CORRECTING THE RECORD
• Inaccurate or misleading information is circulating about the lower Snake River dams.
• This is of concern to the entire federal family.
• We are working with our partners to “correct the record” on the facts.
• The Corps of Engineers does not have the authority to breach the lower Snake River dams.
• Circulating information suggesting the 2002 EIS does provide that authority is wrong.
• The Columbia River System Operations Environmental Impact Statement (CRSO EIS) is the vehicle we
are using to inform future actions.
• Draft EIS expected to be released in 2020 for public review/comments

GOVERNMENT WIDE REORGANIZATION
AND THE PROPOSALS FOR THE CORPS
Corps of Engineers
Civil Works Missions
March 2017 – President directs OMB to evaluate
reorganization of Executive Branch agencies and
functions.
June 2018 – OMB proposal released
• Listed 32 reorganization actions
July 2018 – SecArmy and SecDef Memos signed
• Set planning efforts into motion
• Corps of Engineers to participate
Sept 2018 – Mini Bus Appropriations
• Prohibits the Corps from using Civil Works
funds to “implement this proposal.”
13
REFORM THE CORPS
BROAD OBJECTIVES:
Accelerate project delivery.
Revolutionize project financing and budgeting.
