The Network is the Army’s top modern- ization priority, and the Army is changing the way it supplies network systems and capabilities to operational units by incre- mentally aligning the delivery of new tech- nology with the Army force generation (ARFORGEN) process. This effort will drive networked capabilities down to the small unit and soldier level—those at the tactical edge who need these critical capa- bilities the most. Through a process known as Capability Set Management, the Army has adopted acquisition practices and is aligning programs so that operational units receive better capabilities more quickly through integrated and sustainable net- work capability sets. The capability sets will enhance vertical and horizontal connectivity and provide an integrated network baseline from the static tactical operations center (TOC) to the dis- mounted soldier. Fielding the Network as an integrated capability set throughout a brigade, rather than fielding individual pieces of equipment, provides soldiers with the best capability gap solutions and dramatically reduces or eliminates the inte- gration burden on deployed troops. The first capability set, Capability Set 13 (CS 13), will be fielded to Army brigade com- bat teams starting in fall 2012. CS 13 was developed and validated through the Net- work Integration Evaluations (NIEs) and agile process, the Army’s new strategy to rapidly evaluate, procure and field net- work technologies in a more cost-effective manner. The centerpiece of CS 13 is Warfighter Information Network-Tactical (WIN-T) In- crement 2, a major upgrade to the Army’s tactical communications backbone that in- troduces mission command on-the-move and extends satellite communications to the company level. CS 13 will also deliver unprecedented connectivity to the dis- mounted soldier through the JTRS Rifle- man Radio, a 2-pound radio carried by pla- toon-, squad- and team-level soldiers for voice communications that also links with handheld devices to transmit text mes- sages, global positioning system (GPS) lo- cations and other data. These devices, known as Nett Warrior (see Individual Equipment listings), act as a smartphone- like mission command system that con- nects to the Rifleman Radio to provide dis- mounted leaders with position location information (PLI), text messaging and other applications. CS 13 also reflects the Army’s efforts to converge its mission com- mand applications providing situational awareness, collaboration, fires, sustain- ment, air defense and airspace manage- ment. Critical U.S. Army C4I capabilities are provided through U.S. Army offices such as the Program Executive Office for Com- mand, Control, Communications-Tactical (PEO C3T), Program Executive Office for Intelligence, Electronic Warfare and Sen- sors (PEO IEW&S), and Program Execu- tive Office for Enterprise Information Systems (PEO EIS). In addition, current and next-generation warfighter support is being delivered through the Joint Program Executive Office for Joint Tactical Radio Systems (JPEO JTRS). The Program Executive Office for Com- mand, Control and Communications-Tac- tical (PEO C3T) provides soldiers with the networked mission command solutions they require to dominate now and in the future. PEO C3T supports 41 key acquisi- tion programs that develop, acquire and field a diverse range of products for the Army including mission command soft- ware applications, power generators, ra- dios, computers, satellite terminals, com- munications security devices, servers, and the integrators that allow all the systems and components to function seamlessly. PEO C3T also sustains the force with over-the-shoulder training and system trou- bleshooting so that soldiers can focus on their prime objective of engaging the enemy. Headquartered at Aberdeen Proving Ground, Md., PEO C3T has a workforce of almost 1,600 employees with a total annual budget of $4 billion. Facing emerging fiscal constraints, PEO C3T is using innovative methods to cut costs, streamline processes and quickly adapt in rapidly delivering ad- vanced network technology to soldiers. to improve and support current systems,while developing future systems to sup-port the Army’s vision of a networked, in-formation-enabled force.Advanced Field Artillery Tactical Data

System (AFATDS) is the digitized sensor-to-shooter link providing automated tech-nical and tactical fire-direction solutions,fire asset-management tools and decisionsupport functionality. AFATDS functionsfrom firing platoons through echelonsabove corps. AFATDS is the fire supportnode of the Army Battle Command System(ABCS). It enhances dominant maneuver,survivability and continuity of operationsfor Joint force commanders.

The AN/PRC-117G provides tactical andhomeland defense forces and emergencyoperations elements with stand-alone, ter-rain-independent, robust communicationsfor line-of-sight/beyond-line-of-sight (LOS/BLOS) secure voice and data communica-tions. It also provides long-distance, wide-area, gap-free, fixed or on-the-move, ground,maritime and ground-to-air communica-tions.

The Army Key Management System(AKMS) consists of three subcomponents:local communications security manage-ment software, automated communica-tions engineering software and a simplekey loader. Under the umbrella of the Na-tional Security Agency’s electronic keymanagement system, AKMS provides tacti-cal units and sustaining bases with an organic key generation capability and anefficient, secure means of distributing elec-tronic keys.

The Combat Survivor Evader Locator(CSEL) is a handheld survival radio in useby Army Aviation units and special opera-tions forces to assist in recovering isolatedcrews in the event of a downed aircraft.CSEL allows rescue execution orders to bedelivered within minutes, increasing the

probability of rescue and reducing risk torescue forces.Command Post of the Future (CPOF)

and the Mission Command Workstationprovide the commander with a compre-hensive view for informed battlefield deci-sion making. CPOF provides situationalawareness and collaborative tools for tacti-cal decision making, planning, rehearsaland execution management from the corpsto battalion levels. It provides 2-D and 3-Dmap-centric collaboration supported byvoice over Internet protocol. CPOF is thecore framework for the mission commandcollapse workstation, which provides col-laborative command-and-control/maneu-ver, fires, sustainment and airspace func-tions on a common workstation. CommandWeb is a lightweight, Web-enabled tool thatextends the strong collaboration capabili-ties of CPOF and Mission Command Work-station to additional users down to thecompany level.Data Products are software products that

allow Force XXI Battle Command Brigadeand Below (FBCB2)-Blue Force Tracker(BFT), Army Battle Command System(ABCS) and other C4ISR systems to sharesituational awareness, collaboration andmission command data with each otherover the tactical Internet.Force XXI Battle Command Brigade and

Below (FBCB2)-Blue Force Tracker (BFT)is a digital mission command informationsystem providing integrated, on-the-move,timely, relevant information and situationalawareness to tactical combat leaders andsoldiers from brigade to platform andacross platforms within the brigade taskforce and other Joint forces. It allows sol-diers to track one another’s locationsthrough blue icons on a digital topographi-cal map and manually add icons represent-ing the enemy and other obstacles to alertother units nearby. FBCB2’s next-genera-

tion technologies, the Joint CapabilitiesRelease (JCR) and Joint Battle Command-Platform (JBC-P), enhance these capabili-ties with the faster BFT 2 satellite network,secure data encryption, chat room func-tionality and an improved user interface.JCR-Logistics (JCR-LOG) also integratesFBCB2/BFT capability with the MovementTracking System (MTS). The MTS is a ve-hicle-based system that tracks combat sup-port and combat service support vehicles,as well as other assets.Forward Entry Devices (FED) are hand-

held devices used by forward observersand fire support teams to transmit and re-ceive fire support messages over standardmilitary radios. They provide a digitizedconnection between the forward observersand AFATDS, and provide a vital sensor-to-shooter link. The Lightweight ForwardEntry Device (LFED) and Pocket-SizedForward Entry Device (PFED) are integralparts of the digitized system architecture.Tactical Electrical Power (TEP) is a fam-

ily of ruggedized power generators andpower distribution equipment that in-cludes the military tactical generator, tacti-cal quiet generator, advanced medium mo-bile power sources, power units, andpower plants (trailer-mounted)—deploy-able power generation and distributionsystems. PEO C3T’s Project Manager forMobile Electric Power is working across itstactical electric power portfolio to cut fueluse, integrate alternative energy sourcesand improve operational energy efficien-cies.

The Warfighter Information Network-Tactical (WIN-T) Increment 1, the Army’stactical communications backbone, pro-vides “networking at the quick halt.” WIN-T Increment 1 is a joint-compatible com-munications package that allows thesoldier to use advanced networking capa-bilities and retain interoperability with cur-rent force systems and future increments ofWIN-T.

The Warfighter Information Network-Tactical (WIN-T) Increment 2 introducesmission command on-the-move and ex-tends satellite communications to the com-pany level. It also provides a self-forming,self-healing network and improved Net-work Operations (NetOps) tools for plan-ning and monitoring the network.

The Warfighter Information Network-Tactical (WIN-T) Increment 3 will providefull network mobility and introduce the airtier, which provides a three-tiered architec-ture consisting of traditional LOS, an air-borne layer through the use of unmannedaerial vehicles (UAVs) and other airborneplatforms and satellites.

The mission of Program Executive Of-fice Intelligence, Electronic Warfare andSensors (PEO IEW&S) is to provide af-fordable, world-class sensor and electronicwarfare capabilities, enabling rapid situa-

tional understanding and decisive actions.PEO IEW&S products can be used for tar-geting, situational awareness, force protec-tion, and reconnaissance, surveillance andtarget acquisition (RSTA). These criticalsystems are integrated into the network’slayers and enable persistent surveillance,allowing the joint and coalition warfighterto control time, space and the environment,while greatly enhancing survivability andlethality.

PEO IEW&S rapidly transforms require-ments and validated field requests into real-ity and supports critical current operationsincluding counter-improvised explosive devices (IEDs); sensors for counter-rocket,artillery and mortar, and the integrated in-telligence architecture. PEO IEW&S is re-sponsible for a multibillion-dollar portfolioconsisting of a combination of more than110 programs of record and quick-reactioncapabilities. Addressing soldiers’ needsand providing them with capabilities in themost effective and financially responsiblemanner is paramount to success. Thesesystems are integrated with other intelli-gence assets into a system-of-systems ar-chitecture that provides ISR, force protec-tion, and RSTA collection capabilities, datarepositories, services and exploitation ca-pabilities across coalition boundaries.Fielded assets range from airborne andground sensors to the network connectivityand analyst tools used to exploit the largeamounts of collected information.

The AN/TPQ-53 Radar is a highly mo-bile radar system that automatically de-tects, classifies, tracks, and locates thepoint of origin of projectiles fired frommortar, artillery, and rocket systems withsufficient accuracy for first-round fire foreffect. It mitigates close-combat radar cov-erage gaps and will replace a majority ofthe current Firefinder Radars, moderniz-ing most brigade combat teams (BCTs) andFires brigades. The AN/TPQ-53 systemwill interoperate with future battle com-mand systems (BCSs) to provide the ma-neuver commander with increased coun-

terfire radar flexibility. The AN/TPQ-53 iscapable of being deployed as part of theindirect fire protection capability (IFPC)system of systems to provide a sense-and-warn capability for fixed and semi-fixedsites. The AN/TPQ-53 system provides in-creased range and accuracy throughout a90-degree search sector (in stare mode), aswell as 360-degree coverage (rotating) forlocating mortar, artillery and rocket firingpositions.

Among the system’s numerous key at-tributes are its quick setup time with anemplacement of five minutes, reduction ofsoldier support (from 12 soldiers on the Q-37 and six soldiers on the Q-36 to four sol-diers for the AN/TPQ-53), ability to betransported via C-130 and linkage to theadvanced field artillery tactical data sys-tem (AFATDS) and forward area air de-fense command and control (FA2DC2).

The Common Infrared Countermeasure(CIRCM) subprogram is the next-genera-tion advanced threat infrared countermea-sures (ATIRCM) and will provide the soleacquisition of future laser-based infraredcountermeasure systems for all rotary-wing, tilt-rotor, and small fixed-wing air-craft across the DoD. The CIRCM is a coop-erative effort between the Army (lead) andNavy to provide modular self-protectionsuite upgrades for DoD aircraft. CIRCMwill be developed as a directed infraredcountermeasure (DIRCM)/laser-based sys-tem that can be used with various missilewarning systems (MWS) currently in-stalled on or planned for installation onArmy, Navy or Air Force aircraft.

CIRCM will be designed to pay particu-lar attention to multi-spectral manportableair defense systems (MANPADS) and ad-vanced air-to-air infrared and/or pseudo-electro-optical weapons threats that cantarget rotary-wing, tilt-wing and slow-moving fixed-wing aircraft in the midst ofground clutter.

fare capability organic to the brigade com-bat team (BCT), Stryker BCT and battle-field surveillance brigade. The Prophetfamily of systems provides force protec-tion, situational awareness, and actionableintelligence to the warfighter.

Prophet Enhanced (PE) serves as theArmy’s premier ground signals intelligenceplatform, building upon the success andlessons learned from preceding Prophet sys-tems including Prophet Spiral 1, Triton IIIand a quick reaction capability version ofProphet Enhanced.

PE gives soldiers a more robust opera-tional capability, allowing for easier move-ment of the dismount system. Also, by in-creasing the number of communicationsplatforms, operators are afforded flexibil-ity to potentially conduct simultaneous,split, based, fixed and mobile operations.

PE is installed onto Panther variants of themine-resistant ambush-protected vehicle.

The Distributed Common Ground Sys-tem-Army (DCGS-A) is the Army’s cor-nerstone intelligence-processing and ana-lytical system. Historically, every sensorhad its own, unique ground system to re-ceive, store, and process intelligence data.This forced the analyst to go to multipleseparate ground stations to analyze othersensor data, and posed tremendous chal-lenges to sharing intelligence.

DCGS-A has been built to the intelli-gence community framework standardsand delivers unprecedented real-time, in-tegrated intelligence analysis—fused intoone common accessible format. DCGS-Areceives data from multiple sensors(space-based, airborne, terrestrial) andmultiple intelligence sources—signals in-telligence, imagery, human intelligenceand so on. With DCGS-A, the analyst canperform valuable multidisciplined intelli-gence, surveillance and reconnaissance

(ISR) analysis and easily share that datawith other Army units, sister services andcoalition partners. Better analysis and in-creased collaboration mean better intelli-gence support to the tactical commander.

DCGS-A provides an integrated solutionthat operates in a secure, distributed andcollaborative environment. The system pro-vides commanders, decision makers, andanalysts at all echelons with real- and/ornear real-time ISR data, information, andanalytical products. DCGS-A utilizes soft-ware capabilities across multiple intelli-gence disciplines to enable intelligence ana-lysts to obtain, process and disseminate theinformation they need to provide comman-ders with actionable intelligence at all eche-lons. The enhanced speed, accuracy and relevance of the ISR effort provide comman-ders the intelligence information they needwhen they need it to plan and conduct fullspectrum operations in counterinsurgencyenvironments and across the full range ofmilitary operations.

DCGS-A uses the latest Cloud technol-ogy to rapidly gather, collaborate andshare intelligence data to shape combatoperations. The DCGS-A Cloud providescutting-edge, multi-intelligence analyticalcapabilities that allow analysts to explore amassive amount of intelligence data in dif-ferent ways and rapidly fuse critical infor-mation into an accurate response. DCGS-Ahas successfully deployed the first tacticalCloud Node in the Department of Defense.

The mission of Enhanced Medium Alti-tude Reconnaissance and SurveillanceSystem (EMARSS) is to provide persistentcapability to detect, locate, classify/iden-tify, and track surface targets with a highdegree of timeliness and accuracy to thebrigade combat team (BCT) through mis-sion overwatch in day/night, near-all-weather conditions.

EMARSS is a multi-intelligence airborneintelligence, surveillance and reconnais-sance (AISR) system dedicated specificallyto direct support of the tactical comman-der. It enhances BCT effectiveness by defin-ing and assessing the environment andproviding surveillance, targeting supportand threat warning. EMARSS is a key con-tributor to the tightly woven, highly inte-grated network of intelligence and opera-tions warfighting functions necessary tomaintain contact and develop targets of in-terest in an irregular warfare environmentand across the range of military operations.The EMARSS system is designed to pro-vide direct support to the BCT commanderbut can also support regimental combatteam (RCT), division or other tactical unitsas required by the tactical situation.

The EMARSS AISR capabilities includean electro-optical/infrared (EO/IR) withfull-motion video (FMV) sensor, a commu-nications intelligence sensor and an aerialprecision guidance (APG) sensor, all sup-ported by line-of-sight (LOS) and beyond-line-of-sight (BLOS) communications andhosted on a manned, medium-altitude de-rivative of the commercial Hawker-Beech-craft King Air 350ER aircraft. EMARSS op-erates as a single platform in support oftactical missions, but through connectivityto tactical and national networks it alsocontributes to the joint overall AISR con-stellation.

EMARSS contains a tailored set of dis-tributed common ground system-A (DCGS-A)-enabled software and ISR processingsoftware functionalities to process, exploitand rapidly disseminate the intelligencederived from the imagery sensor. The com-munications intelligence sensor is con-trolled through LOS and BLOS communi-cations at the DCGS-A, where processing,analysis and timely reporting to the sup-ported tactical force are accomplished. Se-lected EMARSS imagery is immediatelyprocessed on the aircraft, and the collectedimagery is also forwarded to the DCGS-Afor further processing, analysis and report-ing. EMARSS complies with the DoD in-formation technology standards registryand defense information systems network(DISN). This architecture permits interop-erability with any multiservice or joint sys-tem that complies with DoD-standard for-mats for data transfer and dissemination.

The Machine Foreign Language Trans-lation System (MFLTS) is a software-onlyprogram that will develop, acquire, fieldand sustain a basic automated foreignspeech and text translation capability intoArmy systems of record. The language de-velopment design will allow for technicalinsertion of additional software languagemodules, performing translation as re-quired by the Army. It is not a device or aset of stand-alone languages; rather, it is asoftware system that uses a modular open

system architecture solution to accept plug-in language modules written to an MFLTSestablished set of standards.

These integrated automated translationcapabilities will be applicable across threedifferent system configurations: a hand-held/wearable portable device, a lap-top/mobile device, and within a net-worked/Web-enabled system. MFLTS willbe interoperable with commercial off-the-shelf (COTS) or government off-the-shelf(GOTS) automation equipment includingthe DCGS-A, ground soldier systems, andcounterintelligence human intelligence au-tomated reporting and collection system(CHARCS).

The MFLTS program achieved milestoneA approval and was awarded a contract infiscal year (FY) 2011 for the technology de-velopment phase. The contractor began aprototyping effort focused on the architec-tural framework design to produce andmanage MFLTS capability in Web-enabled,mobile and portable configurations throughapplications (speech to speech and text totext, under initial capabilities).

The engineering and manufacturing de-velopment phase of the MFLTS programwill commence in FY 2013 with initial op-erating capability (IOC) for Pashto, Dari,Iraqi Arabic and Modern Standard Arabic.

The Persistent Threat Detection System(PTDS) is a quick reaction capability serv-

ing both intelligence and operational com-munities with real-time situational aware-ness, counter-IED, force protection andforensic capabilities. It is a significant ISRand force multiplier for the warfighter.

PTDS is a 74,000-cubic-foot, helium-filled, tethered aerostat envelope equippedwith dual high-resolution EO/IR (WescamMX-20s) sensors or an MX20 sensor witheither a ground moving target indicator/dismounted moving target indicator radar(STARLite) or an EO/IR wide-area sensor(Kestrel) payload. PTDS is integrated with

existing acoustic sensors that cue the aero-stat payload to provide near real-time eyeson target. PTDS provides a persistent sur-veillance and dissemination capability al-lowing quick reaction forces to find, fix,track, target and engage direct- and indi-rect-fire threats.

PTDS has proven its effectiveness in acombat environment by providing action-able information to the warfighter andranks on U.S. Forces-Afghanistan’s Top 10list of urgently needed capabilities. Since2010, 46 PTDS have been fielded to meet

urgent warfighter requirements with 66systems becoming operational by thefourth quarter of FY 2012. As of June 2012,PTDS provided more than 500,000 hoursof real-time FMV/ISR capability in bothOperation New Dawn and Operation En-during Freedom.

The Program Executive Office Enter-prise Information Systems (PEO EIS)supports C4I capabilities by providing in-frastructure and information managementsystems to the Army. As the Army’s enter-prise-wide technical leader for business in-formation systems, PEO EIS enables infor-mation dominance by developing anddelivering integrated, network-centric capa-bilities to accomplish the mission today andbe prepared for the mission of tomorrow.Acquisition Business (AcqBusiness) de-

velops enterprise solutions and providesdata-management services that support theacquisition community in conducting busi-ness. These capabilities enable consistent,effective, and efficient conduct and over-sight of acquisition tasks. The planningand development of additional capabilitiesare ongoing; prototyping, user involve-ment and capability distribution via amodern and scalable network-centric ar-chitecture are core elements of the programstrategy. AcqBusiness collaborates with thecombat developer, performance assess-ment and root cause analysis (PARCA),and the Army acquisition community toidentify enterprise business requirementsand develop solutions that meet criticalneeds. The program has fielded a substan-tial infrastructure and variety of functionalinformation technology (IT) tools and ser-vices providing an enterprise, service-ori-ented, business environment that bringsthe right information to the right people atthe right time.

The Army Enterprise Systems Integra-tion Program (AESIP) is a vital componentof the Army’s goal of modernizing enter-prise resource planning (ERP) businesssystems to simplify operations, optimizeprocesses and provide an accurate enter-prise view of business information to allusers. AESIP integrates business processesand systems by serving as the enterprisehub for the Army’s logistics and financialERP business systems: the General FundEnterprise Business System (GFEBS), theArmy’s financial system; the Global Com-bat Support System-Army (GCSS-Army),the tactical logistics system; and the Logis-tics Modernization Program (LMP), thenational logistics system. AESIP enablesintegration by linking business processesand data across existing IT systems. Thisintegration optimizes business processesand supports enterprise-level information

requirements. AESIP has successfully de-livered a Web-based solution for the cre-ation and management of customer andvendor master data and implemented anoptimized messaging and hub services ca-pability.Acquisition, Logistics and Technology

Enterprise Systems and Services (ALT-ESS) provides full life-cycle IT solutions,support, and services to the Army’s acqui-sition community and DoD customers in asecure environment. With significant, se-cure infrastructure and data center capa-bilities, ALTESS provides critical supportto more than 2.3 million users worldwide.ALTESS operates a state-of-the-art “green”data center with first-class enterprise net-work operations, systems engineering, ap-plications sustainment and enterprise-level service management capabilities.ALTESS is a leader in providing cost-effec-tive data center services for the Army andDoD.Computer Hardware, Enterprise Soft-

ware and Solutions (CHESS) provides ar-chitecturally sound standards and policy-compliant IT enterprise solutions from abroad range of industry IT providers to allArmy activities and organizations. In accor-dance with Army Regulation 25-1 ArmyKnowledge Management and Information Tech-nology, CHESS is also responsible for imple-mentation of the biannual consolidated buy(CB) program that offers desktop and note-book computers and printers at a substan-tial price savings. The CB process is themost cost-effective approach to fulfillinguser requirements for these products. It di-rectly supports the Army CIO/G-6 strategyfor acquiring products that are fully com-pliant with federal desktop computing reg-ulations as well as DoD and Army securityand interoperability standards.Defense Communications and Army

Transmission Systems (DCATS) managesa suite of more than 100 projects andrapidly delivers these capabilities in directsupport of global missions to Army forces,senior national leadership and combatantcommands in joint, unified and multina-tional operations. DCATS provides world-wide strategic satellite communicationsand wideband control systems, long-haulterrestrial microwave and fiber-optic com-munications systems, technical control fa-cilities (TCFs), combat service supportcommunications systems, critical powerinfrastructure, terrestrial communications,combat vehicle intercom systems, in-tran-sit visibility, and other leading technolo-gies to meet current and future Army re-quirements.

TheDistributed Learning System (DLS)acquires, deploys and maintains world-wide distributed learning online course-ware to ensure that soldiers receive criticaltraining for mission success. Through theArmy Learning Management System(ALMS) and Army e-Learning, DLS deliv-ers training to more than 1.4 million sol-diers and Department of the Army civil-ians, manages training information, andprovides training collaboration, schedul-ing, and career planning capabilities inboth resident and nonresident training en-vironments.DoD Biometrics designs, engineers, ac-

quires, deploys and sustains enterprise bio-metric solutions in multiple operating en-vironments, enabling identity dominanceon the battlefield and across the services.DoD Biometrics’ systems capture, transmit,store, manage, share, retrieve and displaybiometric data for timely identification oridentity verification. (DWTS) provides best-value solutions tomeet strategic long-haul and base-supportcommunications needs worldwide for theDoD and other government agencies.DWTS has two primary missions: programand life-cycle management of the connect-the-logistician systems, and implementa-tion and sustainment of wide-area trans-missions systems. The first mission includesthe CSS Automated Information SystemsInterface (CAISI) and the CSS SatelliteCommunications (CSS SATCOM) pro-grams. The second mission includes terres-trial transmissions (global C4 commercial-ization as well as TCFs) and very smallaperture terminal (VSAT) satellite commu-nications transmissions.

The Force Management System (FMS)designs, develops and deploys an inte-grated force-management capability thatestablishes accurate, consistent and timelyforce-structure information to the Armyforce management community. FMS di-rectly supports the Army director, Force

Management, whose mission is to manageand allocate manpower and force-struc-ture information; document unit models(requirements and authorizations) overtime; and provide organizational andforce-structure solutions. FMS is the Ar-my’s system to support the DoD and JointChiefs of Staff (JCS) J-8 global force man-

agement data initiative (GFMDI) mandate,which is the foundation of the Army’s net-work-centric data environment. GFMDI isthe authoritative data source for all Armyforce-structure data, from Department ofthe Army and state National Guard head-quarters down to individual billet andequipment authorizations. GCSS-Armywill replace aging, stovepiped tactical lo-gistics systems and associated financial ca-pabilities and communicate with applica-ble Army command-and-control and jointsystems as a follow-on initiative. ThisWeb-based system, supported by laptopsand automatic identification technology(AIT) devices, provides essential function-ality for limited disconnected operationsand for connected operations using robustdeployable communications to connect toa centralized database for all users at allechelons.General Fund Enterprise Business Sys-

tem (GFEBS) integrates financial, realproperty, cost, and performance data into aWeb-based ERP system. GFEBS standard-izes business processes and transactionalinput across the Army, provides real-time

visibility of transactions, integrates dataand produces full cost data. GFEBS willenable decision makers to better use cur-rent resources and enable better analysesof resource implications for programs andbudgets. GFEBS brings the majority ofArmy financial and real property manage-ment processes into a single system, inte-grates performance data and produces fullcosts. This empowers leaders at all levelsto consider the true costs of operations,functions, organizations, and more whenmaking decisions. GFEBS is being imple-mented across the active Army, Army Re-serve and Army National Guard. For thefirst time, the Army will have a single au-thoritative source for financial and relatednonfinancial data for the entire generalfund. Ultimately, GFEBS will replaceand/or be subsuming more than 80 Armylegacy accounting, financial and assetmanagement systems. When fully imple-mented, GFEBS will be one of the world’slargest ERP systems with some 79,000users at more than 200 locations aroundthe world and about 1 million transactionseach day. GFEBS will enable the Army tobetter manage current budget require-ments and better anticipate and estimatefuture budget requirements for its morethan $140 billion in annual expenditures.

The Installation Information Infrastruc-ture Modernization Program (I3MP) mod-ernizes installation infrastructure and terres-trial transmission (voice, video, data andconnectivity) by using standard architectureand equipment from multiple vendors.I3MP provides a robust and scalable net-worked information infrastructure that al-lows migration to a network-centric, knowl-

edge-based operation and enhances connec-tivity between forward-deployed forces withcontinental United States-, Europe- and Pa-cific-based forces. I3MP is a part of the jointeffort to improve and protect LandWarNetby enhancing the infrastructure for better ef-ficiency and effectiveness of the networkand Army interoperability across DoD.Joint-Automatic Identification Technol-

ogy (J-AIT) is the Army product manage-ment office for total radio frequency identi-fication (RFID) and automatic identificationtechnology (AIT) solutions. As an RFIDtechnology leader, J-AIT provides global asset tracking and Web-based radio fre-quency in-transit visibility (RF-ITV) servicesthrough the upgrade, implementation andmaintenance of the RF-ITV system. It offersa single point of contact for acquisition sup-port and technical expertise for joint ser-vices, federal agencies, the North AtlanticTreaty Organization (NATO), and multina-tional forces by establishing and maintain-ing contract vehicles for the procurement ofAIT products and services. J-AIT offerscomplete program life-cycle support whileproviding the joint warfighter and coalitionpartners with automated, near real-time ITVof materiel and equipment worldwide. Italso supports multinational informationsharing by the DoD with NATO and coali-tion partners.

The Logistics Modernization Program(LMP) provides a comprehensive, modern-ized logistics solution that enables ArmyMateriel Command (AMC) to provideworld-class logistics readiness to thewarfighter. Operational since July 2003,LMP delivers a fully integrated suite ofsoftware and business processes thatstreamlines the maintenance, repair, andoverhaul (MRO), planning, finance, acquisi-tion, and supply of weapon systems, spareparts, services and materiel to the soldier.Fundamental to the Army’s transformationefforts, LMP replaces a stovepiped legacysystems environment and enables theArmy to harness the power of precise, up-to-the-minute enterprise-wide data and im-proved business processes. The programmanages a multibillion-dollar inventorywith tens of thousands of vendors and inte-grates with more than 70 DoD systems.Now fully fielded, LMP operates at morethan 50 locations worldwide with approxi-mately 25,000 users, delivering materiel tosoldiers when and where they need it.Land Mobile Radio (LMR) modernizes

the Army’s continental United States andPacific nontactical LMR systems in order tosupport installation public safety organiza-tions and functions. MC4’s visionis to be the premier enabler for improvedtactical health care and better decisionmaking through the power of IT. MC4 is aruggedized system of systems containingmedical software packages fielded to oper-ational medical forces worldwide. MC4provides the tools to digitally record andtransfer critical medical data from the fox-hole to medical treatment facilities world-wide. Deployable medical forces use theMC4 system to gain quick, accurate accessto patient histories and forward casualtyresuscitation information, as well as to de-liver health-care services remotely throughMC4 telehealth capabilities. Combatantcommanders use the MC4 system to accessmedical surveillance information, result-ing in enhanced medical situationalawareness. Most importantly, MC4 is help-ing deployed servicemembers. By equip-ping deployed medical units with auto-mated resources, MC4 helps ensure that

servicemembers have a secure, accessible,lifelong, electronic medical record (EMR),which results in better informed health-careproviders and easier access to Departmentof Veterans Affairs medical benefits. MC4is a groundbreaking system, managing the

the Army with globally connected capabili-ties that provide the full spectrum of network and information services so thatsoldiers, commands, and supporting orga-nizations can access, process and act uponinformation anytime, anywhere, for all op-erations. This enables the application offorce across all phases of joint operations.P2E’s tenets are: host the Army’s applica-tions, data, and IT services in an intercon-nected set of globally linked and defendeddata centers in both a physical and Cloudenvironment; enable a globally connectedArmy to build and employ an informedwarfighting force that can fight on arrival;build a standardized, global info-structurethat is scalable, accessible and defens-ible;�ensure streamlined access to applica-tions, service and data; provide capabilityto perform joint network operations; andfacilitate seamless transition from garrisonto training to deployed missions with com-mon services available in all environments.Satellite Communications Systems

(SCS) manages the acquisition, develop-ment and modernization of defense satel-lite communications system (DSCS) andwideband global satellite (WGS) commu-

nications system earth terminals and base-band equipment for all military servicesand agencies. SCS represents a system-of-systems approach for DoD satellite com-munications sites and facilities. SCS com-bines baseband and terminal expertise inone organization. The office provides com-prehensive acquisition expertise; systemsengineering for all strategic, DoD teleport,standard tactical entry point (STEP), andgateway sites; configuration management;and resolution of interoperability and in-terface issues between baseband and radiofrequency equipment. SCS also providesfor the application of Army and DoD poli-cies, directives and mandates; planningand execution of advanced technologydemonstration programs; and a commonintegrated logistics support (ILS) leader-ship to minimize redundancies and juris-dictional issues.Transportation Information Systems

(TIS) supports the joint logistics distribu-tion process by improving efficiency and in-teroperability within the Army transporta-tion information systems for deployment,sustainment and redeployment activities.Unit movements, theater operations, cargomanagement and air-load planning appli-cations are used throughout the transporta-tion community that supports soldiersworldwide. The applications support themovement of personnel, equipment, andsustainment cargo from home station todestination and back, thus maintaining visi-bility of the movement from the tactical, op-erational and strategic levels. TIS provides

complete product life-cycle management,premier transportation and distribution ITsolutions, transportation systems functionalexpertise and a 24/7 support operationscenter.Vehicular Intercom Systems (VIS) al-

lows soldiers to communicate in the high-noise environments of combat vehicles—ahigh Army safety priority. VIS provides thecurrent VIC-3 intercom system for Armytactical vehicles, including those deployedin the conduct of current operations, as wellas new production units. VIS provides sys-tems for vehicle upgrades, resets and re-missioning programs. The VIC-3 allowscrews of tactical vehicles to communicatewith each other above vehicle and/or com-bat noise. VIC-3 enables all crew membersto receive/transmit over a military radio. Itprotects soldiers from permanent hearingdamage from high noise levels in moderntactical vehicles through the use of state-of-the-art active/passive noise-reducing head-sets. VIC-3 is the standard vehicle intercomin more than 50 tactical vehicle variants.Multiple components allow tailoring forspecific vehicle configurations and connec-tivity with many military communicationssystems.

The Wideband Control (WC) project of-fice acquires and installs state-of-the-artstrategic satellite network control and plan-ning systems for use with the defense satel-lite communications systems (DSCS), WGSand commercial satellite systems. All of thesubsystems operations and communica-tions between operators and processors areprovided at one console location and areviewed from a multi-headed workstation,which allows access to the network data-base and permits simultaneous display ofdatabase components. These systems aretypically deployed at wideband satelliteoperation centers worldwide.Enterprise Management Decision Sup-

port (EMDS) enables the Department of theArmy to achieve faster and more confidententerprise management decision supportby retrieving and integrating disparate datato create a common access point for holisticand detailed Army operating force data toenhance understanding and decision mak-ing. EMDS is a Secret Internet ProtocolRouter Network-based, Web-enabled enter-prise solution that provides integrated datafrom multiple authoritative data sources topresent a common operating picture forunits progressing through the Army forcegeneration (ARFORGEN) cycle. Sponsoredby the U.S. Army G-3/5/7, EMDS pro-vides an ARFORGEN common operatingpicture and, soon, a force managementcommon operating picture to support theArmy’s global force management processof synchronizing, planning, sourcing, re-sourcing and executing unit and force de-ployments.
