To complete reviews and permits on a shorter meline for our customers and prepare for PDX ePlans (electronic plan review). BDS is always looking for ways to make our processes more efficient, and plan review windows will help our staff work more efficiently, producing results faster. Starting November 2018, the City phased in a new, more efficient plan review process for all types of building permits. This new process has established dedicated windows of uninterrupted time for City staff to perform plan review. During these windows, applicants will not be allowed to submit corrections to checksheets. The review window has created a more efficient development review process. This new process will be standard for all reviews when electronic plan review is rolled out.

Why is BDS making this change?To complete reviews and permits on a shorter timeline for our customers and prepare for PDX ePlans (electronic plan review). BDS is always looking for ways to make our processes more efficient, and plan review windows will help our staff work more efficiently, producing results faster.

Here’s how the change has been beneficial:

• Reduced interruption to the plan review process. City staff has been able to focus on their reviews with less interruptions, which has produced more efficient reviews and timely feedback for our customers. Previously, when a customer submits corrections through a checksheet response, Permitting Services staff coordinates those corrections and routes the plans to our review groups in response to those corrections/updates. When customers submit additional corrections before other staff have finished their review, the reviewer must start over. With this change, staff will have uninterrupted time to focus on a review, and can complete reviews more quickly.

• What are the requirements and timelines associated with the new review windows? Corrections to first checksheets are not allowed until all reviewers have issued a checksheet, approved their

review, or the city plan review window period has elapsed (30 business days for commercial, 20 business days for residential).

We recommend bundling checksheet responses whenever possible. When you respond to one or multiple checksheets, no further responses can be submitted until the applicable City staff have issued a checksheet, approved their review, or the 10 business day recheck review window period for commercial and residential permits has elapsed.

Timelines associated with Process Managed Projects will vary and be agreed upon during the preliminary fire and life safety meeting held prior to permit submittal.

• Do the current service level goals for turnaround time (for first checksheets and plan corrections review periods) continue to apply?

Yes. The service level goals for first checksheets are 20 business days for commercial new construction permits, and 15 business days for residential new construction permits, and the goals for rechecks are 5 business days for both commercial and residential permits. The new process doesn’t change the current review goals. They remain our service level goals.

Please note: If a reviewer is unable to meet the review window period, the extended first checksheet review window period and plan correction review window period (noted in the diagram above) provide a "relief valve" to the new process.

• What if a reviewer doesn’t meet the first checksheet or recheck review window period? If I respond to a checksheet how will that impact the outstanding reviewer?

It depends. More than likely, the plan set that the outstanding reviewer is (or will be) reviewing will be pulled from their desk to update the plan sets, further delaying that reviewer and potentially the overall plan review process. In addition, there’s always potential that an outstanding reviewer’s checksheet could impact the other checksheets you are preparing and responding to, which may further impact the plan review process timeline.

You can contact the outstanding reviewer for an estimated time of completion of their review. If possible, wait until you receive their checksheet before submitting corrections. Taking this approach will ensure their review time isn’t impacted by having the plan set pulled; ensure you are able to make a comprehensive response to as many checksheets as you can at once; and reduce the number of times Permitting Services staff must process and route plan set corrections. This will almost always ensure the quickest overall plan review timeline.

• What happens if I need to make a change to my plan sets that requires plan corrections, or a new review group to be added?

The overall process would continue to move forward, but the reviewer would be given the first checksheet review period timeline. Responses to these reviewer’s checksheets would need to wait until the next open review period. Depending on the cause and impacts of the review, a Permitting Services manager or lead can make an exception to minimize negative impacts.

• How can I find out the review window status for my permit? Using PortlandMaps.com, you can view the status details for your permit number or property address. Refer

1APPLYING FOR A NEW SINGLE FAMILY RESIDENTIAL PROJECT AND SAMPLE FEES

The Bureau of Development Services (BDS) accepts New Single Family Residential (NSFR) and new construction Accessory Dwelling Unit (ADU) projects for review through three different intake processes: • For one or two dwelling unit projects, you will either:

- Submit your plans through the NSFR Submittal and Review Process via the Development Services Center (DSC), or - Submit your plans through the Drop Off Process for NSFR Submittals.• For three or more dwelling units (designed to the Oregon Residential Specialty Code) on a single lot or attached to each other,

you will submit your plans through the Batch Submittal and Review Process. If you wish to include the mechanical, electrical, and plumbing trade work permits on NSFR projects, please complete and havesigned, each of the trade permit applications at the time of NSFR application.If you are unsure how your project should be processed, or if you have questions about the information necessary to submit, please call Permitting Services at 503-823-7357.

Applying for a New Single Family Residential Project

and Sample Fees

NSFR Submittal and Review Process – for projects of one or two units1. Prepare and bring the items noted below to the DSC. Hours of

operation are available on our website (www.portlandoregon.gov/bds/dsc) or by calling 503-823-7310. We will assist NSFR customers up to one hour before the conclusion of business for the day.

• Completed NSFR Application Packet • Four sets of complete plans with an additional 11X17 Site Plan.* • Complete submittal materials per NSFR Minimum Submittal

Checklist included in application packet. 2. Meet with a Technician in the DSC to check the completeness of

your NSFR application packet and plans. Application packets and plans must be deemed complete to be Approved for Intake.

3. Plans and application materials which are Approved for Intake will have intake fees generated and billed. Following intake fee payment, the NSFR will be Under Review.

Drop Off Process for NSFR Submittals NSFR drop off submittals will be accepted by Permitting Services located on the 2nd floor of the 1900 SW Fourth Avenue building. Hours of operation are available on our website (www.portlandoregon.gov/bds/dsc) or by calling 503-823-7310.Within one week Applicants will be notified, by email,about the status of their submittal. If deemed complete,intake fees will be identified. Following intake fee payment theNSFR will be Under Review. If deficient, information on howto proceed will be identified.

Batch Submittal and Review Process – for projects of three or more unitsProjects which include three or more structures built to the Oregon Residential Specialty Code, or International Residential Code, and are located on a single tax lot or attached to each other, are submitted through the Batch Submittal Process. Examples of Batch Submittal projects could include three townhouse units, or three or more single-family homes on one tax lot.

These projects necessitate Batch Submittal processing due to their unique Planning and Zoning requirements, which differ from those for standard single-family development. In addition, projects involving multiple structures on one tax lot require a separate Site Development permit for the common infrastructure elements such as driveways, utilities, and landscaping.

SIMPLIFIED INFILTRATION TESTING PROCEDUREThe Simplified Approach provides a method that a nonprofessional can use for design of simple stormwater systems on small projects. A geotechnical report or different infiltration test may be required at the discretion of the assigned BES plan reviewer. See Section 2.3.6 for infiltration testing requirements.

Test instructions:1. Conduct test in and/or near location of proposed infiltration facility.2. Excavate a test hole a minimum of 16" in depth, or to the bottom of

the proposed infiltration system, whichever is greater. If a hard pan layer is encountered that prevents further excavation, or if noticeable moisture/water is encountered in the soil, stop and measure this depth and note it on the SIM form. If further excavation is not possible, conduct the test at this depth.

3. Fill the hole with water to a depth of at least 6" from the bottom of the hole. Record the amount of time required for the water to draw down to the bottom of the test pit. Check the water level at regular intervals to ensure accurate data collection.

4. Repeat the process two more times for a total of 3 rounds of testing. Conduct the tests in succession to accurately portray the soil’s ability to infiltrate at different levels of saturation. The 3rd test provides the best measure of the infiltration rate at saturated conditions.

5. Record infiltration test data in the table at left and certify the results.

This is an agreement that the applicant and/or responsible parties will use erosion control during this project as required. The applicant and/or responsible party must sign this form to comply with Section 10.40.020 of the Code. Details for the measures outlined below are located in the City of Portland Erosion Control Manual, available at either the Development Services Center or on our Web site at www.portlandonline.com/bds

Minimum Erosion Control Requirements Additional Requirements

1. Temporary sediment control (silt fences, bio-filter bags or fiber rolls, storm drain inlet protection).

Prevent the transport of sediment from the site (Manual Sections 2-2 and 4-2) Call for #200 inspection.These items must be provided even with undisturbed vegetative buffers as allowed by manual.

2. Stabilize access points by installing a gravel construction entrance. Do not use rock or dirt ramps in the gutter, use a wood ramp if needed to get over curb.

Limit construction vehicle access, whenever possible, to one route. Stabilize access points. Provide street cleaning by sweeping or shoveling any sediment that may have been tracked out. Place sediment in a suitable disposal area where it will not erode again. (Manual Sections 2-2 and 4-1)

3. Stabilize all soils, including stockpiles that are temporarily exposed. Use one or more of the temporary soil stabilization Best Management Practices (BMP’s): temporary grasses, mulch applications, erosion blankets, plastic sheeting, plus dust control measures.

4. Maintain erosion controls identified in requirements 1 through 3 above according to specifications prescribed in manual.

Inspect and maintain required erosion and sediment controls to ensure continued performance of their intended function. (Manual Chapters 4 and 5)

5. Comply with the necessary development activity controls, including controls for fuel spill control, waste removal, concrete waste management or painting preparation.

During construction, prevent the introduction of pollutants in addition to sediment into stormwater. (Manual Section 5)

6. Use one or more of the following to permanently stabilize soils before final building inspection: Permanent vegetative cover, mulch applications or application of sod.

After construction but before project completion, permanently stabilize all exposed soils that have been disturbed during construction. (Manual Sections 4-4)

7. Prevent sediment from entering all storm drains, including ditches, which receive runoff from the disturbed area

Remove temporary drain inlet protection measures after final site clean-up. Call for #210 inspection.

8. Post signage on-site that identifies the City’s Erosion Control complaint number

The sign will be provided upon approval of the pre-construction inspection. It must be maintained on-site until the final inspection.

You must request a preconstruction erosion control inspection prior to construction. Call 503-823-7000 and request a #200 inspection using your IVR number.

I agree to meet each requirement and use appropriate erosion control measures as outlined above to prevent erosion and sedimentation from leaving the site of project/permit number referenced. I understand that all inspections are still required, and that failure to install or maintain adequate measures may result in a re-inspection fees or additional fines. A permanent erosion control inspection #210 will be required prior to a final building inspection.

2017 Energy Efficiency Additional Measures RequirementsAll new dwellings and areas that are added to existing dwellings shall meet the envelope requirements of ORSC Table N1101.1(1). Portions of existing dwellings that are affected by new construction shall meet the envelope requirements of ORSC Table N1101.2. In addition, Additional Measure Requirements per ORSC N1101.1 (for new construction) and N1101.3 (for additions) are required as follows:

Construction of New Residential Structure: Complete Sections A and B

Construction of Large Additions (additions of 600 SF or more, or additions that are more than 40% of theexisting heated floor area, whichever is less): Complete Sections A and B

Construction of Small Additions (additions that are between 400 and 600 SF, or between 15 to 40% of theexisting heated floor area, whichever is less): Complete Section C, or either Section A or B (for entire structure).
