Roadside assistance workers are true highway heroes. Day and night, in all kinds of weather, these roadside problem solvers are the face of AAA to millions of grateful members. Sadly, their job also is one of the most dangerous. Some are injured in the line of duty, while others never make it home.

Fortunately, many states have laws that help ensure the safety of roadside assistance personnel and other emergency respond-ers. “Move Over” laws, as they have come to be known, require motorists to change lanes or slow down when approaching emer-gency vehicles such as police cars, fire trucks and ambulances, or roadside assistance vehicles such

as tow trucks, stopped on the side of the road with their lights flash-ing. Move over laws have been adopted in all 50 states, however, 4 states still don’t provide protec-tion for drivers of tow trucks and recovery vehicles.

Although “Move Over” laws ex-ist in every state, there is still little knowledge of them. In a national poll, 71 percent of Americans said they have not heard of them. Law wording varies from state to state, but here are some general answers to key questions to help keep you and roadside workers safe.

What should I do if I see an emergency vehicle stopped on the side of the road with lights flashing?

First, slow down so that you can assess the situation. If you’re on a multi-lane highway and it’s safe to do so, move over by changing lanes away from the emergency vehicle. Leave at least one vacant lane between you and the emer-gency vehicle to provide a safe zone for emergency vehicles or workers performing their jobs in the area.

What should I do if I’m not able to safely change lanes away from the emergency vehicle or I’m on a two-lane road?

If you are unable to safely move over by changing lanes, you should slow down to at least 20 mph below the posted speed limit and approach with caution.

If I cannot change lanes safely, should I stop my ve-hicle in the roadway?

No, you should slow down while maintaining a safe speed. Do not stop in the roadway or block the flow of traffic unless directed to do so by emergency personnel.

How can I avoid becoming involved in a crash when traf-fic slows?

Stay alert. The single most im-portant thing you can do to pro-tect yourself and others is to pay attention behind the wheel. By

scanning the roadway for inci-dents that lie ahead of you and be-ing aware of activities of vehicles around you, you will be able to an-ticipate problems and react safely.

Moving over or slowing down for emergency vehicles on the roadside is the safe thing to do in any state you drive, because it provides a needed safety cushion for those who help motorists and keeps them safe on the roadways. Doing so is not just the right thing to do — it’s the law in most states.

Editor’s Note: D.C. has not ad-opted the “Move Over” law and some laws may differ by state. Maryland’s law that includes tow trucks goes into effect October 1, 2014. If you would like more in-formation on state “move over” laws, contact AAA Government Relations at (202) 942-2050. Ad-ditional resource: http://drivin-glaws.aaa.com/laws/move-over-law/

Rental car insurance is something many of us don’t think about unti l we get to the rental counter . There we break into a sweat , wondering what our own auto pol icy covers and whether we real ly need this extra insurance. We often resort to guessing and hope for the best .

Don’t leave your decis ions to guesswork. The truth is you probably don’t need everything they are se l l ing. Here ’s what you should know to be prepared for your next rental company encounter .

Step 1: What coverage do you have? The f irst step is easy. Cal l to conf irm what

coverage you have through your personal auto insurance, meaning what coverage extends to a rental car , truck or trai ler . Ask about exclusions, l imits . Liabi l i ty insurance, and see i f there is a loss of - income provis ion for the rental car company.

Wil l you rent a vehic le for vacat ion , moving things or business? Your exist ing coverage might be adequate or maybe your employer has travel insurance that covers your business rentals . Some pol ic ies pay for a rental car only i f your own car is being replaced due to an accident . They may not pay for a vacat ion rental . Ask to c lar i fy the speci f ics .

I f you rent vehic les frequent ly , consider purchasing a rental car endorsement i f your insurer of fers i t . You can buy the endorsement even i f you don’t have col l is ion or comprehensive coverage.

Step 2: Know what to expect at the rental counter

Whether you’re rent ing a car , truck or trai ler , most rental companies wi l l o f fer you a variety of opt ions. One is a Col l is ion Damage Waiver (CDW) that covers col l is ion damage to the rented vehic le .

CDW isn’t insurance. I t ’s a waiver saying the rental company wi l l wave the contract provis ion that makes you l iable for :

Losing or damaging the vehic le whi le you are rent ing i t , whether or not i t ’ s your fault . The cost to repair or replace the rented vehic le . The loss of income to the rental company whi le the rental vehic le is being repaired

When you take the CDW, your l iabi l i ty is taken on by the rental car company The waiver can be voided under some circumstances, so ask what they are.

I f your personal auto comprehensive and col l is ion insurance do cover a rental vehic le , the coverage handles only the cost of damage or replacing the vehic le . I t doesn’t cover a loss of - income provis ion. When in doubt , the Ohio Department of Insurance (ODI) suggests you pay for this waiver .

Another a l ternat ive is to turn to your credit card company for secondary, CDW-l ike coverage, but i f you choose to get the rental company’s CDW, this coverage may be void.

Some credit cards of fer col l is ion coverage i f you use the card to pay for the rental vehic le . Their level of coverage and exclusions can get complicated, so cal l the credit card company to veri fy the detai ls i f you go down this route.

Other types of insuranceThe rental c lerk wi l l a lso of fer you some variat ion

of these insurance choices :Liabil ity or supplemental l iabil ity

insurance.Your personal auto pol icy probably covers

l iabi l i ty whi le driving a rental . Check and ask i f your l iabi l i ty insurance appl ies i f another family member drives the rental vehic le .

Personal Effects Insurance.PEI covers damages to or loss of personal

belongings in your rental car . Homeowners insurance might cover those belongings to an extent , but f ind out the amount covered, i f there are excluded i tems, and the amount of your deduct ib le . Then you can decide i f you real ly need this insurance.

Personal Accident Insurance. This covers medical and ambulatory costs

re lated to accidental in jury or accidental death whi le rent ing the vehic le .

For each type of insurance, the ODI requires that the rental company gives you a factual brochure with fu l l detai ls of the insurer ’s coverage, exclusions, l imitat ions, provis ions, how to f i le a c la im and more. Review the brochure before deciding.

Gather these facts now, and you’ l l make sound decis ions the next t ime you rent a vehic le .

Ever wonder what the rental company employee real ly knows and doesn’t know?

The Ohio Department of Insurance (ODI) shares these facts with consumers so you know what ’s what .

1 ODI prohibits the rental employee from saying or implying that purchasing insurance is required to rent a vehic le .

2 Rental company employees are prohibited from saying or implying that they are qual i f ied to evaluate whether you have

adequate exist ing insurance coverage for your rental needs.

3 ODI prohibits employees from “indicat ing in any way that your current insurance pol ic ies do not or might not provide

dupl icate coverage to what is being of fered.”

Every time you start your car they glow to greet you, but after few seconds of engine operation they fade away – hopefully not to be seen again until the next engine start. As part of Car Care Month, AAA is urging motorists to heed their car’s cry for attention and be aware of the red and yellow indicators on the instrument panel that illuminate to let you know when a problem occurs.

“Motorists need to be aware of the critical – ‘big three’ – warning lights. They include those that monitor engine oil pressure, engine coolant temperature, and the vehicle charging system,” says John Nielsen, Director of AAA Automotive. “To reduce the chances of vehicle damage and/or a roadside breakdown, these warning lights require prompt and proper action when they illuminate.” To help motorists better understand the important role of these three warning lights, AAA provides a brief explanation of each.

Warning Light TestWhen the ignition key is first

turned to the ON position, all of the vehicle’s warning lights should illuminate. The “big three”

lights typically remain on until the engine is started and running. If a warning light fails to illuminate at this time, have the related system checked out by a AAA Approved Auto Repair facility. Once the engine is running, all the warning lights should go out within a few seconds. If any light remains illuminated, consult your owner’s manual for further information.

Engine Oil PressureThe engine oil pressure

warning light commonly displays an oil can (“teapot”) symbol or the logo “OIL”. When the oil pressure warning light illuminates, the engine has lost its supply of pressurized lubricating oil and severe engine damage or catastrophic failure can occur within seconds. Of all the warning lights, the oil pressure light indicates the greatest potential for serious mechanical damage, and also allows you the shortest time in which to take appropriate action.

If the oil pressure warning light comes on and stays on: pull off the road immediately, shut off the engine, and call AAA to have your vehicle towed to an Approved Auto Repair facility. Unless you

are in an extremely dangerous situation, do not attempt to drive the vehicle any farther. This can significantly increase the extent of any engine damage – turning what may be a minor repair into a complete engine replacement.

Engine Coolant TemperatureThe engine coolant temperature

warning light commonly displays a thermometer symbol or the logo “TEMP”. When the coolant temperature light illuminates, the engine temperature has exceeded the safe maximum. Until the rise in coolant temperature is reversed, the engine will suffer accelerated wear. If the increase in temperature continues, major engine damage or catastrophic failure will result.

The coolant temperature warning light is second only to the oil pressure warning light in indicating the potential for serious mechanical damage. However, the coolant temperature light does give you a little more time to take appropriate action.

If the coolant temperature warning light comes on, quickly assess the situation. Steam or liquid coolant coming from under the hood are clear indications

of overheating and/or a leak. Pull off the road at the first safe opportunity and call AAA for assistance. A lack of steam or leaking coolant does not mean it is safe to drive the vehicle. Continuing to operate an engine with an illuminated temperature warning light will result in a major damage and a significant repair bill.

-more-Caution! Boiling coolant can

cause severe burns! Do not attempt to open the hood in the presence of excessive steam, and never remove the radiator cap when the engine is hot. The cooling system is under pressure and scalding coolant will be expelled with great force.

Charging SystemThe charging system warning

light commonly displays a battery symbol or the logo “ALT” or “GEN”. When the charging system warning light illuminates, the vehicle electrical system is no longer being supplied with power by the alternator.

A charging system failure rarely results in serious mechanical damage, and of the “big three” warning lights, this one gives

you the greatest amount of time to take appropriate action. Depending on the electrical demands of your vehicle, and the reserve capacity of its battery, you will generally have at least 20 minutes of daylight driving time before voltage drops to the point where the ignition system will no longer function and the engine will quit.

If the charging system warning light comes on, turn off all unnecessary electrical accessories and drive to the nearest repair facility to have the vehicle checked. If you are some distance from a repair shop, drive to a safe location where you can call AAA to have your vehicle towed to an Approved Auto Repair facility.

AAA Approved Auto Repair facilities have been thoroughly investigated by the association and offer written estimates, the return of used parts, and a 12-month/12,000-mile warranty. In addition, AAA members receive a free maintenance inspection with paid repairs, and the right to have AAA mediate any dispute regarding the work done.
