Prior to 2004 there was neither a comprehensive vision nor a strategic plan that incorporated a wide range of values regarding water issues in the Basin

In the summer of 2004 CBT initiated a comprehensive research project to gather information on concerns regarding water quality and quantity from both human use and natural ecosystems perspectives
