Manmohan Singh said that the Maoists pose the biggest internal threat toIndia's security. In March 2007, Maoists were blamed for the killing of 55 policemen inChhattisgarh. In February 2010, at least 25 policemen were killed in eastern WestBengal when their camp came under fire. In response to the growing insurgency, the Indian paramilitary forces launched a large-scale offensive, popularly known as Operation Green Hunt, against the rebels. Theoffensive has been undertaken along the red corridor which includes the Dantewadadistrict. Dantewada district is a "remote, sparsely-populated and under-developed" area whichis regarded as the "nerve center" of the Maoists. About 66% of the district's populationconsists of tribal peoples (known as adivasis). In 2006, the Economist noted that Maoistinsurgency is "most intense" in the Dantewada district and linked the popularity of theMaoists among the local populace to the region's lack of development.     and Maoist rebels have been involved in numerous skirmishes in the Dantewada districtsince 2007. In September 2009, Commando Battalion for Resolute Action (COBRA)personnel and state police forces killed about 30 Maoist rebels in Dantewada during anintense gun-battle. According to police reports, 300 rebels initially attacked a convoy of theparamilitary Central Reserve Police Force (CRPF) in the Talmetla area as they werereturning from an operation. India's home minister P Chidambaram said that it appearedthat the forces had "walked" into a rebel ambush by returning to the police base via thesame route they had come. "Something has gone very wrong. They seem to havewalked into a trap set by the [Maoists] and casualties are quite high," he said. Policesources reported that the Maoist triggered two land mines targeting the mine protectedvehicles carrying the jawans. The attack took place when the CRPF unit belonging tothe 62 Battalion entered the forest for an operation between 6 and 7 am and were

    ambushed by the Maoists.Impact

    The attacks were seen as a setback to efforts to cleanse the eastern parts of the Naxalsin order to open up the regions that are rich in iron ore, coal, bauxite and manganese toinvestment. NMDC Ltd. operates its biggest iron-ore mine, while Essar Steel Ltd. plan a$1.5 billion steel plant in the district. The Associated Chambers of Commerce andIndustry of India (ASSOCHAM) in a statement said "If such activities continue,investments do get impacted and even committed investments would fly away."

    A day after Naxalites, in their bloodiest strike ever, killed as many as 75 securitypersonnel in Dantewada district of Chhattisgarh, Union Home Minister P Chidambaramflew into the state today for an on-the-spot review of the situation in the battle againstleft-wing extremism.

    The ambush by the Naxalites early yesterday morning left 74 men of the CentralReserve Police Force (CRPF) and one local policeman dead.

    Mr Chidambaram was due to hold talks with Chhattisgarh Chief Minister Raman Singhand senior officials of the state in Raipur.

    Later, he is expected to visit Jagdalpur, about 90 km from Dantewada, to place wreathson the bodies of the slain security personnel. After the brief ceremony there, the bodiesof the security personnel will be flown to their homes in different parts of the country.

    Bijapur/ Raipur, May 20 (ANI): The Salwa Judum, a local militia formed to fightMaoists, took out a peace rally in Bijapur on Wednesday to condemn the Maoist attackthat killed over 30 people in Chhattisgarhs Dante wada District.

    To condemn the heinous attack carried out by Maoists, we have gathered here. Wepaid condolences to the deceased civilians and carried out an anti- Maoist rally, saidHanif Khan, a leader of a Salwa Judam chapter.

    Addressing a seminar on "Left Wing Extremism Situation in India", Pillai said theMaoists might be getting the help of some former soldiers in carrying out subversiveactivities.

    "The overthrow of the Indian state is not something they are willing to do tomorrow orthe day after. Their strategy, according to a booklet they circulated, is that they arelooking for at 2050, some documents say in 2060," he said.
