REPORTS .1 Economic Development Department Activities The Executive Director, Economic Development introduced Parul Neufeld, Economic Development Officer, who provided a PowerPoint presentation and verbal update on the third annual Abbotsford Business Walks. The Executive Director, Economic Development provided an update on Investment Attraction initiatives including: new investment leads and Quarter 3 Hiring Demand reports.

Minutes of the Committee for Business Innovation, Growth and Attraction meeting, held November 21, 2017 at 3:00 p.m., in Room 530, Abbotsford City Hall Page 2 The Coordinator, Economic Development provided a verbal presentation and introduction to the new GIS (geographic information system) microsites’ interactive data tools and features. The Executive Director, Tourism, provided an overview of Tourism and Tradex activities including: an update on the Municipal and Regional District Tax (MRDT) application; update on the 5-year plans with Tourism and Tradex Management Agreement which should be finalized soon and presented to Council later this month, and new parking operations at the Tradex facility. On October 19, the Tradex facility was awarded the “Mayors Award” for outstanding commitment to inclusive hiring. This award reflects the efforts Tradex put forth in developing relationships with local community groups in providing an environment that is supportive and inclusive for all. The Community and Special Events Coordinator provided a verbal update on filming in Abbotsford; highlighted significant community events; and displayed a wrap up video highlighting the events in the community. The Executive Director, Economic Development, provided an overview on upcoming Economic Development events and the NAIOP Top Business Friendly Community award which will be presented to the City of Abbotsford on November 16 (won jointly with our neighbouring community of Maple Ridge).

City of Abbotsford Economic Development (CAED) Report to Business, Innovation, Growth and Attraction (BIGA) – January 30, 2018

Business Retention and Expansion Since the last meeting, staff has continued working one-on-one with businesses in Abbotsford. We have followed up with 27 meetings, addressing concerns such as expansion needs, labour issues, marketing toolkit support and business planning needs. EMC Breakfast – November 22, 2017 Staff attended the EMC “Excellence in Manufacturing Forum” This session was part of EMC’s efforts to enhance the level of support for local manufacturing. Through the many resources touched on, and initiatives such as ManufacturingGPS and Manufacturing Essentials, EMC’s main goal is to level the playing field and to help increase capabilities within all industry sectors. Following the feedback discussion, the top three challenges identified by participating industries and organizations. The key issues that surfaced include: (1) Labour needs, talent and attraction; (2) Sourcing of funding; and (3) Market growth including exporting opportunities. Industry Training Authority Meeting – November 27, 2017 Staff met with the Industry Training Authority (ITA) BC to share key findings of the Business Walks Report, labour demands trends, and information pertaining to the upcoming Fraser Valley Career Connections and Conference. School District 34 Apprenticeship Advisory Meeting – December 6, 2017 Staff attended the School District 34 Apprenticeship Advisory Meeting held December 6, 2017. The advisory committee consists of representation from various industry employers from the Lower Mainland. Staff presented information pertaining to the upcoming Fraser Valley Career Connections and Conference. Patrika Newspaper Dinner and Clothing Drive – December 16, 2017 Staff took part in assisting the Patrika Newspaper in coordinating a winter clothing drive and dinner for the homeless on December 16, 2017 at the Mennonite Central Committee (MCC). This was a very well received and attended event that engaged various community members and stakeholders. The Valley Food + Farm Collective – January 15, 2018 Staff attended a concept meeting of the Valley Food + Farm Collective, hosted by Fieldhouse Brewing & Co. This was a very well attended concept meeting, with representation from regional municipalities, CAED, Tourism Abbotsford, UFV, as well as various regional restaurateurs, Farm Markets, and farmers. Conversations took place relative to the future of the Fraser Valley’s growing food culture. As this was an initial concept meeting, future meetings are intended to be held to further discuss and plan the concept. Pacific Agriculture Show – January 25-27 Staff attended the Pacific Agriculture Show and targeted businesses to sign up for the agtech newsletter in person by circulating the show and in person at the booth. Social media during the event targeting vendors to visit our booth was also done to encourage additional sign ups.

Fraser Valley Career Connections and Conference – April 5, 2018 The Fraser Valley Career Connections and Conference, previously referred to as the Fraser Valley Mega Job Fair, is slated to take place on April 5, 2018. Staff will provide an update on the event agenda, keynote speaker, exhibitor participation opportunities during the BIGA meeting. Agriculture Sector Agri-Food Economic Development Teleconference – November 27, 2017 Staff took part in Agriculture economic development teleconference with the BC Ministry of Agriculture, Ontario Ministry of Agriculture, Ontario Federation of Agriculture (OFA), the City of Wellington and the City of Guelph Economic Development. This teleconference was an information sharing opportunity for all participating stakeholders. CAED shared information about the Ag-Tech marketing campaign and Taste of Abby Buy Local campaign. Agriculture Committee Meeting – January 8, 2018 Staff attended the Chamber of Commerce Agriculture Committee meeting on January 8, 2018. The Committee discussed feedback on the AgRefresh Stage 3 letter, which is to be sent to Mark Neill at the City of Abbotsford. Wendy Neufeld, Abbotsford Community Foundation, did a presentation on the 2018 Agriculture Enhancement Grant. The 2018 theme will be revitalization of unused or underused agriculture land. CAED staff provided information to the Committee about the upcoming Fraser Valley Career Connections and Conference. Ag-Tech e-Newsletter – Net Zero Waste – February 13, 2018 Our fourth agriculture technology e-newsletter on NetZero Waste will be published on February 13, 2018, in time for National Agriculture Day. Investment Attraction Since the last meeting in November, we have being working with a couple of new investment leads and continue to foster our pipeline. It is great to see some of these leads slowly coming to fruition and new businesses opening in our vibrant economy. Finding the right Industrial space is certain size category is challenging. Units that are built and land that is available for purchase is becoming difficult to find with a tight market. Many of the land owners will not consider selling and many business owners will not consider leasing. We are still attracting some interesting inquiries including one for a 30 acre site for a Buddhist Tourism Destination. HQ Vancouver Update Initiated by the BC’s former Ministry of International Trade, Western Economic Diversification Canada, and the Business Council of British Columbia, HQ Vancouver was launched in February, 2015 as a pilot project to attract international head offices to British Columbia, with the ultimate goal of driving economic growth and job creation. HQ Vancouver project is not being renewed by the current government and will come to a close in February, 2018. (see official notification attached)

Hiring Demand – Quarter 4, 2017 (October–December) The City of Abbotsford Economic Development has a license with Vicinity Jobs network to access their Hiring Demand Analysis reports. With businesses in Abbotsford having challenges finding skilled labour, the statistical information that this software provides promises to be extremely helpful in informing workforce development needs, employers and educators.

Highlights from Quarter 4, 2017:

• Q4, 2016 saw Abbotsford at 1,587 job postings; Q4, 2017 we are at 2,248 – a gain of 661 postings over the same quarter last year.

• Abbotsford is second only to Langley, in the South Fraser Region for number of third quarter postings at 2,248, with Chilliwack a distant third with 798 postings.

• Fraser Health was the top employer in the last quarter of 2017 • In the most recent quarter, the share of full-time postings was higher in Abbotsford

(45.1% of all postings) than the average in the South Fraser region (42.9%).

Tourism Tourism Rebrand The tourism team is happy to announce that Destination Think! has been chosen to work with on the tourism rebranding, asset creation, and social media content projects. DT! is based in Vancouver with offices in Austin, Amsterdam, and Sydney. For over seven years they have worked here in BC and throughout the world, they are true industry leaders in modern destination marketing and experts in driving innovation for tourism boards.

The tourism staff is excited to work with a global company who can collaborate with community partners through fresh eyes and a fresh perspective, and look forward to providing leadership within our community on the Abbotsford brand and creating some new energy for our partners in the coming years. If you’d like to see the slide deck of DT!’s presentation, click here. 2017 – Record Year for Tourism It was another record breaking year for the tourism industry provincially and locally. While final data won’t be available for a few more weeks, initial indications are showing that occupancy in Abbotsford will finish around 62% for the year, up approximately 6% from 2016 (the year peaked in August with occupancy of 82.4% for the month). Local accommodation revenue is projected to come in over $20,000,000 for the first time ever, with MRDT revenue growing upwards of 18% from 2016. This strong local growth has been driven by events, sport tourism, a vibrant business community, product development, agri-tourism interest, filming, a desirable exchange rate, and Abbotsford’s great location as the hub of the Valley. Tourism Abbotsford has supported all this through progressive social media strategies, digital marketing, targeted media relations, marketing campaign development, and facilitation of collaboration amongst partners. Canadian Sport Tourism Alliance Tourism will once again be attending the Canadian Sport Tourism Alliance conference, being held this year in Halifax. The conference annually brings together communities and National Sport Organizations from across the country and is the primary source of leads and bid information for any National sport events. The Exchange provides pre‐scheduled meetings between event rights holders and community representatives allowing communities to learn more about specific sports and the events they host, the opportunity to ‘pitch’ an event right holder on bringing an event to that community. Last year provided the opportunity to further our relationship with Sport365 who hosted one of their Foam Fest events here in June. Fraser Valley Destination Development Tourism is part of the Working Committee for Destination BC’s Fraser Valley Destination Development program. This committee supports the Destination Development planning process through helping to refine the strategy with local area insights, sensitivities and perspectives; providing advice and counsel to Destination BC, facilitators, and broader planning area stakeholders as and when needed. The Fraser Valley Working Committee is comprised of approximately 12 people covering the span of the planning area. Tradex Operable Walls Work has begun to gather updated costing on the installation of two operable walls in Hall A. The event schedule at Tradex dictates the project would need to be completed in June and July. In the coming weeks the Tradex project team will connect with City Engineering to update on details of the proposals and to coordinate approvals.

Parking Operations Automated pay machines are now in place. The new system means guests no longer pay on exit but instead are directed to pay by licence plate prior to entering the building. The parking machines are conveniently located at the entrance to the cross walk and in the exhibitor lot just outside the east doors. All machines accept credit cards, and guests will also have the option of paying by phone or on-line. It is anticipated the machines will be upgraded to be able to accept debit and payments in the coming months. 2017 Performance Last year was a very strong year for events at Tradex. Several key measurable were surpassed including revenue, revenue per event day, contracted days, and net revenue. The busiest three events of the year were the West Coast Motorcycle Show, Pacific Agriculture Show, and the BC Boat & Sportsmen show. The Year Ahead 2018 is year one of the new Tradex five-year business plan and will see a renewed emphasis on prospecting new events, particularly in light of the anticipated addition of operable walls. The business case for additional exhibit and meeting space will continue to be developed during the year as potential new business is uncovered. Social Media We launched 2018 with our first campaign “Why Abbotsford?”. The campaign was a huge success, with a number of responses on all of our social media channels. Staff have begun to work on the social media aspect for the Fraser Valley Career Connections and Conference and look forward to this event. The social media portion will be key in reaching a broader target audience for both employers and job seekers. Film Sector Film Production Sector 2018 has started off rolling for film production. Aurora seasons 8&9 are just wrapping a 9 day production shoot at various locations throughout Abbotsford. We have also received a film application for filming in Abbotsford Downtown for February 9 and 13. There are also two additional film leads we are currently working with for Albert Dyck Park and the Abbotsford Airport Airport. Final Film Production Stats for 2017

Exciting news from our neighbour. We are prepared for some overflow! Vancouver Remains "Best Place to Work and Live as a Movie Maker" in Canada for the second year running! A small nudge down from last year's tie for the #1 spot, Vancouver has been ranked as the second best place in North America to live and work as a movie maker by Movie Maker magazine. https://www.moviemaker.com/archives/best_of/best-places-to-live-and-work-as-a-moviemaker-2018-big-cities/3 Vancouver salutes Atlanta, Georgia for ranking #1 in 2018. In 2017, Vancouver tied for first place in North America with New York City. New York City remained in the top 10 at #5 in 2018. What a wonderful way to strength community thru connecting at a festival, a walk, a run, a bike event and experience Abbotsford’s culture and get active! 2018 is headed in the same direction. Resolution Run – January 1, 2018 Some Abbotsford resident’s rang in the New Year with a 5km run! This race was originally scheduled at Mill Lake however with our recent ice storm, quick planning took place and a revised location was chosen. The race took place at Yale Secondary on the gravel track and enjoyed by many!

The City has been approached by the organizer of the Vancouver Christmas Market to bring a European Festival & Market to Abbotsford for 2 weekends - end of September to the beginning of October. We are working with the organizer to find a venue. NEW process to Beverage Garden (previously “Beer Garden”) Applications As the City of Abbotsford continues to review and streamline processes to best serve our community, we recently updated our processes in relation to Beverage Garden Applications. Effective January 1, 2018, applications from organizations wanting to hold a Beverage Garden in the City of Abbotsford will be received by the completion of a Special Event Permit Application, a confirmed park contract and an approved special event permit from the BC Liquor Distribution Branch (https://specialevents.bcldb.com/). This is a streamlined procedure which is in alignment with the new Provincial guidelines.

Other TD Bank Lunch and Learn –January 16 Staff met with TD Bank and their representatives to go over the new GIS Microsite and the new CAED translated materials. TD bank was grateful for the information and mentioned that the new microsite will be invaluable to their business clients and will assist them in their decision making with the statistical information and data available to them. Pacific Agriculture Show – January 25-27 Staff attended the Pacific Agriculture Show and targeted businesses to sign up for the agtech newsletter in person by circulating the show and in person at the booth. Social media during the event targeting vendors to visit our booth was also done to encourage additional sign ups. Invest Canada - Community Initiatives (ICCI) Funding Invest Canada adjudication committee has approved the funding for our in-market regional analysis of our key sectors in India and China. The goal of the project is to expand our global presence through this in depth market research and enable our marketing activities to be strategic, targeted and focused for the maximum impact to further implement our International Marketing Blueprint and create a general awareness of Abbotsford. Think Canada – March 20-22, 2017 Think Canada will be held in Toronto this year. We are still waiting for the organization to provide further information. Elevate 2 – May 3, 2018 2nd Annual Elevate Abbotsford Forum (as per Pillar 2 in our Strategy). The Elevate Forum is tentatively scheduled to take place tentatively on May 3 2018 at UFV Student Union Building. The working group is discussing possible key note speakers; table discussion and format; and outcomes. Stay tuned for more details. The Community Innovation Partnership working group will talk about this initiative during their update to the Committee.

Abbotsford International Airshow – August 10-12, 2018 Staff met with the Abbotsford Airshow Society to discuss this year’s exciting airshow featuring the US Navy Blue Angels. Seats are limited already for the popular Twilight Show, as the Society started preselling tickets for Christmas this year. Prior to 2018, 50,000 tickets had already been sold. Ticket prices have also increased this year. A new addition for 2018 is their small business chalets with a 35 person capacity these are available for rent, full catered starting at $2000. All the new small chalets (8) are sold out already for the twilight show. Seating is at a premium this year due to the popularity of the Blue Angels, so please ensure if you want tickets for Friday evening that you purchase those extra tickets early. Additionally, please note that the Blue Angels cannot fly after dusk therefore for the twilight show gates will open earlier and the team will fly at 3.30pm. The Economic team will be working closely with Mayor and City Manager on developing the list of investment and business partners for the City hosted seating.

HQ Vancouver was launched in February 2015 as a three-year pilot project to attract more international head offices to British Columbia, with the ultimate goals of driving economic growth and job creation. It was initiated with funding and strategic direction from British Columbia’s former Ministry of International Trade, Western Economic Diversification Canada, and the Business Council of British Columbia. Over the course of this mandate we have been successful in raising the international profile of B.C. and Vancouver as a preferred destination for international investment and head office establishment, welcoming the establishment of 15 new headquarters and international offices in B.C. and Vancouver. In order to develop the value proposition of international investment in B.C., it is crucial to understand the economic strengths and diversity of the whole province. With HQ Vancouver coming to a close in February 2018, we want to thank you for the opportunity to have worked with your economic development agency in this regard.
