prove the consent agenda consisting of December 17, 2018 Council Meeting Minutes, Appropriation Ordinance 18-479 and Ap-propriation Ordinance 19-480 as presented. Paradee seconded the motion. Vot-ing aye: Bennett, Burton, Dunlap, Johnson, Lucian, Opela, Paradee, Patterson,

Police Chief Report-(Lieutenant Dave Jus-

City Administrator Report-

-Will ask for commit-tee meetings at next coun-cil meeting to address di-rection and goals.

-A deep clean of the Community Building and Public Works Building will take place in the next cou-ple of weeks.

Interim City Superintendent Report

-Crews are installing 2” digital water meters.

-Residential digital water meters budgeted for this year and will be purchased/installed in the coming months.

City Clerk Report –-Next council meeting

Tuesday January 22 due to the Martin Luther King Jr. holiday. City offices will be closed on Monday Janu-ary 21.

-Oath of office for council members elected in the November 2018 elec-tion is Monday January 14. Stop by the office to take your oath, new members will receive code book, etc. at that time.

- PRIDE meeting to-morrow at noon in the committee room. Every-one welcome.

-LMI survey update, drew for prizes Friday De-cember 21- had 3 lucky winners. We still need ap-proximately 300 plus qual-ifying entries. While that seems like a lot, we started out needing over 1600 so we are almost there. We will have another draw-ing on Friday January 25. Call or stop by the office to complete a survey.

Fire Chief Report--Storm sirens ordered

through the grant have shipped. Should be in-stalled within the next 30 days or so.

-Kale Kitterman will be training new fire fighters beginning this week.

-Working on mitiga-tion plan for the county, will be meeting with the City Administrator put to-gether plan and resolution for council consideration.

-REV group informed they are expecting chassis for fire truck being repaired in Florida this week, 60/90 days before it will be ready.

-Amos Cupp and Kasie England are attend-ing Fire Fighter 1 class in Parsons. City Attorney Report –

Old Business –Consider approval of

Ordinance 1429 regarding weed violation penalties and fines.

Wright explained these ordinances involve two processes dealing with nui-sance violations including weeds and mowing. Ordi-nance 1429 allows for ju-dicial action and increased fines. Community Service officer will represent the City as the Public Officer and it will be at their dis-cretion which avenue is pursued. Dunlap moved to approve Ordinance 1429, “An Ordinance by the City Council of the City of Co-lumbus, Kansas, Amend-ing Chapter VII, Article 2, Sections 8-201, 8-206 and 8-207 Regarding Penalties and Fines Affecting Viola-tions of Section 8-201.” Opela seconded the mo-tion. Voting aye: Bennett, Dunlap, Johnson, Lucian, Opela, Paradee, Patterson. Voting nay: Burton, Pryor. Motion carried 7-2.

Consider approval of Ordinance 1430 regarding weed violations.

City Attorney Bar-bara Wright informed this ordinance addresses the administrative option re-garding weed and mow-ing infractions, it does not involve fines or fees, just the cost of mowing. Opela moved to approve Ordi-nance 1430, “An Ordi-nance by the City Council of the City of Columbus, Kansas, Revising Chapter VII, Sections 8-402 and 8-403 of the Code of the City of Columbus, to Re-establish Administrative and Law Enforcement Pro-cesses Implementing the City’s Abatement Actions and Fines for Weed Con-trol.” Patterson seconded the motion. Voting aye: Bennett, Burton, Dunlap, Johnson, Lucian, Opela, Paradee, Paterson, Pryor. Voting nay: None. Motion carried 9-0.

New Business –Discussion of City sig-

nage on City right of way.City Administrator

Daniela Rivas spoke to the council about need for more signage in the City. Long range plans can be discussed at a future com-mittee meeting. Tonight, I am asking council ap-proval to place “No Dump-ing” signage at the three entrances of the alley be-hind the Free Store to help clean up the area. Dunlap moved to allow No Dump-ing signage to be placed at the three entrances to the alley behind the Free Store. Burton seconded the mo-tion. Voting aye: Bennett, Burton, Dunlap, Johnson, Lucian, Opela, Paradee, Patterson, Pryor. Voting nay: None. Motion carried 9-0.
