FEED VERIFICATION

BACKGROUND OF FEED VERIFICATION

Oil & Gas / Refinery projects are often executed in modes such as

conventional or EPC. Front-End Engineering and Design (FEED) is

relevant to EPC mode of execution, where in FEED is prepared by the

FEED contractor and forms part of EPC tender document. This

document helps EPC bidder to cost and quote for the project.

FEED phase scope generally covers the basic design and engineering

of the facilities, development of the layout, vendor inputs for major

packages, HSE impact assessment and refines the cost estimates of

the conceptual design. The FEED cost estimates are used to obtain

required management approvals and also serve as a basis to review

the proposal of Engineering, Procurement & Construction (EPC)

contractors.

The FEED document, which is a compilation of basic design and

engineering documents, is provided to the EPC contractor which

serves as starting point / input data for further detailing during the

EPC phase and forms a part of contract documentation.

Traditionally (till a couple of decades back), EPC contractor scope

included performing detailed design and engineering based on the

FEED documents and in case of any conflicts or changes in design

philosophy, the issues were referred to FEED contractor or

resolution. FEED Contractor's scope encompassed providing

process guarantees on the system design and corrective

engineering, wherever applicable.

In the late 90’s, EPC type of execution gained popularity with the

emergence of the FEED endorsement concept ,where a single point

responsibility was passed on to the EPC Contractor for delivery of

the project, meeting all requirements and without any involvement of

the FEED contractor.

In other words, the EPC contractor was required to own / endorse the

design by the FEED contractor at the time of bidding and take full

responsibility of the project including process guarantees, in

addition to the normal warranties / guarantees associated with usual

EPC project scope.

This concept is quite advantageous in terms of the owner's project

execution strategy; however, it brings additional challenges and

responsibilities to the EPC Contractors.

In essence, FEED Endorsement requires an understanding of the

design concept and complete verification of design without any face

to face interaction with the owner or the FEED contractor.

Thus, FEED endorsement requires significant efforts for design

verification and includes redoing many basic design activities such

as process simulations, system hydraulics and other calculations

within a short period.

FEED VERIFICATION

Basic aspects to be considered for FEED verification:

Major activities to be performed in the FEED verification:

Feed verification exercise is particularly important for the following

units / types of execution:

o Open art units like CDU, VDU, SWS, ARU/AAU, GDU, GSU,

C2/C3 fractionation etc. including utility and offsite design such

as CW system, IA/PA system, N2 system, water systems, CPP,

Flare and storage facilities

o EPC execution with process performance guarantee by EIL.

EPC mode of execution for open art units is quite common in

international jobs esp. Middle East and a similar trend is catching up

in domestic jobs also.

FEED verification is specified in the scope of work at times, and

sometimes not. In both the cases, it is recommended that FEED

verification is performed compulsorily if the nature of job is as

specified above.

FEED verification enables us to realistically asses the following:

1) The process guarantees required by the client.

2) Whether the FEED design / sizing of major equipment (costly

equipment and instrumentation) are OK for meeting process

requirements. If not, adequate remedial measures may be

considered before furnishing the commercial bid.

1) Codes and standards.

2) Client specific guidelines / standards.

As a part of FEED verification, the design performed by the FEED

contractor needs to be verified to the extent that the same is either

owned by the EPC bidder or redesigned such that the performance /

technical requirements of the contract may be met. In case of new (re-

) design the same shall form a basis for the costing, covering the

lacunae in the FEED / design risks. Typical activities involve the

following, but are not limited to -

1) Process simulation (at least for governing cases) and

endorsement of heat & material Balance.

2) Sizing of all equipment

3) Hydraulics / Line sizing.

4) Rating of all equipment and piping

5) MOC of all process equipment / piping / Instruments.

6) Control system / SIL requirement

7) FEED stage pending Hazop action points.

8) MDMT study / Depressurization study (as applicable).

9) Residual engineering activities as specified / defined by FEED

consultant / any un-engineered scope added in the form of

amendments by client.

10) Verification of utility / offsite design if provided as part of FEED,

else preliminary design of the same for costing purpose.

11) FEED stage adequacy reports (if applicable).

The findings from FEED verification should be incorporated in the

FEED documents, the revised documents forming the basis for cost

estimation.

o Often additional requirements are added to the project scope

during tender clarifications / FEED endorsement phase

enlarging the original scope. Such requirements are added in the

form of Amendments / Tender bulletins. These are generally not

engineered and sometimes, not even aligned with FEED

documents. Resolution of such issues during tendering stage

often, remains inconclusive. Since owners generally, do not

entertain "exceptions" to the scope of works during the bidding

stage, there is no option but to take appropriate risk and price the

project accordingly.

o Owner project teams including Project Management Consultant

(PMC) involved during FEED phase do not essentially continue

to the bidding / EPC phase. Due to this, the responses to the

clarifications raised by EPC contractors are sometimes not

consistent with FEED philosophy and are influenced by the new

PMC team (appointed for EPC phase).

Feed verification procedure for LSTK quotes of open art units:

Steps for feed verification:

1) For LSTK quotes it becomes important to have a good estimate

of plant costs (fixed as well as variable), so, completeness and

clarity of inputs are the prime requirements for the same.

2) Collect inputs (bidding document, amendments, technical

questionnaire etc.) from projects/ Marketing divisions.

3) Verify the completeness of inputs i. e. cross check with the index

of documents.

4) List down mismatches / contradictions / incompleteness etc of

the feed document.

5) List down various codes / standards to be followed as per the

bidding document.

6) List down the scope of process activities

7) List down guarantee parameters -l guarantees by the EPC or

vendor can also be roped in.

8) Go through the list of equipment provided in the bidding document.

CheckforcompletenesspertainingtoPFDs/P&IDS, ifany.

9) Missing equipment if any, should be clearly listed down, clients

informed and confirmation for inclusion obtained.

Other aspects to be considered during FEED verification:

10) System capacities listed in the bidding doc. should be cross

checked wrt. overall through put of the plant.

11) Sizing criteria for various U & O facilities should be clearly spelt

out in the bidding doc, if not , the same should be confirmed

through Tqs.

12) All battery limit conditions for process as well utility lines must

be clearly defined in the bidding doc.

13) Overdesign margins to be considered for estimation must be

clearly defined in the bidding doc, if not, it should be asked in Tqs

14) Cross check system capacities of various U & O facilities i. e. CW,

Compressed air, N2, steam and Power, water system, flare

system as per our own estimation as well as those specified in

the bidding document.

15) Bidding document might be referring to various procedures/

specifications (e. g. shell DEP etc., the same should be reviewed

before going ahead with system design

16) List down all statutory codes/ regulations to be followed (OISD,

IBR etc.)

17) Check foravailabilityofsiteandmetrologicaldata in thebiddingdoc.,

missinginformation. ifany,shouldbeclearlyaddressedinTqs.

18) Definition of various terms (e. g. guarantee, design , rated

capacity etc.) used in the bidding doc should be clearly

understood

19) Complete definition of product and feed should be available in

the bidding document

20) Alloperatingcasesshouldalsobecoveredinthebiddingdocument.

21) PMS, insulation thickness etc. should be clearly defined.

22) To assess the quantum of work involved in residual / detailed

engineering, check the bidding document, based on which

efforts should be estimated for EIL.

23) It should be clearly mentioned in the quote that during detail

engineering, if errors/ mistakes are found in the bidding

document specifications/ drawings/ documents which have

impact on LSTK's cost and schedules, the owner shall be

accountable

INTO THE ABYSS

Looking through the window into the abyss,She wandered why her arrival in this world did everyone resist,Was it her courage or her compassion they so feared,Or was it the grace & love with which her family she reared;

Looking through the window into the abyss,She suddenly realised that in life something was amiss,For she didn’t giggle or cry like the kids outdoors,But ached from the day’s household chores;

Looking through the window into the abyss,She conceived a fantasy with not a single detail missed,Dressed like a princess in a glitzed up hall,She imagined the grandeur of a place outside these walls;

Looking through the window into the abyss,She longed for warmth & a comforting kiss,And books to read that could take her beyond,From the ills of the society that had her pawned;

Looking through the window into the abyss,She questions her guardians on why she was remised,They say that dearth of resources did her poor,But she knew better than to believe her doers;

Looking through the window into the abyss,She carries this odd normalcy with such finesse,Yearning for strength to escape this dogma,But for now she returns to another day of stigma;

Looking through the window into the abyss,She feigned courage and made a wish,That someday she would set herself free,And run away to the world beyond that tree;

Looking through the window into the abyss,She sees people staring, with disdain they hiss,Though her desires, devotion, entreaties, emotions; all were dismissed,But she continues her voyage to find her own little bliss.

JUST MISSSED.............

8.30 a.m.

Office

The usual, dull and lazy....

Presuming ourselves as respectful technocrats (at least that’s what our family andfriends think of us to be) we all started our day... Amidst the usual routine of designand analysis, a flurry of discussions started...it was the organisation’s foundationday and so “------------ ” was arranged downstairs in front of the office reception. Iignored the entire discussion as it has always been crystal clear in my heart and mindthat I would never opt for “ --------------”. I raised my head, gave all my colleagues anuninterested, faint-hearted look, lowered my head into design and analysis again, totally ignorant of the adventures that the day would unfold for me.

Although I was damn, damn scared, remembering my previous experience, but wasinspired, rather inflated by my colleagues who were brave enough to opt for “ ---------------” irrespective of some odds. HATS OFF guys, but why drag a poor chick likeme?

It wouldn’t be wrong to call it a ‘DEBATE HOUR’ between my mind and heart, the twoconfused, indecisive and lop sided debaters. In this confused state of mind and maybe because of the ‘INFLATION’, I joined the exodus with hesitant baby steps, headingtowards my destination.

I reached downstairs....and observed the entire process happening in the 'DREADEDBUS'.....but when the designated person called me for 'THE ACTIVITY' my heartcame into my mouth and I ran like a kid backwards to the office reception.

After sometime, I took a deep breath, gained all my confidence from - don’t knowwhere, although I was still shivering but......entered the so called 'DREADEDVEHICLE' again hoping for a debacle i.e. a disqualification for "THE NOBLE JOB'.

The scene inside was even more horrifying than my imagination. It was red and whiteall around, enough to make me feel dizzy and bring about a puking sensation. With athumping heart, I will admit that my hopes crashed - contrary to my expectations, Ihad cleared all the tests!!! This led to an increase in my pulse and heart rate. Evenmore shocking was the fact that two of my friends who were very confident - both atwork and otherwise, had failed the tests.

Due to some problem I was advised to come after some time. I judicially utilised thenext half an hour, preparing myself mentally, physically and emotionally to face thechallenge - not to forget the ‘DEBATE HOUR’ was still on within me. I got busy with'DESH SEWA', my work and knowingly or unknowingly , delayed reaching thereagain . Finally, when I went there, still nervous and shivering - I was told 'SORRYMA’AM WE ARE DONE..!! '. A bundle of energy and confidence dawned upon me witha little more conviction and the mischievously said 'PLEASE IF YOU CAN.' However,finally.....I JUST MISSED donating blood at “----------------” = “BLOOD DONATIONCAMP” (organized by office) for the very very first time.

It is till date, one of my psychologically unconquered fears since childhood, which Ifailed to conquer again. In fact I still feel like the youngest of the young kids on earthwhen it comes to injections or blood tests - blood donation being far far-fetched forme, indeed.

But, the important thing is they pricked just a drop of blood out of my finger forchecking my eligibility for donation and I felt feeble and dizzy all day long..!!

What would have happened, had they taken a full 350 ml from me, I wonder... ?
