Clean India & pollution free India is the biggest attribute of our Government. Pollution be

it of air or water, its clean-up in India is our overriding mission. I am very happy to note

that in the Oil Spill India 2016 Conference you would actively discuss & deliberate on the

disastrous effects of Oil Spill & the effective strategies for prevention of such incidences.

I convey my heartiest wishes for the success of this conference.

I am pleased to share that the Government has launched the Green Ports initiative

whereby all major ports like Mumbai Port & Calcutta Port etc would be equipped with

waste water recycling technologies for effectively curbing pollution at sea & water

conservation.

To enhance the prevention & control of Oil pollution at sea, the government is committed

to actively use the latest in technologies & equipment from global companies. We have

recently placed the initial orders & funds are being allocated from the Government for the

requisite upgradations.

I firmly believe that a pollution free ocean & a green coastline is imperative for the

sustainability of our environment & ecology.

I am sure that the Oil Spill India 2016 conference would witness many thought provoking

discussions on a wide variety of relevant topics, whilst promoting the ways & means for

using the best of technologies & practices in India.

The international convention on Oil Pollution Preparedness Response and Cooperation

(OPRC 90) Article 6, set down a requirement for all operators of offshore installations,

drilling rigs, terminals and ports to have in place an oil spill response system that will

include contingency plans, prepositioned response equipment, training and regular

exercise, appropriate to perceived risk.

Considering the need for the comprehensive response system for Oil Spill Management in

the maritime zones of India, the Committee of Secretaries to the Government of India had

approved the National Oil Spill Disaster Contingency Plan (NOS-DCP) in November'93. The

Director General Coast Guard was designated as the Central Coordinating Authority (CCA)

to implement the plan, and coordinate response activities in the event of oil spill at sea.

The Ministry of Petroleum and Natural Gas, the Ministry of Shipping, Oil Companies, Port

authorities and Maritime States are also the stake-holders in the plan. Developing &

managing pollution response systems for a vast county such as India necessitates pooling

of resources and integrating the capabilities of industry stakeholders for this national

cause.

It gives me immense pleasure to know that 4th edition of OIL SPILL INDIA- 2016, the only

conference of its type held in India is being organized in association with “Directorate

General of Shipping”, Ministry of Shipping & ONGC during 11-12 August 2016 in Mumbai.

I am sure the conference will bring together the global spill response industry & its

stakeholders in the region to deliberate and collaborate on the prevention & response

frameworks whilst concurrently build an informative schedule of the raising Global

Standards.

Oil Spill India has now come a long way since its inaugural take – off four years ago. I am confident that the OSI would go from strength to strength as years roll by.

The theme of the upcoming conference 'Commitment, Synergy & Excellence 'is extremely contemporary, topical and futuristic. The sheer scale of maritime incidents like oil spill are so daunting & challenging that we need to collectively push the frontiers of cutting-edge technology and innovation that would drive synergies in planning, prevention, response, containment & restoration efforts to redress, mitigate & pre-empt such incidents, going forward. While technology, knowledge & innovation are the need of the hour, there is a compelling imperative for capacity building / human resource development and creation of a very calibrated & dispersed awareness.

There are a multitude of stakeholders who need to be on board this vital national disaster response preparedness mission. To be fore-armed is to be fore-warned. In the run-up to the event it is extremely crucial that there is mass dissemination of information & awareness about this theme as the same is at a discount, largely. Looking at the climate change forces & dynamics at play, globally, the future generations will clearly hold us as having been derelict if we do not contribute individually & collectively towards the cause of environmental protection.

thI am happy to know that Oil Spill India is organizing the 4 edition of Oil Spill India

Conference on 11-12 August, 2016 at Mumbai.

The world has faced several accidental oil spills and we have noticed the disastrous

consequences of oil spill on the environment. Such incidents remind us from time to time

about the huge remediation cost involved to contain and minimize the impacts of spills. It

therefore becomes very important that we all take utmost care, to prevent any accidental

discharge of oil in our areas of operation, which may cause damage to land environment,

flora and fauna, marine and aquatic environment especially near the shorelines. It is very

essential for the Oil and Gas Industry to have a robust oil spill prevention system in place

in compliance with the local regulatory framework and commensurate with the oil spill

risks of an organization or facility.

ONGC has been taking extreme care in ensuring that there is no spillage during the oil and

gas operational activities in various parts of the country. But we are also mindful that

despite rigorous processes, there is likelihood of oil spills and has therefore, established

effective mitigation measures to handle such oil spill emergencies. The ONGC has

adopted the system of tiered response to Oil Spill Management such as Tier-1 response

through its own resources, Tier-2 response by pooling of national resources and Tier-3

response by mobilizing global resources.

Considering the disastrous impact of oil spills, I firmly believe that this conference, would

provide an opportunity to various stakeholders of the industry to discuss different aspects

of Oil Spill Management and emerging trends in Oil Spill Response & Restoration strategies

for the benefit of the entire oil and gas industry.

Over the years the Oil Spill India Conference has evolved to become one of the most

important international conferences dedicated to Oil Spill Planning, Prepardeness,

Response & Restoration systems, the overwhelming global response to OSI 2016, confirms

As in previous years, OSI 2016 provides an excellent forum for sharing of valued

perspectives and experts brainstorming on OSR preparedness, developments,

In today's progressive world we are faced with the dual challenge of developing our economy and protecting the environment. Under no circumstances, should economic growth & development take precedence over protection of environment. Almost all maritime casualties, regardless of cargo, represent a potential threat to the environment. The challenges faced by the Maritime industry globally, with respect to sustainment of marine environment are common and the need of the hour is a comprehensive prevention, response and compensation regime. Pollution defense is at the top of the agenda.

A documented methodology for undertaking any contingency is a prerequisite for a dynamic system. A comprehensive response system must follow the “cradle to grave” philosophy. This implies that the system should cover all relevant aspects from the initial phase of causality management, on scene mobilisation, spill monitoring, response & defueling operations, salvage or wreck removal, waste disposal, monitoring chemical and environmental effects and cleanup post completion.

“Oil Spill India” (OSI) under aegis of “iTen media” has been a frontrunner in addressing the impacts of spills at National & International level. Oil Spill Response Limited (OSRL) is greatly honoured to be a part of Oil Spill India since its

inception in 2011. This conference provides an excellent platform to promote good

practices through networking with industry and government stakeholders and for us all to

benchmark against the wider industry for continuous improvement.

The bringing together of expertise around the world provides valuable perspectives to

initiate collaboration to solving oil spill response related issues.

Over the past 30 years, OSRL has been on a journey to address the changing needs of our

Members and to improve their performance in the prevention, intervention and response

to oil spills. In today's challenging environment, we remain supportive by listening to our

Members' challenges and help determine their critical priorities through capability

assessment so that their response readiness is not compromised. One of the latest OSRL

initiatives is the extension of our on-site technical advisory service which now allows five

personnel to be provided for five days. This new '5 for 5' service remains totally free to our

Members.

As the oil industry faces uncertainties in the current economic outlook, we have not stood

still on the traditional response assets; having established the Subsea Well Intervention

Service (SWIS), Global Dispersant Stockpile and recently commissioned the world's first

Boeing 727 Dispersant Spray aircraft which provides faster response time, enhanced range

and a cargo capability.

There are thousands of oil and chemical spills in coastal waters around the nation every year. The causes of these spills range from small ship collisions to fuel transfer mishaps, leakages from offshore construction platforms, to massive spill events. Oil Spill India (OSI), known for its rigorous work in this field, organized their 4th Annual Conference at the plush JW Marriott, Sahar, in Mumbai to highlight the global concerns on protection of marine environment.

th thThe exclusive two-day conference held on August 11 and 12 focused on commitment towards preserving the marine environment and synergic efforts using technology to combat the aftermath of disasters. Representative form the NDMA, The Directorate General of Shipping, Indian Coast Gard, ONGC, IOCL, BPCL, IMO, ITOPF, IOPC Funds, International Salvage Union, P&I club, OSROs, OEMs & related sectors, encompassing entire Oil & Gas + Maritime industry, were amongst the participants.

The Chief Guest for the event was Lt. Gen NC Marwah PVSM, AVSM (Retired), Member, National Disaster Management Authority (NDMA). Guests of Honour were Mr. Deepak Shetty, DG & Capt. L K Panda (NA to GoI) from Director General of Shipping, Govt. of India; Mr. TK Sengupta & Mr. AK Dwivedi, Director, ONGC; Capt. Ashok Mahapatra, Director-Maritime Safety Committee, IMO; IG VSR Murthy, PTM, TM, DDG (Operations and Coastal Security), Indian Coast Guard; and Mr. A K Gupta, Managing Director, Indian Ports Global Pvt. Ltd.

The Congress kick-started with and inspiring opening address by Capt. Sandeep Kalia, Global Brand Ambassador & Co-Chairman, OSI 2016. “India is at a critical juncture in the development/implementation of our National Oil Spill Response Policy where 'synergy' is crucial for crafting a win-win solution for all involved which will ultimately ensure effective Marine Environmental Protection. Today, Oil Spill India is one of the world's top conference & exhibition on Spill prevention, preparedness, response & restoration systems that has over the years created a global forum. A unique event hosted in India which has been a frontrunner in addressing the impacts of spills at National & International level,” he averred.

In his Welcome Address, Conference Chairman OSI 2016 – Shri. A. K. Hazarika, former CMD & Director (Onshore), ONGC Ltd. Said this conference was an excellent forum to discuss issues of oil spill. He said oil spill can occur both on land and sea while oil spill on land can be mitigated comparatively easily containing offshore oil spill was much more difficult. He appreciated the support of ONGC that had remained the main sponsor of OSI since inception.

Mr. T K Sengupta highlighted the growth of OSI over the years, before talking about the negative effects of spill on the environment. “In India, oil spill cases have seen an increase along with crude production. OSI has grown over the years and has updated the industry about the measures through which we can fight spills. Marine oil spill pollution creates ecological imbalances and is dangerous to our society,” he said.

Capt. Ashok Mahapatra said, “Over 90% of global trade moves through shipping. Without shipping, the world's economy would come to a halt. Ships are run by humans, so accidents are bound to occur. What we should be concerned about is how well we are prepared to handle situations.”

Inspector General VSR Murthy commented on the theme of the seminar – Commitment, Synergy and Excellence. “An event of this magnitude will go a long way in addressing the issue of oil spills. We have advanced a lot technologically, and we will keep updating ourselves in oil spill maritime response. This forum will discuss many

such issues on a broader scale,” he said.

Highlighting the need to have a systemic approach to crises was Mr. Deepak Shetty, “We need systematic human resource training that needs to be tested and audited and constantly monitored. We should look at breakthrough technology that is in use around the world,” he suggested.

Capt. Sandeep Kalia then unveiled a special video message from Shri Nitin Gadkari, Honourable Minister of Shipping, echoing his support & best wishes for OSI 2016. Mr. Gadkari emphasized: “Swachh Bharat, Pradushan Mukt Bharat” as a prime motive, and reducing air and water pollution in India is a key objective.”

Chief Guest, Lt. Gen Marwah spoke of the countless challenges faced by the maritime sector. “Incidents of oil spill are detrimental to the interests of the industry. A collaborating and synergic approach is required to combat these. This conference will discuss the careful management of oil spills and water resources for our sustainable future,” he said.

A special edition of the OSI 2016 newsletter & show catalogue was launched by the Chief Guest at the event.

Mr. Abhishek Bhatnager, Chief Executive Officer, ITEN Media, delivered the vote of thanks. This was followed by inauguration of the exhibition.

The opening hi-level panel discussion focused on Global initiatives taken by the industry. The panelists were Capt. Mahapatra, IG Murthy, Capt. L K Panda, Mr. Sengupta, Mr. A K Dwivedi – Director (Exploration), ONGC Limited, Dr. Karen Purnell-Managing Director, ITOPF, Mr. Jose Maura-Director, IOPC Funds and Mr. Darren Waterman-Regional Director (Asia Pacific), Oil Spill Response Limited (OSRL). Topics discussed were E-Governance, E-Learning, the Nairobi convention, the Wreck Removal Convention and “Zero tolerance for spills”.

Capt. Panda spoke about the Merchant Shipping Bill which will soon come into force with the support of the Parliament and the Government.

The first technical session highlighted global best practices and stakeholder integration. The session Chaired by Mr. T K Sengupta, had Commandant R Vijay – Indian Coast Guard, Mr. Jon Lay – IPIECA (Former Chairman OSRL) and Ms. Arti Chopra – Spill Response Specialist, OSRL. It brought to light the threat of spills, global industry response groups, modelling and visualization of spills and the roles of stakeholders. “There is no second chance in spill disasters,” said Mr. Sengupta in his speech.

Capt. Sunil Thapar, CEO, Allcargo Shipping, chaired the second technical session in which emerging risks in the Marine Environment were discussed. Panelists were Dr. Karen and Ms. Alaknanda Dubey, Executive Engineer (Environment), Corporate HSE, ONGC Limited. Speakers discussed demand on resources, economics, the protection of the environment and political uncertainties.

“A lot is being done but a lot still needs to be done.” Said Capt. Thapar, during the discussion.

The third technical session was on preparedness, training and response capabilities and was chaired by Mr. Darren Waterman. The speaker were Mr. Jose Miguel Rios – Emergency Management Specialist, Marine Scientist, Polaris Applied Science, INC, who spoke on RETOS to achieve international benchmarks for spill preparedness; Mr. Trond Gulbrandsoy, International Sales Manager, Allmaritim AS, who spoke on a cost efficient oil spill response strategy; Capt. Kuldeep Singh, VP Technical Services, Gallagher Marine Systems LLC, who

The final technical session for the day was chaired by Mr. Lay, with the theme “Disaster Management – Spill Response and Mitigation”. The speakers were Mr. Waterman, who covered invention technology for subsea well incidents; Dr. Stephane Le Floch, Research Department Manager (CEDRE), who spoke on the Sundarban oil spill in Bangladesh; Mr. Michael Green Lauridsen, Segment Director Oil Spill Response APAC, DESMI, Singapore, Pte. Ltd., who brought to light the latest in proven oil spill technology and Capt. DC Shekhar, Director, AlphaMERS Ltd., who spoke about the role of responders.

The day concluded with an open question-answer forum where the audience shared their observation with the Advisory Board of OSI 2016

The Gala entertaining evening & dinner, with a very absorbing classical flute performance & astounding acts form a renowned Mentalist were the icing on the cake, post serious deliberations of the day.

The second day commenced with a hi-level panel discussion on Oil Pollution & Natural Disasters – Awareness Communication & Engagement, moderated by Capt. Kalia, with Capt. LK Panda; Capt. H Khatri, NA, MMB; Dr. Rath – Director, Petrofed; Capt. Rajesh Tandon, MD-VShips & Mr. Jan Fransen, ED, Green Award foundation as panelists. The key takeaways were creating awareness in society, capacity building, training & setting high standards for prevention of pollution in any form.

The fifth technical session, chaired by VV Surya Rau, had the theme “Emerging Technology – Spill Detection & Surveillance”. Mr. Prasad SJ spoke on the operational oil spill trajectory prediction system. Mr. Brend Freibott, Head of Global EHS/Sustainability Consulting Unit, discussed safety management incident management. Mr. Krishna Kishor – Scientist, ISRO, spoke on monitoring spills in the Indian maritime zone with technical support.

The sixth session was on Environmental Damage: Assessment & Remediation. Mr. Banwari Lal – Senior Director, Environmental and Industrial Biotechnology – elaborated on bioremediation, a process that uses naturally occurring micro-organisms for remediation, during his presentation.

Technical session seven focused on Salvage & Wreck Removal. Speakers form SMIT & Resolve Salvage, Swire Emergency Response & Mubarak Marine presented concerted efforts by salvors & response agencies.

Session eight on Regulatory, Legal, Funding & Insurance was chaired by Mr. Jose Maura, Director – IOPC Funds, DIG Donny Michael, Chief Staff Officer(Ops), Coast Guard Commander, Western Seaboard, Mumbai; Mr. Thomas, IOPC Funds; Mr. Joel Cockerell, Senior Associate – Clyde & Co & Mr. Tony Paulson, Director, The West of England (P&I Club), shared valued perspectives on funding & insurance.

This was followed by Valedictory session comprising of Conference Chairman Mr. A K Hazarika, Mr. K R Sachar, Mr. Soli C Engineer, Mr. Surendra Jagtap, Mr. Jose Maura (IOPC), Capt. Shyam Jairam & Moderated by Capt. Sadeep Kalia. On day 1, Technical Session II: Focused on Emerging Risks in Marine Environment, Speakers from ITOPF, OISD & ONGC Limited. The session was chaired by Capt. Sunil Thapar, CEO, Allcargo Shipping.

On day 1, Technical Session III: Focused on Preparedness, Trainings & Response Capabilities, Speakers from Polaris Applied Sciences, Allmaritim AS, Gallagher Marine Systems Llc. & OSRL. The session was chaired by Mr. Darren Waterman, Regional Director (Asia Pacific), OSRL.

On day 1, Technical Session IV: Focused on Disaster Management-Spill Response & Mitigation, Speakers from OSRL, CEDRE, DESMI Singapore Pte Ltd.& AlphaMERS Ltd. The session was Chaired by Mr. Jon Lay, IPIECA (Former Chairman OSRL).

On day 2, Panel Discussion: Focused on Oil Pollution & Natural Disasters - Awareness Communication & Engagement, Panelist from Directorate General of Shipping, Maharashtra Maritime Board, Green Award Foundation, V. Ships India Pvt. Ltd. & Petrofed. The Panel Discussion was Moderate by Capt. Sandeep Kalia, Global Brand Ambassador & Co-Chairman, OSI 2016.

On day 2, Technical Session VI: Focused on Environmental Damage: Assessment & Remediation, Speakers from TERI, ONGC Limited & Indian Oil - R&D. The session was chaired by Mr. C. Abhiram, Head HSE (Ref), Indian Oil Corporation Limited.

On day 2, Technical Session VII: Focused on Salvage & Wreck Removal, Speakers from SMIT, Swire Emergency Response & Mubarak Marine. The session was Chaired by Capt. Harish Khatri, Nautical Advisor, Maharastra Maritime Board.

On day 2, Technical Session VIII: Focused on Regulatory, Legal, Funding & Insurance, Speakers from Western Seaboard (Indian Coast Guard), IOPC Funds, Clyde & Co & The West of England. The session was Chaired by Mr. Jose Maura, Director, IOPC Funds.

On day 2, Valedictory Session: Where Mr. A. K. Hazarika (Former CMD & Director Onshore, ONGC Ltd), Capt. Sandeep Kalia (Global Brand Ambassador & Co-Chairman, OSI 2016), Capt. Sunil Thapar (CEO, Allcargo Shipping), Mr. Soli Engineer(Former Director, GOL Offshore), Mr. Surender Jagtap (HSE Head,Essar Projects (India) Limited), Mr. K.R. Sachar (Former Vice Chairman, Great Offshore Limited) & Mr. Jose Maura (Director, IOPC Funds) participated and discussed the issue.
