Maintain Modern HMMWV

HMMWVs eventually
replaced by JLTV will still
be in use for decades due
to current 25 year JLTV
production timeline
Once AC begins HMMWV
modernization,
NGREA/Congressional
Line Adds will likely go
away in favor of Base
POM funding, ARNG
could lose ability to select

FM Priority List & G4 EVAC Criteria & Depot Focus
FM: Priority of Units to Receive RECAP M1165 Cargo HMMWV
Focus is based on VCSA Up-Armored plan for LTV
Priority is states with Associated Units and BCTs in SRM “Reset” Year
Do not impact units programmed for JLTV fieldings
Fieldings to units in “Urgent Force Pool” must consider SRM year
G4: EVAC Criteria for Identifying Seed Vehicles
State G4s identify M1165A1 Seed Vehicles within the state, vehicles should be
LIN:T56383, NIIN: 015402017, serial number under 300,000
Future program seed vehicles would either have to include serial numbers above
300,000 and/or M1097s
Depot: Future Cargo HMMWV Focus
Pursue M1097 Cargo HMMWV Overhaul through Sustainment PEG funding
M1097 Cargo HMMWVs represent ~½ the fleet and are 20 years old in FY19
1) Document HMMWVs currently on hand
2) Exchange 2-Door & 4-Door Up-Armored HMMWVs between COMPOs 2&3
3) Divest M998, M1037 and M1038 NLT MAR17
4) Contracted ambulances will be redistributed w/in GSA community to
support overall intent to decrease ARNG lease

JLTV Updated 12k Fielding Priority
Semitrailer Flat Bed: M872 34Ton
M872 System Description Way Ahead
In 4th QTR FY17, HQDA anticipates opening of a new production
line for a limited quantity of the M872A4 Trailers, in order to address
fill shortages for the European Reassurance Initiatives (ERI) only. In
addition, there is a possibility for a new start program to develop a
M872A5 variant, no current timeline is available to anticipate full rate
production. ARNG will explore requesting FY18 NGREA for the
purchase of new M872A4 variants in order to address fill shortages,
until full rate production allocations are available for the M872A5
trailer.
Status
The M872 Semi-Trailer has a 34 ton payload capable of line and
local haul of break bulk, inter-modal cargo containers as well as
shelters. It is a platform style, three axle, duel purpose semi-trailer
with a rated payload of 68,000 pounds. It has an open deck flatbed
area capable of transporting two 20ft or one 40 foot long container.
The M872 trailer is a critical asset for Army National Guard (ARNG)
transportation units and is considered a unit “pacing” item. In
addition to it’s war time mission requirement, the M872 is critical
dual use asset for ARNG units during domestic response
operations.
62% of the ARNG’s M872 fleet is comprised of the A0 – A3 variant,
which have been deemed unserviceable due to frame rust, corrosion
and/or are at their end of useful life (EUL). The M872A4 variant is
the only remaining serviceable variant of the M872 trailer available
for use by ARNG units. Funding does not exist to enable PdM-HTV
to procure newly produced replacement trailers for the
unserviceable trailers.
Table 1 - Comprehensive list of selected major equipment items and shows current
plus two years O/H qty against the FY requirement.
Table 2 - Average age of selected major end items. Item approaching 15-20 years
in age will probably be close to nomination for modernization if not replacement.
Table 4 - Dollar value of planned equipment procurements with NRGEA.
Table 7 - Authorized subs for major end items.
Table 8 - *Most Important table* - Provides the ARNGs top ten prioritized shortage
list. When you match this against table 4 you will see most the stuff on this table
gets NGREA money.
NGRER submitted Jan-Feb timeframe each year. Recommendation would be the
Task Force use this during their May meeting to flush out the priorities and then can
brief it at the Dec meeting.

Questions
Back up
JLTV Fielding Criteria Logic
• Start Point – FM Centric Criteria– Select IBCTs in Reset Year in FYs 20, 21, 22, 23
– Supports IBCTs scheduled to attend CTC rotation (T/R 3) in FYs 23, 24, 25, 26 given priority
– UAT not utilized as selection criteria
UAT measures personnel readiness, JLTV will be an IBCT-wide fielding of vehicle equipment that is not
dependent on availability of Soldiers with specialty skill required to operate the vehicles. JLTVs do not require
training space with additional capacity beyond currently fielded vehicles in IBCTs (HMMVWs, LMTVs, etc.)
• Shortfalls – Initial 12k Fielding Priority assumes 511 vehicles per IBCT for pure fleet fielding, does not incorporate COA
for mission role/variant fielding
– Initial 12k Fielding Priority lists 511 JLTVs to be fielded to each IBCT, this plan does not break down which of
the five (5) variants will be fielded
• Assumptions – Additional CTC rotations for ARNG IBCTs will adjust selection criteria
– IBCTs attending CTC rotations will bring JLTVs or fall in on JLTVs in the box per Initial 12k Fielding Priority
allocating 524 JLTVs (variants unspecified) to JRTC
