A RESOLUTION APPROVING CHANGE IN ADMINISTRATIVE BULLETIN 5.13, DISTRICT TRAVEL POLICY

RECITALS:

1) Administrative Bulletin 5.13 sets forth the District’s travel policy.

2) The current policy sets forth the reimbursement for meal expenses and use

of personal vehicles at $75.00 per day and 53.5 cents per mile, respectively.

3) The Internal Revenue Service announced a 1 cent increase to the standard

mileage rates effective January 1, 2018. The new mileage rate is 54.5 cents per mile.

4) It is in the best interest of the District to revise the travel policy setting the

reimbursement for meal expense incurred while on District business to a maximum of

$75.00 per day and reimbursement for approved use of personal vehicles to 54.5 cents per

mile.

NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility

District No. 1 of Douglas County, Washington, that the rate of reimbursement for meal

expense and use of personal vehicles be stated at $75.00 per and 54.5 cents per mile,

respectively, effective January 1, 2018.

A RESOLUTION REVISING THE WITHROW WATER SYSTEM CUSTOMER SERVICE POLICIES

RECITALS:

1) Staff is proposing to amend the Withrow Water System Customer Service

Policies. The amendments would update seven sections of the Customer Service Policies

to reflect the current business needs of the District.

2) Update Section 4, Deposits and Section 5, Billing, to more closely match

the Electric System Customer Service Policies for deposits and billing practices.

3) Update the various service fees listed in Section 6, Service Charges and

delete paragraph seven to more closely match the fees charged in the Electric System

Customer Service Policies.

4) Change the title of Section 7 from “Non-Billed Occupants” to “Change of

Occupancy” and rewrite this section to more closely match the Electric System Customer

Service Policies.

5) Revise the language in the first paragraph of Section 20 (A) to require

customer piping to be buried at a minimum of three feet deep and removing language that

currently specifies the type of piping the customer may use.

6) Revise the language in the first sentence of Section 23 to correct a spelling

error.

7) Revise the language in Section 28 to align cost estimates with the Electric

System Customer Service Policies.

NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility

District No. 1 of Douglas County, Washington, that the Withrow Water System Customer

Service Policies be amended as included in the attachments to this resolution.

A RESOLUTION AUTHORIZING AN EMPLOYEE ASSISTANCE PROGRAM AGREEMENT WITH KEPRO ACQUISITIONS, INC.

RECITALS:

(1) For several years Douglas County PUD has provided an Employee Assistance

Program (EAP) for all employees and their immediate families. This EAP is provided by

KEPRO Acquisitions, Inc.

(2) Staff recommends approval of the Employee Assistance Program Agreement

with KEPRO Acquisitions, Inc. to provide EAP services to Douglas County PUD. This

Agreement is for January 1, 2018 through December 31, 2018. The rate per employee, per

month will remain at $3.49 for the duration of the Agreement.

(3) It is in the best interest of the employees and the District to approve the Employee Assistance Program Agreement with KEPRO Acquisitions, Inc. NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility District No. 1 of Douglas County, Washington, that the Employee Assistance Program Agreement with KEPRO Acquisitions, Inc. is approved and that the General Manager is authorized and directed to sign said Professional Service Agreement

A RESOLUTION AUTHORIZING AN IPTV TRANSPORT RIGHTS AGREEMENT WITH KXLY-TV

RECITALS:

1) The District operates a video headend that provides Internet Protocol

Television (IPTV) service to retail service providers.

2) Most television content owners require the District to enter into video

transport agreements to receive the television signal and transport it to retail service

providers.

3) District Staff have negotiated terms for an IPTV Transport Rights Agreement

with KXLY-TV.

4) It is in the best interest of the District to enter into the IPTV Transport Rights

Agreement to provide video service.

NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility

District No. 1 of Douglas County, Washington, that the District's General Manager is

authorized to sign an IPTV Transport Rights Agreement with KXLY-TV.

A RESOLUTION AUTHORIZING INTERCONNECTION AND SERVICE AGREEMENT WITH PRONOIA EFFECTS, LLC.

RECITALS:

1) Actapio, Inc. will be installing facilities in Douglas County that will

exceed 1,500 kilowatt amperes.

2) In accordance with Section 36 of the District’s Customer Service

Policies, new loads at one location in excess of 1,500 kilowatt amperes require a

special contract.

3) The District and Pronoia Effects, LLC have negotiated a special

contract in the form of an Interconnection and Service Agreement for services to be

provided at 455 and 501 Urban Industrial Way in Douglas County, Washington.

4) It is in the best interest of the District to enter into the Interconnection

and Service Agreement with Pronoia Effects, LLC.

NOW, THEREFORE, BE IT RESOLVED by the Commission of Public

Utility District No. 1 of Douglas County, Washington, that the District is authorized

to enter into the Interconnection and Service Agreement with Pronoia Effects, LLC

and the District’s Manager is authorized to sign the Agreement.

A RESOLUTION AUTHORIZING RESERVED CAPACITY AGREEMENT WITH ACTAPIO, INC.

RECITALS:

1) Actapio, Inc. has plans to install facilities in Douglas County that will

require substation capacity from the District’s Veedol substation.

2) The District has limited substation capacity at its Veedol substation.

3) The District and Actapio, Inc. have negotiated a special contract in the

form of a Reserved Capacity Agreement to reserve substation capacity for future

installation(s) at or about 3555 Grant Road in Douglas County, Washington.

4) It is in the best interest of the District to enter into the Reserved

Capacity Agreement with Actapio, Inc.

NOW, THEREFORE, BE IT RESOLVED by the Commission of Public

Utility District No. 1 of Douglas County, Washington, that the District is authorized

to enter into the Reserved Capacity with Actapio, Inc. and the District’s Manager is

authorized to sign the Agreement.

A RESOLUTION ESTABLISHING A NEW EFFECTIVE DATE FOR SCHEDULED 2018 ELECTRICAL RATE ADJUSTMENTS

RECITALS:

1) Resolution 16-206 established new rate schedules effective January 1,

2017 and January 1, 2018.

2) District staff have determined that favorable financial conditions would

allow the District to defer the scheduled 2018 electric rate adjustment.

3) It is in the best interests of the District to defer the scheduled 2018 electric

rate adjustments to January 1, 2019.

NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility

District No. 1 of Douglas County, Washington, that the new schedules as listed below,

with copies attached and made part of this resolution are hereby adopted to be effective

January 1, 2019.

Schedule 1 – General Services

Schedule 2 – Irrigation Service

Schedule 3 - Street Lighting and Area Light Service

A RESOLUTION AMENDING THE ELECTRIC DISTRIBUTION SYSTEM CUSTOMER SERVICE POLICES

RECITALS:

1) District staff is proposing to amend the Electric Distribution System

Customer Service Policies. This amendment would update Section 17 of the Customer

Service Policy to reflect the current business needs of the District.

2) Update Section 17 to include language to allow the District to take into

account the existing electrical service size when calculating ampacity fees for a customer

changing the service voltage or changing from single-phase to three-phase service.

3) It is in the best interests of the District to revise the Electric Distribution

System Customer Service Policies.

NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility

District No. 1 of Douglas County, Washington, that the Electric Distribution System

Customer Service Policies be amended.

A RESOLUTION UPDATING SALE PRICE OF ORONDO TRANSFORMERS

RECITALS:

1) By resolution 15-203 dated October 26, 2015, the two power transformers

at Orondo Substation were declared surplus and authorized for sale at $10,000.00 each.

In 2015 Transformer Network, Inc. offered to purchase the transformers for $10,000.00

each on the condition that the transformer radiators and bushings were removed prior to

being picked up.

2) Due to a number of delays, the radiators and bushings have just recently

been removed. In September of 2017 Transformer Network, Inc. offered to purchase the

surplus transformers for $5,000.00 each which is fair market value for these transformers.

3) It is in the best interests of the District to authorize sale of the transformers

to Transformer Network, Inc. for the total price of $10,000.

NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility

District No. 1 of Douglas County, Washington, that

A RESOLUTION ESTABLISHING THE ASSESSMENT ROLL OF LOCAL UTILITY DISTRICT NO. 1 OF DOUGLAS COUNTY RIO

VISTA PARK STREET LIGHTING SYSTEM FOR THE 2018 ASSESSEMENT YEAR AND CALLING FOR NOTICE OF

HEARING

RECITALS:

1) The District did by resolution create Local Utility District No. 1 of

Douglas County, Washington, establishing the boundaries thereof and ordering the

installation of adequate street lighting within said District, and,

2) The District did by resolution, with agreement from the City of East

Wenatchee, amend the assessment roll to include the City, and,

3) Staff recommends that $945.00 be assessed against the City, and that

$31.00 be assessed against each lot within said District for the assessment year 2018; and,

4) A legal notice of the assessment roll will be published for two consecutive

weeks setting a hearing date for January 22, 2018 at 1:30 p.m. in the District’s East

Wenatchee office at the regular Board meeting.

NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility

District No. 1 of Douglas County, Washington, that a legal notice of the assessment roll

for Local Utility District No.1 of Douglas County be published and that final hearing for

approval of the assessment roll be held at 1:30 p.m. January 22, 2018, and further, if no

protests are heard, that said assessment roll will become effective February 1, 2018.

2) By Resolution No. 17-194 dated November 27, 2017 the District

authorized Addendum No. 1 to Bid Document 17-17-D, Supply and Deliver LED Street

Lights.

Inc. and release retainage bond upon receiving the required notifications from the State of

Washington. The total cost of work under this contract is $196,479.60, plus tax.

4) It is in the best interests of the District to accept the work as complete and

RECITALS:

1) The District has implemented a Land Use Policy which requires adjacent

land owners wishing to use properties associated with the Wells Hydroelectric Project to

obtain approval through a District issued permit.

2) District personnel recommends approval of the following permit:

Mr. Cass Gebbers Wells Permit 1001-02

The permit is for use of Project lands for commercial agricultural use. This use was

permitted previously to the former adjacent land owner. The permittee has provided

proof of insurance coverage as required by the District’s Land Use Policy. The use of the

property located within the Wells Project Boundary is a continuation of existing activity

previously reviewed by the Habitat Conservation Plan Parties and does not require

additional review.

3) It is in the best interests of the District to approve Wells Permit 1001-02.
