The U.S. Surgeon General and other public health authorities have determined that cigarettes, smokeless tobacco and cigars are addictive and cause serious diseases. Altria’s tobacco companies – Philip Morris USA, U.S. Smokeless Tobacco Company and John Middleton – believe the public should be guided by the messages of the U.S. Surgeon General and public health authorities worldwide in making decisions concerning the use of tobacco products. Our tobacco companies recognize that consumers, and society as a whole, expect them to communicate openly and honestly about the health risks associated with their respective products. Our tobacco companies’ efforts to communicate about health risks begin with continued compliance with federal laws and regulations requiring health warnings on tobacco products. Altria Group supported legislation giving the U.S. Food and Drug Administration (FDA) regulatory authority over tobacco products. Effective June 22, 2010, the FDA required new health warnings for smokeless tobacco products, including increasing the size of the warning labels. In Nove mber, the FDA announced proposed rules to require textual warnings accompanied by color graphics depicting the negative health consequences of smoking on cigarette packs and advertisements. Final regulations will be in issued by June 22, 2011 and will be in effect 15 months later. The FDA has also indicated that it will produce public information and education campaigns about tobacco use. Cigar health warnings have been in place since 2000. John Middleton is the only cigar manufactur er to place warnings on single cigars. Smokeless tobacco warning requiremen ts have been in place since 1986. PM USA established a scientic website in 2004, pmusa-science.com, to bring together scientic information related to

its processes, products and technologies in order to share it with scientists and the public health community, thereby

inviting scientic review and dialogue. PM USA seeks to contribute to the understanding of the science of smoking and

health. Over the last decade, PM USA has published over 550 articles in peer-reviewed scientic publications.

Scientic and Public Health Engagement

Developing a consumer-acceptable cigarette that reduces the health

risks of smoking is a challenging task. PM USA’s ongoing strategy

is to develop and commercialize new product technologies that mayreduce the risk of cigarette smoking while continuing to offer adult

consumers products that meet their taste expectations.

PM USA has explored, and continues to explore, a number of reduced

harm initiatives. As part of PM USA’s stakeholder engagement efforts,

the company engages with the public health community on many

topics, including our efforts to develop potentially reduced-harm

tobacco products.

PM USA’s QuitAssist® resource helps connect

smokers and smokeless tobacco users who have

decided to quit with cessation information from

public health authorities. Altria’s tobacco companies

communicate about and provide links to this

resource from their websites. PM USA also supports

scientic innovation by providing

grants to researchers who work

towards the development of improved

smoking cessation methods. Since

2004, PM USA has placed information

about the QuitAssist® resource on

over one billion cigarette packs in the

United States via miniature brochures.

The Center for Research and Technology is designed to promote

collaboration and creativity and to develop technologies that improve

Altria Group’s operating companies’ current products and lead to

innovative new products.
