A RESOLUTION AUTHORIZING AWARD OF CONTRACT 15-30-D TO ANIXTER, INC. TO SUPPLY AND DELIVER TWO (2)
115 kV BREAKERS FOR THE VEEDOL SUBSTATION
RECITALS:
1) By Resolution No. 15-253 dated December 28, 2015, the District called
for bids under Bid Document 15-30-D, Supply and Deliver Two (2) 115 kV Breakers for
the Veedol Substation.
2) On February 1, 2016, the District opened 4 bids as follows:

McKaig Evergreen, Inc. $109,600.00 Bothell, WA United Sales Associates $112,575.00 Lake Oswego, OR ABB, Inc. $60,653.00 Mount Pleasant, PA Anixter, Inc. $112,047.38 Portland, OR Engineer’s Estimate $110,000.00 3) District staff have reviewed the bids and found that the bid from ABB,
Inc. did not include all the items in the bid schedule of Bid Document 15-30-D; they are
considered non-responsive. The bid from McKaig Evergreen, Inc. failed to comply with
the bid specifications and included terms and conditions that conflict with terms and
conditions of Bid Document 15-30-D; they are considered non-responsive. The bid from
Anixter, Inc. meets all terms and conditions of Bid Document 15-30-D. A review of the
bidder’s experience, qualifications, financial and work references verified that this
company fulfills all necessary requirements and staff recommends award of Contract
15-30-D to Anixter, Inc.

4) It is in the best interests of the District to award Contract 15-30-D to the
lowest responsive bidder, Anixter, Inc. with an authorized expenditure of $112,047.38
(one hundred twelve thousand, forty-seven dollars and thirty-eight cents).
NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility
District No. 1 of Douglas County, Washington, that Contract 15-30-D is awarded to
Anixter, Inc. The General Manager is authorized to issue a Contract with Anixter, Inc.
subject to the filing of the Contract and a Performance and Payment Bond in accordance
with the District’s specifications and which contract and bond are to be in a form that is
satisfactory to the District.

RECITALS:
1) Resolution No. 16-008 authorized the District to issue a call for bids under
Bid Document 16-02-D, Supply and Deliver 115 kV Circuit Switchers for the Veedol
Substation.
2) Addendum No. 1 has been prepared to correct an error in the
specifications.
3) District staff recommends it is in the best interests of the District to
approve Addendum No. 1 under Bid Document 16-02-D, Supply and Deliver 115 kV
Circuit Switchers for the Veedol Substation.
NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility
District No. 1 of Douglas County, Washington, that the District’s General Manager is
authorized and directed to issue Addendum No. 1 to Bid Document 16-02-D, Supply and
Deliver 115 kV Circuit Switchers for the Veedol Substation.

A RESOLUTION AUTHORIZING A CALL FOR BIDS UNDER BID DOCUMENT 16-09-D, PROVIDE POLE TESTING AND
TREATING SERVICES
RECITALS:
1) The District requires pole testing and treating for its distribution and
transmission poles throughout the District on a periodic basis.
2) Staff recommends that the District solicit bids in compliance with RCW
54.04.070 to provide pole testing and treating services in accord with the specifications,
terms and conditions of Bid Document 16-09-D. Sealed bids will be accepted until
March 7, 2016 at 1:30 p.m. Pacific Time in the District’s East Wenatchee headquarters
office.
3) It is in the best interests of the District to issue a call for bids under Bid
Document 16-09-D, provide pole testing and treating services.
NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility
District No. 1 of Douglas County, Washington, that Bid Document 16-09-D is hereby

A RESOLUTION AUTHORIZING A REQUEST FOR QUALIFICATIONS - 16-11-D, PROFESSIONAL DESIGN
SERVICES FOR TRANSFORMER STORAGE YARD
RECITALS:
1) The District needs to develop a contained storage site for transformers at
its East Wenatchee Headquarters.
2) District staff states that the District has a need to issue a Request for
Qualifications No. 16-11-D for professional design services for the transformer storage
yard and recommends publication of the RFQ. Statements of Qualifications will be
accepted until 5:00 p.m. Pacific time on March 8, 2016 in the District’s East Wenatchee
headquarters office.
3) It is in the best interests of the District to issue a Request for
Qualifications and advertise in pertinent publications.
NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility
District No. 1 of Douglas County, Washington, that RFQ No. 16-11-D, Professional
Design Services for Transformer Storage Yard, is hereby approved and the District’s
General Manager is hereby authorized and directed to issue Request for Qualifications
No. 16-11-D to provide the necessary design services.

A RESOLUTION AUTHORIZING A RATE ADJUSTMENT FOR PROFESSIONAL SERVICE AGREEMENT WITH
ELECTRICAL CONSULTANTS, INC.
RECITALS:
1) Resolution No. 02-247 authorized Douglas PUD to enter into a Professional
Service Agreement with Electrical Consultants, Inc. (ECI) for professional engineering services.
That agreement, Section IV, Paragraph F, allows for the fee schedule to be negotiated annually to
reflect any increase in the costs of doing business.
2) A fee schedule for 2016 has been submitted by ECI which reflects an increase of
approximately 2.23 percent. The rate is within industry standards and appears fair and
reasonable. District staff recommends that the District accept the proposed rate increase.
NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility
District No. 1 of Douglas County, Washington, that the proposed changes in the fee schedule for
professional engineering services by Electrical Consultants, Inc. be adopted.

A RESOLUTION AUTHORIZING AN IPTV TRANSPORT RIGHTS AGREEMENT WITH THE TELEVISION NETWORK - SCRIPPS NETWORKS, LLC.
RECITALS:
1) The District operates a video headend that provides Internet Protocol
Television (IPTV) service to retail service providers.
2) Scripps Network is requiring the District to renew the existing video transport
agreements to continue receiving Scripps Content.
3) District staff have negotiated terms for a new IPTV Transport Rights
Agreement with Scripps Networks, LLC.
4) It is in the best interest of the District to enter into the IPTV Transport Rights
Agreement.
NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility
District No. 1 of Douglas County, Washington, that the District's General Manager is
authorized to sign an IPTV Transport Rights Agreement with Scripps Networks, LLC and to
subsequently sign Transmission Reports and Transmission Agreement Exhibits related to
said agreement, as necessary.

A RESOLUTION REVISING SCHEDULE 6 OF THE ELECTRIC DISTRIBUTION SYSTEM
CUSTOMER SERVICE POLICIES RECITALS:
1) The District’s wholesale communication rates are established by
Schedule 6 of the District’s Customer Service Policies.
2) To meet the changing business needs of the District’s
communication system, DCCN staff is recommending revisions to Schedule 6 of
the District’s Customer Service Policies.
3) It is in the best interest of the District to revise Schedule 6 of the
Electric Distribution System Customer Service Policies effective March 1, 2016.
NOW, THEREFORE, BE IT RESOLVED by the Commission of Public
Utility District No. 1 of Douglas County, Washington, that the Electric
Distribution System Customer Service Policies, Schedule 6, be revised as
recommended by staff.

A RESOLUTION AUTHORIZING THE PURCHASE OF REAL PROPERTY FROM PANGBORN RESOURCES, LLC
RECITALS:
1. The District has a need to upgrade and expand electrical system
capabilities in the vicinity of Pangborn Airport, creating a need for a new substation in
the area.
2. District personnel conducted a search for suitable properties and evaluated
those identified as possibilities. One of the sites was determined to be the most suitable.
The owner, Pangborn Resources, LLC, has agreed to the sale of the subject property to
the District for the appraised amount of $255,000.00. District staff recommends
execution of the Real Estate Purchase and Sale Agreement between Pangborn Resources,
LLC and the District.
3. It is in the best interests of the District to acquire property for the
construction of a substation at this time.
NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility
District No. 1 of Douglas County, Washington, that the Real Estate Purchase and Sale
Agreement between Pangborn Resources, LLC and the District for 2.99 acres and
associated utility and access easements is hereby approved, and the District’s General
Manager is authorized to execute the necessary documents on behalf of the District.

A RESOLUTION AUTHORIZING ACCEPTANCE OF WORK AND FINAL PAYMENT TO REEVES LAWN AND SPRAY
SERVICE, LLC UNDER CONTRACT 13-22-W, 2014 GROUNDS MAINTENANCE
RECITALS:
1) By Resolution 14-004, dated January 13, 2014, the District awarded
Contract 13-22-W, 2014 Grounds Maintenance to Reeves Lawn and Spray Service, LLC.
2) District staff report the Contractor has satisfactorily completed all
requirements for the second year of Contract 13-22-W and has submitted a Request for
Final Payment, Certificate and Release. Therefore, staff recommends that the District
accept the completed work and authorize final payment for the second year of the
Contract in the amount of $10,655.94 to Reeves Lawn and Spray Service, LLC upon
receiving the required notifications from the State of Washington. The total cost of work
for the second year of this Contract is $213,117.78.
3) It is in the best interests of the District to accept the work as complete and
authorize final payment under Contract 13-22-W.
NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility
District No. 1 of Douglas County, Washington, that the work for the second year under
Contract 13-22-W, 2014 Grounds Maintenance is hereby accepted as complete, and that
final payment is authorized, contingent on receipt by the District of all necessary releases
by the State of Washington. This acceptance in no manner waives any claim the District
may have against the Contractor for failure to comply with the terms of the Contract.

1) The Wells Hatchery has a need to prevent predation by piscivorous
birds on juvenile summer Chinook salmon in rearing pond 1.
2) Staff recommends that the District solicit bids in compliance with
RCW 54.04.070 to provide and install a bird exclosure for pond 1 in accord with
the specifications, terms and conditions of Bid Document 16-08-W. Sealed bids
will be accepted until March 28, 2016 at 1:30 p.m. Pacific Time in the District’s
East Wenatchee headquarters office.
3) It is in the best interests of the District to issue a call for bids under
Bid Document 16-08-W, Provide and Install Pond 1 Bird Exclosure at Wells
Hatchery.
NOW, THEREFORE, BE IT RESOLVED by the Commission of Public
Utility District No. 1 of Douglas County, Washington, that Bid Document 16-08-
W, Provide and Install Pond 1 Bird Exclosure at Wells Hatchery is hereby

A RESOLUTION AUTHORIZING NEGOTIATION OF PROFESSIONAL SERVICE AGREEMENT, REQUEST FOR
QUALIFICATIONS 15-25-W, ENGINEERING SERVICES FOR THE REPLACEMENT OF THE GENERATOR STEP-UP TRANSFORMERS
AT THE WELLS HYDROELECTRIC PROJECT
RECITALS:
1) By Resolution No. 15-211, dated October 26, 2015, the District issued a
Request for Qualifications 15-25-W, Engineering Services for the Replacement of the
Generator Step-up Transformers at the Wells Hydroelectric Project.
2) From October 26, 2015 to November 23, 2015 the District advertised its
need for professional services for the replacement of the Generator Step-up Transformers
at the Wells Hydroelectric Project. In response to that publication, the District received
proposals from four companies: Electric Power Systems, Inc.; Laramore Douglass and
Popham; Power Engineers; and Doble Engineering Company.
3) District staff has evaluated the proposals in response to RFQ 15-25-W and
determined that Doble Engineering Company is the best qualified to perform the
specified scope of work. Staff recommends that the District be authorized to negotiate an

NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility
District No. 1 of Douglas County, Washington, that the District negotiate a Professional
Service Agreement with Doble Engineering Company in response to RFQ 15-25-W,
Engineering Services for the Replacement of the Generator Step-up Transformers at the
Wells Hydroelectric Project.

A RESOLUTION AUTHORIZING SELECTION OF NATIONAL INFORMATION SOLUTIONS COOPERATIVE (NISC) TO
PROVIDE THE DISTRICT WITH AN INTEGRATED SOLUTION AND AUTHORIZING NEGOTIATION OF A CONTRACT
RECITALS:
1) The District’s major software systems are provided by separate vendors
and the District has little integration between them. The District has the potential to save
time and money by leveraging a solution from a single vendor.
2) Resolution 15-172 authorized the District to request proposals for an
Integrated Software Solution.
3) District staff evaluated the proposals submitted and recommends selecting
NISC to provide the District with an integrated software solution.
4) It is in the best interest of the District to select NISC for the new
integrated software solution and authorize staff to negotiate a contract with them.
NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility
District No. 1 of Douglas County, Washington, that the District selects NISC to provide
the District with a new integrated software solution and authorize staff to negotiate a
contract with them.

RESOLUTION NO.________ A RESOLUTION AUTHORIZING THE DISTRICT TO RENEW BUSINESS
TRAVEL INSURANCE WITH CIGNA
RECITALS:
1) The District has had a Travel Policy with CIGNA since 1976.
2) CIGNA has provided a quote for renewal with the following terms and
conditions: all employees of the policyholder who are under the age of 70 will be covered
for accidental death, dismemberment, loss of sight or permanent total disability in the
amount of $250,000 while on Business Travel for the District. The quoted premium for a
three year pre-paid policy is $3,677.40.
3) Staff recommends renewal of the Business Travel Insurance.
4) It is in the best interests of the District to purchase Business Travel
Insurance coverage through CIGNA for February 19, 2016 to February 19, 2019.
NOW, THEREFORE, BE IT RESOLVED, by the Commissioners of Public
Utility District No. 1 of Douglas County, Washington, that the District’s Insurance and HR
Administrator will secure Business Travel Insurance with CIGNA through Marsh Inc.
