2013 February - Inspection audit of a certified QMS conducted in

Head Office

Out of 15 affiliates checks for readiness for inspection audit have already been conducted in 6 affiliates & 3 more affiliates will be checked in end-March or early-April.

Updating the QMS implementation status the CIS countries, mostly composed in the CIS Interstate Council for Hydrometeorology Working Group-3, as well as Georgia, Kyrgyzstan, Moldova & Turkmenistan were requested for up-to-date information. To date, replies were received from 8 Members.

ARMENIA (ZVARTNOTS) (as of February 2012)

AZERBAIJAN (AZERAIRNAVIGATION) (as of February 2012) 2012 – A regular external audit planned to conduct. To date control of QMS procedures established. To improve control an automated control system – ‘special

software 1C’ developed. This system carries out automated planning, controls a QMS

implementation plan, maintains processes& procedures, regulatory documents, training, nonconformities, as well as equipment. Also, it supports internal communication throughout all divisions in Azerairnavigation, as a whole.

BELARUS (RAMC) The Republican Aeronautical Meteorological Centre (RAMC) developed a

QMS for the period October 2011-March 2012, applying for Certico consulting services. QMS documentation had been implemented by 11 May 2012. A competitive tender held for the selection of a certification body to meet ISO 9001:2008 requirements. TÜV Thüringen certification body for systems & personnel (Germany) conducted certification audits on 21.11.2012/03-04.12.2012 which resulted in an ISO 9001:2008 compliant certificate issued on 14 February 2013. Currently, RAMC aims to eliminate nonconformities identified by external auditors, developing KPIs & updating performance assessment methodologies.

BELARUS (RAMC) Priority areas include: for 2013 – development of labour protection management

system to meet OHSAS 18001:2008 Standard to be further integrated into QMS.

For Q1/Q2 2013 – development of AMP Competency Standard, including requirements for recruitment, promotion, workplace checks & on-the-job training.

GEORGIA (SACAIRNAVIGATION) QMS implementation started on 16 July 2012 & should be

finalized in May 2013. They are supported by VERITAS. The implementation costs amount to ~ $18,900.

KAZAKHSTAN (KAZAIRSERVICE) September 2012 – ISO 9001:2008 compliant certificate issued. QMS training – a Quality Manager seconded to train operational personnel,

develop QMS documents & conduct internal audits in each aeronautical meteorological centre.

2012 – AMP assessed to meet the Competency Standard. A Competency Assessment System, including criteria, principles & AMP

assessment tools developed. Together with the Civil Aviation Committee of the Ministry of Transport &

Communications general job descriptions for forecasting engineers & meteorological technicians developed & approved.

KAZAKHSTAN (KAZAIRSERVICE) Professional training, retraining & competency level curriculum being

implemented now. Regulatory documents 29 December 2012 - Regulations on meteorological services for civil

aviation reaffirmed in line with the Act on Airspace Usage in Kazakhstan.

During the meeting between Heads of Kazairservice & FMI in Astana it was decided to sign a Memorandum of Understanding (MOU), focusing on quality meteorological observations, technical equipment, AMP competency & continuous meteorological infrastructure improvement.

KYRGYZSTAN (KYRGYZAIRNAVIGATION) QMS documentation developed. Internal audit planned. In line with ISO 19011:2002 – Guidelines on auditing quality

management systems and/or environmental protection - auditors have to go on 40-hour training. Looking at an appropriate institution to provide training in internal audit & issue a certificate for quality inspectors.

Moldova (MoldATSA) QMS implementation started in April 2011; ISO 9001:2008

compliant certificate issued on 10 February 2012. Inspection audit recently conducted, which hasn’t revealed

any nonconformities. Advanced ISO related training required. Plan on AMP Competence Assessment developed.

TAJIKISTAN (TAJIKAIRNAVIGATION) Implementation is progressing slowly. The national document on MET

services not implemented yet. Still at the initial stage, but feel optimistic about implementation to be finalized this year.

AMP Competency Standard Focus is given to training meteorological technicians through: 3-4 month training/on-the-job training in weather observations; distance training provided by the Siberian branch of the Air Navigation

Institute, implementing a BIP-MT compliant curriculum. Training courses are supplied by testing systems.

Training will be followed by AMP competency assessment.

UKRAINE (UKRAINIAN AERONAUTICAL METEOROLOGICAL CENTRE) ISO 9001:2008 compliant QMS implemented. QMS certificates issued for UAMC & 18

aeronautical meteorological centres for civil aviation in Chernovtsy, Dnepropetrovsk, Donetsk, Ivano-Frankovsk, Kirovograd, Kharkov, Krivoi Rog, Lugansk, Lvov, Mariupol, Odessa, Rovno, Severodonetsk, Simferopol, Uzhgorod, Vinnitsa, Zaporozhye & Zavodskoye. The other 6 centres, having insufficient departures, expect QMS certificates later this year.

For 2013 the priority areas include: (1)Development of AMP competency assessment system; (2)Development & implementation of electronic document handling. (1) A Working Group composed of experts from Administration for

Hydrometeorology, UAMC & Ukrainian Main Meteorological Centre was established. In December 2012 a Plan of Actions developed.

(2) Efforts are underway to develop an electronic document handling system.

UZBEKISTAN (UZHYDROMET) 2012 Training provided by Sert Akademie for the staff in Aeronautical Meteorological

Divisions in Navoi, Nukus, Samarkand, Tashkent & Urgench. AMP received ISO 9001:2008 compliant QMS Manager cerificates .

Sert Akademie & Training Solutions International (UK) provided training for the staff in Navoi, Samarkand & Tashkent & issued an English ISO 9001:2008 compliant QMS Auditor/Lead Auditor certificates.

Together with TRIADA Consulting quality policy, objectives, procedures & processes, as well as performance indicators for forecasting, staff management, meteorological observations & technical support developed.

QMS implemented & internal audit conducted in Aeronautical Meteorological Services Division & Tashkent Aeronautical Meteorological Station.

17 Feb 2012 – 1st stage of certification completed & 2nd stage of certification is underway in Aeronautical Meteorological Services Division & Tashkent Aeronautical Meteorological Station.

UZBEKISTAN (UZHYDROMET) Internal audits conducted in Aeronautical Meteorological

Together with Sert Management external audits conducted in Navoi, Nukus, Samarkand, Tashkent & Urgench.

Twinning/mentoring arrangements Requests for help received from Kyrgyzstan & Tajikistan. Assistance is

facilitated by the introduction of International Standard GOST ISO 9001-2011 – Quality Management Systems. Requirements – which was introduced on 1 January 2013 as an alternative standard for CIS countries.

Kyrgyzstan & Tajikistan have already been offered the courses, among others in internal audits, provided in Russia by training centres of Rosstandard, QMS documentation developed in Roshydromet, & invited to be observers during internal audits in Moscow, as well as in other cities where affiliates are located, e.g. in Samara, Voronezh, Ekaterinburg, Novosibirsk.

2012 - CIS Interstate Council for Hydrometeorology Working Group -3 & ICAO PT/EAST held the 1st joint meeting in Astana, Kazakhstan, on 16 -18 May.

2013 – The 2nd joint meeting will be convened in Yerevan, Armenia, on 28-31 May.

Among the issues to be discussed: QMS, AMP competency assessment, a unified forecast verification assessment system.
